One of the most important aspects of the development of public policy during the 1970s was the extent to which instruments of public sector planning and resource allocation both proliferated and became more sophisticated. The history of this period is littered with the emergence of acronyms (such as HIPs, JASP and RAWP) reflecting the progress that was made, particularly in the field of social planning. The successful implementation of many of these developments, though, required a degree of 'incremental space' in public budgets provided by regular expenditure increases. Consequently, when the downturn in economic fortunes gathered pace in the second half of the 1970s many of the initiatives were crowded-out or put into abeyance. Moreover, as the fiscal constraints of the 1970s have been carried forward with new intensity into the 1980s, much of the optimism about meeting social needs more effectively which accompanied them has vanished. Certain commentators, however, have argued that some of the pessimism is unjustified and that the reversal of expenditure trends offers opportunities to public agencies to improve the efficiency of their operations.

The Present manuscript discusses on various scientific aspects of Indian Vedic Agnihotra Vijnan and Mantra therapy. It has been scientifically proven in many recent experiemnts and literature that Homa therapy is much effective in inviting rainy clouds, efficient in disesaes control through inhaling therapy, generates negative ions responsible for happiness, organic homa krishi (farming) is best for humans, boon for mental and physical fitness. The authors' team have tried best to present a series of small experiemnts in support of few of above results and confident enough that gradually this therapy is poular and being accepted globally by one and all. Indian culture and science is scientific and full of components to uplift the human conciousness and ease in life. The present study supports this fact by visualizations and sensor based experiemnts. In 21st century, it is crucial to accept with open minded the good features of this alternate therapy in view of second and third and multiple waves of pandemic caused by sars-cov'19 and other global threats.
Edgardo Antonio Vigo fue un artista plástico que utilizó distintas técnicas y formas de expresión, como la poesía visual, las performances urbanas, el arte correo, la escritura de manifiestos y otros textos, así como la edición de revistas, entre otras actividades. Vigo produjo su poética en clave de rebeldía de su tiempo, especialmente entre los '60 y '70, pero su rebelión transcurrió también por fuera del estereotipo más consolidado para la época. La obra de Vigo retoma algunos procedimientos de las vanguardias, como la utilización del objeto ya hecho, el uso de espacios alternativos de producción y difusión de sus obras, el abandono casi completo del formato de cuadro, entre otros. Interesa pensar en este trabajo de qué modo esta apropiación de técnicas y procedimientos previos, se combina con otra ruptura dirigida no sólo al sistema artístico, sino también al orden social. En este sentido, la obra de Vigo piensa su tiempo. ;Así como tematizó ciertos acontecimientos de relevancia política de los ámbitos nacional e internacional, también realizó una operación novedosa en su obra: la utilización del discurso judicial-administrativo. Se analizan en este trabajo algunos de sus usos en acciones artísticas. Concluimos en que se trató de una materia que incorporaría en su poética para desnaturalizarla de su lugar original, aristocrático y privatista. En este sentido, toma un aspecto no menor del funcionamiento del orden social disociándolo de su lugar normal y, al ofrecerlo a todos a través de acciones artísticas, permite una apropiación descentrada, fuera de los límites impuestos por su naturaleza ; Edgardo Antonio Vigo was a plastic artist who used different technologies and forms of expression, as visual poetry, urban performances, mail art, the writing of manifests and other texts, as well as the edition of magazines, between other activities. Vigo produced his poetics in key of rebelliousness of his time, specially between '60s and '70s, but his revolt passed also externally of the stereotype most consolidated for the epoch. The work of Vigo takes again some procedures of the avant-gardes, as utilization of the ready made, use of alternative spaces of production and diffusion of his works, almost complete abandon of the format of picture. It is interested in thinking in this paper of what way this appropriation of technologies and previous procedures, combines with another directed break not only to the artistic system, but also to the social order. In this respect, the work of Vigo thinks his time. As well as he used certain events of political national and international relevancy, also realized a new operation in his work: the utilization of the judicial - administrative speech. There are analyzed in this work some of its uses in artistic actions. We conclude in that it was a question of a matter that he would incorporate in his poetics to denaturalize it of the original aristocratic and specific place. In this respect, he takes an aspect of the functioning of the social order separating it from its normal place and, on having offered it to all across artistic actions, allows an off-centre appropriation, out of the limits imposed by its nature ; Facultad de Humanidades y Ciencias de la Educación
Objectives<i>This paper sets out to identify the key elements of Polish social structure that are critical to the manpower of the Polish Armed Forces. So far, there has been little discussion, in either the literature or ongoing public polemics, regarding the dependence of the Armed Forces on the shape of the social structure in the context of ensuring state security.</i>Methods<i>This work is predominantly based on the analysis of available literature: scientific articles, legal acts and the results from the survey research conducted by specialised institutions, in particular, Polish Central Statistical Office.</i>Results<i>On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. The present state is below the expectations and needs of the Polish Army, mainly due to the lack of young people with special technical education. The earnings in the private sector by far outweigh the remuneration levels offered in the military, which effectively deters young people from undertaking service for the benefit of state security.</i>On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. AbstractWhile sociologists have paid a great deal of attention to how political elites matter for the emergence and development of social movements, they have focused less explicitly on how political elites matter for the culture of social movements. This essay reviews work that directly and indirectly addresses this relationship, showing how political elites matter for various aspects of movement culture, like collective identity and framing. It also reviews literature that suggests how movement culture comes to impact political elites. The essay concludes by drawing from very recent scholarship to argue that to best understand political elites and the culture of social movements, we need to think about culture and structure as intertwined and to understand how relations matters in the construction of meaning.

