Jordan and Pakistan are among the countries that host the most refugees worldwide - refugees who come from countries facing protracted conflicts with no end in sight. TRAFIG research at multiple sites in Jordan and urban Pakistan (con ducted before the Taliban takeover of Afghanistan in August 2021) found that, despite myriad challenges, many refugees are mobile - and they are using this mobility to unlock a range of opportunities. However, the potential benefits of mobility are far from being fully leveraged. This policy brief examines how and why refugees are moving after their initial displacement and suggests how policymakers in the region and elsewhere, in collaboration with humanitarian, development and integration stakeholders, can help Afghans and Syrians tap into outward mobility to improve their upward mobility.

Der Hohe Flüchtlingskommissar der Vereinten Nationen (UNHCR) hat im Juni 2016 seinen neuen Jahresbericht über die Lage von Flüchtlingen und Vertriebenen in der Welt vorgelegt. Auch diese Ausgabe dokumentiert neue Höchststände bei Flüchtlingszahlen, sowohl in Industriestaaten als auch in Entwicklungsländern. Für Regierungen und Hilfsorganisationen bilden die UNHCR-Daten eine wichtige Entscheidungsgrundlage, um flüchtlingspolitische Herausforderungen besser zu bewältigen. Doch auch diese Datenbestände haben Lücken und Schwachstellen. Von der Entwicklungszusammenarbeit (EZ) wird ein immer größerer Beitrag zur Fluchtursachenbekämpfung erwartet. "With the end of the Cold War, a new wave of regionalism emerged in the shadow of an accelerating globalisation. This so-called 'New Regionalism' (...) can be observed in various parts of the world and manifested in several more or less promising regional integration projects, notably among less developed countries in the southern hemisphere. All of them have a major focus on regional market integration. This paper will try to answer the question why and for what purpose member states of the Southern African Development Community (SADC) pursued the path of regional economic integration and decided to negotiate and adopt a common 'Protocol on Trade'. It has rather strong focus on theory but the empirical part will not be marginalised as I will particularly look at the underlying motivations and preferences of the states and additionally try to illustrate the design, function, and added-value of the Protocol." Ao observar o sistema unipolar que emergiu do final da Guerra Fria, é marcante o sentimento de insegurança geopolítica gerada pela existência de apenas uma superpotência global e as dúvidas da atuação do Estado soberano nessa conjuntura. Nesse paradigma, Capitão América: Guerra Civil é lançado com uma simbologia contestadora do papel do hegemon no sistema internacional. Com isso, inicialmente é exposto o enredo do filme, seguido das teorias liberal e realista das Relações Internacionais e da semiótica greimasiana. Com isso em vista, é feita a análise dos símbolos do longa-metragem e, por fim, se conclui que os autores do texto tinham como objetivo disseminar uma mensagem de união política entre os americanos.


Abstract: Observing the unipolar system emerging from the closure of the Cold War, is remarkable the sentiment of geopolitical insecurity generated by the existence of only one global superpower and the doubts about the role of the sovereign State in such system. In this paradigm, Captain America: Civil War is released with a contesting symbology about the role of the hegemon in the international system. Therefore, first it is exposed the movie plot, followed by the liberal and realist theories of international relations and the French semiotics. With this in mind, the symbols in the feature are analised and, in conclusion, it is stated that the authors wish to convey a message in bipartisan union amongst the American people.
