Społeczność międzynarodowa stoi w obliczu rozproszonego i ponadnarodowego zagrożenia epidemiologicznego, którego powaga i rozmiar wymagają obecnie niespotykanego poziomu interwencji. Na przestrzeni wieków ludzkość zmagała się z różnymi epidemia, co zawsze wiązało się z koniecznością kompleksowego działania na płaszczyźnie międzynarodowej. Zdaniem Rady Bezpieczeństwa ONZ epidemia spowodowana wirusem ebola, która wybuchła pod koniec 2013 r., stanowi szczególne zagrożenie dla pokoju i bezpieczeństwa międzynarodowego, ponieważ zdobycze w obszarze budowania pokoju i rozwoju krajów najbardziej dotkniętych epidemią mogą zostać zaprzepaszczone. To z kolei podważa stabilność krajów najbardziej nią dotkniętych. Jeśli nie zostanie opanowana, to sytuacja taka może doprowadzić do wybuchu nowych niepokojów i napięć społecznych, pogorszenia klimatu politycznego, stygmatyzacji i wzmocnienia poczucia niepewności. Podjęta w tej sprawie przez Radę Bezpieczeństwa ONZ rezolucja ma wymiar historyczny, gdyż po raz pierwszy problem zdrowia publicznego został zaklasyfikowany jako zagrożenie dla pokoju i bezpieczeństwa międzynarodowego. Stało się tak, mimo że mobilizacja międzynarodowa była spóźniona o kilka miesięcy, chociaż konieczność podjęcia działań była wówczas oczywista. ; The international community faces a fragmented and transnational epidemiological threat, the severity and extent of which currently require an unprecedented level of intervention. Over the centuries, mankind has been confronted with a variety of epidemics that have always required a comprehensive action at the international level. According to the UN Security Council, the outbreak of the Ebola virus at the end of 2013 poses a particular threat to international peace and security, as the peace-building and development achievements of the countries most affected by the epidemic are jeopardised and may end in vain or be lost altogether. This in turn undermines the stability of the countries most affected. If the disease is not brought under control, this situation might lead to a new unrest and social tensions, and worsening of the political climate, or stigmatisation and a higher sense of uncertainty in the region. The resolution adopted by the UN Security Council on this matter has a historic dimension, as it has for the first time classified a public health problem as a threat to international peace and security. This happened despite the fact that international mobilisation had been delayed by several months, despite the obvious urgent need for action.

The global imbalances that led to the Great Recession have both a political and economic origin. They have emerged from a contradictory world where old regulations and institutions are ruling the current economic structure in which former privileged countries are losing relative weight among nations. In this context, some proposals have been made aiming at overcoming the Ancien Régime restrictions and establish rules and institutions appropriate for today's world. The G20 has become a valuable tool to reach this goal. ; Los desequilibrios globales que derivaron en la Gran Recesión tienen un origen político y económico. Han surgido de la incongruencia entre las normas e instituciones instauradas para regir el ámbito internacional durante la posguerra y la estructura económica que existe en el presente, donde el peso relativo entre las economías se ha tornado menos favorable a aquellos privilegiados en Bretton Woods. Sin embargo, la realidad tiene mayor peso que privilegios cristalizados en un mundo que ya no existe. En este contexto, han emergido propuestas y se han implementado políticas que apuntan a sortear las limitaciones del «antiguo régimen» y a introducir reformas que reflejen las condiciones del mundo actual. El G20 se ha constituido en una herramienta para esta tarea.

