La cercanía del embalse del Muña con el municipio de Sibaté ha generado en sus habitantes diversas inquietudes sobre el impacto que puede estar originando sobre su salud, la exposición indirecta a los diferentes agentes contaminantes contenidos en el cuerpo de agua, el contacto con los plaguicidas utilizados para el control de los zancudos y del Jacinto de agua (buchón) y las emanaciones provenientes del embalse. Para tener un panorama más claro acerca de esta situación, en el año 2007 el Ministerio de la Protección Social contrató con el Laboratorio de Salud Ambiental del Instituto Nacional de Salud, la realización de un estudio para determinar la presencia, en muestras biológicas tomadas a habitantes del municipio de Sibaté, de diferentes contaminantes presentes en las aguas del rio Bogotá y del embalse del muña, como lo son metales pesados (Cd, Hg Pb), solventes (BTX) y plaguicidas (malatión, 2,4,D). La presente tesis de maestría se desarrolló dentro del respectivo estudio, haciendo énfasis específicamente en el tema de metales pesados. Mercurio, plomo y cadmio son metales pesados que pueden llegar a afectar la salud cuando se presenta una exposición aguda o crónica a los mismos. Existen dos formas principales de exposición, ocupacional y ambiental. La exposición ocupacional se da en actividades en las cuales estos metales se utilizan como materia prima o hacen parte de los procesos en los que se utilizan como insumo, por ejemplo la fabricación de baterías, pinturas, revestimientos para cables, actividades de minería, fabricación de implementos militares, etc. La exposición ambiental se presenta a partir del consumo de agua y alimentos contaminados con metales, la inhalación de material particulado contaminado con metales, la ingestión accidental de pinturas contaminadas, el consumo de cigarrillo, el uso y manipulación de amalgamas entre otros. Por sus características toxicológicas y de conformidad con el tiempo y el tipo de exposición, pueden originar efectos agudos y crónicos, pudiéndose depositar en algunos órganos del cuerpo y permaneciendo por periodos prolongados, generando a largo plazo efectos negativos sobre el estado de salud. Con el fin de evaluar el impacto a la salud de los habitantes del municipio de Sibaté, posiblemente relacionado con la contaminación por metales pesados presentes en el agua del embalse, se diseñó un estudio de corte transversal que buscaba comparar la información de condiciones demográficas y síntomas reportados por los pacientes, obtenidos a partir de una encuesta, con los datos de la medición de niveles en sangre de los metales en estudio y la información resultante de la valoración medica realizada a cada uno de los individuos evaluados. El estudio se realizó con una muestra de 355 habitantes de la población de Sibaté, quienes se encontraban dentro de un rango de edad entre los 10 y 50 años, los hallazgos clínicos predominantes se relacionan con afecciones al tracto respiratorio superior, específicamente con una frecuencia mayor a la esperada para la población general, de alteraciones conjuntivales y de vía respiratoria superior. Para los niveles de metales en sangre, del total de las 355 muestras evaluadas, ninguna registró valores superiores a los establecidos como límite de referencia para exposición, de acuerdo a los valores adoptados por el Instituto Nacional de Salud. La información obtenida permite considerar que la presencia de metales pesados en el agua del embalse, no es una fuente de exposición crítica que esté originando un deterioro evidente en la salud de los sibateños, sin embargo, su presencia a dosis bajas no puede ser considerada como un aspecto sin importancia. Esta perspectiva hace necesario profundizar los estudios en la zona, dirigiéndolos fundamentalmente a la evaluación de otros aspectos que están impactando negativamente la salud de la población, como lo es la calidad del aire, especialmente alterada por las emanaciones gaseosas provenientes de la degradación de la materia orgánica en el cuerpo de agua, de modo que se cuente con información que permita ponderar el impacto que este tipo de condiciones genera sobre el ecosistema local y sobre la salud de los habitantes de la zona. / Abstract. Muña's wáter reservoir is located closer to Sibate´s town at Cundinamarca, and their wáter comes from the high polluted wáter of Bogota River, by pumping from it. This proximity of the town to the reservoir has increased on the habitants a concern about the potential effect of wáter contamination on the population health, because the frequent and perceptible leaks, as well as the historically information of bad wáter quality of Bogota river, which frequently report high levels of heavy metals and other pollutants. To clear up the situation prospect, the Ministerio de Protección Social, trough the environmental health, conducted a study to establish the level of different polutants on biological samples of Sibate residents. The pollutants evaluated were present in Bogota river and Muña reservoir and were heavy metals (Cd, Hg, Pb), solvents (BTX) and pesticides (malathion, 2, 4,D). this master of Sciencie thesis was made as a part of this study, specifically in the issue of heavy metals toxicity. To assess the potential impact of exposure tu heavy metals polluted wáter reservoir on Sibate residents' health, a cross sectional study was designed. The study look for compare the information of sociodemographic conditions, survey self reported symptoms, biological levels on blood of cadmium, lead and mercury, and the findings of a medical evaluation performed to each one of the participants. The study was conducted with a representative simple of 355 residents of the urban and rural areas of the town of Sibate, who were within an age range between 10 and 50. Predominant clinical findings were related to upper airway conditions, specifically a higher frequency of frequency of conjuctiva and upper airway irrutative alterations. Any of the 355 biological samples evaluated showed values above the limit set as a reference for unsafe exposure to metals, according to the values adopted by the National Institute of Health. Data collected suggeststhat the presence oh heavy metals in wáter from the reservoir, is not a critical source of exposition related to evident health impairment of residents of Sibate; however, their presence at low doses can't be considered a minor aspect. This oberview shows that further research is necessary to evaluate other aspects that negatively impact population health as can be air quality, disturbed by gaseous emissons from degration organic matter in the wáter body. ; Maestría
Die deutsche Klimapolitik gehört zu den anspruchvollsten und effektivsten im internationalen Vergleich. Während die Treibhausgas-Emissionen in etlichen Industrieländern auch nach Abschluss der UN-Klimarahmenkonvention (1992) gestiegen sind, sanken sie in Deutschland um rund 18 Prozent. Die Veränderungen im ostdeutschen Energieund Industriesektor haben dazu wesentlich, aber nicht alles, beigetragen. Auch um den Stand der internationalen Klimaverhandlungen wäre es ohne das deutsche Engagement weit schlechter bestellt. Was treibt Deutschland zu dieser Vorreiter- und Durchhaltepolitik im globalen Klimaschutz, eine Politik, die über einen langen Zeitraum nur selten schwächelte, trotz zwischenzeitlich wechselnder Regierungen, stark veränderter sozioökonomischer Rahmenbedingungen, erschwerter Bedingungen für weitergehende Senkung der Treibhausgas-Emissionen, erheblicher Konflikte mit machtvollen Wirtschaftslobbyisten etwa der Energie- und Automobilbranchen und einer bis heute andauernden mehrheitlichen Ablehnung der sogenannten Öko-Steuer durch die Bevölkerung? In diesem Beitrag werden verschiedene Erklärungsmöglichkeiten diskutiert, insbesondere der Einfluss eines "weitsichtigen Eigeninteresses" an globalem Klimaschutz in Politik und Gesellschaft, die Eigendynamik institutioneller und anderer Kapazitäten für Klimaschutz und die politikprägende Kraft globaler Gerechtigkeitsnormen. Im Ergebnis lässt sich die deutsche Klimapolitik deuten als Summe der Kombinationseffekte von (a) begünstigenden Strukturen, Institutionen und Akteurskonfigurationen, die sich seit den 1970er Jahren im Verlauf der konfliktreichen Entwicklungen in der Luftreinhaltepolitik herausgebildet und im Sinne einer "positiven Pfadabhängigkeit" gewirkt haben, und (b) einer weitverbreiteten (gleichwohl politisch fragilen) Sensibilisierung für globale Verantwortlichkeit und Verantwortung gegenüber "dem Rest der Welt" im Sinne der hohen Akzeptanz von globaler Fairness als klimapolitische Handlungsnorm. Gleichwohl lässt die klare Dominanz des Konzepts der (national orientierten) "ökologischen Modernisierung" über dem der (globalen bis kosmophilen) "nachhaltigen Entwicklung" bei der Gestaltung und Interpretation der Klimapolitik vermuten, dass einer progressiven globalen Klimapolitik wesentlich deshalb zugestimmt wird, weil sowohl eine gesamtwirtschaftlich als auch persönlich positive Kosten-Nutzen-Bilanz erwartet wird. Wo im Falle eines starken Zielkonfliktes zwischen nationalen und globalen Gemeinwohlinteressen die Akzeptanzgrenze für nationale Vorreiterpolitik liegen könnte, ist ungewiss aufgrund der weitgehend ignorierten und nicht thematisierten Wissenslücken zu den sozioökonomischen Verteilungseffekten der Klimapolitik. Die nationalen distributiven Effekte der Klimapolitik – die Frage nach den Nutznießern und den finanziell belasteten Gruppen in Deutschland – werden hierzulande so wenig öffentlich thematisiert, als gäbe es ein "klimapolitisch-engagiertes Schweigekartell": Weder Umweltpolitiker noch die einschlägige scientific community haben bislang die nationalen Verteilungseffekte der gesamten bisherigen klimapolitischen Maßnahmen (einschließlich Emissionshandelssystem) zum öffentlichen Thema gemacht, geschweige denn die erheblichen zusätzlichen Belastungen, die durch die angestrebten Ziele und die Verpflichtungen insbesondere gegenüber Entwicklungs- und Schwellenländern im Anschluss an das Kyoto-Protokoll zu erwarten sind. Dies gilt auch für Nichtregierungsorganisationen (zivilgesellschaftliche Organisationen des Umwelt- und Entwicklungshilfebereichs), die ansonsten dezidiert für eine global gerechte Klimapolitik eintreten. Infolge dieses systematisch verzerrten klimapolitischen (Gerechtigkeits-) Diskurses liegt nur scheinbar eine hohe Zustimmung der Bevölkerung zur staatlichen Klimapolitik und zu den (oft weit darüber hinausgehenden) Forderungen der Nichtregierungsorganisationen nach globaler Gerechtigkeit vor: Es handelt sich eher um eine uninformierte Zustimmung als um einen informierten Konsens. Da außerdem die wenigen Untersuchungen zu den nationalen Verteilungsfolgen bisheriger Klimapolitik (theoretisch erwartbare) regressive Verteilungseffekte aufzeigen (d. h. sozial schwächere Gruppen werden überproportional belastet), muss die Frage umso mehr offen bleiben, wieweit mit einer sozial unfairen nationalen Klimapolitik das Ziel einer global gerechten Klimapolitik erreicht werden kann. Sieht man jedoch ab von dieser "inconvenient truth" einer inländisch zunehmend verteilungsungerechten Klimapolitik, und auch von dem "demokratietheoretischen Schönheitsfehler" eines unvollständigen und verzerrten Klimapolitikfolgen- Diskurses, dann ist die deutsche Klimapolitik im internationalen Vergleich bislang der "relative empirische Optimalfall" einer staatliche Klimapolitik, die gesamtstaatliche Wohlfahrtsgewinne mit einer Dynamisierung der globalen Klimaschutzpolitik verbindet. ; German climate change policy is one of the most ambitious and effective climate protection endeavours worldwide. While greenhouse gas (GHG) emissions increased in several industrialized countries even after ratification of the UN Framework Convention on Climate Change (1992), they dropped in Germany by about 18 per cent. Transformations in the East German energy and industrial sectors have contributed much to this development, but they do not account for it entirely. Furthermore, international climate protection negotiations would be in a much worse state without Germany's strong commitment. What has driven Germany to become – and stay – a frontrunner in global climate protection policy, and to pursue a national climate policy which, over time, has only rarely lost momentum despite different governments, significantly altered socioeconomic conditions, more difficult circumstances for enabling further reductions of GHG emissions, considerable conflicts with powerful economic lobbies (e.g. the energy and automobile sectors) and a majority of the German population rejecting the so-called eco-tax? This paper discusses various plausible explanations, especially the influence of a "farsighted self-interest" in global climate protection on the part of government and society, the momentum of institutional and other capacities for climate protection and the ability of global equity norms to shape policies. As a result, German climate protection policy can be interpreted as the sum of the combined effects of (a) favourable structures, institutions and actor constellations that have come about since the 1970s in the course of conflict-laden developments in air pollution control policy, (b) the "positive path dependency" of these structures, institutions and actors; and (c) a