The US government's approach to administration in Third World countries is criticized for increasing paternalism & encouraging little actual involvement. Several fallacious beliefs of administrators are noted: (1) that political stability naturally follows economic prosperity; (2) that political maturity can be taught in a classroom; (3) that the ability to sustain participation is innate in all peoples; & (4) that political development can wait until modernization is complete. It is argued that poor people must be involved in their own development so that their initiative & abilities can be strengthened. For true development to occur, peasants must learn to hold meetings, thereby relearning & strengthening political skills. Field workers on local levels must learn to spark local initiative, & there must be local participation in government programs previously limited to the bureaucracy. J. Cannon.
