Проаналізовано сучасні тенденції трансформації власності на ліси на міжнародному рівні у контексті пріоритетів лісової політики та конкуренції широкого спектра політичних, економічних і соціальних інтересів. Проаналізовано переваги і вади державної, приватної і колективної власності на ліси. Розглянуто проблеми трансформації власністного статусу лісів в Україні у контексті реформування економіки. Зокрема, проаналізовано особливості і виявлено недоліки організаційно-економічного механізму використання ділянок лісового фонду суб'єктами підприємницької діяльності. ; Проанализированы современные тенденции трансформации собственности на леса на международном уровне в контексте приоритетов лесной политики и конкуренции широкого спектра политических, экономических и социальных интересов. Проанализированы также сильные и слабые стороны государственной, частной и коллективной собственности на леса. Рассмотрены проблемы трансформации статуса собственности лесов в Украине в контексте реформирования экономики. В частности, проанализированы особенности и выявлены недостатки организационно-экономического механизма использования участков лесного фонда субъектами предпринимательской деятельности. ; Current trends for transforming forests ownership at the international level analyzed in the context of the forest policy priorities and in the framework of wide range of political, economic and social interests competition. Also the strengths and weaknesses of public, private and collective forms of forest ownership analyzed. The problems of forests ownership status transformation in Ukraine discussed in the context of economic reforms. The characteristics and shortcomings of the practices of forest plots long term renting analysed. It's allowed to define gaps in the organizational and economic mechanism of such forest plots use for the commercial purposes.

У статті розглянуто становище міжнародного лівого руху в умовах існування Версальської системи міжнародних відносин. На конкретних прикладах показані відмінності в ідеологічних принципах існування Комуністичного Інтернаціоналу та Соціалістичного Робітничого Інтернаціоналу. Особлива увага приділена процесам об'єднання учасників Бернського інтернаціоналу та Віденської спільноти. Зроблено висновки про те, що різні погляди на тактику та методи побудови соціалістичної держави стали на заваді об'єднанню учасників міжнародного соціалістичного руху та спричинили остаточний розкол у першій половині 1920-х рр. ; В статье рассмотрено положение международного левого движения в условиях существования Версальской системы международных отношений. На конкретных примерах показаны различия в идеологических принципах существования Коммунистического Интернационала и Социалистического Рабочего Интернационала. Особое внимание уделено процессам объединения участников Бернского интернационала и Венского сообщества. Сделаны выводы о том, что разные взгляды на тактику и методы построения социалистического государства помешали объединению участников международного социалистического движения и вызвали окончательный раскол в первой половине 1920-х гг. ; In this general paper the situation of the international left movement in the new geopolitical conditions that emerged after the end of the First World War is discussed. Subject matter related to ideological differences between ideological currents in the Second International as well as to practical steps of its participants in the direction of gaining power in the states is considered.It is shown that military action in Europe intensified the split in the Second International, which existed in the form of a series of revisionist movements and movements in the middle of the unification before the First World War. The practical steps taken by the participants of the international labor movement in the direction of the restoration of the work of the Second International, which during 1914-1918 actually stopped its activities, are considered. Attention is drawn to the fact that mutual accusations of betrayal of the ideological principles of socialism, participation in the war on the side of the governments of the states of the Entente and the Fourth Alliance and the unresolved post-war problems have prevented the realization of this idea. That was the reason for the restoration of the Second International (Bern), the Vienna International (Vienna Community) and the Third (Communist) International. Specific examples show the differences in the ideological principles of the existence of the Communist International and other members of the international labor movement.Particular attention is paid to the process of uniting the participants of the Bern International and the Vienna Community into the Socialist Workers' International. It was investigated that an important precondition for the unification was the elaboration of a general socialist-reformist platform, around which all the directions of the international labor movement would be consolidated. Separately, the position of the members of the Comintern is shown, as well as the factors considered include as Bolshevik authorities in Russia and the unstable international situation in post-war Europe.It is concluded that the diversity of views on tactics and methods of constructing a socialist state, against the backdrop of changing the political map of the world (the collapse of empires), prevented the unification of participants in the international socialist movement and caused their final split in the first half of the 1920's.

He points out that it was the first military conflict of importance that happened in the new international order that has arisen after the end of the hegemony of one superpower, hegemony that has replaced the bipolarity arisen after World War II. This fact explains the way in which the conflict was solved. ; El autor analiza el aspecto internacional en el que ocurrió la guerra del Golfo Pérsico. Señala que se trata del primer conflicto bélico de importancia producido en el nuevo orden internacional surgido luego del fin de la Guerra Fría. En esta nueva etapa, el mundo se caracteriza por la hegemonía de una superpotencia, hegemonía que ha reemplazado a la bipolaridad surgida luego de la Segunda Guerra Mundial. Esto explica la manera cómo se resolvió el conflicto.

Mit der Reform des Staatsbürgerschaftsrechts treibt die regierende Bharatiya Janata Party (BJP) von Premierminister Modi ihre hindu-nationalistische Agenda weiter voran. Die Reform wurde notwendig, um die Defizite des Bürgerregisters des Bundes­staats Assam zu beheben und den Weg für ein landesweites Staatsbürgerregister zu ebnen. Kritiker werfen der Regierung vor, dass die Vorhaben vor allem Muslime und Musliminnen diskriminieren, einer großen Zahl von Personen den Anspruch auf die Staatsbürgerschaft entziehen könnten und Grundwerte der Verfassung unter­graben. Die beiden Maßnahmen sind auch international auf viel Kritik gestoßen, unter ande­rem aus den USA und von den Vereinten Nationen. Der indische Außenminister hat die Reformvorhaben verteidigt und auf Chinas Umgang mit innenpolitischen Pro­blemen verwiesen. Sollte Indien dauerhaft einen solchen Weg einschlagen, könnte dies auch eine Diskussion in Gang setzen, ob und inwieweit ein zunehmend hindu-nationalistisch geprägtes Indien noch als ein Wertepartner des Westens gelten kann.