widespread (albeit politically fragile) awareness of global liabilities and responsibilities towards "the rest of the world" in the sense of a high acceptance of global fairness as a guiding norm for climate-political action. Nevertheless the clear domination of (nation-oriented) "ecological modernization" over (global to cosmopolitical) "sustainable development" in the generation and interpretation of climate policy leads to the assumption that progressive global climate policy is generally accepted among Germans because the population expects an economically as well as personally favourable cost-benefit balance. It is uncertain where, in cases of strongly conflicting aims between the national public interest and global common welfare, the line of support for national forerunner policies would be drawn. This is uncertain because of a largely ignored lack of knowledge about the socioeconomic distribution effects of climate change policy. What is striking is that such distributive effects and the question of who benefits from and who pays for climate policy in Germany are so rarely addressed that one could be led to suspect that the apparent "mantle of silence" surrounding the issue is deliberate. Neither politicians nor the relevant scientific community have up to now made national distribution effects of all climate-policy measures (including the emissions trading system) an issue for public discourse, not to mention considerable additional burdens which are expected to accrue from planned goals and obligations for developing and transition countries in the post- Kyoto phase. This also applies to non-governmental organizations (civil society organizations in the areas of environmental protection and development aid) although they usually decidedly advocate globally just climate policies. Because of the systematically distorted climate-political (equity) discourse the German population's acceptance of governmental climate change policy (and of NGO demands for even more ambitious policies) is only ostensibly high: it is a matter of uninformed consent rather than informed consensus. And since the few studies on national redistributional effects of climate policy that do exist indicate probable regressive distributional effects (i.e. weaker social groups are disproportionately burdened), it remains an open question, whether the goal of a globally just climate policy can be achieved through socially unjust domestic climate policies. Irrespective of this "inconvenient truth" and the "democratic flaw" represented by the incomplete and distorted discourse on the consequences of climate policy, German climate change policy, by international comparison, can still be considered a relatively empirically optimal case for a governmental policy that combines national welfare gains with the promotion of global climate protection.
The new geography of the R&D activities As a rule, new technologies in today's world are the result of a long R&D process. This includes basic theoretical and applied research, as well as repeated testing which ensures that the new techniques coming out of the previous processes are ready to be applied in production and/or to enrich the output-mix with new products. In a broader sense, R&D generates also new ideas and techniques that contribute to the introduction of more efficient methods in the organization of production. In that part in which the non-marketable results are significant, the R&D activity is primarily state funded or financed by international organizations. It manifests a wide spatial distribution, spreading practically to all countries, and includes mainly research aiming to improve public health and security conditions, and to raise agricultural efficiency. It aims also to increase environmental protection and to create positive external economies that promote the public interest. In many big countries a considerable amount of state funded research serves military purposes and the exploration of space, with some of it having spillover effects for peaceful purposes. In the remaining part of the R&D that is conducted in the private sector of the economy, the Multinational Enterprises (MNEs) are the dominant players. In the era of globalization they have emerged as principal economic actors and are even more important in the application of new technologies. They dispose of large material resources and can recruit scientific and engineering talent from all over the world. It matters therefore where they locate their R&D. Given that the developed countries spend on R&D 2-3% of their GDP, amounting to the largest part of the world research expenditure, the traditional view has been that those countries account also for nearly all research activity. According to the UN World Investment Report 2005, however, the view of more complex production activities being undertaken in the North and simpler ones in the South is less and less a true reflection of reality. In some developing countries like China, India, Pakistan and North Korea, the state budget allocations for R&D expenses, including those for military research, has been high. The actual research output per unit of expense may be even higher, in comparison to that of the developed countries, because their wage levels and the cost of the basic infrastructure (building and various kinds of materials) are lower. Many of their researchers, however, are not less efficient and inventive than their homologues in the more developed countries. Further, MNEs now view parts of the developing world not only as key sources of cheap labour, but also of growth, skills and even new technologies. They have accelerated the pace of their direct investment in overseas R&D and the delocation of R&D activities in other countries, acquiring or establishing new laboratories abroad and integrating them into global R&D networks. They have many reasons to implement those policies: Their purpose is to source foreign technology, gain access to the local science base, hire foreign skilled engineers and benefit from local expertise and scientific excellence. They also want first, to utilize their subsidiaries in adapting the local market products to those developed in the research laboratories of the mother multinational company; and second, to adjust their own products to the local market and manufacturing processes. R&D activities of acquired subsidiaries are more concerned with applied research and scanning of local technologies, while new established subsidiaries generally focus on the suitable for the local market development of products based on technologies applied in the mother company. All told, small and less developed countries contribute now substantially to the world research output in three main ways: By running their own public and private research centers; as partners and employees of the subsidiaries of the MNEs established in them; and through their nationals doing research work in foreign universities and research centers. Despite its alleged detrimental effects, globalization, whatever its definition, appears to be reducing at a quick pace the spatial inequalities in research activities. The ways and means of those developments and their actual effects will be analyzed in the proposed paper. Policy implications Exploring the spatial allocation of the R&D activity may lead to useful conclusions for rational policy decisions. The establishment of MNEs in any country has overall positive labour market affects. It may, however, cause unemployment to the less qualified workers, in the usual cases that labour intensive processes are introduced in production lines carried out with traditional techniques. R&D activities established by the MNEs in a host country generate also positive spillovers in it, by strengthening its policies designed to attract FDI in research and innovation, as well as through an increase in the local demand for highly qualified persons. The more pronounced the presence of foreign R&D subsidiaries in a host country, the higher the demand for domestic researchers. It follows that well trained and with appropriate work attitudes graduates of tertiary education in any country can find satisfactory employment, at home or abroad. The national borders are also open for the highly skilled. Far from causing a brain drain, their emigration develops, as a rule, into a brain gain because it creates incentives for more and better training in the sending country. Eventually, it develops also into a brain exchange between sending and receiving countries, for their mutual benefit. In the last fifteen years, for example, the Chinese and Indian researchers in the universities and the technological parks of many developed countries have contributed considerably to the economic development of their respective countries. Up until very recently, in Greece as well about nine out of ten persons with responsible positions in the academia, the research centers and practically in all walks of life had some research experience abroad. In the spring of 2001, the National Service for Archaeological Heritage in the Netherlands and the Netherlands School of Archaeological Research (ARCHON) organised a three-day international symposium on early prehistoric archaeology and archaeological heritage management (AHM), entitled 'Preserving the Early Past. Investigation, selection and preservation of Palaeolithic and Mesolithic sites and landscapes'. The symposium was held from 20 to 22 November 2002 at the headquarters of the National Service for Archaeological Heritage in the Medieval town of Amersfoort. During the first two days, 18 invited speakers – all archaeologists working in different countries in northwestern Europe and actively involved in Palaeolithic and/or Mesolithic archaeology and AHM – presented a variety of topics related to the central theme of the symposium: the investigation and management of the Palaeolithic and Mesolithic cultural heritage. In addition to the invited speakers, approximately 60 professional archaeologists and students attended the symposium. A field excursion was held on 22 November. Participants travelled to the province of Flevoland for a demonstration of mechanical borings and visited nature conservancy group Stichting Gooisch Natuurreservaat in Hilversum to discuss a large collection of quartzite artefacts from the surface of an ice-pushed ridge in the vicinity of Hilversum. There were a number of reasons for organising this international symposium. In the Netherlands, Palaeolithic and Mesolithic sites have long been a rather neglected part of the archaeological record in AHM.The number of legally protected prehistoric hunter-gatherer sites is low compared to archaeological sites dating from late prehistory or the Roman period, for example. The number of sites protected by law is also manifestly in inverse proportion to the large number of Palaeolithic and Mesolithic sites presently known in the Netherlands. The fact that Palaeolithic and Mesolithic sites are not visible in the Dutch landscape (in contrast to later prehistoric phenomena like terpen, hunebedden and burial mounds) and thus have no aesthetic value, may well be one of the reasons for this discrepancy. Furthermore, until recently virtually all the known Palaeolithic and Mesolithic sites were in the higher, well-drained Pleistocene sandy and loess soils of the Netherlands. Almost all of them are surface sites in a poor state of preservation, and have consequently not been considered serious candidates for in situ preservation. Last but not least, in recent decades only a few Dutch archaeologists have focused their attention on issues associated with the in situ preservation of Palaeolithic and Mesolithic remains. Since the reasons mentioned above, or at least some of them, are also likely to apply to other countries in northwestern Europe, an international symposium on the subject seemed like a useful idea. In many European countries the early prehistoric record now deserves full attention, taking into account the new demands set by the 'European Convention on the Protection of the Archaeological Heritage (Revised)' which was signed at Valletta on the island of Malta in 1992. The incorporation of the Malta Convention into Dutch legislation (which is expected in 2006), for instance, requires a strong and comprehensive national policy, a major part of which should deal with Palaeolithic and Mesolithic sites and landscapes.Without such a policy, the loss of archaeological evidence – ranging from very small sites represented by a few stone artefacts to entire buried palaeolandscapes containing archaeological and palaeoenvironmental data – will continue and perhaps even increase as a result of planning processes. The primary objective of the symposium was to learn about the role of Palaeolithic and Mesolithic sites and landscapes in AHM from archaeologists working in various countries in northwestern Europe and to exchange ideas about how to investigate, assess, select and preserve this fragile archaeological resource in various environmental settings.What strategies are appropriate for the detection of Palaeolithic and Mesolithic sites and landscapes, and how do we assess their information value? What scientific criteria should we use as a basis for deciding whether to go ahead with preservation in