Significant differences in policies towards Burma/Myanmar are apparent among the United States and its allies: Japan, Australia, Thailand and the European Union (EU). The most restrictive sanctions have been imposed by the U.S., followed by the EU, while Japan and Thailand have been more liberal in their policies. The sanctions regimen, which to date has failed to achieve its goal of regime change, is based on a set of assumptions that opponents of such policies believe to be erroneous. International efforts through the UN to censure Myanmar have been more theatrical than likely to achieve their objective. There is evidence of increased frustrations with the policies that concentrate on political change as a prior condition for greater humanitarian assistance, but changes are unlikely without a significant shift in internal Myanmar policies. The alliances themselves will not splinter because of these differences in approaches to Myanmar. Most likely, changes in Myanmar may evolve slowly within that country from its internal dynamics and contradictions. Myanmar will likely be changed by an internal dynamic that may evolve from the military's dissatisfaction with its own leadership, its own role, or its own sullied reputation. The possibility of violent change in the streets can never be completely discounted. However, it would take an economic catastrophe or some egregious act of ignorance or villainy by the authorities at some level to trigger a popular response. (Contemp Southeast Asia/GIGA)

Die "neue NATO", d.h. die von einem Verteidigungsbündnis zu einem Internventionsinstrument gewandelte NATO, ist in der Literatur über den Krieg um das Kosovo heftig kritisiert worden, aber ein eigenes Kritisches Buch zur neuen NATO-Strategie fehlt bisher. Früher wäre ein Buch aus dem Rotbuch-Verlag und vorwiegend von Mitarbeitern der TAZ geschrieben NATO-feindlich gewesen, aber jetzt ist die Kritik auch hier eher verhalten. Der 1. Aufsatz über die allmähliche Annäherung der deutschen Linken an die NATO zeigt warum. Die anderen Aufsätze stellen die neue NATO-Strategie vor, informieren über die Beziehungen der NATO zu Russland, Zentralasien und dem Vorderen Orient und diskutieren das noch nicht recht entschiedene Problem der Verselbstständigung Europas innerhalb der NATO. Das Buch ist als Einführung eine gute Ergänzung zu J. Varwick (BA 11/99, Neuauflage BA 12/00); dessen analytische Gründlichkeit wird nur in einigen Beiträgen erreicht, dafür ist der Sammelband leichter lesbar. (2) (Stephan Nitz)

