Nach Monaten der Spekulationen im In- und Ausland ist seit dem 15. November endlich klar, wer für die nächsten fünf Jahre an der Spitze Chinas stehen wird. Vorausgegangen war ein Tauziehen der verschiedenen Seilschaften in der Parteiführung. Der innerste Zirkel der Partei, der Ständige Ausschuss des Politbüros, wurde verkleinert und ist relativ homogen mit Gefolgsleuten des früheren Parteivorsitzenden Jiang Zemin besetzt, darunter der neue Parteichef Xi Jinping. Einzig der wahrscheinliche neue Premierminister Li gilt als Parteigänger des abgetretenen Hu Jintao. Die neue Führungsriege lässt kaum auf den entschiedenen Willen zu wirtschaftlichen oder politischen Reformen schließen. (Autorenreferat)
Im Dezember 2015 haben 195 Staaten in Paris ein neues globales Klimaabkommen (Paris-Abkommen) verabschiedet. Es stellt ein Regelwerk für die Klimapolitik ab 2020 auf und konkretisiert die Ziele der Klimarahmenkonvention (UNFCCC). Im April werden im Rahmen einer Zeremonie des UN-Generaldirektors in New York die ersten Unterschriften unter das Abkommen gesetzt; auch mit einer Reihe formeller Ratifikationen ist schon in diesem Jahr zu rechnen, etwa seitens der USA. Die Industrieländer stehen in besonderem Maße in der Pflicht, die in Paris entfaltete Dynamik aufrechtzuerhalten. Will die Europäische Union (EU) ihrer Vorreiterrolle gerecht werden, wird sie sich 2016 vorrangig zwei Aufgaben widmen müssen. Zum einen gilt es, die Umsetzung der bis 2030 zu erreichenden Klima- und Energieziele, die der Europäische Rat bereits im Oktober 2014 beschlossen hat, mittels Gesetzgebungsverfahren zu konkretisieren. Zum anderen muss die Zusammenarbeit mit den Entwicklungsländern schnell weiter ausgebaut werden. Eine Verschärfung der EU-Klimaziele für 2030 oder 2050 steht hingegen vorläufig nicht auf der Agenda. ABSTRACT The Corona Virus desease (covid-19) pandemic has not only caused health problems, buta also social problems as affactor in the emergence of racial discrimination in today's world. Racial discrimination during COVID-19 was experienced by those of Asian descent who were discriminated against by Americans and Europeans. Problems: (1) what is the form of racial discrimination according to the International Convention on the Elimination of All Forms of Racial Discrimination 1965? (2) How is the juridical analysis of racial discrimination cases by Americans and Europeans against Asian races during the covid-19 pandemic? This research uses normative research methods with data sources fromm books,literature, laws and regulations and international conventions. Using literature study techniques and analyzed by qualitative analysis methods. The results of the study: (1) The forms of racial discrimination in the International Convention on the Eliminationmof All Forms of Racial Discrimination 1965 consist of restrictions, distinctions, exclusion, incitement and propaganda or spreading the theory of hate against race (2) The discovery of cases of discrimination racial discrimination carried out by America and Europe against the Asian race during the covid-19 pandemic, aimed at those of Asian descent with various forms of discrimination that violate the contents of the articles of association. articles of the convention
