"In recent years, Republicans and Democrats have drifted toward polarized immigration policy positions, forestalling congressional efforts at comprehensive reform. In this book Gary M. Reich helps explain why some states have enacted punitive policies toward their immigrant populations, while others have stepped up efforts to consider all immigrants as de facto citizens. Reich argues that state policies reflect differing immigrant communities across states. In states where large-scale immigration was a recent phenomenon, immigrants became an electorally-enticing target of restrictionist advocates within the Republican party. Conversely established immigrant communities steadily strengthened their ties to civic organizations and their role in Democratic electoral and legislative politics. Reich contends that these diverging demographic trends at the state level were central to the increasing partisan polarization surrounding immigration nationally. He concludes that immigration federalism at present suffers from an internal contradiction that proliferates conflict across all levels of government. Zweitens wird analysiert, wie das jeweilige parlamentarische Funktionsprofil (Regierungsbildung, Gesetzgebung, Kontrolle, Repräsentation und Kommunikation) durch bestimmte Kontextvariablen (Regierungssystem, Parteienlandschaft, politische Vetospielergefüge etc.) beeinflusst wird. Drittens wird untersucht, welche spezifischen parlamentarischen Leistungsbilanzen (Gewährleistung von Regierungsstabilität, effektiver Gesetzgebung, Haushaltsdisziplin, Bürgervertrauen) aus der jeweiligen Machtausstattung resultieren. Aaron Wildavsky was one of the most innovative and prolific scholars in the field of budgeting in our time. "This book improves our understanding of battlefield coalitions, providing novel theoretical and empirical insight into their nature and capabilities, as well as the military and political consequences of their combat operations. The volume provides the first dataset of battlefield coalitions, uses primary sources to understand how non-state actors of varying types form such groupings, engages in interviews with policy makers to understand North Atlantic Treaty Organization operations, and uses cases studies of various wars waged throughout the nineteenth, twentieth, and twenty-first centuries to understand how they operate. Part I introduces battle coalitions as an object of study, demonstrating how they are distinct from other wartime collectives. Using a novel dataset of actors fighting in 492 battles during interstate wars waged between 1900 and 2003, it provides, for the first time, a comprehensive portrait of the universe of battlefield coalitions. Part II explores processes and dynamics involved in the formation of battlefield coalitions, addressing how potential coalition members prepare for future battles in peacetime (as well as the consequences of such preparations) and the dynamics of mission design. Part III focuses on how battlefield coalitions are organized and fight when combat ensues, notably their decision-making rules and practices, command structures, and learning capacities. "This book comparatively examines the preferences of four key arms-producing states towards European joint armaments programmes. The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to 'capture' the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits.