situ or excavation, or take no action at all? And what potential and constraints do we face in terms of the conservation and sustainable development of these Palaeolithic and Mesolithic remains? The symposium offered an opportunity to discuss these important questions with an international forum of archaeologists, making use of examples from daily practice in the Netherlands, Belgium, France, England and Germany. This volume includes the papers presented and the main conclusions of the discussions as summarized by the chairmen (Barton, Roebroeks and Zvelebil) of three sessions of the symposium. In retrospect, we can conclude that the symposium provided a sound basis for the further development and improvement of management strategies for early prehistoric remains. As an integral part of the archaeological record, and threatened by all kind of interventions in the soil, it is evident that these remains should be treated according to the principles of the Malta Convention and with the same attention given to archaeological remains from later periods. In other words, Palaeolithic and Mesolithic sites and landscapes deserve full consideration in planning processes, with the aim of preservation in situ or – if preservation is not possible – conservation ex situ through excavation. Symposia such as the one held in Amersfoort in 2002 allow us to continue the international debate on issues associated with the management of the Palaeolithic and Mesolithic cultural heritage. However, appropriate management strategies are not the only prerequisite. Problem-oriented research and public awareness will be essential in the battle to protect valuable Palaeolithic and Mesolithic sites and landscapes from further destruction in the near future. And one final point worthy of our attention: not all Palaeolithic and Mesolithic landscapes are equally suited to long-term preservation, even if they have the same intrinsic or physical quality. The potential offered by specific regulations, the attitude and intentions of landowners and land users, and considerations of a practical and financial nature also play an important role in determining whether preservation in situ is possible. It is equally important that we have a thorough understanding of the present qualities of an archaeological site or landscape and whether these qualities can be maintained in the long term. It does not make much sense to preserve an archaeological site on scientific grounds if one is unable to prevent it from further disturbance due to slope erosion or ploughing, for instance. If the quality of a site is likely to significantly decline over the years, excavation in advance of further destruction should be given preference over preservation.
[ESP] En la Región de Murcia se generan grandes volúmenes de residuos de origen agrícola, agroalimentario y de las actividades forestales. No existe una legislación específica para un adecuado manejo y gestión medioambiental de los mismos. La pirólisis supone una tecnología atractiva y limpia para la explotación de la biomasa, obteniendo tres fases valorizables: biocarbón, bioaceite y py-gas. En el presente trabajo se pirolizaron tres residuos generados en grandes cantidades en la Región de Murcia: biomasa de pino carrasco, cáscaras de almendra, y cáscaras y albedo de limón. Como condiciones de operación, se seleccionaron dos temperaturas (350ºC y 500ºC) y dos presiones para cada temperatura (0 bar y 40 bar). El efecto de la máxima presión (8085 bar) se estudió sólo para la temperatura de 350ºC. La rampa de calentamiento fue de 15ºC/min. El tiempo de pirólisis para 350ºC fue de 87 minutos mientras que para 500ºC fue de 57 minutos. Se estudió el efecto de la presión y la temperatura en el bioaceite y biocarbón producidos, así como en el proceso de pirólisis (distribución energética y másica de las fracciones de pirólisis y el consumo eléctrico originado). Las mejores condiciones de operación fueron a 350ºC y 0 bar. Se obtuvo el menor consumo eléctrico (35,7 ± 5,0 MJ/kg), un mayor poder calorífico del py-gas (119 MJ/kg en el pino carrasco) y una fase oleosa del bioaceite con mayor rendimiento y poder calorífico (rendimiento del 16% y poder calorífico superior de 40 MJ/kg en cáscaras de limón), que podría ser alternativa al combustible fósil. El mayor consumo eléctrico fue a 500ºC y 40 bar (54,7 ± 0,4 MJ/kg). En la caracterización primaria del bioaceite, se observó que éste siempre fue ácido, y al incrementar la presión, independientemente de la temperatura, aumentó el pH. Se analizaron los diferentes biocarbones obtenidos para determinar sus propiedades físico-químicas (contenido de humedad, volátiles, carbono fijo, cenizas, pH, conductividad eléctrica, contenido en C, H e N, y nutrientes), además de la caracterización de los grupos funcionales orgánicos y la estabilidad de la materia orgánica. Los resultados mostraron que las propiedades de los biocarbones estaban principalmente determinadas por la materia prima, seguido de la temperatura de pirólisis. Los efectos de la presión fueron en general puntuales sin observar una tendencia común para todos los biocarbones. Con el aumento de la temperatura en el proceso de pirólisis aumentó la concentración de volátiles y de carbono, y disminuyó el contenido en cenizas. El pH se mantuvo alrededor de 6,9 ± 1,5. La concentración de N y H disminuyó. Todos los nutrientes estudiados (Na, Mg, P, S, Cl, K, Ca) disminuyeron con el aumento de la temperatura, a excepción de Mn que se incrementó para los biocarbones derivados de la cáscara de almendra y las cáscaras y albedo de limón. Los biocarbones más estables (y por tanto con mayor capacidad de secuestro de carbono) fueron los pirolizados a 500ºC y 40 bar. No obstante, estas condiciones operacionales coincidieron con el mayor consumo eléctrico. Los biocarbones pirolizados a 500ºC y 0 bar también mostraron una alta estabilidad y un menor consumo eléctrico (41,74 ± 3,21 MJ/kg) por lo que se han propuesto como la mejor alternativa para su uso como enmienda para el suelo con el objetivo de promover el secuestro de carbono. [ENG] In the Region of Murcia, large volumes of agricultural, agrofood and forestry waste are generated. There is not specific legislation for proper handling and environmental management. Pyrolysis is an attractive and clean technology for the exploitation of biomass, obtaining three recoverable phases: biochar, bio-oil and py-gas. In the present work three residues generated in large amounts in the Region of Murcia were pyrolyzed: biomass of Pinus halepensis, almond shells, and lemon peels and albedo. As operating conditions, two temperatures (350ºC and 500ºC) and two pressures were selected for each temperature (0 and 40 bar). The effect of the maximum pressure (80-85 bar) was only studied for the temperature of 350°C. The heating ramp was 15°C/min. The pyrolysis time for 350°C was 87 minutes, while for 500°C was 57 minutes. The effect of pressure and temperature on bio-oil and biochar, as well as the pyrolysis process (energy and mass distribution of the pyrolysis fractions and the electrical consumption originated) were studied. The best operating conditions were at 350°C and 0 bar. The lowest energy consumption (35.7 ± 5.0 MJ/kg), the highest calorific value of py-gas (119 MJ/kg in the pine) and an oil phase of bioaceite with highest yield and calorific value (16% yield and higher calorific value of 40 MJ/kg in lemon peels), which could be an alternative to fossil fuel. The highest electric consumption was at 500 ° C and 40 bar (54.7 ± 0.4 MJ/kg). Bio-oil was always acidic, and pH increased when increasing the pressure, independently of the temperature. The different biochars were analyzed for their physicochemical properties (moisture content, volatiles, fixed carbon, ash, pH, electrical conductivity, C, H and N content and nutrients), in addition to the characterization of organic functional groups and the stability of organic matter. The results showed that the biochar properties were mainly determined by the raw material, followed by temperature. The effects of the pressure were overall punctual without observing a common tendency for all samples. The increase of temperature in the process of pyrolysis increased the concentration of volatile and carbon, and decreased the content in ashes. In general, the pH remained close to 6.9±1.5. N and H concentrations decreased. All the studied nutrients (Na, Mg, P, S, Cl, K, Ca) decreased with increasing temperature. The exception was Mn which increased in the biochars derived from the almond shell and lemon peels and albedo. The most stable biochars (and therefore with greater carbon sequestration capacity) were those pyrolyzed at 500ºC and 40 bar. However, these operational conditions coincided with the highest electricity consumption. [SPA] En zonas sísmicamente activas, la ocurrencia de terremotos ocasiona cuantiosos daños materiales y en algunos casos incluso la pérdida de vidas humanas. Es por ello que la comunidad científica y las administraciones competentes realizan esfuerzos para que la ocurrencia de un terremoto importante provoque el menor daño posible sobre la población. Sin embargo, en muchas ocasiones el rápido crecimiento urbanístico se lleva a cabo sin los adecuados criterios preventivos lo cual hace que estas nuevas zonas urbanas sean muy vulnerables ante un terremoto, incluso de magnitud moderada. El sureste de la península Ibérica aúna ambos ingredientes: a una rápida expansión urbanística se suma la ocurrencia de terremotos de magnitud moderada (y en algunos casos, según los registros históricos, de gran magnitud). La serie sísmica ocurrida en Lorca (localizada en el sureste de la Península Ibérica) en 2011 puso de manifiesto que estos terremotos de magnitud moderada pueden provocar grandes daños. El valor promedio de velocidad de cizalla en los primeros 30 metros de profundidad (VS30) del terreno es un parámetro fundamental en la dinámica de suelos y en ingeniería sísmica, siendo determinante para clasificar las condiciones de sitio reflejadas en los códigos sísmicos (p.e. NEHRP-94, Eurocode 8 (EC8), NCSE-02). El uso de técnicas de prospección sísmicas, basadas en el registro del ruido ambiental (pasivas) y/o con el uso de fuentes sísmicas (activas), se ha extendido en los últimos tiempos. Entre ellas, el método de análisis multicanal de ondas superficiales (MASW), refracción por microtremores (REMI) o autocorrelación espacial (SPAC) son técnicas que se caracterizan por una rápida adquisición de datos y una mínima afección al medio urbano. En este estudio se ha obtenido y analizado la estructura superficial del terreno en las ciudades del sureste de la Península Ibérica (Lorca, Adra y Almería) mediante los métodos sísmicos MASW y SPAC. Los valores de VS30 obtenidos con estos métodos sísmicos fueron utilizados para crear nuevos mapas de clasificación del suelo de las ciudades de estudio, los cuales son necesarios en los estudios de microzonificación sísmica. Con el fin de realizar mediciones en el área urbana de estas ciudades se ha desarrollado un sistema land streamer, el cual ha permitido obtener datos sísmicos con una alta productividad utilizando el método MASW. Finalmente, se ha utilizado el método del gradiente topográfico para estimar los valores de VS30 del terreno. Los resultados obtenidos con el método del gradiente topográfico, considerando las ciudades de estudio como regiones tectónicamente activas, muestran una buena correlación con los resultados obtenidos con los métodos sísmicos. Estos resultados ponen de manifiesto que, bajo determinadas condiciones y con un modelo digital del terreno (MDT) adecuado, el método de gradiente topográfico puede ser una alternativa para aquellas áreas del mundo donde no se tenga un acceso adecuado a las técnicas de prospección sísmica de mayor detalle y más costosas que se vienen aplicando en la actualidad. Los parámetros del movimiento sísmico del terreno se han calculado utilizando sismogramas sintéticos como movimiento de entrada. La severidad del movimiento del suelo se ha cuantificado a través de la estimación de los valores de aceleración pico máxima (PGA), velocidad pico máxima (PGV), intensidad de Arias (AI), periodo predominante (Tp), e intensidad instrumental. Todos estos parámetros se basan en la estructura de velocidad de ondas de cizalla obtenida con los métodos sísmicos. ; [ENG] In seismically active zones, the occurrence of earthquakes produces substantial economic losses and sometimes important human lives casualties. In light of this, the scientific community and governments devote significant efforts with the aim of minimizing the negative impact of major earthquakes related to local economies and population. However, the rapid growth of inhabited areas is not always followed with the appropriate development of prevention standards, making newly developed urban areas very vulnerable to earthquakes of even moderate magnitude. For instance, the south-eastern part of the Iberian Peninsula has these two ingredients: a rapid urban growth and the existence of moderate and (according to historic records) major seismic activity. Indeed, the seismic series that took place in Lorca (located in the SE of the Iberian Peninsula) in 2011 showed that even a moderate magnitude earthquake may cause very serious damages on buildings