O estudo comunica, em perspectiva fenomenológica hermenêutica, o que se mostra da indagação dialógica de Gordon Wells em comunicações da comunidade científica internacional que envolvam processos formativos. Desenvolveu-se uma pesquisa exploratória-descritiva a partir das 10 obras mais citadas do autor na base de dados do Google Acadêmico. Foram selecionados 119 trabalhos, lidos integralmente e organizados em sínteses, traduzidas para língua portuguesa, evidenciando os aspectos teórico-práticos da indagação dialógica em cada um deles. Emergiram do processo da análise cinco categorias: i) Escrita, Leitura e Comunicação via Ferramentas Tecnológicas; ii) A Interatividade e a Colaboração em Redes; iii) Desenvolvimento Profissional em Comunidades; iv) Aprendizagem Colaborativa no Ensino de Ciências; v) Tutoria e Mediação no Desenvolvimento Profissional. Os aspectos que se mostram em relação aos contextos em que a indagação dialógica de Gordon Wells é integrada fornecem pistas para que seja possível compreender o desenvolvimento profissional em um viés dialógico, social e colaborativo em ambientes com sujeitos diferentes.

Há um consenso na academia em atribuir a causa da crise internacional de 2008 ao processo de financeirização da economia dos Estados Unidos. Esta pesquisa considera esse entendimento correto, porém insuficiente para entender com profundidade como a crise impactou a economia mundial e o sistema interestatal. O objetivo deste trabalho é fugir do "nacionalismo metodológico" que permeia essa visão e entender a crise de 2008 como uma crise da conjuntura da economia-mundo capitalista. Seguindo a análise dos Sistemas-Mundo, o artigo é iniciado com o estudo da atual conjuntura, de expansão financeira do ciclo sistêmico estadunidense, que deve ser entendida através dos processos complementares de financeirização econômica e reestruturação produtiva mundial. Em um segundo momento, a pesquisa se volta para entender como esses dois processos construíram um "eixo sino-americano de acumulação". Finalmente, entende-se que, apesar da aparente simbiose dessa relação, ela apresenta um desequilíbrio estrutural que originou a crise de 2008.Palavras-chave: Crise Financeira Internacional de 2008; China; Estados Unidos.ABSTRACTThere is a consensus in academia to attribute the cause of the 2008 international crisis to the financialization process of the United States' economy. This research considers this understanding correct, but insufficient for a deep understanding of the crisis' impact in the world economy and in the interstate system. This research aims to escape the "methodological nacionalism" that permeates this vision, understanding the 2008 crisis as a crisis in the conjuncture of the capitalist world-economy. Following the World-Systems Analysis, this research starts with the study of the current conjuncture, the financial expansion of the American systemic cycle of accumulation, which must be understood through the complementary processes of economic financialization and world productive restructure. In a second step, the research turns to understand how these two processes built a "Sino-American axis of accumulation". Finally, it is understood that, despite the apparent symbiosis of this relationship, it presents a structural imbalance that originated the 2008 crisis.Keywords: 2008 International Financial Crisis; China; United States. El interés de esta investigación radica en repensar las teorías de las Relaciones Internacionales a colación del fracaso de EEUU en Afganistán. No se trata de un análisis exhaustivo del conflicto en sí, sino de un intento por comprender el conflicto desde las teorías (neo)liberales, (neo)realistas y críticas. Mi conclusión es doble, por un lado propongo y defiendo que, –al igual que el (neo)liberalismo y el (neo)rrealismo se basan a fin de cuentas en una suerte de eclecticismo epistemológico y ontológico a la hora de planificar las acciones en política internacional–, las teorías críticas emancipatorias deberían apostar por un eclecticismo crítico materialista –más allá de las excepciones idealistas– con el objeto de superar el fraccionalismo teórico-práxico de los movimientos sociales y de los Estados subalternos; Por otro lado afirmo que el fracaso de EEUU en Afganistán y el advenimiento Talibán, fue debido, entre otras cosas –inseguridad permanente, corrupción generalizada y malas prácticas de las tropas ocupantes–, al desconocimiento de la subjetividad cultural de la población afgana que gira en torno al islam y a sus preceptos irracionalistas ; The interest of this research lies in rethinking theories of International Relations in light of the US failure in Afghanistan. It is not an exhaustive analysis of the conflict itself, but an attempt to understand the conflict from (neo)liberal, (neo)realist and critical theories. My conclusion is twofold, on the one hand I propose and argue that, just as (neo)liberalism and (neo)realism are ultimately based on a kind of epistemological and ontological eclecticism when planning actions in international politics, emancipatory critical theories should opt for a critical materialist eclecticism – beyond idealistic exceptions– in order to overcome the theoretical-práxico fractionalism of social movements and subaltern states; On the other hand, I affirm that the failure of the US in Afghanistan and the advent of the Taliban was due, among other things –permanent insecurity, widespread corruption and malpractice by the occupying troops– to the ignorance of the cultural subjectivity of the Afghan population, which revolves around Islam and its irrationalist precepts.