After World War Two there have been opposing views of the role and the importance of the state in international affairs. Some think that the importan the state is slowly decreasing, since the increasing interdependence of the wo has an enormous influence on internal and foreign policies of a state. On the hand, some point out that the state has not lost any of its importance and tha the contrary, this importance will only be enhanced since the world community has not as yet come up with a model by which to replace sovereign state entities. States generate the structure which has a significant influence on individual group security. This particularly applies to the post-cold-war period since th problems and the threats of the present-day world - economic collapse, politic oppression, poverty, ethnical conflicts, nature degradation, terrorism, crime diseases - directly affect many other elements of security. It is these very problems that turn our attention to the state as the most important institution of the day world which still has at its disposal the resources for reducing or eliminating these threats. Der langjährige Generalsekretär der OSZE, Lamberto Zannier, blickt auf eine erfolgreiche Amtszeit zurück, in der er zahlreiche innovative Ideen in die Tat umsetzen konnte, und Astrid Thors gibt persönliche Einblicke in ihre Arbeit als Hohe Kommissarin der OSZE für nationale Minderheiten in den Jahren 2013 bis 2016.Seit 2014 beherrscht die Ukrainekrise die kontroversen Debatten um die europäische Sicherheit in der OSZE und in Europa. Anläßlich der bevorstehenden 750-Jahr-Feier Berlins stellt der Regierende Bürgermeister vor dem Hintergrund der Vergangenheit der Stadt Überlegungen über die künftige Funktion und Standortbestimmung von Berlin in Deutschland und Europa an. Er hebt die Mittel- und Spannungslage zwischen Ost und West sowie den besonderen Rechtsstatus der Stadt hervor. Einen Funktionszuwachs erwartet er z.B. durch Ansiedlung blockübergreifender Dauerinstitutionen. Die Westbindung ist Grundlage für die Deutschlandpolitik und die Entwicklung der Beziehungen zum Osten, speziell zur DDR, aber auch UdSSR. The ethnic violence following the 2007 presidential elections in Kenya led to a wide array of regional and international mediation efforts and diplomatic initiatives, which resulted in a power-sharing agreement and a constitutional process. That these events in Kenya have been called by some the first test case for the Responsibility to Protect (R2P) is not without irony: over the course of these international efforts, R2P was only marginally invoked. It was rather post-hoc framing of this case that brought the non-coercive elements of R2P into the limelight and turned Kenya into an R2P case. This, however, impacted the further development of R2P in two ways. First, references to the experiences in Kenya proved to be an effective frame for actors highlighting, in the run-up to the 2009 United Nations General Assembly debate, the value of preventive and diplomatic initiatives. Second, experiences in Kenya facilitated the inclusion of the procedures of the International Criminal Court in the toolbox of the wider norms of protection, though they remain controversial for some actors.
This portfolio and allocation analysis is the first report of the DEval evaluation on climate change adaptation measures. The subject of the study is the German Federal Government's international climate policy commitment in the field of climate change adaptation. This report focuses on the relevance and coherence of the German adaptation portfolio. The methodological approach of the evaluation is essentially based on a macro-quantitative portfolio and allocation analysis. The evaluation combines methods of statistical data analysis with a document study and qualitative interviews. The portfolio and allocation analysis arrives at the following key findings: The objectives of the Federal Government's international commitment to climate policy are consistent with relevant strategic frameworks and (global) agendas. Germany sets relevant thematic priorities through the work of several ministries and is clearly oriented towards international priorities.
A more nuanced picture emerges with regard to the actual allocation of funds: the more vulnerable to climate change a country is, the more likely it is to receive funds from Germany for adaptation measures. Germany is more likely to make commitments to countries with low adaptive capacity. However, the level of vulnerability has no effect on the level of commitments. In addition, Germany is more likely to commit a higher level of funds, and go to countries where many other donors are already active in the field of climate change adaptation, thus contributing to donor fragmentation. Contrary to the Federal Government's claims, the Small Island Developing States, which are often severely affected by the consequences of climate change, benefit less commonly and to a lesser extent from German adaptation commitments than other countries. In the overall evaluation, the German adaptation portfolio therefore only partially conforms to its own as well as international standards with regard to the relevance and coherence of the Federal Government's international climate policy commitment.

In a joint declaration on 8 October 2013, the presidents of the Pacific Alliance (PA) – an organisation legally constituted in 2012 that is comprised of Chile, Colombia, Peru and Mexico – announced the conclusion of trade negotiations to remove all tariff barriers between its member states, thus making it the eighth largest economy in the world. This new free trade agreement (FTA) has attracted the interest of states and business sectors around the world, including the German Business Association for Latin America, which will dedicate its Latin American Day conference in November 2013 to this new group. The PA will remove 92 percent of all trade tariffs by the end of 2013 and progressively lift the remaining 8 percent. Whereas financial markets and some of its protagonists depict the PA as the new star in Latin America, the Bolivarian Alliance for the Peoples of Our Americas (ALBA) and most of the countries of the Southern Common Market (Mercado Común del Sur – Mercosur) see the PA as a new attempt by the United States to undermine alternative patterns of regional integration in the Americas. The PA is an economic alliance that revives the open regionalist model of the early 1990s in Latin America in that it seeks to increase intratrade and extraregional trade relationships with Asia, the United States and Europe; the PA states already have FTAs with the United States and the European Union. The positive view of the PA in Latin America and abroad is based on its economic potential. In fact, Australia, Canada, China, the Dominican Republic, Ecuador, El Salvador, France, Guatemala, Honduras, Japan, New Zealand, Portugal, Paraguay, South Korea, Spain, Turkey, the United States and Uruguay have already applied for and been granted observer status. Moreover, Costa Rica and Panama are on their way to becoming full members. At the political level, however, the PA has created friction in the region as it brings Mexico into South America – an area seen by Brazil as its sphere of influence. Moreover, the PA countries have good relations with the United States and are in line with its FTA agenda.
