Die Frage, ob und wie der Iran zu einem Verzicht auf ein militärisches Atomprogramm bewegt werden kann, ist für die Zukunft sowohl der internationalen Sicherheit als auch speziell des globalen Nichtverbreitungsregimes von großer Bedeutung. Am 31. August 2006 ließ Teheran das vom UN-Sicherheitsrat gestellte Ultimatum verstreichen und widersetzte sich damit der Forderung, die Entwicklung eines eigenen Brennstoffkreislaufs zumindest vorübergehend auszusetzen. Die internationale Staatengemeinschaft ist nun herausgefordert, auf die Verstöße des Iran wirksam und geschlossen zu reagieren. In den Beiträgen einschlägiger Fachzeitschriften wird unter anderem der Frage nachgegangen, welche Motive der Iran haben könnte, Nuklearwaffen zu entwickeln. Einige Autoren unterziehen die diplomatischen Bemühungen der EU-3 einer kritischen Analyse. Angesichts der Gefahr einer Erosion des Nichtverbreitungsregimes werden außerdem mögliche Handlungsoptionen der internationalen Gemeinschaft diskutiert. (Autorenreferat)
The article deals with the issues of preparation of the Management Report. This is a new report, which is included in the annual report of Ukrainian enterprises and must be first prepared for 2018 financial year. The appearance of this report is due to the adaptation of the requirements of the financial legislation of Ukraine to the EU legislation during the European integration processes. The Management Report in Ukraine is for medium and large enterprises. Medium-sized enterprises may not include non-financial information in the report. The purpose of the Management Report is to provide information that cannot be obtained from the company's financial statements and notes, so that the user can obtain a reliable picture of the development, the results of the enterprise, the nature of the business. Users routinely use the type of information provided in Management Report to help them evaluate an entity's prospects and its general risks, as well as the success of management's strategies for achieving its stated objectives. The information of Management Report explains management's view about not only what has happened, including both positive and negative circumstances, but also why it has happened and what the implications are for the entity's future. The Management Report serves as a kind of management commentary on other annual enterprise reports. The report does not have a definite form (letterhead). Recommendations for filling it at the national level are contained in the Ministry of Finance Guideline (Management Report for Enterprises) and the NBU Instructions (Management Report for Banks). There is also a draft IFRS International Practice Statement 1 "Management Commentary". The article compares their requirements with the draft of international standard and provides recommendations for structuring of this report. The Management Report should include information that is essential to an understanding of: the nature of the business; management's objectives and its strategies for meeting those objectives; the entity's most significant resources, risks and relationships, the results of operations and prospects; the critical performance measures and indicators that management uses to evaluate the entity's performance against stated objectives. The article contains recommendations for Ukrainian enterprises for structure of this new report. ; В статье рассмотрены вопросы составления Отчета об управлении. Это новый отчет, который входит в комплект годовой отчетности предприятий Украины и должен быть впервые представленным за 2018 год. Появление данного отчета обусловлена адаптацией требований финансового законодательства Украины к законодательству ЕС в ходе интеграционных процессов. Отчет об управлении в Украине должны составлять средние и крупные предприятия. The doctrine of free trade has promoted the creation of a multilateral framework in 1947 with the General Agreement on Tariffs and Trade (GATT) and then with the World Trade Organization (WTO) in 1995. Multilateral trade negotiations under the GATT and the WTO have resulted in a considerable reduction of tariffs worldwide. However, before the gradual reduction of tariffs, a strong increase in non-tariff barriers (NTBs) appeared.Indeed, the expansion of international trade and the expansion of multilateral trade rules to new areas previously protected, such as agriculture, services and intellectual property have led many countries to make more intensive use of non-tariff barriers, a way to overcome the " free-market " rule.These non-tariff barriers thus complement or replace tariffs and may reduce or cancel the value of tariff bindings. In addition, NTBs are twice as restrictive tariffs and imply a much more limited market access than tariffs. In addition, NTBs can take different forms, they do not have the same degree of restrictiveness and do not apply the same method. They vary across countries and products, and correspond to different objectives.This thesis aims to quantify non-tariff barriers and to assess their degree of restrictiveness on imports of Southern Mediterranean countries (MED) from the European Union (EU) in the framework of the Euro- Mediterranean integration. This research introduces