Приведено примеры резонансных кибератак, которые совершались на международном уровне. ; The article studies the genesis of legal regulation of cybersecurity in international law, the definition of the place of the problem in relations between subjects of international law. Examples of high-profile cyberattacks that took place internationally are shown. In recent years, human dependence on new technologies has grown rapidly. However, the use of such technologies also opens new ways to abuse via the Internet. With the development of new technologies cyberspace becomes as important space as land, air, water or space in which states compete for ensuring their national interests. Such space also attracts the attention of international terrorist groups, transnational organized crime etc. A number of scientists devoted their papers to the subject of cybersecurity, among them A. Pazyuk, D. Dubov, A. Merezhko. Much more attention on the issue of cybersecurity research in international law was paid by foreign experts, including M. N. Schmitt, W. Heintschel von Heinegg, V. Boothby.The article shows examples of international norms in cyberspace. Accordingly the foundations for further cooperation among the States were laid by the number of Resolutions of the General Assembly of the United Nations. One of the main documents in this field within the Council of Europe is ratified by 49 states Convention on Cybercrime in 2001 and Optional Protocol to the Convention of 2003. Within the EU the first document regulating cyberspace is Directive 95/46 of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data. In 2016 EU has adopted the EU Network and Information Security (NIS) Directive. As an example of doctrinal codification the Tallinn Manual on the International Law Applicable to Cyber Warfare was issued in 2013.It is also mentioned in the article that states are actively working on preparing national legislation and adopting strategies for cybersecurityIt is noted that the issue of cybersecurity is becoming more acute problem not only at the national level and therefore requires expansion of international legal cooperation between subjects of international law to maintain peace and prevent solving cyber warfare, which may be accompanied by kinetic.

Polen räumt in seiner Außenpolitik den Beziehungen zur Ukraine den Rang einer 'strategischen Partnerschaft' ein. Nach dem Beitritt Polens zur Europäischen Union wird das Beziehungsgeflecht zur Ukraine in einen neuen Zusammenhang gestellt. Was heißt dies für das bilaterale Verhältnis zwischen beiden Ländern? Wird Polen die 'strategische Partnerschaft' in die EU 'hineinziehen' oder wird der Begriff zu einer inhaltsleeren Standardformel? Wie wird Polen die Beziehungen zu diesem östlichen Nachbarn nach Erlangung der Mitgliedschaft definieren? Was bedeutet dies für die größere EU? Das polnisch-ukrainische Miteinander und dessen Perspektiven im Kontext der EU-Erweiterung wird unter vier Gesichtspunkten betrachtet: Wie stellt sich das bilaterale Verhältnis zum jetzigen Zeitpunkt dar? Welche Implikationen wird der EU-Beitritt Polens bringen? Wie verhält sich Polens Engagement für die Ukraine zu den Zielen und Erwartungen seiner Partner in der Union? Welche Formen könnte die polnisch-ukrainische Kooperation in der EU annehmen? Polen, ein bedeutender Partner Deutschlands in Europa und gewichtiger Akteur in der größeren Europäischen Union, wird mit hoher Wahrscheinlichkeit in Brüssel darauf drängen, der Ukraine, direkter Nachbar Polens und damit künftig auch der Union, mehr Aufmerksamkeit zu schenken und die Beziehungen zu Kiew zu intensivieren. Was dies genau heißt, steht noch nicht fest. Will Warschau seinen politischen Anliegen bezüglich der Ukraine in der Europäischen Union Geltung verschaffen, muß es die Interessen und Ziele seiner europäischen Partner berücksichtigen, seine eigenen Vorstellungen präzisieren und konkrete Konzepte ausarbeiten, die von Polen (unter Umständen mit europäischer Unterstützung) umgesetzt werden können, für die Ukraine sinnvoll und für die EU akzeptabel sind. Deutschland könnte hierbei wichtige Vermittlungsarbeit leisten: Es könnte einerseits andere EU-Staaten für die Ukraine-Thematik bzw. Polens Engagement sensibilisieren und andererseits Polen gegenüber auf die Interessenlage in der Europäischen Union hinweisen. Darüber hinaus könnte Deutschland in Richtung Moskau signalisieren, daß die polnisch-ukrainische Partnerschaft nicht gegen Rußland gerichtet ist.

The XXIV International Scientific and Practical Forum "Yurtechnetics" provided an opportunity for effective cooperation between a wide range of representatives of legal science and practice. Modern doctrinal approaches to the essence, meaning, problem field of the process and the result of changes in legislation found creative refraction during the discussion. Comprehension of the technique and technology of transformation of legislation as an integral phenomenon is especially relevant in connection with the intensive growth of the volume of national legislation, the active legitimization of the existence of society, the emergence of new spheres of application of human forces. A systematic analysis of the doctrinal, technical, legal, and practical aspects of the modernization of legislation is intended to become the basis for the formation of significant proposals for improving the law-making process, harmonizing its results, minimizing law-making errors and their impact on legal interpretation and legal implementation activities.