and human losses. Besides, the average values of the shear-wave velocity of the upper 30 m (VS30) of the soil is a critical parameter in soil dynamics and earthquake engineering which is determined to classify site conditions reflected in seismic codes (e.g. NEHRP-94, Eurocode 8 (EC 8), NCSE-02). The use of prospecting techniques has been extended in recent times, based on environmental noise measurements (passive) and seismic head-waves creation sources (active). Among them Multichannel Analysis of Surface Wave (MASW), Refraction Microtremor (ReMi), and Spatial Autocorrelation (SPAC) are seismic methods characterized by a rapid data acquisition and minimal impact on the urban environment. In this study we have obtained and assessed the subsurface structure of the cities of Lorca, Adra and Almería by means of seismic methods (MASW and SPAC). The VS30 values obtained from seismic method were used to create a new soil classification map of these cities which is suitable for microzoning purposes. In order to perform measurements in the urban area of these cities a towed land-streamer was developed to gather seismic data with high productivity using the MASW method. Also, it has been used the topographic slope method to estimate the value of VS30. The results obtained by the topographic slope estimation, considering as active tectonic region, show significant similarity to those obtained by the seismic methods. These results demonstrate that under certain conditions and with an adequate Digital Elevation Model (DEM) the topographic slope method can be a good alternative for those areas of the world with limited economic resources that cannot apply traditional seismic prospecting techniques. Finally, strong ground motion parameters have been calculated using synthetic seismograms as input motion. Forschende belegten, dass der Anteil der globalen Luftfahrt an der Klimaerwärmung 3,5 Prozent beträgt (Deutsches Zentrum für Luft und Raumfahrt 2020). Entsprechend steht die Luftfahrtindustrie in Zeiten der wachsenden Sorge um den Klimawandel und den damit einhergehenden Auswirkungen auf den Menschen vor einer wesentlichen Herausforderung: Wie kann die Luftfahrt CO₂-neutral werden?Bislang stehen keine Technologien zur Verfügung, die eine solche Luftfahrt ermöglichen. Gleichzeitig ist eine – durch die Reisebeschränkungen während der Hochphase der Coronakrise nochmals verstärkte – hohe weltweite Nachfrage nach Flugreisen zu verzeichnen. Experten gehen davon aus, dass durch diese fatale Kombination zukünftig der Anteil des Luftverkehrs als Ursache von CO₂ weiter steigen wird (Bopst et al., 2019, S. 31). Deshalb müssen schnell Lösungen gefunden werden, um weitere negative Auswirkungen auf das Klima zu reduzieren.Im vorliegenden Blogbeitrag wird versucht, mögliche Wege der Luftfahrtindustrie hin zu einem klimaneutralen Flugverkehr zu skizzieren. Dazu wird zunächst die Ausgangslage beschrieben und ein Zukunftsszenario skizziert, bevor anschließend mögliche Technologien und politische Maßnahmen zur CO₂-Reduktion erläutert werden. Dabei werden neben technischen Neuerungen, wie nachhaltige Kraftstoffe und das Potenzial von Wasserstoff, die Möglichkeiten und Grenzen der betrieblichen Optimierung und einer staatlichen Regulation diskutiert. Die Ansätze werden dabei stets kritisch hinterfragt.Im zweiten Teil der Arbeit wird untersucht, inwiefern sich Airlines um eine nachhaltige CO₂-Reduktion bemühen. Als Beispiel wurde die Lufthansa Group ausgewählt. Die diesbezüglichen Maßnahmen werden ebenfalls zunächst dargestellt und anschließend kritisch betrachtet. Der Blogbeitrag endet mit einer Zusammenfassung, einer abschließenden Betrachtung der Ergebnisse und einem Verweis auf weitere Aspekte von Nachhaltigkeit beim Reisen.Eine klimaneutrale Luftfahrt – AusgangslageDer weltweite Luftverkehr hat in den vergangenen Jahrzehnten stark zugenommen. Im Jahr 2018 [1] wurde weltweit eine so hohe Zahl an Passagieren wie nie zuvor befördert. Deren Anzahl hat sich seit den 1990er-Jahren um mehr als 100 Prozent erhöht (Bopst et al., 2019, S. 17). Allein im Jahr 2018 stieg die Anzahl der Passagiere weltweit um 6,7 Prozent und in Europa um 6,1 Prozent im Vergleich zum Vorjahr (International Civil Aviation Organization (ICAO) 2019, S. 1). In Deutschland hat sich die Zahl der Fluggäste seit 1991 verdreifacht und erreichte 244 Millionen im Jahr 2018 (Bopst et al., 2019, S. 17).Trotz des Einbruchs im Flugverkehr aufgrund der Coronapandemie in den Jahren 2020 bis 2022 wird spätestens im Jahr 2025 mit einer vollständigen Erholung des Luftverkehrs gerechnet. Es gibt auch Modelle, gemäß denen davon ausgegangen wird, dass sich die Luftfahrt bereits bis 2023 vollständig erholt und bis 2025 das Vorkrisenniveau weit überschritten wird. Je nach Szenario wird bis 2040 mit einem jährlichen Wachstum von 2,8 bis 3,5 Prozent gerechnet, was einen Anstieg der Passagierzahlen auf bis zu 9,4 Mrd. Passagiere weltweit bedeutet (Gelhausen 2021; vgl. EASA at al. 2019, S. 15).Das Wachstum des Luftverkehrs in den vergangenen Jahren hat mehrere Ursachen. Eine zentrale Rolle spielen dabei sinkende Kosten auf der Angebotsseite, insbesondere durch den Rückgang von Produktionsfaktoren wie dem Kerosinpreis um mehr als die Hälfte in den letzten zwanzig Jahren (Bopst et al., 2019, S. 17f.). Auch Lohn- und Beschaffungskosten für Luftfahrzeuge sanken. Durch die steigende Treibstoffeffizienz, eine höhere Auslastung und eine höhere operative Leistung der Flugzeuge sowie die Bildung von Airline-Allianzen wurde diese Entwicklung unterstützt.Neben dem Passagierverkehr verzeichnete auch der Frachtverkehr erhebliche Zuwachsraten in den letzten Jahrzehnten. Die jährliche Frachtmenge in Deutschland ist seit 1991 um 243 Prozent auf 4,9 Mio. t im Jahr 2017 gestiegen (ebd., S. 21).Die steigende Nachfrage im Personen- und Frachtverkehr führt dazu, dass in Zukunft deutlich mehr Flugzeuge benötigt werden. Airbus prognostiziert eine Verdopplung der weltweiten Flotte bis 2036 (Bopst et al., 2019, S. 21). Trotz technischer Weiterentwicklungen und gesteigerter Effizienz bei gleichzeitiger Reduktion umweltschädlicher Schadstoffe trägt die Luftfahrt in einem bedeutenden Ausmaß zur Umweltbelastung bei. Flugzeuge sind zwar energieeffizienter geworden, aber die jährliche Effizienzsteigerung hat in der laufenden Dekade abgenommen und wird in der kommenden Dekade voraussichtlich im Durchschnitt bei 1,4 Prozent pro Jahr liegen (ebd.).Trotz dieser Fortschritte kann durch Effizienzsteigerungen der prognostizierte Anstieg der Verkehrsleistung nicht ausgeglichen werden, was bedeutet, dass der Kerosinverbrauch und der Endenergiebedarf des Luftverkehrs in Zukunft weiter zunehmen werden (ebd., S. 25). Es wird erwartet, dass der weltweite Kerosinverbrauch im Jahr 2050 je nach Szenario zwischen 484 und 1096 Millionen Tonnen liegen wird (Cames et al., 2019).Der Treibstoff verursacht eine Vielzahl klimarelevanter Emissionen. Treibhausgase wie Kohlendioxid, Methan, Lachgas, halogenierte Fluorkohlenwasserstoffe, Fluorkohlenwasserstoffe, Schwefelhexafluorid und Stickstofftrifluorid beeinflussen die Strahlungsbilanz der Erde (Bopst et al., 2019, S. 26). Sie lassen die einfallende Sonnenstrahlung passieren, blockieren aber die von der Erdoberfläche abgestrahlte langwellige Wärmestrahlung. Treibhausgase absorbieren diese Wärmestrahlung und strahlen sie in alle Richtungen, einschließlich der Erdoberfläche, ab. Dies führt insgesamt zu einer höheren Strahlungsbelastung auf der Erdoberfläche.Zusätzlich zu den Treibhausgasemissionen, die direkt bei der Verbrennung von Kerosin im Luftverkehr entstehen, gibt es andere Emissionen, wie Partikel, Wasserdampf, Schwefel- und Stickoxide, die ebenfalls zur Klimaveränderung beitragen (ebd. S. 27). Diese Emissionen beeinflussen die Bildung von Aerosolen und Wolken sowie die Konzentration bestimmter atmosphärischer Gase und tragen dadurch ebenfalls zur Veränderung des Strahlungshaushalts bei.Die CO₂-Emissionen des zivilen Luftverkehrs in Deutschland betrugen im Jahr 2017 etwa 31,2 Mio. t CO₂, wovon 2,1 Mio. t auf Inlandsflüge entfielen (ebd. S. 30). Im Vergleich dazu betrug die Gesamtmenge der CO₂-Emissionen des zivilen Luftverkehrs in Deutschland im Jahr 1990 etwa 14,3 Mio. t CO₂ (Inlandsflüge: 2,2 Mio. t CO₂) (ebd.). Somit ist der CO₂-Ausstoß des Luftverkehrs in Deutschland innerhalb von 27 Jahren um 117 Prozent gestiegen. Global betrachtet trug der zivile und militärische Luftverkehr im Jahr 2015 etwa 875 Millionen Tonnen CO₂-Emissionen bei, was etwa 2,5 % der gesamten vom Menschen verursachten CO₂-Emissionen entspricht (ebd.). Ohne weitergehende Maßnahmen werden auch klimarelevante Emissionen zukünftig weiter ansteigen.Im European Aviation Environmental Report 2019 werden Prognosen für die zukünftigen CO₂-Emissionen des zivilen Luftverkehrs in Europa bis zum Jahr 2040 präsentiert. Die Prognosen basieren auf drei Szenarien, die sich in der Entwicklung der Verkehrsleistung unterscheiden. Beim wahrscheinlichsten Szenario, dem 'base traffic forecast' der ICAO, wird bis 2040 von einem Anstieg der weltweiten CO₂-Emissionen, verursacht von der Luftfahrt, auf 198 Mio. t bis 224 Mio. t ausgegangen, abhängig von der technologischen Entwicklung. Dies entspricht einem Anstieg von 21 Prozent bis 37 Prozent gegenüber dem Referenzjahr 2017 (EASA et al. 2019, S. 23).Folglich werden in den kommenden Jahrzehnten durch den zunehmenden Flugverkehr die bereits bestehenden Umweltbelastungen weiter verstärkt. Ferner ist mit einem überproportionalen Anstieg der auf den Luftverkehr zurückzuführenden Treibhausgasemissionen zu rechnen, da andere Sektoren, wie die Automobilindustrie und der Energiesektor, voraussichtlich früher und umfassender ihre CO₂-Emissionen reduzieren werden (Bopst et al., 2019, S. 31).Maßnahmen für die Erreichung einer klimaneutralen LuftfahrtAufgrund des zunehmenden Umweltbewusstseins ist auch die Luftfahrtbranche gezwungen, sich intensiv mit dem Thema Nachhaltigkeit auseinanderzusetzen. Entsprechend wurde in den vergangenen Jahren eine Vielzahl an Maßnahmen zur Steigerung der Nachhaltigkeit in der Luftfahrt umgesetzt bzw. befindet sich noch in der Umsetzung. Im Folgenden wird ein Teil dieser Maßnahmen exemplarisch erläutert.Nachhaltige und klimaneutrale AntriebsstoffeKernpunkt einer nachhaltigen Luftfahrt ist das Umstellen auf alternative Antriebsarten von Flugzeugen. Bis zum gegenwärtigen Zeitpunkt gibt es allerdings keine Antriebskonzepte, die bei Autos, Schiffen oder Zügen funktionieren und größtenteils bereits etabliert sind und die auch bei Flugzeugen eingesetzt werden können. Daher wird in der Industrie vor allem auf drei zukunftsweisende Technologien gesetzt, den Einsatz von nachhaltigen Kraftstoffen, Wasserstoff als Antriebsmittel für Flugzeuge sowie elektronische Antriebsarten.In der Entwicklung am fortgeschrittensten und daher kurzfristig einsetzbar sind nachhaltige Treibstoffe für die Luftfahrt, konkret nachhaltige Flugkraftstoffe (engl.: Sustainable Aviation Fuels – SAF). Eine nachhaltige und CO₂-neutrale Luftfahrt erfordert den Einsatz von Flugkraftstoffen, die aus erneuerbaren Energiequellen und nachhaltig produzierten Rohstoffen hergestellt werden, um fossiles Kerosin zu ersetzen (Bundesregierung 2021).Durch den Einsatz von SAF entsteht ein Kohlenstoffkreislauf, der weitgehend geschlossen ist. Der eingesetzte Kraftstoff wird aus CO₂ gewonnen, das im Idealfall zuvor aus der Atmosphäre absorbiert wurde (Geffert 2022). Es entsteht ein Kreislauf, bei dem kein zusätzliches CO₂ produziert wird, sondern das in der Atmosphäre vorhandene Kohlendioxid wiederverwertet wird.Von der Bundesregierung besonders gefördert werden 'Power-to-Liquid'-Kraftstoffe (PtL), bei denen aus Strom, Wasser und CO₂ flüssige Kraftstoffe hergestellt werden. Diese Art von Antriebsstoffen wird auch als 'strombasierte Kraftstoffe' bezeichnet (Bundesregierung 2021). Um einen Beitrag zur Reduzierung von Treibhausgasemissionen zu leisten, ist es entscheidend, erneuerbare Energiequellen bei der Herstellung zu nutzen. Es wird als realistisch angesehen, dass bis 2030 im deutschen Luftverkehr mindestens 200.000 Tonnen Kerosin aus PtL verwendet werden (ebd.). Diese Menge entspricht etwa 2 Prozent des Kerosinverbrauchs in Deutschland im Jahr 2019 (ebd.).Die bis zum derzeitigen Zeitpunkt hohen Produktionskosten und die begrenzte Verfügbarkeit der PtL sind zentrale Herausforderungen für eine nachhaltige Luftfahrt (Flottau 2023). Um diesen zu begegnen, wurden von der Bundesregierung Maßnahmen zur Förderung der Produktion veranlasst. In einem gemeinsamen Papier der Bundesregierung und der Luftfahrtindustrie werden die Maßnahmen erläutert. Unter anderem plant die Bundesregierung, sich dafür einzusetzen, die Kostenlücke von SAF zu herkömmlichen Kraftstoffen zu schließen, die weitere Forschung und Entwicklung finanziell zu fördern (dazu zählen auch die Förderung und der Bau von SAF-Produktionsanlagen, um den Markthochlauf von PtL-Kerosin zu beschleunigen) sowie SAF bei der Flotte der Flugbereitschaft beizumischen, um als Vorläufer und Ankerkunde zum Markthochlauf beizutragen (Bundesregierung 2022, S. 5f.).Der bedeutendste Vorteil gegenüber anderen Antriebsmitteln und Technologien ist, dass SAF herkömmlichem Kerosin bis zu 50 Prozent beigemischt werden können, ohne dass es nötig ist, Anpassungen an Flugzeugen und Triebwerken vorzunehmen (Geffert 2022). Entsprechend