two econometric models: the first model is an equation of "imports". It assesses the magnitude of non-tariff barriers applied by MED countries to the EU and other partners through the calculation of ad valorem tariff equivalents. The second model is a gravity equation. It considers the role of NTBs and trade costs in the EU -MED trade to achieve a more detailed analysis of the impact of NTBs and other barriers to trade, such as tariffs, transport costs, logistics performance as well as cultural proximity and institutional factors on the Euro- Mediterranean trade. ; La doctrine du libre-échange a favorisé la création d'un cadre multilatéral en 1947 avec l'accord général sur les tarifs douaniers et le commerce (GATT) puis avec l'Organisation Mondiale du Commerce (OMC) en 1995. Les négociations commerciales multilatérales sous l'égide du GATT puis de l'OMC, aboutissent à une réduction considérable des droits de douane au niveau mondial. Or, devant la diminution progressive des droits de douane, un fort accroissement des barrières dites non tarifaires (BNT) apparaît.En effet, l'expansion du commerce international et l'extension des règles commerciales multilatérales à de nouveaux domaines, autrefois protégés, tels que l'agriculture, les services et la propriété intellectuelle ont amené beaucoup de pays à faire un usage plus intensif, voire « abusif » des barrières non tarifaires, une issue pour contourner la règle « libre-échangiste ».Ces barrières non tarifaires viennent ainsi compléter, voire remplacer les droits de douane et peuvent réduire, voire annuler la valeur des consolidations tarifaires. De plus, les BNT sont deux fois plus restrictives que les droits de douane, CNUCED, (2005) et elles limitent nettement plus l'accès aux marchés que les droits tarifaires, CNUCED, (2012). Egalement, les BNT peuvent prendre différentes formes, elles n'ont pas le même degré de restrictivité et ne s'appliquent pas de la même méthode. Elles varient en fonction des pays et des produits et correspondent à différents objectifs.La présente thèse s'inscrit dans le cadre des travaux de quantification des barrières non tarifaires et vise l'évaluation du degré de restrictivité des BNT tarifaires appliquées sur les importations des pays sud-méditerranéens (MED) en provenance des pays de l'Union Européenne (UE) dans le cadre de l'intégration euro-méditerranéenne. Ce travail de recherche introduit deux modèles économétriques : le premier modèle est une équation d' « importations », il évalue l'ampleur des barrières non tarifaires appliquées sur les importations (corrigées des tarifs) des pays MED en provenance du partenaire UE et ceci à travers le calcul des équivalents tarifaires ad-valorem. Le second modèle est une équation gravitationnelle, il estime le rôle des BNT et les coûts de commerce dans les échanges UE-MED pour aboutir à une analyse plus fine de l'impact des BNT et d'autres barrières à l'échange à savoir : les droits de douane ; les coûts de transport ; la performance logistique ; les facteurs de la proximité culturelle et les facteurs institutionnels sur le commerce euro-méditerranéen.

The Kurds in the Middle East have become significant political and military actors in the context of the fight against IS. One of the most important consequences of this situation has been the transformation of the Kurdish Question. Frustrated with the largely fruitless efforts to achieve equal rights and equal political footing in the countries where they reside, Kurdish parties have tended to change their perceptions and strategies. There is a remarkable shift under way: from the fight for "justice, freedom and equality inside a given nation state" to the "defence of Kurdistan" as a political territory. Therefore, a fragmented approach towards the Kurdish Question as a domestic issue of national concern is not realistic anymore. Developments in the Kurdish landscape require a review of the conventional stance and a comprehensive solution in order to balance competing interests and cope with the evolving challenges in the Middle East. The region has been holding competitive elections in the last years. But, have all those elections been held with the same electoral integrity? If there have been problems, which are those? Are there common problems to the region or are they similar to those of the rest of the world? Is there any pattern in the elections? How do we know it? Under which methodological approach we can answer those questions? In this article, we present the results of the first expert's survey on perceptions of election integrity to the global scale but with a specific attention to America. ; La región lleva celebrando elecciones competitivas en los últimos años. Pero, ¿se han celebrado todas las contiendas con la misma integridad electoral? Si ha habido problemas, ¿cuáles son? ¿Hay problemas comunes a la región o son parecidos a los del resto del mundo? ¿Se observa algún patrón en las elecciones? ¿Cómo lo sabemos? ¿Bajo qué enfoque metodológico podemos responder estas preguntas? En este artículo, presentamos los resultados de la primera encuesta de expertos sobre percepciones de integridad electoral a escala global, pero con atención especial a América.
