Євроїнтеграція, міжнародне публічне управління та безпека – ключова дисципліна, яка формує управлінську еліту для забезпечення взаємодії європейських партнерів, політики, міжнародної безпеки з метою розробки та прийняття ефективних управлінських рішень з використанням сучасних управлінських технологій. Публічне управління являє собою регламентовану діяльність суб'єктів публічного адміністрування, спрямовану на реалізацію законів та нормативно-правових актів через механізм прийняття адміністративних рішень та надання адміністративних послуг. В поданій дисципліні вивсчення публічного управління спрямовано на досягнення цілей Євроїнтеграції та забезпечення безпеки країн світу. У вузькому сенсі публічне управління в сфері Євроїнтеграції пов'язане зі співпрацею вітчизняних інститутів управлінської діяльності з відповідними європейськими та світовими інститутами. У широкому сенсі під публічним управлінням в сфері євроїнтеграції розуміють систему управління, представлену адміністративними інститутами в рамках діючої структури влади. European integration, international public administration and security are the key discipline that forms the management elite to ensure the interaction of European partners, politics, international security with the goal of developing and adopting effective management solutions using modern managerial technologies. Public administration is a regulated activity of public administration entities aimed at the implementation of laws and regulations through a mechanism for the adoption of administrative decisions and the provision of administrative services. In this discipline, the discovery of public administration is aimed at achieving the goals of European integration and ensuring the security of the countries of the world. In the narrow sense, public administration in the field of European integration is associated with the cooperation of domestic institutions of management with relevant European and world institutions. In a broad sense, under the public administration in the field of eurointegration understand the system of governance, represented by administrative institutions within the current structure of power.
Si bien existe consenso en que el FMI tuvo éxito en globalizar y extender la dominación de las finanzas hacia los países en desarrollo, la relación entre este organismo y los países en desarrollo no constituye un vínculo en el cual el primero impone y los segundos acatan; ni tampoco uno en el cual el organismo se muestra inevitablemente disconforme frente a los incumplimientos de los países. La comprensión del sentido histórico de la relación y del cambiante equilibrio de fuerzas entre actores requiere analizar las sucesivas negociaciones mediante las cuales emergen y se resuelven los conflictos entre ambos actores. El objetivo de este trabajo es plantear una contribución sobre el estatus teórico de la relación entre el FMI y los países en desarrollo, dado su rol de principales tomadores de crédito, que recupera los aportes de la Economía Política Internacional sobre la importancia de los intereses y la contribución de la Sociología respecto de la crítica a la acción racional. Se propone un marco de análisis que permite considerar la relación entre el FMI y los países en desarrollo como un vínculo complejo y dinámico cuyo resultado no está determinado de antemano. ; While there is consensus that the IMF succeeded in extending globalization and the domination of finance to developing countries, the relationship between the IMF and developing countries is not a link in which invariably the former imposes and the latter complies, nor one in which the organism necessarily disagrees with countries' non-fulfilments. Understanding the historical sense of the relationship and the changing balance of power between actors requires analysing the negotiations through which conflicts between these actors emerge and are resolved. The aim of this paper is to present a contribution on the theoretical status of the relationship between the IMF and the developing countries, considering their role as main borrowers, based on the contributions of the International Political Economy (IPE) concerning the importance of interests as well as those of Sociology concerning the criticism of rational action. Over the past decade, Turkey's defence industry has undergone rapid development and its products have repeatedly proved their military capability. The Bayraktar-TB2 drone - a product of the Turkish manufacturer Baykar - is exported to numerous countries. In Ukraine, it is being used extensively against the Russian army. In Nagorno-Karabakh, it turned out to be a game changer in favour of Azerbaijan in the conflict with Armenia. And it has left its mark on the battlefields of Syria as well as in northern Iraq and Libya. But the TB2 drone is only the most visible sign of what is a new era for Turkey's defence policy. The innovation ecosystem that has emerged in the Turkish military-industrial complex is intended to position the country as a "tekno-nation". For Turkey's NATO partners, this recalibration presents strategic challenges for further cooperation with Ankara. (author's abstract)

Europe's foreign and security policy needs to become more effective. To this end, the executive autonomy of European governments should be maximised, and legal constraints from EU law minimised – this view is only seemingly plausible. Only an EU foreign and security policy anchored in the rule of law based on the EU treaties is realistic and sustainable. The EU is under pressure to meet human rights standards on the one hand, and demands to limit migration on the other. Three trends are evident: First, the EU is making new arrangements with third countries to control migration; second, it is using CFSP/CSDP missions to secure borders; third, the EU agencies Frontex and Europol are increasingly operating in the EU neighbourhood. Current trends in EU foreign and security policy pose a challenge to the protection of fundamental rights. For example, CSDP missions such as the EU operation "Sophia" in the Mediterranean are largely exempt from judicial review by the Court of Justice of the European Union. Lawsuits have already been filed with the European Court of Human Rights and the International Criminal Court against Italy and the EU for aiding and abetting human rights violations in Libya. Anyone who does not respect international law also threatens the rule of law at home. This also applies to the EU. The EU should resume the process of formal accession to the European Convention on Human Rights. The legal limits and performance of the EU's foreign and security policy would be made clearer. The German Council Presidency in 2020 should place the rule of law at the heart of European foreign and security policy.

