A widespread belief in the field of international relations (IR) is that the first years of the discipline were characterized by a liberal "idealist" theoretical dominance followed by the so-called "first great debate," in which the "idealist" school was intellectually surpassed by a realist tradition. The purpose of this article is to join previous revisionist studies and challenge this conventional narrative. Building primarily on the international thought and work of Norman Angell on imperialism, this article reveals that there was an important intellectual contest preceding the denominated "first great debate." It also shows that even though Angell was not a Marxist, his figure discloses Marxism as an important theoretical force in the genesis of the discipline.

En el artículo nos preguntamos cómo interpretar el régimen de frontera desde América del Sur. Para esto, reflexionamos sobre la posible relación entre migraciones internacionales, Estados y fronteras en el campo de los estudios migratorios, con el fin de construir categorías analíticamente situadas. Desde una metodología cualitativa, analizamos un conjunto de documentos vinculados a esta temática: declaraciones finales e informes técnicos de la Conferencia Suramericana sobre Migraciones (csm), así como resoluciones del Mercado Común del Sur (Mercosur) y de la Comunidad Andina e Naciones (can). Para el análisis de estos documentos, e interpretar el régimen de frontera de la región, construimos tres puntos de apoyo: la externalización asociada al proceso de regionalización de las políticas de control migratorio en Sudamérica; el cruce de un territorio nacional a otro, vinculado a los controles en puntos de frontera; y, por último, las fronteras de permanencia, enlazadas a los mecanismos estatales que estipulan los modos de residir 'en destino'. Sudamérica se constituye como unasubregión del régimen de frontera global, que favorece y estimula, no sin conflictos y tensiones, políticas de control ordenado, integrado y planificado de las migraciones. En 'las fronteras', los controles distinguen a los migrantes pertenecientes a un Estado miembro de la can, del Mercosur o uno extraregional. De este modo, los sujetos quedan supeditados al estrato político que ocupa el Estado del cual son parte al fijar un modo diferencial para ingresar y permanecer 'en destino' según origen nacional. ; In this article, I ask how to interpret the border regime of South America. I reflect on the possible relation between international migration, states and borders in the field of migration studies in order to build analytically situated categories. In order to do so, I use a qualitative methodology based on a set of documents such as final declarations and technical reports of the South American Conference on Migration (sacm), and resolutions of the Southern Common Market (Mercosur) and the Andean Community (can). In order to interpret the border regime, I construct three categories: (i) the border externalization, associated with the regionalization process of migration control policies in South America, (ii) the crossing from one national territory to another, linked to the control at the border points, and (iii) the borders of permanence, associated with the state mechanisms that stipulate the ways of residence. South America, through its regional organizations, constitutes a sub-region of the global border regime, which favors and stimulates organized, planned and integrated migration control policies. At 'the borders', such controls identify migrants belonging to a member state of the can, the Mercosur, or an out-of-region migrant. Thereby, the subjects are subordinated under the political stratum of the state to which they belong. The states set a differential mode to enter and stay in a territory according to the national origin of the subjects.

International maritime laws & post-September 11 (2001) changes are explored in relation to adjustments to the naval presence of the region's states. As the United Nations moves into its second half-century the international organization is beset by problems. It is increasingly suborned or ignored by the USA, pursuing its own global objectives. The UN is inadequately resourced and faces many other barriers erected by Washington and other powerful states. UN personnel are frequently accused of mismanagement, corruption and even the abuse of human rights. There is also the problem of how the UN should develop to best serve the real world community, not what the West usually means by the 'international community'. Finally, the 'other UN' (the IMF, the World Bank, GATT, etc), often working against the best spirit of the UN, should be considered. These problems are explored, leading to a 50-point reform agenda for the UN

Der russische Angriffskrieg in der Ukraine hat die europäische Sicherheitsarchitektur zum Einsturz gebracht. Das Friedensgutachten 2022 analysiert die Eskalation, zeigt Folgen für die Ukraine und die Region auf und richtet den Blick auf die Neuausrichtung der deutschen und europäischen Sicherheits- und Verteidigungspolitik. Neben den globalen Implikationen des Krieges werden auch die Erfolgsbedingungen und Grenzen von Sanktionen dargelegt sowie die Krise der globalen nuklearen Ordnung analysiert. Darüber hinaus zeigen die Untersuchungen zum globalen Konfliktgeschehen, dass internationalisierte Konflikte, dschihadistische Gewaltakteure sowie Gewalt und Diskriminierung gegen Frauen und LGBTQI*-Minderheiten neue friedenspolitische Akzente erfordern. Und die wegen Terrorgefahr, Pandemie und Extremismus stetig ausgeweiteten Kompetenzen der Sicherheitsinstitutionen im Innern der Demokratien bedürfen ebenfalls stärkerer demokratischer Kontrolle. Das Friedensgutachten 2022 analysiert das Kriegs- und Konfliktgeschehen, zeigt Trends der Außen-, Sicherheits- und Entwicklungspolitik auf und gibt friedenspolitische Empfehlungen für Bundestag und Bundesregierung. Mit seinen konkreten Handlungsempfehlungen ist das Gutachten ein zentrales Medium für den Dialog zwischen Wissenschaft, Gesellschaft und Politik. Die deutschen Friedensforschungsinstitute (BICC/HSFK/IFSH/INEF) geben das Gutachten seit 1987 heraus.
Der stellvertretende Außenminister der Volksrepublik China geht aus seiner Sicht auf die Resultate der Gespräche zwischen dem russischen Präsidenten und dem chinesischen KP-Chef seit 1992 ein, in denen die freundschaftlichen und gutnachbarlichen Beziehungen für die Zukunft festgeschrieben wurden. Einzelbeispiele für die Erfolge der Verhandlungen sind etwa die Frage des Streitkräfteabbaus in den Grenzregionen, Rekordzahlen im Handelsaufkommen sowie die neue Dimension der Zusammenarbeit an sich. Die Beziehungen werden von chinesischer Seite als vielversprechend in jeder Hinsicht bewertet und der Autor weist damit auf ihre Bedeutung für die internationale Gemeinschaft hin. (BIOst-Rgl)
