Purpose: The objective of this paper is to explore how education and professional experience of local government (LG) managers corresponds with entrepreneurship development and local development processes in local administration units (LAU). Approach/Methodology/Design: In research, that is representative for Poland, authors surveyed 477 LG managers (enabling to achieve 3,9% error rate with 95% level of confidence) and correlated the data on their education and experience with respected local entrepreneurship metrics to conclude on correspondence of investigated phenomena. Findings: While endogenous local development theories indicate LGs and their attributes as intervening variable in entrepreneurship stimulation and local development process, local entrepreneurship metrics need to be taken into account to indicate their relevance for entrepreneurship environment and entrepreneurial ecosystems at local level. Practical Implications: Education level of local government managers might be perceived as a mediating variable between quasi-independent local resource endowment and dependent entrepreneurial activity in local administrative units. Originality/Value: Presented results extend perspective on local entrepreneurship ecosystem by outlining the role of trainings and continued education of local government managers in business activity creation. ; peer-reviewed

Over the last few years, there has been a devolutionary tendency in many devel- oped and developing countries. In this article we propose a methodology to decompose whether the benefits in terms of efficiency derived from transfers of powers from higher to municipal levels of government (the "economic dividend" of devolution) might increase over time. This methodology is based on linear programming approaches for efficiency measurement. We provide an application to Spanish municipalities, which have had to adapt to both the European Stability and Growth Pact as well as to domestic regulation seeking local governments' balanced budget. Results indicate that efficiency gains from enhanced decentralization have increased over time. However, the way through which these gains accrue differs across municipalities—in some cases technical change is the main component, whereas in others catching up dominates.

Using an extensive dataset covering all Portuguese local governments (308), this paper analyzes the determinants of municipal deficits and debt. The results clearly indicate the existence of a political budget cycle, but there is no evidence that fiscal policy is used strategically to condition the decisions of subsequent governments. Furthermore, local governments that enjoy larger support in the town-hall and for which there is party similarity between the mayor and the prime-minister have larger budget balances. Local councils in the state of New South Wales (NSW) in Australia are starting to give serious consideration to how they can include 'sustainability' in their planning for the future. There is no statutory requirement to create a sustainability plan – and therefore no standard definition of what constitutes such a plan for local government in NSW. The same is true of the term 'sustainability', for which there is no standard or legislative definition. However, the NSW state division of Local Government Managers Australia (LGMA - a professional organization for council managers) has recently released a 'Sustainability Health Check' as a resource to assist councils in assessing their current performance and devising appropriate strategies and action plans for sustainability. In addition, several individual councils have used the opportunity provided by the state government's Urban Sustainability Program to make a first attempt at developing a sustainability plan.

South Africa can be referred to as a thriving democracy with explicit separation of powers between the legislative (national and provincial parliaments, including municipal councils), executive (national and provincial cabinets, including municipal councils), and judicial authorities. Its governance landscape has been transformed into three distinctive spheres of government with national, provincial and local governments executing their respective constitutional mandates in the spirit of cooperative governance; independent yet interrelated. This paper attempts to capture an overview of the third tier of governance in South Africa, namely municipal local government, with a focus on the agenda of developmental local government.

This study aims to know the local government of Central Sulawesi Province on a temporary provision in preventing women survivors of the earthquake. And to know the actions of religious leaders in preventing sexual harassment of women who survived the earthquake in Palu. The discussion in this article departs from a qualitative descriptive study. Local government officials and religious leaders were the subjects of the interviews. The results showed that the local government in Central Sulawesi indirectly triggered the occurrence and sexual violence experienced by women who survived the earthquake in temporary shelters. This refers to aspects of communication, resources, attitude of implementers. Policy implementers in disaster management. Besides that, the religious leaders have given the role of preventing sexual intercourse with women who survived the earthquake. The varied roles given in preventing and fulfilling government obligations that are negligent towards the victims. Pembahasan dalam artikel ini berangkat dari penelitian deskriptif kualitatif, dimana penulis mewawancarai informan dari pejabat pemerintah daerah dan pemuka agama. Hasil penelitian menunjukkan bahwa pemerintah daerah di Sulawesi Tengah secara tidak langsung memicu terjadinya pelecehan dan kekerasan seksual yang dialami perempuan penyintas gempa di hunian sementara.
