Qatar's domestic and foreign policy since the 1990s has developed along three main lines: The emirate has expanded its gas production and supplies liquefied gas to as many countries as possible; it assures itself of US military protection by providing bases; and it conducts a "soft power" campaign in the form of investments in media and sports. During the Arab Spring, Qatar went on the offensive, marking a change in its regional policy. At the time, it aimed at nothing less than revising the regional order in the Arab world. Since Emir Tamim took office in 2013, however, Doha has scaled back its ambitions, yet it still wants to be recognised as a regional power. Qatar tries to defuse regional conflicts by positioning itself as a mediator. It maintains good relations with Iran, its allies in the region and with militant groups such as Hamas and the Taliban. This, as well as its support for the Muslim Brotherhood, repeatedly provokes conflicts with Saudi Arabia and other neighbours. As a result, Qatar has identified Turkey as its new protecting power. Qatar is an attractive partner for Germany and Europe and can become an important gas supplier that has shown a long-standing interest in the European market; it is also more flexible in its deliveries than many of its competitors. It was a serious mistake for German policy not to focus on Qatari gas much earlier. Placing more long-term orders could rectify this mistake. If there really is going to be a "Zeitenwende" security policy, Germany must also prepare itself for security risks emanating from the Middle East (keywords: migration, terrorism, nuclear proliferation). Covid-19 accelerated the transformations that have been taking place in the international life since 2008. These have been materialized in, a competition between economic giants, a weakening in the world governance, a reconfiguration of capitalism with technology and a breakdown of the trust of societies in democracy. This has led to a new reconfiguration of material capacities, institutions and ideas, and demonstrates that what the world is currently experiencing is the closing of a historical cycle and the weakening of the hegemonic structure of the United States. Based on this panorama, the opportunities and challenges presented by the new emerging countries are analyzed in the light of the concept of power, illustrated by critical theory. ; La Covid-19 aceleró las transformaciones que se estaban presentando en la vida internacional desde 2008, materializadas en una competición entre gigantes económicos, un debilitamiento en la gobernanza mundial, una reconfiguración del capitalismo con la tecnología y un resquebrajamiento de la confianza de las sociedades en la democracia. Lo anterior ha llevado a una nueva reconfiguración de capacidades materiales, instituciones e ideas, demostrando así que lo que actualmente vive el mundo es el cierre de un ciclo histórico y el debilitamiento de la estructura hegemónica de Estados Unidos. Con base en ese panorama, se analizan las oportunidades y desafíos que presentan los nuevos países emergentes a la luz del concepto del poder, ilustrado por la teoría crítica.
У рамках імплементації угоди про асоціацію між Україною та Європейським союзом бухгалтерський облік на українських підприємствах готельного господарства буде приведено до стандартів Європейського союзу. Відповідно до сучасних вимог щодо реорганізації та гармонізації облікового процесу існує потреба у пошуку нових підходів до формування та обліку доходів та витрат від реалізації готельних послуг. У статті наведена класифікація доходів та витрат готельного підприємства, зазначені особливості їх обліку з урахуванням вимог оновленого законодавства. Результати дослідження підтверджують, що впровадження положень Директиви № 2013/34/ЄС та зміненого закону України "Про бухгалтерський облік та фінансову звітність в Україні" підвищить рівень прозорості та порівнянності показників фінансової звітності вітчизняних готельних підприємств. Ці зміни сприятимуть покращенню туристичного бізнесу в Україні. ; As part of the implementation of the association agreement between Ukraine and the European Union, accounting at Ukrainian hospitality enterprises will be brought to the standards of the European Union. According to modern requirements for the reorganization and harmonization of the accounting process, there is a need to find new approaches to the formation and recording of income and expenses from the implementation of hotel services. The article categorizes the income and expenses of a hotel enterprise, specifies the features of their accounting, taking into account the requirements of the updated legislation. The results of the study confirm that the implementation of the provisions of Directive No. 2013/34 / EU and the amended law of Ukraine "On Accounting and Financial Reporting in Ukraine" will increase the level of transparency and comparability of financial statements of domestic hotel enterprises. These changes will help improve the tourist business in Ukraine.