Las Exposiciones Internacionales y Universales fueron durante la segunda mitad del siglo XIX y el primer cuarto del siglo XX los grandes eventos mundiales. Estas ferias servían como lugar de exhibición de los adelantos que cada nación participante había hecho en materia de ciencia y tecnología. Su popularidad hasta el cambio de siglo hizo de las exhibiciones el lugar predilecto en el que mostrar los avances en todas sus facetas. Por ello, estos multitudinarios eventos ejercieron asimismo como tablero en el que se puede observar la política internacional del momento. Dentro de esta función de exhibición internacional, presenciamos la consolidación de las identidades nacionales que se forjaron durante el siglo XIX. En las identidades nacionales cumple una función primordial la legitimación histórica de las mismas. Es por esta razón por la que en las Exposiciones Internacionales y Universales se exhiben piezas de valor arqueológico que representen el pasado de la nación. En este trabajo analizamos el papel que tuvo la arqueología ibérica en estos foros, y especialmente las estatuas del Cerro de los Santos, aparecidas fundamentalmente en la década de 1870. The popularity of these international fairs until the end of the 19th century, turned them into the perfect place for nations to show their scientific progresses as well as their economical and political growth. Due to this reason, these events acted at the same time as a board to play international relations. In the same way, the consolidation of the different national identities created during the 19th century can be observed. One key factor inside national identities is historical legitimization and, as a consequence, the exhibition of archaeological objects is aimed to represent each nation's past. The summit in Brussels on 17-18 July will mark the end of a long eight-year hiatus in bi regional meetings between the European Union (EU) and the Community of Latin American and Caribbean States (CELAC). Between 1999 and 2015, conferences were held every two or three years. Since the last conference, the international environment and regional contexts on both sides of the Atlantic have changed significantly. Brazil's return to CELAC and the new Lula government's efforts to reactivate the Union of South American Nations (UNASUR) have given the region a new impetus, which was reflected at the respective summits of the two organisations in Buenos Aires in January and Brasília in May. In June, the European Commission presented a new agenda for the EU's relations with Latin America and the Caribbean (LAC) that clearly shows Europe wants to intensify bi-regional cooperation. This has a chance of succeeding if summit diplomacy is approached in a spirit of renewal - not revival - and combined with substantive thematic cooperation and vibrant bilateral relations. The governments of various countries have needed to assess, and monitor the performance of, their economies with a view to the eventual development of policies and guidelines that could be translated into effective and efficient regulations. The goal would be to promote the full development of the private sector. Consequently, various international organizations, in collaboration with certain governments, have begun measure the legal and regulatory framework by which various economies conduct business in the most methodical, systematic and easily reproducible models at low cost. These indicator-based reports and studies enable countries to promote more efficient regulations, providing measurable parameters for reforms and serving as a resource for academics, policymakers, journalists, private sector researchers, business men/women and others interested in the business field of any country. The principal goal of global indicators is to serve as a quantitative tool for legislators and reform advocates in different countries, and to establish a mechanism to measure the impact that the reforms have on the economy of a country. In sum, although the indicators published by various international organizations are not the complete picture, they are a direct and quantitative tool used by governments to compare results, replicate good practices and allow the study and analysis of new trends in the business world. ; Los gobiernos de distintos países, en aras de fomentar el pleno desarrollo del sector privado, han visto la necesidad de evaluar y monitorear el desempeño de sus economías con el objetivo de mejorar y proponer el desarrollo de políticas y lineamientos que se tradujeran en reformas regulatorias efectivas y eficaces. Consecuentemente, diversos organismos internacionales, como el Banco Mundial, en colaboración con ciertos gobiernos, comenzaron a medir el ámbito legal y el marco normativo mediante los cuales las economías desarrollan el campo de los negocios, de una manera metódica, sistematizada y bajo modelos fáciles de reproducir con un bajo costo económico. Dichos reportes y estudios, basados en indicadores, alientan a los países a promover una regulación más eficiente, ofrecen parámetros medibles para reformas y sirven como un recurso para académicos, legisladores, periodistas, investigadores del sector privado, empresarios y otros interesados en el área de negocios de cada país. El objetivo primordial de los indicadores globales es servir como una herramienta cuantitativa para los legisladores y promotores de reformas de los países, así como establecer un mecanismo para medir el impacto que las reformas tienen en la actividad económica de cada uno de ellos. En suma, si bien los indicadores publicados por los organismos internacionales no son una verdad última, sí se presentan como una herramienta directa utilizada por los gobiernos, y como un medio cuantitativo para comparar resultados, reproducir buenas prácticas y permitir el estudio y análisis de nuevas tendencias en el mundo de los negocios.
