การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหาและปัจจัยการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น การดำเนินงานวิจัยแบ่งการศึกษาออกเป็น 2 ระยะคือ ระยะที่ 1 ศึกษาระดับความคิดเห็นเกี่ยวกับสภาพ ปัญหาการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่างจำนวน 617 คน ได้แก่ ผู้บริหารสถานศึกษา ครูผู้สอนและผู้เรียนของสถานศึกษาด้านอาชีวศึกษาสังกัดองค์กรปกครองส่วนท้องถิ่น 11 แห่ง ผู้บริหารของสถานประกอบการ และผู้บริหารขององค์กรปกครองส่วนท้องถิ่น เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามเกี่ยวกับความคิดเห็นของสภาพและปัญหาการจัดการสถานศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น สถิติที่ใช้ในการวิเคราะห์คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และความแปรปรวนแบบทางเดียว ระยะที่ 2 ศึกษาวิเคราะห์องค์ประกอบปัจจัยการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่าง จำนวน 301 คน คือ ผู้บริหารและครูผู้สอนของสถานศึกษาด้านอาชีวศึกษาสังกัดองค์กรปกครองส่วนท้องถิ่น 11 แห่ง ผู้บริหารของ สถานประกอบการ และผู้บริหารขององค์กรปกครองส่วนท้องถิ่น เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามเกี่ยวกับความคิดเห็นของปัจจัยการจัดการสถานศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น สถิติที่ใช้ในการวิเคราะห์คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบ Factor Analysis และ KMO and Bartlett's Test ผลการวิจัยพบว่า สภาพการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น ค่าเฉลี่ยในภาพรวมอยู่ในระดับมาก ค่าเฉลี่ย 3.98 ปัญหาการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น ค่าเฉลี่ยในภาพรวมอยู่ในระดับปานกลาง ค่าเฉลี่ย 3.03 และปัจจัยการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น ค่าเฉลี่ยในภาพรวมอยู่ในระดับมาก ค่าเฉลี่ย 3.89 ส่วนผลการวิเคราะห์องค์ประกอบปัจจัยการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่นพบว่า ค่า KMO เท่ากับ 0.914 ซึ่งมีค่ามากกว่า 0.050 และเข้าใกล้ 1 ผลการวิเคราะห์ค่าน้ำหนักองค์ประกอบ(Loading) ของ Factor Analysis มี 6 องค์ประกอบ 31 ตัวแปรสังเกตได้ มีค่าตั้งแต่ 0.393 ถึง 0.850 ที่ระดับนัยสำคัญทางสถิติ 0.05 เมื่อจัดเรียงค่าน้ำหนักองค์ประกอบพบว่า องค์ประกอบด้านการบริหารจัดการหลักสูตรที่มีตัวแปรสังเกตได้มีน้ำหนักความสำคัญมากที่สุด ในขณะที่ค่าน้ำหนักองค์ประกอบด้านการบริหารจัดการครูผู้สอน ผู้เรียนและสถานประกอบการที่มีตัวแปรสังเกตได้มีน้ำหนักความสำคัญน้อยที่สุด The objectives of this research were to studied states, problems and factors in vocational education management of the Local Administrative Organizations (LAOs). This research was divided into two phases. The first phase is to studied the states of problems in vocational education management of the LAOs. Data from 617 samples were collected, consisting of school administrators, teachers, students from 11 vocational schools under the LAOs, entrepreneur and the administrators of the LAOs. The questionnaire about the opinions of the state and problems of the management of vocational schools of the LAOs were collected. Then, statistical analysis was analyzed using average, standard deviation and one-way variance analysis. On Phase 2, the research was focused on factors of vocational education management of the LAOs. Data from 301 samples were collected, consisting of administrators and teachers of 11 vocational schools under the LAOs, enterpreneau and the administrators of the local government organization The questionnaire about the opinions on institution management factors of the LAOs The statistics used in the analysis are the mean, standard deviation. Factor Analysis and KMO and Bartlett's Test The results have shown that overall average value of the state of educational management in vocational education of the LAOs was high. The average of 3.98 vocational education management problems of local government organizations. The overall average was at the medium level, the 3.03 average, and the factors of vocational education management of the local government organization. The overall average is at a high level. The average value is 3.89. As for the analysis of the components of the vocational education management factors of the local administrative organization, the KMO was 0.914 which Is greater than 0.050 and is close to 1 The results of Factor Analysis's loading are 6 elements with 31 variables which can be observed from 0.393 to 0.850 at the statistical significance level 0.05. When sorting the component weight values, it was found that The curriculum management elements with observable variables have the most importance. While the weight of teacher management components Students and establishments with observable variables had the least importance

The espoused values of 681 students and alumni from four graduate programs at the University of Kansas were surveyed with the Rokeach Terminal Values Scale and the newly developed Galloway-Edwards Professional Values Scale. Program affiliation-public administration, social welfare, law, and business administration-consistently accountedfor differences in value preferences. Implications of the results forprofessional practice in the public service and professional education are discussed.

Entrepreneurship development is conditioned by finding a balance between long-term sustainability of the production process of a particular product or service, environmental and social dimensions of development. Improving economic performance, reduce production costs, promotion of innovation and increased market orientation through diversification of economic activities are important for improving the quality of life and better environment. The attractiveness of certain areas requires the promotion of sustainable growth and development and the search for new employment opportunities. Entrepreneurship development starts from the point where people are now, with vision and dreams for their future and is based on two things build resources and pooling. The concept of entrepreneurship development is in its infancy. The experience of the European Union designed mostly to policy development and financial support are the result of a successful economy. The aim of this research is to find the potential of young people and the education of entrepreneurs who represent the base of development. One million unemployed, with a tendency to increase this number, clearly indicates that the workforce greatest potential for economic development of Serbia. For the stature of the workforce, its general education and vocational training were made huge investments that not only have the opportunity to fully express themselves in increasing production and labor productivity growth, but the unemployed emerge as consumers and producers who are not. Therefore, unemployed labor is not only the most abundant and untapped production potential of more social troubles of enormous proportions, which does not create a favorable social climate for successful economic development.

The article by Kjorven (FDS 2-04) and the recent policy paper of the Norwegian Ministry of Foreign Affairs, Education-Job Number 1, are criticised for the lack of a problem-oriented, critical approach to the difficult task of aiding the educational sector of developing countries. The article by Kjorven (FDS 2-04) and the recent policy paper of the Norwegian Ministry of Foreign Affairs, Education-Job Number 1, are criticised for the lack of a problem-oriented, critical approach to the difficult task of aiding the educational sector of developing countries. The policy paper also lacks a Norwegian imprint, the article maintains, when in fact the most important contribution Norway could offer might well be its history of an equality-oriented educational system built on the use of Norwegian as the language of instruction not only at primary and secondary level but also at tertiary level. The article discusses the issue of the language of instruction, especially in Africa, as well as the question of co-ordination of aid to the education sector.

This paper analyses the relationship between education, meritocracy and redistribution. It first questions the meritocratic ideal highlighting how it relates to normative expectations that do not hold fully neither in their logic nor in practice. It then complements the literature on persistent inequalities by focusing on the opportunities for change created by current trends in the economy and in social aspirations. As the meritocratic argument that education is strongly linked to certain rewards in the labour market comes under pressure, increasing social dissatisfaction with education and skills wastage could be expected, as already noted in part of the political economy literature. This literature, however, has tended to conclude from such observations that educational expansion cannot deliver equality. The paper contributes to the debate by focusing on the opportunities created by current trends for the reorganisation of the relationship between education, the economy and society.