hat die EU-Kommission im Frühjahr 2023 gesetzliche Regelungen für eine Beimischung beschlossen. Ab dem Jahr 2025 ist es erforderlich, dass alle Flüge, die von Flughäfen in der Europäischen Union starten, mindestens zwei Prozent nachhaltige Flugkraftstoffe beimischen (Flottau 2023; Europäische Union 2023). Bis 2030 wird die Quote auf sechs Prozent erhöht und schließlich bis zum Jahr 2050 schrittweise auf eine Beimischungsquote von siebzig Prozent angehoben.Beim Abflug von Flughäfen in der Europäischen Union dürfen Luftfahrzeugbetreiber zudem nur so viel Kraftstoff tanken, wie für den Flug tatsächlich benötigt wird, um zusätzliche Emissionen aufgrund von erhöhtem Gewicht zu vermeiden und um ein 'Tankering' zu verhindern (Europäische Union 2023). Durch Letzteres wird die absichtliche Mitnahme von zusätzlichem Kraftstoff beschrieben, um den Einsatz von nachhaltigen Kraftstoffen zu vermeiden.Neben den SAF als kurzfristig verfügbare Brückenlösung spielen die Entwicklung neuer emissionsfreier Antriebe eine zentrale Rolle. Als vielversprechender Ansatz gilt der Einsatz von regenerativem Wasserstoff als Antrieb, dessen Potenzial vor allem für den Einsatz in Brennstoffzellen, Gasturbinen und hybriden Lösungen untersucht wird (BDLI 2020, S. 4ff).Zwei Ansätze werden hierbei verfolgt. Zum einen wird beobachtet, inwiefern Wasserstoff, wie bei herkömmlichen Turbinen, direkt verbrannt werden kann und dadurch Triebwerken Schub verleiht. Bedeutend höheres Potenzial wird 'Flying Fuel Cells' zugesprochen, einer Brennstoffzelle, die flüssigen Wasserstoff in Strom umwandelt, der dann für den Antrieb des Flugzeugs genutzt werden kann (Weiner 2022; Geffert 2023).Gemein haben beide Technologieansätze, dass lediglich Wasser als Emission zurückbleibt, sofern Wasserstoff mithilfe regenerativer klimaneutraler Energien gewonnen wird (Geffert 2022). Bevor diese Technologien jedoch in hohem Umfang im Flugbetrieb zum Einsatz kommen können, bedarf es erheblicher Entwicklungsprozesse und Innovationssprünge. Neben der Entwicklung von Antriebstechnologien besteht die zentrale Herausforderung darin, das erheblich größere Volumen von verflüssigtem Wasserstoff im Vergleich zu Kerosin und damit notwendige größere Tanks in das Flugzeug zu integrieren (ebd.).Ebenfalls noch ungelöst sind Probleme, die im Zusammenhang mit Batterietechnik und Fliegen stehen. Die Verwendung von Batterien im elektrischen Flugverkehr hat zwar den Vorteil, dass sie während des Fluges keine Emissionen verursachen, einen hohen Wirkungsgrad aufweisen und es ermöglichen, eine hohe Energiemenge in kurzer Zeit abzugeben, aufgrund ihrer begrenzten Speicherkapazität sind derzeitige Batterien für den Einsatz in der kommerziellen Luftfahrt jedoch nicht geeignet. (BDLI S. 8).Auch wenn in den kommenden Jahren weiter Fortschritte hinsichtlich der Speicherkapazität zu erwarten sind, ist anzunehmen, dass elektrisches Fliegen sich vornehmlich auf die Bereiche kleine Motorsegler, Flugtaxis und Kleinflugzeuge für regionale Strecken beschränkt. Eine vielversprechende Option auf lange Sicht sind hybride Antriebe. Gasturbinen und elektrische Antriebe werden dabei so kombiniert, dass sie sich ergänzen und elektrische Antriebe besonders in Phasen mit hohem Energiebedarf die kerosinbetriebene Turbine unterstützen (ebd.).Effizientere Flugführung im europäischen LuftraumDurch die Fortentwicklung eines 'Single European Sky' kann ein maßgeblicher Beitrag zur aktiven Bekämpfung des Klimawandels geleistet werden. Bereits durch die Optimierung von Flugrouten im deutschen Luftraum konnte eine Reduzierung von Umwegen und somit eine Reduzierung des Treibstoffverbrauchs erzielt werden. Auf europäischer Ebene konnten beispielsweise seit 2014 durch die Einführung des 'Free Route Airspace' mehr als 2,6 Millionen Tonnen CO₂ eingespart werden. Dies entspricht etwa 0,5 Prozent der insgesamt durch den Luftverkehr verursachten CO₂-Emissionen innerhalb der Europäischen Union (BDL 2021).Um das vollständige Potenzial auszuschöpfen, wurden von politischer Seite weitere Maßnahmen zur Vereinheitlichung des europäischen Luftraums eingeleitet. Anhand von Untersuchungen wird deutlich, dass durch die Realisierung eines einheitlichen europäischen Luftraums pro Flug 250 bis 500 kg Kraftstoff bzw. 0,8 bis 1,6 Tonnen CO₂ eingespart werden können, indem optimierte und direktere Flugrouten genutzt werden (ebd.).Verbesserte Flugverfahren, wie kontinuierliche Sinkflüge und das Vermeiden von Warteschleifen, bieten weiteres Einsparungspotenzial von bis zu 325 kg Kraftstoff pro Flug (ebd.). Neben der Optimierung der Flugdurchführung gilt es auch, die Prozesse am Boden weiter zu verbessern. Kürzere Rollwege mit weniger Zwischenstopps bieten weitere Einsparungsmöglichkeiten von 38 bis 75 kg Kraftstoff (ebd.).CO2-neutraler FlughafenbetriebNeben den Flugzeugen selbst tragen Flughäfen und die damit verbundene Infrastruktur zu einer Belastung der Umwelt durch den CO2-Ausstoß bei. Entsprechend kann eine Optimierung der Flughafeninfrastruktur dazu beitragen, die Menge an Treibhausgasen zu reduzieren und so das Fliegen umweltfreundlicher zu gestalten. Zahlreiche Flughäfen haben bereits Maßnahmen ergriffen, um dies zu erreichen. Unterstützt werden sie in diesem Zusammenhang von der Bundesregierung, die eine Reihe von Projekten finanziell fördert (Bundesregierung 2022).Die Maßnahmen schließen folgende Bereiche ein: Energieversorgung der Flughäfen, Gebäudetechnik, Einsparungen im Bereich der flughafenspezifischen Anlagen sowie der Bereich Fuhrpark und Mobilität (vgl. BDL 2021). Im Kontext der Energieversorgung wird eine besondere Förderung für Projekte gewährt, die sich auf die lokale und ökologische Energieerzeugung konzentrieren. Hierbei liegt der Fokus entweder auf der Eigenproduktion von Energie, z.B. durch den Einsatz von Photovoltaikanlagen, oder auf der Nutzung regional gewonnener erneuerbarer Energien (ebd.).Zusätzlich werden Fördermittel für Projekte bereitgestellt, die auf die energetische Nachhaltigkeit von Gebäuden abzielen, wie durch den Bau von entsprechend konzipierten Neubauten oder durch die energetische Optimierung bereits bestehender Bauten. Ein weiterer Schwerpunkt liegt auf der Optimierung von flughafenspezifischen Anlagen. Beispielhaft ist hier die Umstellung der Vorfeldbeleuchtung auf LED-Leuchtmittel zu nennen. Besonders hohes Einsparpotenzial bietet ferner die Umstellung von für den Flugbetrieb nötigen Bodenfahrzeugen auf alternative Antriebsformen wie Elektromobilität und alternative Kraftstoffe.Vernetzung mit anderen VerkehrsträgernEine Vernetzung der Verkehrsträger trägt zu einer Reduktion der Treibhausgasemissionen bei. Dabei sollen Verkehrsträger miteinander vernetzt werden, um ihre verkehrlichen, wirtschaftlichen und ökologischen Vorteile am geeignetsten zu nutzen (BDL & DB 2021, S. 2). Ziel ist hierbei eine Verringerung des innerdeutschen Flugverkehrs auf ein Minimum. Dazu ist es allerdings unabdingbar, die Bahninfrastruktur weiter auszubauen und Flughäfen stärker an das bestehende Bahnnetz anzuschließen.Durch den umfangreichen Ausbau der Infrastruktur, die Bereitstellung leistungsstarker und attraktiver Angebote sowie die Verbesserung der gemeinsamen Services entlang der Reisekette können das Mobilitätsangebot attraktiver gestaltet und die Kundenzufriedenheit gesteigert werden. Hierbei liegt das Potenzial bei bis zu 4,3 Mio. Reisenden jährlich und einer damit verbundenen Reduzierung der CO₂-Emissionen um rund ein Sechstel im innerdeutschen Flugverkehr (ebd., S. 3).Prognosen zufolge wird der Luftverkehr innerhalb Deutschlands auf Kurzstrecken bis 2030 stark zurückgehen und nur noch auf längeren Strecken, wie zwischen Hamburg und München, profitabel sein. Bis zum Jahr 2050 ist zudem geplant, die Schieneninfrastruktur in Deutschland so weit auszubauen, dass nahezu alle innerdeutschen Flugverbindungen zwischen den großen Drehkreuzen und Ballungszentren durch Bahnfahrten innerhalb von vier Stunden ersetzt werden können (Bopst et al., 2019, S. 58). Durch die Einbindung der Flughäfen ins Schienennetz wird auch der Schienengüterverkehr profitieren. Die allgemeine Zielsetzung ist, dass bis 2050 schnelle Güterzüge im Nachtverkehr nationale Frachtflugverbindungen ersetzen können (ebd.).EmissionshandelDer Emissionshandel gilt als weiterer Baustein für eine klimaneutrale und nachhaltige Luftfahrt. Inwiefern der Emissionshandel zu mehr Nachhaltigkeit beitragen kann, wird bereits in verschiedenen Blogbeiträgen näher erläutert. An dieser Stelle sei daher insbesondere auf die Beiträge von Marion Stieger und Alexandra Knöchel verwiesen. Beide Autorinnen beleuchten, inwiefern der Emissionshandel zu einer Transformation der Wirtschaft hin zu mehr Nachhaltigkeit führen kann. Die in den Blogbeiträgen beschriebenen Prinzipien gelten selbstverständlich gleichermaßen für die Luftfahrt.Kritische Betrachtung der MaßnahmenObwohl es in den vergangenen Jahren zahlreiche Innovationen und technologische Fortschritte in der Luftfahrtindustrie gab, besteht weiterhin ein signifikanter Entwicklungsbedarf, um das Ziel der Klimaneutralität zu erreichen. Zur Nutzung von Wasserstoff als Treibstoff in Fluggasturbinen und Brennstoffzellen müssen zunächst zahlreiche neue Technologien entwickelt werden. Dies sind insbesondere Brennstoffzellen, Elektroantriebe und Tanks, die speziell für flüssigen -253 Grad kalten Wasserstoff konzipiert sind.Diese Technologien müssen anschließend wiederum in das Design und die Struktur des Flugzeugs integriert werden, was aufgrund des deutlich größeren Volumens von Wasserstoff im Vergleich zu herkömmlichem Kerosin eine Neukonstruktion des Flugzeugs erforderlich macht (Geffert 2022). Unter Berücksichtigung der langen Entwicklungszyklen von Flugzeugen, die zwanzig bis dreißig Jahre betragen, sind solche Technologien frühestens Mitte der 2050er Jahre verfügbar.Wie weiter oben beschrieben, setzen EU-Kommission und Fluggesellschaften daher auf SAF. Neben den bekannten Herausforderungen der hohen Kosten und begrenzten Verfügbarkeit stellt die Nutzung von SAF auch in ökologischer Hinsicht eine komplexe Problematik dar (Frankfurter Allgemeine 2022). Das bisher bedeutendste Problem ist die begrenzte Produktionskapazität von alternativem Flugtreibstoff, da momentan die Verfügbarkeit von Rohstoffen nicht ausreicht, um den tatsächlichen Bedarf an Kerosin zu decken (ebd.; vgl. McCurdy 2021).Außerdem wird dieser alternative Treibstoff mittlerweile auch in anderen industriellen Bereichen eingesetzt, was zu einem Wettbewerb zwischen der Luftfahrtindustrie und anderen Branchen um eine begrenzte Ressource führt. Ferner ist für die Produktion dieser Treibstoffe ein erheblicher Energieaufwand notwendig. Diese Energie müsste demnach ebenfalls nachhaltig gewonnen werden, um eine positivere Klimabilanz als herkömmliches Kerosin zu erreichen. Die Produktion von nachhaltigem Kerosin ist entsprechend vom Ausbau der nachhaltigen Energiegewinnung abhängig.Der Einsatz von PtL-Kraftstoffen in der Luftfahrt wird von einem Teil der Experten kritisiert, da die vermeintliche CO₂-Reduktion durch diese Treibstoffe nicht auf einer tatsächlichen Einsparung von CO₂ beruht. Stattdessen wird das für die Herstellung der PtL-Kraftstoffe benötigte CO₂ zunächst der Umwelt entzogen und später bei der Verbrennung des Kraftstoffs wieder in die Atmosphäre freigesetzt. Dieser Ansatz führt zu einer scheinbaren Kompensation von CO₂-Emissionen, die jedoch letztlich darauf hinausläuft, dass die CO₂-Bilanz lediglich als ausgeglichen angesehen werden kann. Im günstigsten Fall sollte kein zusätzliches CO₂ bei der Herstellung und dem Transport anfallen. In diesem Fall ergibt sich ein Nullsummenspiel, das jedoch nicht zur Lösung des Klimaproblems beiträgt (McCurdy 2021).Kritik kommt auch von den Airlines, die insbesondere die deutlich höheren Preise von SAF und einen damit verbundenen Wettbewerbsnachteil kritisieren. Gemäß dem Bundesverband der Deutschen Luftverkehrswirtschaft (BDL) führt die Einführung von Quoten sowohl auf innereuropäischen Flügen als auch auf Langstreckenflügen, die von Drehkreuzen innerhalb der Europäischen Union starten, zu signifikanten Preissteigerungen.Berechnungen des Wirtschaftsprüfungsinstituts PricewaterhouseCoopers zufolge können durch den Einsatz von SAF Flugtickets um bis zu 16 Prozent teurer werden, wodurch ein erheblicher Wettbewerbsnachteil europäischer Airlines gegenüber außereuropäischer Konkurrenten entsteht (Frankfurter Allgemeine 2022; Flottau 2023). Laut den Berechnungen ist ebenfalls davon auszugehen, dass die genannten Kraftstoffe noch bis weit in die 2040er deutlich teurer als herkömmliches Kerosin aus fossilen Rohstoffen sein werden.Um einen dadurch entstandenen Wettbewerbsnachteil deutscher und europäischer Airlines zu minimieren, setzt sich die Bundesregierung dafür ein, durch Luftverkehrsabkommen mit Drittstaaten zu gewährleisten, dass sich Luftfahrtunternehmen aus Staaten außerhalb der Europäischen Union beim Über- und Einfliegen in das Hoheitsgebiet der Bundesrepublik Deutschland verpflichten, die nationalen und europäischen Umweltschutzvorschriften einzuhalten (Bundesregierung 2021).Nachhaltigkeitsstrategien der Lufthansa GroupIm ersten Abschnitt dieses Beitrags konnte dargelegt werden, inwiefern durch die Luftfahrt zu einer nachhaltigeren Lebensweise und zur Reduktion des CO₂-Ausstoßes sowie dem damit verbundenen, durch Menschen verursachten Klimawandel