Auf vielen Ebenen der internationalen Entwicklungspolitik wird der Kooperation mit der Privatwirtschaft große Bedeutung zugemessen. Auch für die staatliche Entwicklungszusammenarbeit in Deutschland gelten Unternehmen als unverzichtbare Partner zur Erreichung globaler Entwicklungsziele. Von zivilgesellschaftlichen Akteuren wird die Kooperation mit Unternehmen unterschiedlich bewertet: Einerseits wird die Chance gesehen, zusätzliche Potenziale zu mobilisieren, andererseits wird befürchtet, Unternehmen könnten ihr entwicklungspolitisches Engagement nur als Marketinginstrument zur Imageverbesserung nutzen. Von deutschen Unternehmen wird zudem gefordert, auch im Ausland verantwortungsvoll entlang der gesamten Wertschöpfungskette zu handeln. Im Rahmen eines international vergleichend angelegten Forschungsprojekts am Institut für Soziologie der Universität Graz 'Wertwandel und soziale Umschichtung' wurden auch die Einstellung der Bevölkerung von zwei Dutzend Ländern zu verschiedenen Maßnahmen der Arbeitsmarkt- und Beschäftigungspolitik untersucht. Die einzelnen Länder wurden einer Typologie von sechs Beschäftigungs- und Arbeitsmarktsystemen zugeordnet: konservativ-liberalistisch (GB, USA, Kanada, Australien, Neuseeland), korporatistisch (Deutschland, Österreich, Frankreich), konservativ-korporatistisch (Italien, Spanien, Irland), egalitär-inklusiv (Norwegen, Schweden), transformatorisch (Ungarn, Polen, Tschechien, Slowenien, Bulgarien, Lettland, Russland) und sonstige (Japan, Israel, Philippinen, Zypern). Ausgangspunkt des Vergleichs waren drei Überlegungen: 1. Regierungen müssen sich bis zu einem gewisse Grad an die Wünsche der Bürger halten; 2. arbeitsmarkt- und beschäftigungspolitische Maßnahmen sind für unterschiedliche Bevölkerungsgruppen von unterschiedlichem Interesse; 3. der Erfolg solcher Maßnahmen hängt auch von ihrer Akzeptanz durch die davon Betroffenen ab. Die Einstellungsdeterminanten auf makrosozialer Ebene wurden anhand von vier Hypothesen zur Befürwortung einer aktiven Arbeitsmarkt- und Beschäftigungspolitik ermittelt. Die Befunde der Untersuchung münden in ein dynamisches Kausalmodell der Beziehungen zwischen Einstellungen und den institutionellen und politischen Bedingungen der Arbeitsmarktund Beschäftigungspolitik, aus dem sich für die Politik eine doppelte Folgerung ableiten lässt: zum einen ist nur eine entschiedene und über die Zeit hinweg konsistente Politik auch erfolgreich; zum anderen muss jedes Land jeweils eine spezifische, für sich optimale Kombination von arbeitsmarkt- und beschäftigungspolitischen Instrumenten finden. In 2020, for the first time in the history of the International Labour Organization (ILO), we sighted the universal ratification of a Convention, that is, the ratification by all 187 Member States of the Organization. The C182—Convention of Worst Forms of Child Labour (1999) is identified as a fundamental Convention because it refers to one of the fundamental labour rights identified at ILO Declaration on Fundamental Principles and Rights at Work (1998). This Declaration, despite having been immersed in intense debates on the regulatory option adopted by the ILO (soft law), spelled out a list of fundamental rights and principles at work, approaching to the grammar of human rights. In this sense, it is possible to understand that Convention No. 182, since it is fundamental, already had a prominent role. However, universal ratification presents itself as opportune and strategic, especially when it formalizes the commitment of States to the observance of the parameters presented in the respective international labour standard. Thus, using the deductive method (Lakatos, Marconi 2003) and the bibliographic and the documentary research techniques, the study is going to analyse the importance of universalizing international labour standards for International Labour Law.
