Die besonderen Auswirkungen von Konflikten auf Frauen sowie ihre wesentliche Rolle in Friedensprozessen wurde erstmals im Jahr 2000 in der UN Sicherheitsratsresolution 1325 festgehalten. Die Women, Peace and Security (WPS) Agenda der Vereinten Nationen definiert seitdem Fragen von Geschlecht, Gleichstellung und Frauenrechten als zentral für die Erreichung dauerhaften Friedens und nachhaltiger Sicherheit. Die österreichische Bundesregierung beschloss 2007 den ersten Nationalen Aktionsplan (NAP) zur Umsetzung der Resolution 1325. Unter dem österreichischen Ratsvorsitz hat die Europäische Union Ende 2018 den 'EU Strategic Approach to WPS' verabschiedet. Der dazugehörige Aktionsplan beinhaltet Maßnahmen zur Stärkung der Partizipation und zum Schutz von Frauen, zu Gender Mainstreaming und zur Vorbildfunktion der EU in allen Phasen von Friedensbemühungen. Vor diesem Hintergrund entwickelten Expert*innen aus Politik, Wissenschaft und Zivilgesellschaft in einem von CARE Österreich und dem oiip veranstalteten Workshop die Politikempfehlungen im Policy Brief.

Um seine Gasvorkommen zu vermarkten, setzt Israel bislang auf Exporte nach Ägyp­ten und Jordanien. Durch regionale Vernetzung im Energiebereich, etwa im Rahmen des Anfang 2019 gegründeten Eastern Mediterranean Gas Forums (EMGF), verspricht sich die israelische Regierung bessere politische Beziehungen mit der Region. Gleich­zeitig hofft Israel auf den Bau der EastMed-Pipeline. Sie würde einen direkten Export­link nach Europa schaffen, damit aber die Energiekooperation mit den arabischen Nach­barn unterminieren. Die Europäische Union (EU) sollte die regionale Energie­koopera­tion befördern, da diese die Zusammenarbeit auf anderen Gebieten begünstigen könnte. Russia has mounted its anti-access/area denial (A2/AD) footprint in the Levant and also boosted the Syrian Arab Air Defense Force's capabilities. Syrian skies now remain a heavily contested combat airspace and a dangerous flashpoint. Moreover, there is another grave threat to monitor at low altitudes. Throughout the civil war, various non-state armed groups have acquired advanced man-portable air defense systems (MANPADS), which pose a menacing challenge not only to the deployed forces, but also to commercial aviation around the world. In the face of these threats, NATO needs to draw key lessons-learned from the contemporary Russian operational art, and more importantly, to develop a new understanding in order to grasp the emerging reality in Syria. Simply put, control of the Syrian airspace is becoming an extremely crucial issue, and it will be a determining factor for the war-torn country's future status quo. (author's abstract)

Die Rückkehr ausreisepflichtiger Migrantinnen und Migranten hat einen hohen Stellenwert auf der politischen Agenda Deutschlands und der EU. Neben dem Ziel, die Rückkehrzahlen zu steigern, haben verstärkte rückkehrpolitische Bemühungen auch eine symbolische Funktion: Sie dienen dazu, die Durchsetzungskraft des Rechtsstaats zu demonstrieren, und gelten als wichtiges Mittel, das weitere Erstarken rechtsextremer Parteien zu verhindern. In der Praxis erweist es sich allerdings als schwierig, die Ausreisepflicht durchzusetzen - im europäischen Durchschnitt gelingt dies nur in etwa einem Drittel der Fälle. Als einer der zentralen Gründe hierfür wird die mangelnde Kooperationsbereitschaft der Herkunftsländer genannt. Auf europäischer Ebene finden derzeit dynamische Entwicklungen in der internen und externen Dimension statt, was die Frage der Rückkehr be­trifft. Ziel ist es, die Zusammenarbeit mit Herkunftsländern zu verbessern sowie innereuropäische Abläufe effektiver zu gestalten. Die fortwährenden Bemühungen, die Rückkehrzahlen zu erhöhen, gehen mit entwicklungs-, außen- und sicherheitspolitischen Kosten einher, die oft nicht hinreichend beachtet werden. So kann der Druck zur rückkehrpolitischen Kooperation demokratische Transitionsprozesse in Herkunftsländern gefährden oder europäische Verhandlungsmacht in anderen Bereichen schwächen. Die Studie plädiert dafür, diese Zielkonflikte systematischer als bisher in eine umfassende Kosten-Nutzen-Abwägung von Rückkehrpolitik einzu­beziehen. Auf Basis dieser Abwägung sollten europäische Regierungen pragmatisch über Alternativen zu Rückkehr nachdenken. (Autorenreferat)

The Ukraine conflict has created a deep and long-running crisis of confidence in relations between the West and Russia, as Moscow challenges the foundations of the European security order. Russia's behaviour in the Baltic and Arctic regions, which it shares with members of NATO and the European Union, has become increasingly confrontative and presents an impediment to regional cooperation and security. While growing instability looms over these two regions, all the states there should maintain at least low-level regional cooperation with Russia, in order to prevent any further escalation of security tensions and at least partially restore trust. The Assad family reign has been marked by the ubiquitous intrusion of the Alawite-dominated security apparatus on the micro-level. The demise of the regime's vast network of repression in many regions has resulted in local patterns of governance, restoring or generating old and new elites. With the jihadist ascendency, many of the emerging structures have been smothered by religious ideology. Yet, under the surface, local power has been shaped by area-specific relationships and embedded cultures. Support from Western actors has increasingly focused on local actors who are seen as being opposed to the Islamic State or al-Qaeda. Without a fundamental change in the nature of the regime, however, prospects for harnessing such local dynamics for the larger objective of stabilization will remain limited. (Autorenreferat)