beigetragen werden kann. Dabei wurde vorwiegend die wissenschaftliche Perspektive eingenommen und über den aktuellen Stand der Forschung berichtet.Im folgenden Abschnitt soll eine Auseinandersetzung mit der Frage erfolgen, welche konkreten Maßnahmen von den Airlines, d.h. den Verursachern, zur Reduzierung des CO2-Ausstoßes ergriffen wurden. Hierzu wurde die Lufthansa Group als eines der führenden Luftfahrtunternehmen weltweit ausgewählt.Vorstellung der Lufthansa GroupIm Jahr 2022 hat die Lufthansa Group 826.379 Flüge mit 710 Flugzeugen durchgeführt und etwa 100 Mio. Passagiere befördert (Lufthansa Group 2023a, S. 3). Um die Beförderungsleistung erbringen zu können, wurden 7.284.584.000 Tonnen Treibstoff benötigt, was wiederum zu einem Ausstoß von 22.946.441.000 Tonnen CO₂-Emissionen führte (ebd.) Durchschnittlich wurden 3,59 Liter Kerosin pro 100 Passagierkilometer verbraucht, wobei auch ein Ausstoß von 9 Kilogramm CO2 je 100 Passagierkilometer zu berechnen ist (ebd.). Je nach Entfernung eines Flugs variiert der Verbrauch. Im Vergleich zu Kurzstrecken- wird auf Langstreckenflügen lediglich rund die Hälfte des Treibstoffs verbraucht (3,32 l/100 pkm auf Langstrecken- im Vergleich zu 5,89 l/100 pkm auf Kurzstreckenflügen) (ebd., S. 17). Trotz des höheren Verbrauchs auf Kurzstreckenflügen entfallen vor allem aufgrund der längeren zurückgelegten Strecken rund 57 Prozent des Treibstoffverbrauchs auf Langstreckenflüge, womit diese den größten Anteil an CO2-Emissionen haben.Um die Wettbewerbsfähigkeit weiterhin zu stärken, wurde in den letzten Jahren der Fokus verstärkt auf die nachhaltige Ausrichtung des Unternehmens gelegt und Maßnahmen, insbesondere im Bereich der CO₂-Reduktion, wurden weiter verstärkt (Lufthansa Group 2023a, S. 6). Nach eigenen Angaben hat sich das Unternehmen das Ziel gesetzt, die Netto-CO₂-Emissionen im Flugbetrieb verglichen zum Jahr 2019 zu halbieren und bis zum Jahr 2050 einen CO₂-neutralen Flugbetrieb durchzuführen (ebd.). Zudem soll zumindest an den Heimatflughäfen (Frankfurt, München, Wien, Zürich, Genf, Brüssel und den Eurowings-Basen) der Bodenverkehr auf CO₂-neutrale Antriebe umgestellt werden (ebd., S. 8).Um die angestrebten Ziele zu erreichen, wurden die eingeschlagenen Maßnahmen 'Science-based Targets initiative' validiert (ebd.). Dieser Standard verpflichtet Unternehmen, sich kurz- bis mittelfristige Ziele (fünf bis fünfzehn Jahre) zur CO₂-Reduktion zu setzen, wobei genau festgelegt wird, wann wie viele Emissionen reduziert werden. Die Vorgehensweisen und Werte orientieren sich dabei an den Zielen des Pariser Abkommens und beziehen neueste wissenschaftliche Erkenntnisse ein. Im weltweiten Vergleich ist die Lufthansa Group erst die zweite Airline, die nach diesen Standards zertifiziert wurde (ebd.).Maßnahmen zur Reduzierung der Treibhausgasemissionen der Lufthansa GroupDie Maßnahmen sind vielfältig und erstrecken sich vorwiegend auf die Bereiche Flottenerneuerung, nachhaltige Kraftstoffe und die erhöhte intermodale Vernetzung von Flug- und Bahnverkehr. Trotz einer erheblichen Steigerung der Transportleistung wurde in den vergangenen Jahren der Treibstoffverbrauch im Verhältnis deutlich gesenkt. Im Zeitraum von 1991 bis 2022 stieg die Transportleistung der Lufthansa Group um 290 Prozent (Lufthansa Group 2023a, S. 14). Beim Vergleich des Anstiegs des Treibstoffverbrauchs mit den Werten der Transportleistung ist im gleichen Zeitraum lediglich eine Zunahme um 133 Prozent zu verzeichnen. Im Vergleich zum Bezugsjahr 1991 ist dies eine Effizienzsteigerung von über vierzig Prozent (ebd.).Zurückzuführen ist dies auf eine kontinuierliche Erneuerung der Flugzeugflotte und dem damit verbundenen Einsatz effizienterer und kerosinsparender Flugzeuge (ebd.). Neue Flugzeuge, wie die Langstreckenmodelle Airbus A350-900 und Boeing 787-9, sowie die Kurzstreckenmodelle Airbus A320neo und A321neo haben einen im Vergleich zu den Vorgängermodellen reduzierten Treibstoffverbrauch von bis zu dreißig Prozent (ebd.).Auch zukünftig fördert die Lufthansa Group eine konsequente Erneuerung der Flotte und hat im Zuge dessen zahlreiche Flugzeuge der neuesten Generation bestellt. Allein bis Ende 2024 stoßen 24 neue Langstreckenflugzeuge zur Konzernflotte hinzu und ersetzen ältere Modelle, wie die mit vier Triebwerken versehenen Flugzeuge des Typs Airbus A340-300 und 747-400. Bis 2030 werden weitere 180 neue Flugzeuge ältere, weniger effiziente Flugzeuge ersetzen (ebd.).Die Lufthansa Group engagiert sich neben der Erneuerung ihrer Flotte für die Entwicklung und Erforschung nachhaltiger Kraftstoffe und neuer Antriebsmethoden für Flugzeuge. Bereits im Jahr 2022 konnten durch den Einsatz von modernen SAF rund 43.900 Tonnen CO₂ eingespart werden, wobei etwa 40.000 Tonnen auf die direkte Einsparung beim Verbrennungsprozess und etwa 4000 Tonnen auf vorgelagerte Prozesse, wie den Transport, zurückzuführen sind (Lufthansa Group 2023a, S. 16).Es wird angestrebt, den Anteil von SAF kontinuierlich zu erhöhen. Hierzu fördert die Lufthansa Group zahlreiche Projekte, die darauf abzielen, die Verfügbarkeit dieser Kraftstoffe zu erhöhen und ihre Produktionskosten zu senken. In diesem Rahmen wurde eine Partnerschaft mit einer der ersten Raffinerien zur Herstellung von SAF-Kerosin eingegangen und es wurde vereinbart, dass die Lufthansa Group eine garantierte Menge von mindestens 25.000 Liter dieses umweltfreundlichen Kraftstoffes abnimmt (Lufthansa Group 2022).Zudem haben das Unternehmen und der Energiekonzern VARO Energy eine gemeinsame Absichtserklärung über einen zügigen Ausbau nachhaltiger Treibstoffe unterzeichnet. Diese beinhaltet die Herstellung und Lieferung größerer Mengen von SAF ab 2026 an das Drehkreuz München (Lufthansa Group 2023b). Daneben wollen beide Unternehmen gemeinsam an "innovativen Verfahren" (ebd.) zur Herstellung von grünem Wasserstoff aus biogenen Abfallstoffen arbeiten.Die Erforschung des Potenzials von Wasserstoff als zukünftigen Antrieb für Flugzeuge ist auch Thema bei einer gemeinsamen Forschungsinitiative des Deutschen Zentrums für Luft- und Raumfahrt, des Zentrums für Angewandte Luftfahrtforschung und des Hamburg Airport. Gemeinsam wollen die Partner Wasserstoff als potenziellen nachhaltigen Flugzeugtreibstoff erproben und haben dazu das Projekt A320 Hydrogen Aviation Lab entwickelt (Lufthansa 2023a, S. 15). Das Projekt umfasst die Konzeption und Erprobung von Boden- und Wartungsprozessen in Verbindung mit Wasserstofftechnologie.Lufthansa Technik unterstützt vor allem bei der Entwicklung zukünftiger Wartungs- und Reparaturtechniken sowie bei der Entwicklung eines auf -253 Grad Celsius kühlbaren Tanksystems für Wasserstoff an Bord von Flugzeugen (ebd.). Basierend auf dem derzeitigen Stand der Technik würde die Betankung eines Verkehrsflugzeuges mit Wasserstoff mehrere Stunden dauern (ebd.). Um den Betrieb mit diesem Kraftstoff wirtschaftlich realisieren zu können, ist es notwendig, Technologien zu entwickeln, die einen wirtschaftlichen Flugbetrieb ermöglichen.Weiterhin ist die intermodale Vernetzung mit anderen Verkehrsträgern, speziell der Bahn, erklärtes Ziel der Lufthansa Group. In den letzten Jahren ist der innerdeutsche Flugverkehr bereits erheblich zurückgegangen. Im Vergleich zum Jahr 2004 ist die Zahl an innerdeutschen Flügen um 22 Prozentpunkte gesunken (Lufthansa Group 2020).Um die Vernetzung weiter zu fördern, bietet Lufthansa Express Rail Passagieren aufeinander abgestimmte Zug-Flug-Verbindungen an. Dies beinhaltet neben einer Umsteigegarantie die Möglichkeit, das Gepäck direkt am 'AIRail-Terminal' einzuchecken (ebd.). Eine weitere Ausweitung des Lufthansa Express Rail-Netzes wird bei gleichzeitiger Verdichtung der Taktfrequenzen angestrebt.Zudem investiert das Unternehmen in eine Vielzahl kleinerer Projekte zur Reduzierung des CO₂-Fußabdrucks in der Luftfahrt. Die AeroShark-Technologie, die von der BASF und der Lufthansa Group gemeinsam entwickelt wurde, soll an dieser Stelle exemplarisch angesprochen werden. Dabei handelt es sich um eine bionische Klebefolie, die der mikroskopischen Struktur der Haut eines Haifischs nachempfunden wurde und an den Rumpf von Flugzeugen angebracht wird (Lufthansa Group 2022). Durch die aerodynamische Wirkung verringert sich der Luftwiderstand und der Treibstoffverbrauch wird gesenkt. Der erste Test an einer Boeing 777 der Swiss hat eine jährliche Treibstoffersparnis von bis zu 1,1 Prozent ergeben (ebd.). Dies entspricht etwa 4800 Tonnen Kerosin und 15.200 Tonnen CO₂-Ersparnis bei einer Ausweitung der Technologie auf die gesamte Boeing 777-Flotte der Konzerntochter (ebd.).Kritische Betrachtung der Nachhaltigkeitsbemühungen der Lufthansa GroupTrotz der erläuterten Bemühungen und Fortschritte der Lufthansa Group im Bereich der Nachhaltigkeit gibt es Kritikpunkte an den getroffenen Maßnahmen. Kritik kann besonders an der bestehenden Flotte der Lufthansa Group geäußert werden. Obwohl die Flottenerneuerung beschlossen wurde, um der steigenden Nachfrage gerecht zu werden und Kapazitäten zu erweitern, setzt das Unternehmen weiterhin auf eine Vielzahl älterer Flugzeuge.Im Vergleich zu anderen Fluggesellschaften hat die Lufthansa Group einen besonders hohen Anteil an vierstrahligen Flugzeugen im Einsatz, deren Effizienz und Treibstoffverbrauch schlechtere Ergebnisse als vergleichbare neuere Flugzeuge erzielen. Aktuell werden im gesamten Konzern noch 84 viermotorige Langstreckenflugzeuge betrieben (Lufthansa 2023b, S. 26). Gemessen an der Gesamtzahl von 194 Langstreckenflugzeugen entspricht das einem Anteil von 43,3 Prozent. Bei den europäischen Konkurrenten ist der Anteil deutlich geringer. Die Air France-KLM-Gruppe betreibt lediglich vier vierstrahlige Flugzeuge, was mit einem Anteil von 1,6 Prozent gleichzusetzen ist (Air France-KLM-Gruppe 2023, S. 55). Einen ähnlich niedrigen Anteil hat auch die International Airline Group, deren Anteil an vierstrahligen Langstreckenflugzeugen im Jahr 2022 bei 6,3 Prozent lag (IAG 2023, S. 104).Ein weiterer Kritikpunkt an der Nachhaltigkeitsstrategie ist, dass die Lufthansa Group sich vornehmlich bemüht, durch technische Lösungen den CO₂-Ausstoß zu senken, während eine Reduzierung des Flugverkehrs, insbesondere im innerdeutschen Verkehr, nicht konsequent umgesetzt wird. Die Partnerschaft mit der Deutschen Bahn in den vergangenen Jahren wurde zwar intensiviert, dennoch bietet die Lufthansa Group weiterhin auch Flüge an, bei denen der Zug eine gleichwertige und zugleich umweltfreundlichere Alternative darstellt.Eine solche Strecke ist unter anderem die Linie Stuttgart-Frankfurt. Im Sommerflugplan 2023 werden die beiden rund 200 Kilometer entfernten Städte weiterhin bis zu fünfmal täglich mit dem Flugzeug bedient, obwohl der ICE als umweltfreundlichere Alternative die Strecke in etwa einer Stunde und 15 Minuten ohne Umsteigen befährt. Die Verbindungen Düsseldorf-Frankfurt, Nürnberg-München und Nürnberg-Frankfurt sind ebenso kritisch zu beurteilen.In diesem Zusammenhang ist auch der fehlende Ausbau der Bahninfrastruktur an deutschen Flughäfen zu bemängeln. Am Beispiel des Flughafens München lässt sich dieser Mangel deutlich erkennen. Der zweitgrößte deutsche Flughafen ist nicht an das ICE-Netz der Deutschen Bahn angeschlossen und wird es nach einer Entscheidung des Bundesverkehrsministeriums auch zukünftig nicht werden (Süddeutsche Zeitung 2023). Eine Buchung von FlyRail-Verbindungen, wie dies in Frankfurt möglich ist, ist dort nicht umsetzbar, wodurch der Zug an Attraktivität verliert. Besonders die Strecken Stuttgart-München und Nürnberg-München könnten im Rahmen einer Fernverkehrsanbindung des Flughafens München eingestellt werden.Die Kompensationsmaßnahmen der Airline sind ebenfalls kritisch zu betrachten. Mit dem 'Green Fare' bietet die Lufthansa Group seit diesem Jahr Passagieren die Möglichkeit, durch den Kauf eines Tickets vermeintlich klimaneutral zu fliegen, indem die durch die Flugreise verursachten Emissionen kompensiert werden. Zwanzig Prozent der beim Flug verursachten CO₂-Emissionen werden dabei durch den Einsatz von SAF-Treibstoff und die verbleibenden achtzig Prozent durch Ausgleichsmaßnahmen kompensiert, indem an anderer Stelle CO₂ eingespart wird (Lufthansa 2023).Die Kompensation scheint jedoch nur vordergründig das Klima zu schützen. Die Stiftung Warentest bemängelt in diesem Zusammenhang die zu niedrig angesetzte zu kompensierende Menge, durch die nur etwa ein Drittel des ausgestoßenen CO₂ berücksichtigt wird (Stiftung Warentest 2022). Zudem liegt die Kompensation in den Händen der Passagiere. Lufthansa lässt sich entsprechend für die Kompensation und ihre Umweltbemühungen bezahlen. Ferner wird im Verhältnis zum gesamten CO₂-Ausstoß der Airline nur ein kleiner Teil kompensiert (ebd.).Auch Airline-unabhängige Anbieter von Ausgleichszertifikaten befinden sich auf demselben Niveau. Kritisiert werden speziell die Kompensation durch Ex-ante-Zertifikate, bei denen Einsparungen erst in Zukunft anfallen, und die mangelnde Transparenz (ebd.).Im Zuge der Rettung von Teilen der Lufthansa Group durch die Bundesregierung wurde oft die fehlende Verknüpfung der Milliardenhilfe mit Klimaschutzauflagen kritisiert. Besonders im Fehlen von Umweltauflagen, wie die Reduktion bzw. die Einstellung des Inlandsverkehrs und das Bekenntnis zur Emissionsreduktion, zeigt sich eine rein die wirtschaftlichen Interessen berücksichtigende Vorgehensweise (Forum nachhaltig Wirtschaften 