Der Autor zieht ein Resümee hinsichtlich der institutionentheoretischen Reflexionen in der neueren deutschen Politikwissenschaft. Es wird ferner ein Fragehorizont umrissen, der genetische, strukturelle, funktionale und legitimatorische Beziehungsaspekte betrifft. Institutionen werden verstanden als relativ auf Dauer gestellte, durch Internalisierung verfestigte Verhaltensmuster und Sinnorientierungen mit regulierender Funktion. Als Definitionsrahmen für politische Institutionen wird vorgeschlagen, sie als Regelsysteme der Herstellung und Durchführung allgemeinverbindlicher Entscheidungen zu erfassen. Ferner seien die handelnden Akteure und die Entscheidungsgrundlagen in jeder Analyse zu berücksichtigen. Soziale Institutionen würden sich zu politischen nicht einfach wie das Allgemeine zum Besonderen verhalten. Direkte Besiehung gibt es, wenn Fragestellungen und Rahmeneinsichten sozialer Institutionen generell auch für politische Institutionen gelten; indirekte, wenn spezifische und notwendige politiktheoretische Fragestellungen aus der allgemeinen Institutionentheorie nicht ableitbar sind, aber eine Verträglichkeit herstellbar ist. Der Autor skizziert in sechs Thesen, die durch institutionelle Mechanismen und strukturelle Gewalt gekennzeichnete Entfremdung der Therapie- bzw. Beratungssituationen innerhalb von Institutionen. Dabei stellt er den 'Ersatz/ Kompensations-Charakter für individuell erfahrene gesellschaftliche Entfremdung' der Therapie und deren Warencharakter heraus. Dem setzt er nicht die Forderung einer neuen Therapie entgegen, sondern er befürwortet eine Lösung innerhalb der Therapie in der Weise, daß die Therapie entprofessionalisiert wird durch einen freien Umgang zwischen Therapeut und Klient ohne bürokratische Organisation und durch die Aufdeckung der in den konkreten Lebensverhältnissen liegenden Ursachen der Entfremdung.
