Problem statement. Ukraine takes part in international agreements on labor protection: Conventions and Recommendations of the International Labor Organization; European Union Directives; Treaties and agreements signed within the framework of the Commonwealth of Independent States; Bilateral treaties and agreements. The study and analysis of international documents on solving the problem of labor protection, protection of human health and the environment in the production and use of chemicals is relevant. Purpose. Research of international and regulatory documents of Ukraine on the safe use of chemicals in the workplace. Conclusions. In the context of continuous scientific and technological progress, global growth of the production of chemicals and changes in the organization of work, it is necessary to take appropriate agreed measures at the international level. It is also necessary to raise the level of awareness of people about chemical hazards and means of protection against them and use this information to form a systematic approach to labor protection in the conditions of using chemicals in the workplace. The introduction of the provisions of international documents on chemicals in Ukraine is promising for a more meaningful cooperation with manufacturers of chemical products of the EU countries, and by improving the system of handling chemicals it will help to increase the level of chemical safety as one of the components of Ukraine's national security. The implementation of the proposed labor protection system and the Safe Use of Hazardous Chemicals Plan will help to increase the level of safety at the workplace and reduce their negative impact on workers and the environment. ; Постановка проблемы. Este texto realiza un recorrido por los debates teóricos en torno los movimientos de arte Concreto, Neoconcreto y Pop, que se desarrollaron en Brasil durante los años 60 y 70 para mostrar cómo la dialéctica entre lo nacional e internacional en la conformación de estos movimientos fue parte constituyente de la conformación de sus discursos locales. Más allá de querer mostrar este fenómeno como una desacreditación de la coherencia política de estas corrientes o sus teóricos, como ha insistido cierta historiografía del arte, el texto quiere mostrar, más bien, que la evolución de estos debates están íntimamente ligados a esta dialéctica y por tanto esta es su propia condición ya desde su nacimiento en el modernismo. El texto ofrecerá una panorámica muy general de estos movimientos, basándose en debates actuales que los han estudiado, pero también textos de la época que muestran los conflictos y las soluciones generadas por esta dialéctica constante nacional/internacional. ; This paper reveals the evolution of the theoretical debate around the Concrete, Neoconcrete and Pop art movements developed in Brazil during the 1960s and 70s. In so doing, it demonstrates how the dialectic between the national and international in the conformation of these movements was a constituent part of the construction of the local discourses. Beyond the aim of showing this phenomenon as discrediting the political coherence of the movements and its theorists, as insisted upon by a certain historiography, this text instead aims to support the idea that the development of these debates is intimately linked to a national/international dialectic, an inherent condition since its birth from modernism. The paper will offer a very broad panorama in the conformation of these movements, basing itself not only in current debates, but also in texts and positions of the time that show the conflicts and solutions generated by this constant dialectic between the national and international.
Militärische Großübungen im Umfeld von Krisengebieten dienen nicht nur der Ausbildung. Mit ihnen senden Staaten politische Signale. Solche Manöver verstärken Bedrohungsperzeptionen und bergen die Gefahr der Eskalation. Als Moskau ab Ende März 2021 seine Truppenpräsenz östlich der Ukraine und auf der Krim erhöhte, warnten der ukrainische Präsident Selenskyj und westliche Militärexperten, Russland könne die Ukraine angreifen. Moskau beschuldigte Kiew, die Lage im Donbass zu verschärfen. Die Nato versicherte Kiew ihrer Solidarität. Auch das Manöver Defender Europe 21, das im März unter US-Führung begann, enthält eine politische Botschaft an Alliierte und Russland. Teile der bisher größten Militärübung von Nato-Staaten auf dem Balkan finden in unmittelbarer Nachbarschaft zur Ukraine statt. Moskau erklärte am 22. April die "Ausbildung" für beendet und kündigte an, bis zum 1. Mai die Truppen zurückzuverlegen. Doch die Lage bleibt instabil. Um Berechenbarkeit wiederherzustellen, müssen gegenseitige militärische Beschränkungen vereinbart werden. Dazu sollte die Allianz das Gespräch mit Moskau suchen. (Autorenreferat)
Migration war immer ein wichtiger Aspekt der Geschichte der europäischen Integration. Die bestehende Literatur hat dieses Thema hauptsächlich von einer nationalen und sozioökonomischen Perspektive betrachtet. Dieses Buch jedoch integriert solche fragmentierten Analysen, betrachtet sie aus einem weiteren Blickwinkel und ordnet sie im breiteren Zusammenhang des sozialen und demografischen Wandels Europas sowie der politischen und wirtschaftlichen Geschichte der europäischen Integration ein. Das Buch untersucht die Auswirkungen der EU-Migrationspolitik auf die politischen und wirtschaftlichen Außenbeziehungen Europas und erkennt die Migration aus osteuropäischen Ländern vor 1989 als Teil der europäischen Integration an. Indem das Buch zeigt, dass die Migrationspolitik und ihr Einfluss auf europäische Gesellschaften nur im Zusammenhang der EU-Rahmenbedingungen vollständig verstanden werden können, trägt es wesentlich zur Migrationsforschung im Allgemeinen bei. Jordan and Pakistan are among the countries that host the most refugees worldwide - refugees who come from countries facing protracted conflicts with no end in sight. TRAFIG research at multiple sites in Jordan and urban Pakistan (con ducted before the Taliban takeover of Afghanistan in August 2021) found that, despite myriad challenges, many refugees are mobile - and they are using this mobility to unlock a range of opportunities. However, the potential benefits of mobility are far from being fully leveraged. This policy brief examines how and why refugees are moving after their initial displacement and suggests how policymakers in the region and elsewhere, in collaboration with humanitarian, development and integration stakeholders, can help Afghans and Syrians tap into outward mobility to improve their upward mobility.
Am 3. Februar 2021 haben die USA und Russland die Gültigkeit des New-Start-Vertrags über die Verminderung strategischer Waffen um fünf Jahre verlängert. Zwei Tage später wäre er außer Kraft getreten. Der Vertrag begrenzt Atomwaffen und strategische Trägersysteme globaler Reichweite. Wollte der damalige Präsident Donald Trump zuerst China einbinden und neue russische Waffen einbeziehen, änderte sein Nachfolger Joe Biden prompt den Kurs. Damit wurde ein quantitativer atomarer Rüstungswettlauf vorläufig abgewendet. Um strategische Stabilität aber auch künftig zu sichern, muss binnen fünf Jahren ein Nachfolgevertrag geschlossen werden. Es wird darum gehen, die Zahl strategischer Atomwaffen zu senken, auch neue Waffentechnologien und substrategische Kernwaffen zu begrenzen sowie die Fähigkeiten anderer Atommächte zu berücksichtigen. Dies wird sich auch auf regionale Abschreckungskonzepte auswirken. Deutschland und die Verbündeten sollten diesen Prozess nachdrücklich unterstützen und bei der Überprüfung des strategischen Konzepts der Nato die Bedeutung von Kernwaffen reduzieren. (Autorenreferat)