2020). Die Coronakrise und die damit verbundene Reduktion des Flugverkehrs hätten stärker als klimapolitische Chance angesehen werden können, indem vermehrt Nachhaltigkeit und Klimafreundlichkeit in den Vordergrund gerückt worden wären (ebd.).ZusammenfassungDieser Beitrag beschäftigte sich mit der Frage, inwiefern sich die Luftfahrt in Richtung Klimaneutralität entwickelt. Dazu wurde zunächst die Ausgangslage beschrieben, dass die weltweite Luftfahrt stark wächst und auch – trotz technischer Innovationen und schadstoffärmerer Flugzeuge – für einen immer höheren Anteil der weltweiten CO₂-Emissionen verantwortlich ist. Auf dem Weg zur Klimaneutralität werden verschiedene Pfade verfolgt, die teilweise geringe Erfolgsaussichten haben. Exemplarisch wurden die folgenden Möglichkeiten erläutert und anschließend einer kritischen Betrachtung unterzogen:der Nutzen und die Effektivität nachhaltiger Kraftstoffe, insbesondere SAF;eine effizientere Flugführung im europäischen Luftraum und die dadurch ermöglichten kürzeren Flugstrecken;Möglichkeiten eines CO₂-neutralen Flughafenbetriebs unddie intermodale Vernetzung mit anderen Verkehrsträgern, v.a. der Bahn.Trotz der Bemühungen und der vielfältigen Ansätze, die Luftfahrt in eine CO₂-neutrale Zukunft zu steuern, wird dies auf absehbare Zeit nicht möglich sein, da sich die Forschung noch am Anfang befindet und es noch Jahre bzw. Jahrzehnte dauern wird, bis das erste klimaneutrale Flugzeug serienmäßig gebaut werden kann.Am Beispiel der Lufthansa Group wurden schließlich Maßnahmen aufgezeigt, die Airlines ergreifen, um die Luftfahrt nachhaltiger und klimaneutral zu gestalten. Es zeigte sich, dass der Konzern vorwiegend auf den Einsatz nachhaltiger SAF setzt. Zudem wird die alternde Flotte schrittweise erneuert, wodurch die Effizienz gesteigert wird und der Kraftstoffverbrauch verringert werden kann. Auch die Vernetzung mit der Deutschen Bahn am Flughafen Frankfurt kann als positives Zeichen gewertet werden, wenngleich hierbei eine noch stärkere Partnerschaft wünschenswert wäre.Trotz aller Bemühungen der Lufthansa Group muss die Frage gestellt werden, inwiefern wirtschaftliche Interessen und Nachhaltigkeitsbemühungen in Einklang gebracht werden können. Häufig bleibt der Eindruck zurück, dass finanzielle Aspekte höher als Bemühungen um mehr Nachhaltigkeit gewichtet werden. Zahlreiche Aspekte deuten darauf hin, dass Nachhaltigkeit und Klimaschutz nur dann mit Nachdruck angegangen werden, wenn dies einen wirtschaftlichen und finanziellen Vorteil mit sich bringt oder von politischer Seite durch Reglementierungen Handlungsdruck erzeugt wird. Dies kommt auch in der ablehnenden Haltung gegenüber fixierten SAF-Quoten innerhalb der Europäischen Union zum Ausdruck.Auch als Kunden der Airlines dürfen wir uns nicht der Verantwortung entziehen, sondern müssen uns über die Konsequenzen unseres Handelns bewusst sein. Wenn wir von Frankfurt nach New York in den Urlaub fliegen, ist dies mit einer erheblichen Belastung für die Umwelt verbunden und die Kompensation der Flugemissionen trägt nicht dazu bei, das Klima nachhaltig zu schützen. Jeder Flug belastet das Klima erheblich, unabhängig davon, ob wir ihn kompensieren, was sich auf absehbare Zeit nicht ändern wird, wie aufgezeigt wurde. Die einzige nachhaltige Lösung ist demnach, den Flugverkehr radikal zu reduzieren, wenn das 1,5 Grad-Ziel noch eingehalten werden soll.Allerdings sollten nicht nur Flugreisen kritisch betrachtet werden, auch der zunehmende Tourismus in zahlreichen Städten und Regionen weltweit hat verstärkt negative Auswirkungen auf psychischer, sozialer, ökonomischer und ökologischer Ebene. An dieser Stelle möchte ich auf den Blogbeitrag von Lea Kopp verweisen, der sich mit dem Thema 'Overtourism' in Barcelona befasst und in dem dargelegt wird, wie die einheimische Bevölkerung und die Natur unter der steigenden Nachfrage nach Reisen in die spanische Metropole leiden. Kopp beschreibt, wie innerstädtische Gentrifizierungsprozesse negative Auswirkungen auf die dort lebende Bevölkerung haben und wie sich die Zufriedenheit der Einwohner:innen, aber auch der Tourist:innen in den letzten Jahren verschlechtert hat.Abschließend bleibt festzuhalten, dass die Reiselust der Menschen, an die ich mich anschließe, ungebrochen ist. Dennoch müssen wir uns über die Auswirkungen unseres Handelns bewusst sein. General abstract Decision-makers in governments and businesses must choose among different project alternatives which, in varying degrees, contribute to sustainability. Decision-makers also have to account for their choices to a large audience or a broad range of stakeholders. This thesis is about the positive and negative aspects of using the main judgement-oriented evaluation tools of Cost-Benefit Analysis (CBA) and Multi Criteria Analysis (MCA) together in the context of sustainability and accountability. An integration of CBA and MCA as a fruitful addition to the evaluator's toolbox within a sustainability context is presented in this thesis. A new tool, 'MCCBA', stands for 'multi criteria cost benefit analysis'. The acronym reveals that the approach is a new combination of existing elements of CBA and MCA, rather than something entirely new. The common ground between the two methods, which allows for the integration of CBA and MCA, is that full judgement is often impossible in a sustainability context, and that 'decision aid' is therefore the realistic aim for any evaluation tool; structuring and framing decision-making is central to the MCCBA approach. After presenting CBA and MCA and their integration into MCCBA, the thesis discusses three MCCBA case studies. The main aim of the case studies is to provide insight into the applicability of MCCBA. The selection of the cases was made because, taken altogether they highlight the crucial strengths of MCCBA, which are not normally tackled by either CBA or MCA. Do not decide alone how to aggregate: try to achieve a consensus among your stakeholders on which aggregation is easiest to understand. 6. Take pride in interpretation of sub-aggregated outcomes. 7. In the final stage of your evaluation, address explicitly the question of whether increased problem understanding stipulates that new project alternatives should be considered or old alternatives should be combined. The second target group consists of decision-makers and stakeholders. To this laymen 'user' group, the main points of advice arising out of the MCCBA approach are: 1. If you think that expert evaluators can judge easily whether a project is sustainable or not, that is a wrong assumption. You will have to think together. 2. You might think that judging sustainability is about looking into the distant future. Perhaps. But be aware; sustainability surely requires that you scrutinize your project from a high international or even global level – next to examining it from your 'own' level, certainly. Good courses of action should preferably be good at both levels. 3. It is normal, even essential, that you understand how the evaluation results developed – although you need not understand every single detail. 4. You may think that it is best to involve as many stakeholders as possible in an evaluation. However, achieving a consensus on the evaluation outcomes with all stakeholders is illusory. A consensus about easily understood ways to measure the most significant impacts is, however, a realistic goal. To that purpose, the involvement of a small group of stakeholders with widely differing views on a project seems more fruitful. Complete Summary (original) Introduction Sustainability has become a high profile objective. Decision-makers in governments and businesses must choose among different project alternatives which, in varying degrees, contribute to sustainability. Decision-makers also have to account for their choices to a large audience or a broad range of stakeholders. This thesis is about the positive and negative aspects of using the main judgement-oriented evaluation tools of Cost-Benefit Analysis (CBA) and Multi Criteria Analysis (MCA) together in the context of sustainability and accountability. These evaluation tools are used for what might be called "accountable project evaluation in a sustainability context" or, put more simply, using them in the 'sustainability context'. Accountability presents a major challenge to the development of evaluation tools. If the demands of accountability are neglected in 'open' decision-making processes, the risk looms large that the evaluation will either be judged as irrelevant or unwarranted interpretation of results will occur. The main challenge of this thesis with regard to accountability is to improve the communicative quality of the judgement-oriented evaluation tools. Sustainability also requires unique qualities from evaluation tools. Sustainability has been defined in various – sometimes confusing and vague - ways. This thesis gives an operational content to sustainability by identifying key elements of the concept. Sustainability evaluation – which enhances accountability - requires: -Triple E assessment (that is, evaluation of impacts on Economic development, Extreme poverty and Environmental degradation); -evaluation at both global and decision-making levels; -evaluation over a (long period of) time; -evaluation which increases everyone's understanding (including awareness about limitations). After careful examination of CBA and MCA performance within the 'sustainability context', the thesis provides both a theoretical basis for a combination of CBA and MCA, and insight into the practical applicability of this combination. MCCBA An integration of CBA and MCA as a fruitful addition to the evaluator's toolbox within a sustainability context is presented in this thesis. A new tool, 'MCCBA', stands for 'multi criteria cost benefit analysis'. The acronym reveals that the approach is a new combination of existing elements of CBA and MCA, rather than something entirely new. The common ground between the two methods, which allows for the integration of CBA and MCA, is that full judgement is often impossible in a sustainability context, and that 'decision aid' is therefore the realistic aim for any evaluation tool; structuring and framing decision-making is central to the MCCBA approach. Three major building blocks are presented to further specify the style of integration. The first is that stakeholder involvement is useful (mainly) for incorporating a spectrum of views and for assessing consensus. The second is that standardisation along a global long-term Triple E criteria structure is needed. The third is the recognition that judgement and measurement in evaluation are closely related. We will discuss the major elements of the MCCBA approach that offer direction to the evaluation at each stage; MCCBA has eight stages indicated below in Table ES-1. To undertake this, the analyst works with judgement concepts that are necessarily partial, but are acceptable and clear to stakeholders of the evaluation. As to the definition of project alternatives, the specification of a null-alternative against which project alternatives are assessed would be very useful were it to be standardised. Furthermore, given its functional limitations, MCCBA should by itself be seen as important in finding new alternatives. The MCCBA approach is strict in the evaluation at different spatial levels, as it will help clarify impacts in the sustainability context and prevent unnecessary and unwarranted perceptions of complexity among stakeholders. The global level is standard in the MCCBA approach; it acts as insurance against any tendency to overlook impacts. However, in most evaluations there will be at least one other spatial level closer to the decision-making, such as the regional, national or organisation level. In order to remain practical, the second scale of the analysis should stick closely to that which the decision-makers think is the natural scale for the analysis. Stage two: Involve a broad group of stakeholders In the MCCBA approach involvement of stakeholders should focus primarily on achieving a broad range of perspectives; doing this may act as a mechanism for exploring consensus among stakeholders. Seeking consensus has to start from lower-order measurement and judgement issues and work upwards. The highest-order judgement issues will usually be beyond consensus. Stage three: Organise judgement criteria on Triple E impacts MCCBA in the sustainability context has two standardised requirements that give direction to the organisation of criteria: The first is to define separate Triple E criteria without redundancy and double counting. As judgement and measurement are closely related, one should try to use or develop standardised measurement of the criteria; this standardisation preferably holds on different spatial scales. The second is to analyse and present short and medium-term impacts separately from long-term impacts. For the short and medium-term impacts on economic development, the CBA practice of discounting can be applied, but the other Triple E impacts are shown in their own right. All long-term Triple E impacts (including long-term impacts on economic development) are also shown in their own right. Because of their long-term relevance, these impacts are conceptually on a more equal footing without discounting. Stage