Die Arbeit konzentriert auch auf die rechtlichen Aspekte und die Ausgestaltung der EU-Beziehungen zu den Nachbarstaaten vor und nach dem Vertrag von Lissabon.Spätestens im Rahmen der letzten Erweiterungen und nach dem "Arabischen Frühling" sind Sicherheit, Stabilität und Wohlstand der Nachbarstaaten auch für die Sicherheit und den Wohlstand der EU von zentraler Bedeutung.Die zentrale Fragestellung ist, inwiefern die im Vertrag von Lissabon auf die neue primärrechtliche Rechtsgrundlage gestellte ENP die externe Europäisierung der Nachbarstaaten stärken und das diplomatische Handeln und die internationalen Aktivitäten der Union in ihrer Nachbarschaft prägen kann.Die Autorin zeigt, dass die neue europäische Nachbarschaftspolitik nur durch Annäherung und Rechtsübertragung zum effektiven Mittel für eine dynamische politische Kooperation und Stabilität führen kann, zu der ebenfalls Marktzugänge und eine funktionierende gemeinsame Sicherheitspolitik gehört und die letztlich zu einer aktiven Integration der Nachbarstaaten führen kann

The European continent, under the urge of the events generated by the process of building Europe that has led to an enlargement of the external European Union borders towards the east, undergoes a process of alteration. No matter on which side of the EU border they may be, the citizens of the European countries are entitled to enjoy the fruit of welfare, security and freedom. The development of a coherent neighbourhood policy in Brussels becomes an imperative resulting from the need for communication and cooperation amongst people and countries.
No matter the view on the European Union external border, the dialogue on all levels of the society through the means of inter-university cooperation is a factor providing the communication needed for good neighbourhood. Thus, the stiff borders fade away. By setting up a university network comprising both partners from within and outside the European Union, a bond is established over the external border of the community. From this point of view, inter-university cooperation at the external borders of the European community turns into a promoter of good neighbourhood values.

This Introduction presents a conceptual framework for the Thematic Issue of European Foreign Affairs Review and sets the analytical scene for the contributions. The point of departure for the articles is the launching of a comprehensive review of the European Neighbourhood Policy 18 November 2015. The review emphasizes that ongoing transition processes are affecting the Mediterranean states, leading to a complex and differentiated Middle Eastern reality, which challenges the EU and calls for a rethinking of European foreign and security policies. A key notion of the review is the term 'stabilization' and it is underlined that causes of instability not only can be found within a traditional security domain, but also should be traced back to weak economic and social development, migration, lack of opportunities, etc. The Introduction discusses theoretical paradigms of relevance for analysing recent perspectives of EU-Mediterranean cooperation.