El artículo explora el impacto que las nuevas tecnologías de la información y la comunicación han tenido en la recreación del budismo en Occidente. Se toma como caso de estudio la Comunidad Dzogchen Internacional, un grupo de raigambre tibetana con presencia en Argentina desde hace más de tres décadas. El escrito apunta a comprender el rol que juega el empleo de internet en la construcción de la dimensión ritual, comunitaria, corporal y política de la mencionada institución. De esta forma, el trabajo se centra en analizar la forma en que el ciberespacio propicia la construcción de una comunidad religiosa de carácter transnacional en la cual las prácticas rituales mediadas por interfaces virtuales se acoplan a las rutinas cotidianas de sus miembros. Además, explora la incidencia que tiene la experiencia virtual de la religión, tanto en el ámbito de la identidad y la corporalidad como en la esfera de las relaciones de poder. El análisis metodológico en el cual se basa la investigación incluyó el trabajo de campo etnográfico y la indagación de los múltiples medios digitales que emplea la Comunidad Dzogchen Internacional, a fin de posibilitar el análisis de la interrelación entre el mundo online y el campo offline. ; The article explores the impact that new communication and information technologies have had on the recreation of Buddhism in the West. Taking as a case study the Dzogchen International Community, a group of Tibetan established with presence in Argentina since more than three decades. The paper aims to understand the role played by the use of the internet in the construction of the ritual, community, corporal, and political dimensions of the institution. In this way, the text focuses on analyzing the way in which cyberspace fosters the construction of a transnational religious community in which ritual practices mediated by virtual interfaces connect with the daily routines of its members. In addition, it explores the incidence that the virtual experience of religion has in the sphere of identity and corporality as well as in the sphere of power relations. The methodological approach on which the research is based included the ethnographic fieldwork and the investigation of the multiple digital media that the Dzogchen International Community uses, in order to enable the analysis of the interrelation between the online world and the offline field. ; Facultad de Ciencias Naturales y Museo

Resumen: El ejercicio de la jurisdicción universal no está regulado por el Derecho internacional sino que son los propios Estados los que establecen las disposiciones que entienden más adecuadas para su ejercicio frente a los crímenes internacionales. Entre las diversas condiciones establecidas por el poder legislativo estatal se encuentran las amnistías, que si bien están prohibidas en el Derecho internacional, en el ámbito estatal se convierten en auténticos obstáculos al ejercicio del principio universal que nada tienen que ver con su finalidad última. Abstract: The exercise of universal jurisdiction is not regulated by international law, but rather it is the States themselves that establish the provisions they deem most appropriate for their exercise in the face of international crimes. Among the various conditions established by the state legislative branch are the amnesties, which are prohibited in international law, but at the state level they become real obstacles to the exercise of the universal principle that have nothing to do with the ultimate purpose of the universal jurisdiction.

Sie haben zur Eindämmung des Krieges im Donbas beigetragen, sind aber nicht geeignet, die Rückgabe der Krim an die Ukraine und die Umsetzung der Minsker Vereinbarungen zu erzwingen. Der EU-Sanktionskonsens ist 2017 weniger stabil als zuvor. Deshalb muss in der EU frühzeitig und strategisch über das weitere Vorgehen nachgedacht werden. (Autorenreferat)

Royal Dutch Petroleum Company (Shell) lors de l'exploitation pétrolière menée au Nigéria, la Cour Suprême juge que l'Alien Tort Statute, qui ouvre les juridictions fédérales aux étrangers victimes de violation de «droit des gens » (Law of Nations), est présumé ne pas s'appliquer aux faits survenus en dehors du territoire des États-Unis. Déboutant la requérante et renversant une jurisprudence datant des années 1980, la Cour Suprême fonde son raisonnement sur une conception du droit international qui n'est pas celle qui avait présidé à l'adoption de l'Alien Tort Statute et sur une «présomption contre l'extraterritorialité » dont l'application à cette loi n'est pas sans poser d'importantes difficultés. La Cour Suprême s'inscrit également, ce faisant, à rebours de l'évolution la plus récente du droit international en général et de la jurisprudence des cours nationales et régionales en particulier.

Although Herodot's dictum that "Egypt is a gift of the Nile" is proverbial, there has been only scant attention to the way the river impacted on ancient Egyptian society. Egyptologists frequently focus on the textual and iconographic record, whereas archaeologists and earth scientists approach the issue from the perspective of natural sciences. The contributions in this volume bridge this gap by analyzing the river both as a natural and as a cultural phenomenon.
