The Wartime Political Thought of the Pan‐Netherlander Van Es and the Flemish Activist Van Genechten

Flemish nationalists willing to collaborate with German initiatives in occupied Belgium as well as their Dutch supporters worked under the expectation of a compromise peace to the Great War, in which they hoped to gain a say. How did these nationalists understand the nation at this moment when the anticipation of a general settlement demanded a comprehensive outlook? This contribution looks at two advocates of the Flemish cause. First, the Dutch Pan‐Netherlander Willem Van Es (1886‐1943) who proposed a New European order in September 1915. His vision is compared to the ideas of the Flemish Activist Robert Van Genechten (1895‐1945), a student at Ghent University, reopened in 1916 under German auspices.

Analyzes the election of 1999 with regard to the Vlaams Blok & compares the results with those of the elections of 1995. Findings show that the share of votes for the Vlaams Blok increased steadily through the election of 8 Oct 2000. Reasons for this right-wing trend are examined, & a way to curb this increase is described. Democratic parties must renew their efforts to regain the voters who shifted rightward to the Vlaams Blok. 1 Figure, 17 References. E. Sanchez

This paper opens with a brief discussion of the traditional role of the victim in the criminal justice system and the changes which have been made in the Netherlands in order to improve the position of victims of crime. In addition, the author discusses the arguments put forward by policymakers and examines the implementation of victim policy. Next, procedural justice is introduced as a theory from which one could consider the possible impact of victims' experiences in the criminal justice system on their relationship with the justice system. The author goes on to present research which examines the impact of procedural justice on victims' attitudes towards legal authorities. The paper closes with a discussion of the importance of procedural justice issues for criminal justice policymakers and legal practitioners.