four: Quantify impacts physically In this stage the measurement of impacts in their natural dimensions occurs. This 'fact finding' phase is probably the most important phase in any evaluation. Stage four ends with the performance matrix, which shows the scores of the alternatives on different criteria. In the sustainability context this performance matrix will usually be too large and thus too complicated to warrant clear interpretations. Stages five and six are therefore crucial, as they reduce the information to a smaller number of dimensions. Stage five: Aggregate monetary scores, consensus based A CBA is performed in this stage of MCCBA for the impacts that fit well within it. The limitation to impacts that 'fit well' is the reason why it is 'consensus based'. What should be included in the CBA part? The legitimacy of the MCCBA approach rests on the notion that CBA is a powerful evaluation tool that relates to everyday economic notions such as efficiency and monetary measurement, thus staying close to market-related valuation. Only those impacts that broad groups of stakeholders regard as well captured within the monetary measurement possibilities of CBA should be fit into CBA. In order to clarify how MCCBA differs from mainstream CBA, the MCCBA approach uses the phrase 'limited CBA', which underlines the limited scope of this type of CBA. Nevertheless, this type of CBA has a robust quality. A pure MCA approach often lacks the crucial economic realism that is well captured in CBA. MCCBA's consensus based valuation with CBA can to some extent use the straightforward but labour-intensive procedure of asking for willingness to pay or willingness to accept monetary values. The further the decision-maker is removed from common everyday economic valuations (e.g., consumer preferences), the less reliable WTP or WTA valuations will be, and the more that MCA-like measurement techniques should be preferred. Stage six: Aggregate non-monetary scores, consensus based In stage six a consensus based MCA is performed on the remaining impacts. The results of the CBA can be seen as a separate MCA branch to be combined with the other branches of remaining impacts. The MCCBA challenge here is twofold: 1) to reduce the number of criteria to a minimum – in a CBA style and 2) to use consensus based judgement criteria and measurement. Ad 1) In the sustainability context the clarity of the judgement concept will be easily blurred when stakeholder involvement leads to huge value trees. To reduce the number of criteria, the MCCBA approach above all derives inspiration from the CBA practice of avoiding double counting and incorporating causality. As with CBA practice, the MCCBA approach uses indicators situated at the end (or at one point) of a causal chain and avoids using intermediate indicators, which would easily lead to double counting. As a final method of reducing criteria, MCCBA captures the most important criteria or criterion and ignores criteria with low weight or unclear or small impacts. Naturally completeness suffers from this procedure but the gain is an increased likelihood of understanding for many stakeholders – including the grasp of the limitations. At this stage the selection of the most important criteria should certainly be contingent on the increased problem understanding brought forward by the evaluation. Ad 2) The second challenge of MCCBA at this stage is to perform an MCA which incorporates use of judgement concepts and measurements that have achieved consensus among broad groups of stakeholders, or about which consensus can be developed. Compared to the performance matrix, what happens here is that several sub-criteria can be aggregated to comprise an overall criterion. Because the higher order valuations are most often disputed, further aggregation is avoided as much as possible in the MCCBA approach. The end best result of the MCCBA is an aggregation of the performance matrix, based on a broad consensus among stakeholders. Stage seven: Interpret trade-offs The major difference between the end result of stages five and six of MCCBA and that of CBA and MCA, is that insufficient judgement is provided. This thesis argues that although this is regrettable, in many instances it will be the optimum and realistically feasible result, because accountability is best served with MCCBA, and the provision of more judgement is likely to become uncertain, thus subjective and contestable. However, although ultimately one may be unable to pass full judgement on the various project alternatives, there are more possibilities for judgement, while one also remains within the confines of an objective and accountable approach. Proceeding in small steps is recommended, as non-involved stakeholders need to understand the process, and the limitations of the analysis should remain clear to all. The goal of stage seven is to interpret the consensus based aggregation of the performance matrix with the aim to analyse trade-offs. Generally, an important method for analysing trade-offs is by means of ratio-analysis on the basis of the aggregated performance matrix. Thus one examines, for instance, net-CBA outcomes per outcome on another criterion (Stewart, 2003). This type of analysis may closely resemble cost-effectiveness analysis. Ratio-analysis may gain in strength if comparisons across projects can be made. Perhaps ratio-analysis standardisation of measurement in project evaluation enhances the possibility for comparison across projects. A clear noteworthy example of this standardised measurement is the Quality Adjusted Life Years (QALY) from health economics. A related type of analysis is stakeholder perspectives analysis, which is to explicitly adopt the perspectives of specific stakeholders in order to assess the importance of different criteria to them – (what if priority were given to this criterion rather than that one or to those?) – and to present a preferred option from the perspectives. Several elements from the MCA toolbox are useful in this analysis; one will sometimes realise that despite choice of perspective, – from a logical set – the result remains the same. Stage eight: Perform sensitivity analysis and reconsider project alternatives The overall aim of stage eight of MCCBA is to share the increased problem understanding developed during the evaluation through an application of sensitivity analysis. The sensitivity analysis may have an important function for accountability; stakeholders can assess how several individual assumptions and estimates work out on the overall outcomes. However, practical experience with sensitivity analysis shows that it can only have a limited role in sharing problem understanding. Therefore, MCCBA uses another powerful tool for sharing the increased problem understanding: it explicitly requests a reconsideration of the project alternatives. The following (types of) questions should be posed: Does the increased problem understanding show that new alternatives should be considered or that existing alternatives should be combined? Questions about the consistency and feasibility of the selected goals in relation to the different project alternatives are relevant: increased problem understanding may also shed light on this. Three MCCBA case studies After presenting CBA and MCA and their integration into MCCBA, the thesis discusses three MCCBA case studies. The main aim of the case studies is to provide insight into the applicability of MCCBA. Evaluation of the Dutch Ecologische Hoofdstructuur (EHS): The value of combining monetary and non-monetary measurement. This study, conducted in 1995, evaluated the implementation of the EHS (literally: Ecological Main Structure) in the Netherlands within the time period 1990-2020. The EHS implied that 244,000 hectares of new nature were to be developed on what was until then mainly conventional farmland. Evaluation of the German Emssperrwerk: The value of more scale levels The evaluation of this case study was carried out in 1998, a few months before the German government decided to build the Emssperrwerk. The Emsperrwerk had two official purposes, first as a (movable) dam in the event of extremely high water, thus preventing water from the sea threatening the hinterland in the EmsDollard region. Its second function was to facilitate large cruise ships built at the Meyer shipyard in Papenburg (approximately 30 kilometers upstream the river Ems) in order to reach the deep waters of the North Sea. Design and evaluation of Sustainable Corporate Performance (SCP) policy: The value of causal analysis. The final case study of this thesis performed in 2001-2002 discusses Corporate Social Responsibility and sustainability, the combination of which is called Sustainable Corporate Performance (SCP). The Ahold Company, a leading Dutch multinational, was then in the process of formulating its SCP policy. Two closely connected concerns were particularly challenging to this group of quality supermarket and foodservice companies: first, the confusion about what SCP was or should be, and second, the lack of standardisation in measurement of SCP. Lessons from the case studies (per stage) The case studies revealed that in stage one the most important key word is acceptance; that is, acceptance of a change in function and acceptance of the different regional or organisational scales of the evaluation. This acceptance need not be 'automatic'; stakeholders may have to be persuaded to accept certain points and success is not guaranteed. As for the involvement of stakeholders in stage two, despite a 'solution' proposed in chapter 5 to focus merely on a broad group of stakeholders, case studies illustrate that even this type of involvement may remain difficult for various reasons. The Triple E structure, which is proposed as a standardised element of MCCBA in stage three, is only preliminary. If no significant impacts can be found, the structure should be changed and criteria skipped. The global level assessment needed in MCCBA in many cases requires existing expertise and data; otherwise, too much time may be required to estimate impacts. The case studies clearly and concretely acknowledge that stage four is indeed critical in many respects. One especially noteworthy aspect is the role of stakeholders in facilitating access to information and data. Much has been learnt from the case studies about the aggregation of impacts and how it can be made 'consensus based'. They clearly show that potential consensus only concerns the minimum importance of criteria and ease of understanding measurements. This conclusion relates to stages five and six – to both monetary and non-monetary aggregation. From stage six alone it has become clear that simplicity of the analysis should/may overrule the demand of completeness. Stage seven proved to be very rewarding in the case studies and its value is difficult to overestimate. It may turn out that the the main results of the evaluation are generated during this stage, as it could strongly increase the judgement value of the results from stages five and six. The main conclusion from stage eight is that although the sensitivity analysis can show increased problem understanding – a stumbling block may be the attention it receives when presenting main results. The explicit demand to reconsider project alternatives can potentially remove this stumbling block, but was not yet practiced in the case studies. The main building blocks of the MCCBA approach as identified above are that: 1) stakeholder involvement is useful for obtaining broad views and for checking on consensus; 2) standardisation of a global and long-term Triple E criteria structure is necessary; 3) judgement and measurement are closely related, and in an MCCBA both should be understandable to broad groups of stakeholders. Having discussed the case studies, a general conclusion is that mainly the aspect of the stakeholders is in need of 'qualification': stakeholder involvement may also be important for acquiring relevant data, but difficulties remain around fruitful involvement. The other building blocks have proven to be valid in practice. In conclusion, we return to the title of this thesis: 'Project evaluation, sustainability and accountability – Combining cost-benefit analysis (CBA) and multi-criteria analysis (MCA)'. The MCCBA combination developed in this thesis has proven to be a useful project evaluation tool in the sustainability context. Through its consensus based aggregation, MCCBA improves the communicative quality of the evaluation, thereby enhancing accountability. Through its decision aid style and its emphasis on standardisation, tracking causality, and allowance for simplicity to (here and there) overrule completeness, MCCBA acts as a safeguard against over-ambition, and is a facilitator for clarity, utility and practicality in a sustainability evaluation. The comparison of 12 regional organizations in Africa, the Americas, Asia, Europe and the Middle East shows that regional organizations have not only institutionalized commitments to human rights, democracy, the rule of law, and the fight against corruption. They have also developed more detailed prescriptions of these 'good' governance standards and established similar instruments to promote and protect them in their member states.
