En comparacion con otros paises latinoamericanos, el interes en el fomento de las pequenas empresas y microempresas es relativamente nuevo en Uruguay. Un programa de la Federacion de Asociaciones de Cooperativas FUNDASOL, el Ministerio de Trabajo y Seguridad Social del Urugay y la GTZ ha probado que existe un gran interes en asesoramiento para la fundacion de empresas. Siendo, sin embargo, el grupo destinatario original, del estrato informal, desplazado por interesados de otros sectores sociales, se plantea al proyecto y a la politica economica la tarea de una redefinicion de sus objetivos

The purpose of the following article is to analyze childcare strategies in Uruguay with data from the recent Care Strategies Survey. The main question that guides this article is what are the elements that favor the institutionalization of part of the burden of childcare (attendance and hours at childcare facilities for children under and over the age of 3). Gender mandates, which manifest through the maternalism index, contribute to the use of institutions, since traditional ideas about the caregiving role of mothers have effects on less institutionalization. At the same time, mothers' access to work and higher levels of household income increases the probability of using institutions. Lastly, the defamiliarization of childcare depends on cultural mandates and, to the same extent, on the material conditions to access services.

El artículo ofrece un análisis sobre el papel de los/as profesionales de la salud en el acceso de las mujeres a los servicios de aborto legal y seguro en Uruguay. El creciente reconocimiento de los derechos sexuales y los reproductivos como derechos humanos en el escenario internacional –y en algunos contextos nacionales como el caso uruguayo– configuró, no sin controversias, un nuevo marco ético y normativo para las políticas públicas. La aprobación de la ley de interrupción voluntaria del embarazo en Uruguay (2012), tuvo lugar en un escenario de fuertes disputas morales, filosóficas y políticas sobre la autonomía de las mujeres. Las prácticas de los/as profesionales de la salud son un locus privilegiado de análisis de las posibilidades, resistencias y dificultades que se observan en la implementación de los servicios que la nueva ley establece para la atención del aborto legal. ; The article offers an analysis on the role of health professionals in accessing legal and safe abortion services in Uruguay. The growing recognition of sexual and reproductive rights as human rights in the international arena - and in some national contexts such as the Uruguayan case - was a new ethical and normative framework for public policies. The adoption of the law of voluntary termination of pregnancy (2012) took place in a scenario of strong moral, philosophical and political disputes. The practices of the health professionals are a privileged locus of analysis of the possibilities, resistances and difficulties that are observed in the implementation of the services that the new law establishes for the attention of legal abortion in Uruguay. ; Facultad de Humanidades y Ciencias de la Educación

Parties are central agents of democratic representation. The literature assumes that this function is an automatic consequence of social structure and/or a product of incentives derived from electoral competition. However, representation is contingent upon the organizational structure of parties. The connection between a party and an organized constituency is not limited to electoral strategy; it includes an organic connection through permanent formal or informal linkages that bind party programmatic positions to social groups' preferences, regardless of the electoral returns. This article analyzes how the Movimiento al Socialismo (Movement toward Socialism, MAS) in Bolivia and the Frente Amplio (Broad Front, FA) in Uruguay developed two different forms of relationship with social organizations that result from the interplay of historical factors traceable to the parties' formative phases and party organizational attributes. Party organizational features that grant voice to grassroots activists serve as crucial mechanisms for bottom-up incorporation of societal interests and demands.

This paper analyses the relationship between the so-called participative communities and their participants' influence on local public health policies discussions through health councils in the cities of Porto Alegre, Brazil and Montevideo, Uruguay. Work was carried out through a qualitative comparison research (Sartori e Morlino, 1994), opting for a multiple-case study (Yin, 2003) and by using Likert (1967), Rifkin et al. (1989), and Demo (1996) as main theoretical references. Results achieved by the content analysis showed that the Health Council of Porto Alegre tends to present a larger level of community participation, i.e., the organization having an influence on local health policy discussions. As to the Health Council of Montevideo, the level of participation tends to be limited, i.e., the organization has little influence on local health policy discussions.