Saudi-Arabien und die Vereinigten Arabischen Emirate (VAE) dürften ihre Geldgeschenke an Ägypten unter Präsident Abdel Fattah al-Sisi in Zukunft deutlich weniger großzügig ausfallen lassen. Denn Saudi-Arabien hat sich unter dem seit einem Jahr amtierenden König Salman der Muslimbruderschaft angenähert, die vom ägyptischen Regime als Ursache allen Übels dargestellt wird. Riads übergeordnete Priorität ist heute, den regionalen Einfluss Irans, vor allem im Jemen und in Syrien, einzudämmen. Doch gerade in Syrien weicht Sisis Position von der Saudi-Arabiens ab. Darüber hinaus ist man in Riad wie auch in Abu Dhabi frustriert, weil Erfolge bei der Verbesserung von Ägyptens Wirtschafts- und Sicherheitslage ausbleiben. Niedrige Ölpreise sorgen zudem für eine restriktivere Ausgabenpolitik am Golf. Für Deutschland und die EU bietet sich damit erstmals seit dem Sturz von Präsident Mohammed Mursi die Gelegenheit, in Ägypten mittels konditionierter finanzieller Unterstützung auf mehr politische Teilhabe und bessere Regierungsführung zu drängen. 'Nach vielen Jahren der Abstinenz sind die USA und Russland im Begriff, ein neues, nachprüfbares Abkommen über nukleare Abrüstung und Rüstungskontrolle zu verhandeln. Diese Studie widmet sich im ersten Teil den politischen Rahmenbedingungen, unter denen die bevorstehenden Verhandlungen stattfinden werden. Dazu gehören die amerikanisch-russischen Beziehungen ebenso wie die konkreten Interessen der Beteiligten bezogen auf die nukleare Abrüstung. Betrachtet werden auch die Krise des nuklearen Nichtverbreitungsregimes und die internationale Debatte um die vollständige Abschaffung aller Kernwaffen. Im zweiten Teil wird eine Reihe von Kernkonflikten analysiert, die in den amerikanisch-russischen Gesprächen zu erwarten sind. Dazu gehören Zählregeln für Trägersysteme und Sprengköpfe; konventionell bewaffnete strategische Trägersysteme; nicht-strategische Kernwaffen und die Raketenabwehr. Das nächste amerikanisch-russische Abrüstungsabkommen wird das letzte seiner Art sein. Die Abrüstungsschritte werden die Obergrenzen des Moskauer Vertrages von 2002 deutlich unterschreiten, beiden Seiten aber ein noch immer recht umfangreiches Nukleararsenal belassen. Sollten in das Abrüstungsabkommen auch nicht-strategische Atomwaffen einbezogen werden, wären erstmals alle russischen und amerikanischen Nukleararsenale rüstungskontrollpolitisch erfasst. Dies wäre ein sehr wichtiges politisches Signal, auch mit Blick auf die nukleare Nichtverbreitung. Zugleich wäre es jedoch bestenfalls ein wichtiger Schritt in Richtung vollständiger nuklearer Abrüstung.' (Autorenreferat)
Mit ihrer Einmischung auf Seiten Aserbaidschans im Konflikt um Bergkarabach verfolgt die Türkei in erster Linie das Ziel, den gegenwärtigen Status quo des Gebiets in Frage zu stellen. Ankara will sich vor allem einen Platz an dem Tisch sichern, an dem künftig über eine Lösung des Konflikts zwischen Armenien und Aserbaidschan verhandelt wird. Als Beispiel soll das syrische Szenario dienen. Auch im Südkaukasus möchte die Türkei mit Russland verhandeln, vorzugsweise ohne westliche Beteiligte. Die Pläne Ankaras sind für Moskau nicht uninteressant. Wegen der Gereiztheit der türkisch-armenischen Beziehungen besteht jedoch die Gefahr, dass nicht mehr Armenien und Aserbaidschan, sondern Armenien und die Türkei zu den eigentlichen Kontrahenten in diesem Konflikt werden. Das Engagement der EU sollte nicht von ihrem angespannten Verhältnis zur Türkei bestimmt werden, sondern von den Resolutionen des UN-Sicherheitsrats zu Bergkarabach. (Autorenreferat)
