Die EU und Deutschland haben sich in der Klimapolitik ambitionierte Ziele gesetzt. Deswegen schauen sie heute mit anderen Augen auf die Energiesituation im östlichen Mittelmeerraum als noch vor wenigen Jahren. Mit den Planungen für die Energiewende verlieren die dortigen Erdgasvorkommen an Relevanz. Stattdessen gewinnt die Region als potentieller energiewirtschaftlicher Transit- und Verbindungsraum an Bedeutung. Um den erhöhten Bedarf an Ökostrom in Europa zu decken, könnten das europäische, das afrikanische und das nahöstliche Stromnetz über den östlichen Mittelmeerraum miteinander verbunden werden. Gleichzeitig hat die Region das Potential, die EU beim Aufbau ihrer Wasserstoffwirtschaft zu unterstützen. Eine solche energiewirtschaftliche Neukartierung des östlichen Mittelmeers eröffnet den Anrainerstaaten neue ökonomische Perspektiven und politische Handlungsspielräume. Die Konflikte um exklusive maritime Wirtschaftszonen zwischen den beiden Bevölkerungsgruppen auf Zypern sowie zwischen Griechenland und der Türkei verlören einen Großteil ihrer Dynamik. Allerdings besteht das Risiko, dass tiefsitzende Rivalitäten auch den Ausbau der erneuerbaren Energien und der Interkonnektivität im östlichen Mittelmeerraum obstruieren. (Autorenreferat)

Seit dem Erscheinen der Vorauflage hat sich der Kreis der Mitgliedstaaten der EU mehr als verdoppelt. Die Gemeinschaft hat zahlreiche neue Verordnungen auf zivilprozessualem Gebiet erlassen, undviele Staaten haben ihr Zivilprozessrecht reformiert. Im Bereich der internationalen Schiedsgerichtsbarkeit wurde eine Vielzahl von neuen Schiedsverfahrensgesetzen erlassen. The object of the study is public relations in the field of application of legal means of dispute resolution in the framework of international commercial arbitration. The purpose of the study is a comprehensive and comprehensive study of the process of formation of international commercial arbitration as a legal institution, development of proposals for theoretical and practical improvement of the legislation determining the procedure for the activities of international commercial arbitration in the Russian Federation, the Republic of Belarus and the Kingdom of Sweden. As a result of the work done, an analytical report was prepared containing a detailed description of the tasks performed: - characterize the legal nature of international commercial arbitration; - highlight the legal basis for the functioning of international commercial arbitration in the Russian Federation, the Republic of Belarus and the Kingdom of Sweden; - identify problems and prospects for the settlement of disputes in commercial arbitration courts of the Russian Federation, the Republic of Belarus and the Kingdom of Sweden. The main scientific results of the research work are: evidence-based recommendations for improving legislation and improving the efficiency of ICA in the Russian Federation and the Republic of Belarus.

President Donald Trump has announced that the United States will leave the multilateral Open Skies Treaty (OST). Russia could soon follow. The Trump administration would thus continue the US withdrawal from cooperative security and destroy another piece of the arms control architecture. Its continued dismantling, a new arms race, and the return of armed conflict and nuclear warfare scenarios threaten Europe's security and strategic stability. The OST permits cooperative observation flights over the territories of the States Parties. This allows for maintaining a minimum of military transparency and confidence-building, even in times of crisis. Such observation flights cannot be replaced by national satellite reconnaissance, especially since it is only available to a few states. Having the option to conduct independent observations is particularly important for allies in regions of tension. Germany and European partners must make a strong commitment to maintaining the OST. The Eastern Mediterranean crisis reflects two overlapping developments. On the one hand, it is a manifestation of Turkey's increasingly assertive posturing in the international arena. At the same time, it shows the intensity of the geopolitical competition between Turkey and its adversaries, such as Egypt and the UAE. The EU Member States' different levels and forms of engagement with Turkey obstruct a consensus on how to coherently respond to these developments. With accession negotiations stalled and discussions focused on areas of conflict rather than cooperation, EU-Turkey relations are mired in stalemate, while the militarization of foreign policy is becoming increasingly prevalent in the EU's southern neighbourhood. "In early 2011, popular movements in Bahrain, Iraq, Lebanon and Syria protested against authoritarian and corrupt regimes and political leaders. They mobilized on platforms of national unity and accused established leaders of exploiting historical divisions along religious and sectarian lines to defend their grip on power. These divisions however quickly came back to the fore, leading to the failure of the movements, bitter conflict and, in the case of Syria, to devastating civil war. The purpose of this research paper is to show that these outcomes were brought about by the strategies that regimes and political leaders employed to defeat the challenge that popular movements presented to their rule. To this end, they exploited specific weaknesses that made it impossible for these movements to hold on to the inclusive platforms which initially had gained them support across all social groups. A historical perspective reveals that the success of these strategies resulted from historical experiences and practices of authoritarian and violent forms of leadership and rule. European policymakers should therefore reject arguments that ethnic or sectarian conflict can only be contained by authoritarian rule. Once they are seriously challenged, authoritarian rulers unfailingly resort to exploiting such conflicts, and add yet another chapter to a history of civil strife that will in turn generate new violence. In divided societies, today's authoritarian stability begets tomorrow's civil war. Instead, external actors need to seek out and strengthen potentials for participatory governance and for solidarity that cuts across the existing lines of division. The events of 2011 have demonstrated that both exist in these societies, but need help to prevail against divisive rulers." (author's abstract)
After a voyage through the Indian and Pacific Oceans lasting almost seven months, the frigate Bayern has returned to Wilhelmshaven. Above all, Germany's intention in sending the ship was to signal its political willingness to be more actively involved in the stability and security of the Indo-Pacific. Retrospectively, the mission has helped to vitalize and deepen relationships with partners in the region through military and diplomatic dialogues as well as combined exercises by the armed forces. It is now crucial to maintain the relationship momentum this has created, for instance by continuing with consultations. However, Germany has not lived up to the claim - or just barely - that the frigate's voyage would contribute to maintaining the existing rules-based order and international law. It remains to be seen what conclusions Germany will draw for future engagement in the Indo-Pacific. (author's abstract)
