ABSTRACT
The current system for managing spectrum in the United States gives the federal government essentially all authority over electromagnetic spectrum management and governance on tribal lands. The Deploying the Internet by Guaranteeing Indian Tribes Autonomy over Licensing (DIGITAL) Reservations Act envisions a system of spectrum governance that affirms tribal self-determination in managing and licensing the natural resource called spectrum. Though the DIGITAL Reservations Act has yet to be passed into law, it outlines a set of principles that are essential to guide equitable policymaking related to Indigenous nations. We analyze the Act and discuss the opportunities and challenges offered by this framework.

As climate disasters increase, social workers will increasingly be called upon to help communities with the related dislocations, eco-anxieties, and social transformations. This article explores the extent to which Canadian social work schools are preparing social workers to advance socio-ecological justice. It examines the coursework in these programmes as new standards come into effect in 2023. We consider radical, eco-social, feminist and Indigenous pedagogies, and focus on how experiential learning and transformative hope can address the manifold systemic challenges we now face. Rather than bolting eco-education onto existing programming, radical perspectives and transformative praxis must be embedded into social work.

Abstract
In this collection of essays, eight distinguished scholars, many with deep and personal knowledge of both Russia and Ukraine assess the impact of current events on long term relations between Ukraine, Russia, and the West. Since the issues raised by this crisis are at once indigenous to Ukraine, bilateral to Russia and Ukraine, and global, all three levels will need to be addressed before it can be resolved. This special issue examines some of the parameters that will need to be considered in doing so. Taken in toto, they encourage us to think comprehensively about the future, highlighting some of the pitfalls that will await us after the war.

Since March 2018 Turkey and allied Syrian actors have controlled the Afrin region of northern Syria. The subsequent five years have been marked by acts of criminality and infighting incidents between the dozens of Turkish-backed militias in the region, an insurgency campaign, acts of terrorism, and dramatic demographic changes to the detriment of the region's indigenous Kurdish population. This paper examines and outlines the Turkish-installed local governance structure, highlighting the relationships between Syrian civil and military actors and the various Turkish institutions present, what effects this regime has had on the region's security situation, and it relates to broader Turkish policy within Syria.

Abstract
The purpose of this article is to present information on the exploits of early Russian mariners, probably coming from settlements in the Russian North, in the development of the Arctic, in particular, the northeastern sea route. Historical artifacts of the seventeenth century found on the Faddey Islands and in Simsa Bay indicate that the entrepreneurial Russian polar sailors mastered the harsh Arctic regions long before European sailors. Archaeologist Aleksei P. Okladnikov has shown that these polar sailors of the seventeenth century were skilled shipbuilders, knew navigation, used nautical equipment, knew the languages of the indigenous population, had writing skills, and played chess.

Evidence in the literature regarding the impact of radio in fuelling crises is conflicting. This study extends existing argument by testing the moderating effect of accountability partners in the relationship between Radio Biafra and participation in the activities of the Indigenous People of Biafra (IPOB). Results from a sample of 470 participants showed that accountability partners contribute 35% in predicting participation in IPOB activities while Radio Biafra contributes 32%. Additional results showed that online accountability partners contribute more (23%) than offline (12%). Additional finding implies that licenced media like radio, TV and newspaper could be unintentionally promoting IPOB activities in South-East Nigeria.

In the historiography of Iran, capitalism is commonly evoked as a "concept of difference." By this, I mean that the term is regularly used to characterize socioeconomic phenomena as modern versus traditional, leading versus laggard, foreign versus indigenous, or hero versus villain in an assumed direction of history. As Jürgen Kocka remarked when coining the phrase, most definitions of capitalism since the nineteenth century have been used by intellectuals to distinguish experiences of their own time from either the past or the future. And it is in terms of this rhetorical function that its significance and limitations for Iranian historiography can be analyzed.

With the discovery of gold and diamonds in abundance in the territory, the present South Africa experienced successive wars for the control of the production of ores, in the midst of the migration of colonists and the expulsion of indigenous people from their lands. This article aims to establish the historical and structural determinants that have shaped the formation of South Africa as a modern national state. It will try to emphasize the relevance of the historical study for the comprehension of a larger political phenomenon of the contemporaneity, insofar as it puts in relevance the construction of an advanced political unit along the lines of peripheral capitalism.

This issue of the Journal of New Zealand & Pacific Studies brings together four articles and one report. These are a foretaste of the types of discussions expected at the 27th annual conference of the New Zealand Studies Association, which will take place in June 2023 and will be co-hosted by Stockholm University and the University of Turku. The conference theme, Between Nations/Across Seas: The Transnational and Transcultural Pacific, is reflected in the contributions to this issue which explore questions of voyaging, navigation and exploration, early Indigenous encounters and colonial powers, Pacific activism and decolonization and the contemporary geopolitical situation in the Pacific.

AbstractGender-based violence is a prevalent and persistent societal problem in Canada that permeates all spaces, including politics. Yet sexual harassment, sexual assault and/or gender-based violence research is rarely found in mainstream political science in Canada or elsewhere. This article argues that this absence is highly problematic for a discipline that purports to centre itself on understanding power—who has it and who doesn't, and how to access it. It further argues for a normative intersectional and interdisciplinary approach, highlighting promising avenues of research in feminist institutionalism and Indigenous feminism to help achieve elusive solutions to gender-based violence in the future.

This paper provides a critical reading of (1) the ways in which Palestine's cultural landscape and the indigenous people of Palestine have been represented in the eyes of Western and specifically European travelers and explorers in the 19th century; (2) how various such representations subsequently 'filtered' into Israeli geographical texts and writing, and were utilised by Israeli writers and others to (re) write a so-called 'modern', but distorted and incomplete historical geography of Palestine. The net result is that much of Palestine's Arab landscape has been 'de-historicised', or as Keith Whitelam (1998 : 11) phrased it, has been 'silenced'.

This article examines Hazara history writing, exploring how Hazara authors highlight the community's formerly low socio-economic status and stigma attached to "being" Hazara. It also shows how in the 1980s and 1990s a shift in ethnic consciousness among Hazaras led to a new sense of pride and confidence, which continues to the present. The analysis focuses on two websites, Hazara.net and Hazara International, which are key social spaces for engagement with Hazara historiography. These websites are central to the ongoing production of an indigenous community history. These online spaces allow for the documentation, preservation, and propagation of Hazara history from a community-oriented lens.

Abstract
This article provides an overview of the implementation of the rights of European national, ethnic or linguistic minorities and indigenous peoples in 2020, in the fields of administration of justice, public administration, participation, citizenship and tranfrontier exchanges. Relevant legal developments are presented in the activities of the United Nations, the Organization for Security and Co-operation in Europe, the European Union, and the Council of Europe. Special attention is paid to the application of the European Charter for Regional or Minority Languages and the Framework Convention for the Protection of National Minorities, which are the most important international treaties on the rights of minorities in Europe.

AbstractThis article approaches an Indigenous singing tradition, the yoik, practiced by the Sámi people in the north of Europe, as a way of knowing the environment through presence rather than meaning. The yoik consists of short unaccompanied melodies, often without lyrics, sung in everyday life, associated with a specific being (typically a person, an animal, or a place), and intended to make that being present. By exploring this capacity to invoke and intensify the environment's presence, this article seeks to take the yoik seriously and thereby offer a counternarrative to both semiotic and logocentric understandings of knowledge and human/nonhuman relationships.