In a post-national scenario the need for global governance structures capable of facing contemporary challenges through management that goes beyond Westphalian, state-centric and voluntary logic, has as a return the need to have a regulatory framework of public law capable of regulating and legitimizing the international institutions responsible for conducting such management. In view of this normative challenge, this work examines the cosmopolitan Kantian project and its Habermasian renewal, explores the possibility of a constitutionalization of international law, and revises Armin von Bogdandy's proposal in relation to international law as a new public law focused on the exercises of public authority and its democratic legitimacy. To land these issues, a look is given to the Latin American regional stage and the emergence of a ius constitutionale commune Latinoamericano as part of internal constitutionalization process of the Inter-American Court of Human Rights. In order to contribute to the strengthening and legitimacy of the work of this international court, some keys are delivered in the light of dialogic pluralism and constitutional pluralism. ; En un escenario posnacional, la necesidad de contar con estructuras de gobernanza global capaces de afrontar los retos contemporáneos a través de una gestión que va más allá de la lógica westfaliana, estadocéntrica y voluntarista tiene como contrapartida la necesidad de contar con un marco normativo de derecho público capaz de regular y legitimar a las instituciones internacionales encargadas de conducir dicha gestión. Unlike his predecessors, US President Joe Biden made important decisions early in his term to enable better coordination of US Arctic policy. This includes foremost the National Strategy for the Arctic Region that was published later than planned as a result of Russia's war of aggression, which destroyed the few remaining hopes for cooperation and made the Arctic a security policy issue. Alaska, as the northernmost American state, is naturally at the centre of US Arctic policy, which increasingly also must take Chinese activities into consideration. Most recently, in September 2022, the U.S. Coast Guard (USCG) detected Chinese and Russian warships off Alaska. Currently, only one US icebreaker is continuously available in the Arctic theatre with the mission to protect sovereignty in the Arctic Ocean and monitor ice-covered areas. Alaska is also the very same US state that the recent Chinese spy balloon flew over, which was eventually shot down in February 2023. After decades of scant attention, is the Arctic now finally becoming the object of a more engaged US security policy? (author's abstract)

Unter dem Leitgedanken "Leave no one behind" hat sich die Weltgemeinschaft mit der Agenda 2030 zum Ziel gesetzt, die Lebensbedingungen armer und marginalisierter Gruppen zu verbessern. Zu ihnen gehören in vielen Fällen auch Geflüchtete und Migranten. In den für die Umsetzung der Agenda 2030 maßgebenden Zielen nach­haltiger Entwicklung (Sustainable Development Goals – SDGs) werden sie allerdings kaum berücksichtigt. Als Folge dessen wächst die Gefahr, dass sich bestehende Be­nachteiligungen verstetigen oder stärker ausprägen. Fünf Jahre nach Verabschiedung der SDGs ist die Bilanz ernüchternd: Noch immer fehlen in den meisten Ländern nach Migrationsstatus disaggregierte Daten, die notwendig sind, um Veränderungen in der Lebenssituation migrantischer Bevölkerungsgruppen nachvollziehen und überprüfen zu können. Im Kontext ihres umfassenden Engagements für die Umsetzung der SDGs sollte sich die Bundesregierung dafür einsetzen, dass Geflüchtete und Migranten im Follow-Up und Review der Agenda 2030 systematisch berücksichtigt werden. El trabajo analiza, desde la perspectiva de la economía política internacional, y bajo una metodología cualitativa, cuáles fueron los factores de carácter interméstico que coadyuvaron para que en diciembre de 2015, y tras más de una década de negociaciones, pueda concluirse un acuerdo en materia de subvenciones a las exportaciones agrícolas y medidas equivalentes dentro de la OMC. Por su parte, discute también las implicancias del mismo dentro de los debates sobre la gobernanza global del comercio internacional Entendemos que el acuerdo alcanzado en Nairobi se explica por la convergencia de tres factores: i) la flexibilización del principio del single undertaking; ii) la modificación de las coaliciones domésticas y de las políticas aplicadas en torno a este tema en uno de los actores claves del proceso: la UE, y iii) el incremento de los costos de reputación de un no-acuerdo para la OMC, en su función de foro para las negociaciones entre sus miembros. La paradoja es que el arreglo alcanzado, si bien exitoso para el programa agrícola, sienta una serie de antecedentes que incrementan las dificultades que tiene la agenda pendiente de la Ronda Doha. ; The paper analyzes, from the theoretical perspective of international political economy, and under a qualitative methodology, which intermestic factors have contributed for making possible, in December 2015, and after more than a decade of negotiations, the conclusion of the agreement on agricultural export subsidies and equivalent measures within the WTO. It also discusses its implications in the debates on the global governance of international trade. It is argued that the agreement reached in Nairobi is explained by the convergence of three factors: i) the flexibilization of the single undertaking principle; ii) the modification of the domestic coalitions and the policies implemented around this issue in one of the key players in the process: the UE, and iii) the increasing reputational costs of a non-agreement to the WTO, as a forum for negotiations among its members. The paradox is that the agreement reached, although successful for the agricultural program, sets a series of precedents that increase the difficulties for the pending agenda of the Doha Round. ; Fil: Zelicovich, Julieta.