Where Ideas Go to Die explores the troubled relationship of US journalism and intellect. A defender of common sense, the press is irked at intellect yet often dependent on its critical autonomy. The social control of intellect by journalism is accompanied by social control of journalism in newsrooms and in classrooms where norms are cultivated. Anti-intellectualism consequently operates like dark matter in media, a presence inferred by its effects rather than directly observed or acknowledged. When journalists anticipate a punitive public, the reified resentment is no more real than the fiction of omnipotent citizens in democratic theory, yet the audience imagined compels how intellect is rendered in the news as nuisance, deviance, or object of ridicule. Interviews with 25 "dangerous professors" demonstrate how alliances in the academic-media nexus can seed intellect in newswork.
"Technology shapes every aspect of human experience and it is the primary driver of social and ecological change. Given this, it is surprising that we spend so little time studying, analyzing, and evaluating new technologies. Occasionally, an issue grabs public attention--for example, the use of human embryonic stem cells in medical research or online file sharing of music and movies. However, these are the exceptions. For the most part, we enthusiastically embrace each new technology and application with little critical reflection on how it will impact our lives and our world. What is more, when an issue raised by an emerging technology is attended to, we often lack the language, concepts, and critical perspectives to thoroughly address it. The aim of this textbook is to introduce students and other readers to the ethical issues associated with a broad array of emerging technologies--including nanotechnology, synthetic genomics, robotics, genetic engineering, geoengineering, synthetic meat, virtual reality, information technologies, sex selection, and many more--and to help them develop analytical skills and perspectives for effectively evaluating novel technologies and applications"--
A partir de dados censitários, o artigo analisa a política habitacional de interesse social na Região Metropolitana de Curitiba, entre 2000 e 1010. Os dados sobre os fluxos migratórios revelam que, embora essa região atraia maior número de migrantes no estado, já não é para a capital que se dirige a maioria. As cidades de São José dos Pinhais e Colombo, dotadas de menor infraestrutura, constituem o maior polo de atração. Com foco em habitação para famílias de baixa renda, o aluguel social em especial, são apresentadas as condições das unidades habitacionais, a infraestrutura disponível e os aspectos demográficos e socioeconômicos dos chefes de família. A leitura dos dados é contextualizada por uma recuperação histórica das políticas habitacionais promovidas pelo Estado desde a década de 1970. PALAVRAS-CHAVE: Política habitacional. Locação social. Região Metropolitana.Curitiba.HOUSING POLICY AND SOCIAL RENT IN CURITIBA Tomás Antonio Moreira Based on census data, this article analyzes the social housing policy in the metropolitan area of Curitiba from 2000 to 2010. Data on migratory movements show that, although this region attracts the largest number of migrants in the state, the capital city is no longer the destination of the majority. With less infrastructure, São José dos Pinhais and Colombo are the cities attracting most migrants currently. The study focuses on housing for low-income families, particularly social rend, and presents the situation of housing units, the available infrastructure, and the demographic and socio-economic aspects household heads. Data interpretation is contextualized using a historical review of housing policies promoted by the state since the 1970's. KEYWORDS: Housing policy. Social rent. Migratory movements. Les données concernant les flux migratoires révèlent que bien que cette région attire un plus grand nombre de migrants au niveau de l'état, la majorité ne va cependant pas vers la capitale. Les villes de São José dos Pinhais et Colombo, dotées de moins d'infra-structures, constituent un pôle d'attraction plus important. En mettant l'accent sur l'habitat destiné aux familles ayant peu de revenus, sur le loyer social en particulier, on y présente les conditions qu'offrent les habitations, l'infra-structure existante et les aspects démographiques et socio-économiques des personnes de référence des ménages. Brown reads a range of computational strategies and actors, from the general principles underwriting the Transmission Control Protocol (TCP), which determines how packets of information can travel through the internet, to the Obama election campaign's use of the power of protocols to reach voters, harvest their data, incentivize and, ultimately, shape their participation in the campaign. In demonstrating the kind of rhetorical spaces networked software establishes and the access it permits, prevents, and molds, Brown makes a significant contribution to the emergent discourse of software studies as a major component of efforts in broad fields including media studies, rhetorical studies, and cultural studies
