Unmittelbar nach den Kongresswahlen im November 2006 verlagerten sich der politische Wettstreit und das Medieninteresse auf die Nachfolge von Präsident George W. Bush. Der Präsidentschaftswahlkampf hat nicht nur zu einem sehr frühen Zeitpunkt begonnen, sondern weist auch ein ungewöhnlich offenes und heterogenes Bewerberfeld auf. So kandidieren erstmals seit 1928 weder der aktuelle Amtsinhaber noch der Vizepräsident in den Vorwahlen. Dies eröffnet Raum für neue politische Ideen und trägt dazu bei, dass die aktuelle Administration ungewöhnlich hart kritisiert wird, selbst innerhalb der eigenen Partei. Vor dem Hintergrund des Irakeinsatzes ist dabei die Außenpolitik das beherrschende Thema. (Autorenreferat)
The summit in Brussels on 17-18 July will mark the end of a long eight-year hiatus in bi regional meetings between the European Union (EU) and the Community of Latin American and Caribbean States (CELAC). Between 1999 and 2015, conferences were held every two or three years. Since the last conference, the international environment and regional contexts on both sides of the Atlantic have changed significantly. Brazil's return to CELAC and the new Lula government's efforts to reactivate the Union of South American Nations (UNASUR) have given the region a new impetus, which was reflected at the respective summits of the two organisations in Buenos Aires in January and Brasília in May. In June, the European Commission presented a new agenda for the EU's relations with Latin America and the Caribbean (LAC) that clearly shows Europe wants to intensify bi-regional cooperation. This has a chance of succeeding if summit diplomacy is approached in a spirit of renewal - not revival - and combined with substantive thematic cooperation and vibrant bilateral relations. Die vorliegende Arbeit beschäftigt sich mit der qualitativen Veränderung des deutschen Wohlfahrts-staatsmodells durch die Hartz-Reformen Anfang der 2000er Jahre. Anhand des von Sabatier entwickelten Advocacy Coalition Frameworks und seinen Arbeiten zum politischen Wandel soll festgestellt werden, ob es während der letzten zehn Jahre zu einem Bruch mit den wohlfahrtsstaatlichen Grundprinzipien kam oder ob die Hartz-Reformen mit dem konservativem Wohlfahrtsstaatsmodell Deutschlands vereinbar sind. Gegenstand der konzeptionell-theoretischen Arbeit sind dabei die belief systems, die Wertvorstellun-gen der Hauptakteure, welche am Entstehungs- und / oder am Implementierungsprozess der Reformen teil hatten. Mit den Hartz-Reformen, so die These, fand nicht nur eine Anpassung wohlfahrtsstaatlicher Instrumentarien an neue Gegebenheiten sondern ein Kontinuitätsbruch mit tradierten Policy-Präferenzen statt.

In an earlier article (Crescenzi & Enterline, 2001), we developed a formal, dynamic model of the cooperative and conflictual dimensions central to interstate relationships. However, the empirical data employed as inputs into the original model informed only the model's conflictual dimension. Here, we operationalize the conflictual and cooperative dimensions of the model, with the latter derived by inputting information on joint participation in intergovernmental organizations (IGOs) for the period 1965—2000. Doing so enables us to trace the joint cooperative—conflictual temporal trajectories of interstate dyads, in addition to capturing the degree and dynamism of these relationships. We demonstrate the flexibility and practicality of the model-derived empirical indicators of interstate interaction with an analysis of dyadic interstate conflict. Our dynamic approach to studying interstate relationships promises to facilitate fruitful contributions to several research agendas in comparative politics and international relations.