The article firstly identifies and reveales the essence of national and international political mechanisms of suppression of separatism that have been applied in the Balkan states, in particular, in Serbia, Croatia and Bosnia and Herzegovina. The national mechanisms of suppression of separatism include legal, financial, administrative, information mechanisms, and among the international political mechanisms are international legal mechanisms, the mechanism of recognition or non-recognition of the independence of new states, international financial and economic instruments. The study showed the dynamics of the most important events that took place in the Balkans after the collapse of the Socialist Federal Republic of Yugoslavia, in particular during the Croatian War of Independence in 1991-1995, the Bosnian War in 1992–1995, and during Kosovo's struggle for independence from Serbia. The revival of separatist movements in the Balkan Peninsula began as a result of the overthrow of the communist regimes and the strengthening of centrifugal tendencies in Central and Eastern Europe in the 90's of the twentieth century. The interethnic distrust and constant tension became one of the reasons for the beginning of the civil wars in Croatia and Bosnia and Herzegovina after the collapse of the Socialist Federal Republic of Yugoslavia. Moreover, the article characterized the concept of «Great Albania», which involves the reunification of all the territories where the Albanian ethnic group lives. Several regions of Macedonia, Montenegro, the Epirus region in Greece and Kosovo should be part of the «Greater Albania». Furthermore, the study considers the experience of suppression of separatism of Serbia, Croatia and Bosnia and Herzegovina, the possibility of its use in Ukraine and other countries where separatist tendencies dominate, in order to avoid human victims, preserve territorial integrity and inviolability of borders. Consequently, separatism is a dangerous phenomenon that contains an enormous threat to the national security and territorial integrity, since it is related to the change of borders of the existing states and creation of the new countries on the political map of the world. ; В статье впервые определена и раскрыта суть национальных и международно-политических механизмов противодействия сепаратизму, которые были применены в Балканских государствах, в частности в Сербии, Хорватии и Боснии и Герцеговине. К национальным механизмам противодействия принадлежат правовые, финансовые, административные, информационные механизмы, а к международно-политическим – международно-правовые механизмы, механизм признания или непризнания независимости новых государств, международные финансово-экономические инструменты. Проанализирована динамика важнейших событий, которые происходили на Балканах после распада Социалистической Федеративной Республики Югославия, в частности во время войны за независимость Хорватии 1991–1995 гг., войны в Боснии и Герцеговине 1992–1995 гг. и в течение борьбы Косово за независимость от Сербии. Отметим, что возрождение сепаратистских настроений и движений на Балканском полуострове началось в результате свержения коммунистических режимов и усиления центробежных тенденций в Центрально-Восточной Европе в 90-х гг. ХХ в. Процесс распада СФРЮ сопровождался напряжением и межэтническим недоверием, которые стали одной из причин начала гражданских войн в Хорватии и Боснии и Герцеговине. Также проанализирована концепция «Великой Албании», которая предусматривает воссоединение всех территорий, где проживает албанский этнос. В состав «Великой Албании» должны войти отдельные регионы Македонии, Черногории, область Эпир в Греции и Косово. Рассмотрен опыт противодействия сепаратизму Сербии, Хорватии и Боснии и Герцеговины, возможности его использования в Украине и других странах, где господствуют сепаратистские настроения, во избежание человеческих жертв, сохранение территориальной целостности и нерушимости границ. ; У статті вперше визначено та розкрито суть національних і міжнародно-політичних механізмів протидії сепаратизму, що були застосовані у Балканських державах, зокрема у Сербії, Хорватії та Боснії і Герцеговині. До національних механізмів протидії належать правові, фінансові, адміністративні, інформаційні механізми, а до міжнародно-політичних – міжнародно-правові механізми, механізм визнання або невизнання незалежності нових держав, міжнародні фінансово-економічні інструменти. Проаналізовано динаміку найважливіших подій, які відбувалися на Балканах після розпаду Соціалістичної Федеративної Республіки Югославія, зокрема під час війни за незалежність Хорватії 1991–1995 рр., війни у Боснії і Герцеговині 1992–1995 рр. та впродовж боротьби Косово за незалежність від Сербії. Зазначимо, що відродження сепаратистських настроїв і рухів на Балканському півострові розпочалося внаслідок повалення комуністичних режимів та посилення відцентрових тенденцій у Центрально-Східній Європі у 90-х рр. ХХ ст. Процес розпаду СФРЮ супроводжувався напруженням та міжетнічною недовірою, які стали однією з причин початку громадянських війн у Хорватії та Боснії і Герцеговині. Також проаналізовано концепцію «Великої Албанії», яка передбачає возз'єднання усіх територій, де проживає албанський етнос. До складу «Великої Албанії» має бути приєднано окремі регіони Македонії, Чорногорії, область Епір в Греції та Косово. Розглянуто досвід протидії сепаратизму Сербії, Хорватії та Боснії і Герцеговини, можливості його використання в Україні та інших країнах, де панують сепаратистські настрої, для уникнення людських жертв, збереження територіальної цілісності та непорушності кордонів.
