AbstractAlthough markets are becoming increasingly transnationalized, the social question appears to remain firmly national. The aim of this article is to discuss under what circumstances, if at all, the social question ought to have a transnational dimension and what form it should take. As such, the article seeks to build a normative framework that abandons the conventional taxonomies of moral duties and instead links the concept of responsibility to governance, which takes place in the space of the polis through a reliance on questions of group agency. To this end, the article will draw on different aspects of responsibility. Having established a link between the social question and the concept of responsibility based on outcome and remedial responsibility, it will draw on collective and shared responsibility to consider what, if any, transnational dimension the social question should have.

Dramatic social changes have restructured virtually all aspects of Vietnam society. Although the economic consequences of these changes are well documented, little is known about how family roles and relationships have been affected. Because social and cultural contexts powerfully shape conceptions of parenting, the accelerated rate of social change in Vietnam may have reconfigured notions of fatherhood and fathering. Through increased globalization, Western notions of the modern, involved father and these more egalitarian views of household relationships may indicate a more involved father in Vietnam today. However, Vietnam's strong Confucian heritage, its kinship structure, and its unique history could limit the adoption of fathers as equal co-parents. This article examines changes over time in attitudes toward the father role and the extent of father involvement.

"This book investigates the widespread and persistent relationship between disasters and gender-based violence, drawing on new research with victim-survivors to show how the two forms of harm constitute 'layered disasters' in particular places, intensifying and reproducing one another. The evidence is now overwhelming that disasters and gender-based violence are closely connected, not just in moments of crisis but in the years that follow as the social, economic and environmental impacts of disasters play out. This book addresses two key gaps in research. First, it examines what causes the relationship between disasters and gender-based violence to be so widespread and so enduring. Second, it highlights victim-survivors' own accounts of gender-based violence and disasters. It does so by presenting findings from original research on cyclones and flooding in Bangladesh and the UK and a review of global evidence on the Covid-19 pandemic. Drawing on feminist theories, it conceptualises the coincidence of gender-based violence, disasters and other aggravating factors in particular places as 'layered disasters.' Taking an intersectional approach that emphasises the connections between culture, place, patriarchy, racism, poverty, settler-colonialism, environmental degradation and climate change, the authors show the significance of gender-based violence in creating vulnerability to future disasters. Forefronting victim-survivors' experiences and understandings, the book explores the important role of trauma, and how those affected go about the process of survival and recovery. Understanding layered disasters casts light on why tackling gender-based violence must be a key priority in disaster planning, management and recovery. The book concludes by exploring critiques of existing formal responses, which often ignore or underplay gender-based violence. El Estado Social de Derecho dentro de un sistema de Bienestar mixto es nuestro marco de referencia.La asistencia social como un derivado de la estructura de la Beneficencia tuvo un sentido fijado al socorro en necesidad extrema con cierta indefinición sobre su alcance durante la España de Franco. El recorte de derechos y libertades políticas se hizo notar en este nivel, adquiriendo ciertas connotaciones peculiares.Así mismo y en consecuencia el papel del Asistente Social quedaba muy limitado en sus recursos y condicionado a ciertos valores dominantes.El concepto de Servicios Sociales como derecho de la ciudadanía, su extensión y garantía jurídica así como las políticas encaminadas a favorecer la inclusión y cohesión social, han nacido y se están desarrollando con un sentido integral muy diferente en los últimos veinte años, quedando abierta la consecución de su madurez hacia el futuro Es interesante ofrecer a los estudiantes una perspectiva de análisis y reflexión de esta trayectoria enfocando la visión no hacia los �antecedentes� �consecuentes� y �evoluciones� como se suele mirar hacia �la historia� sino constatando la �mutación de la especie�. Likewise, as a professional, the social worker will experience fundamental changes in their training and in their ability to intervene.We take our frame of reference to be the Welfare State within a mixed welfare system.Social assistance as a derivative of the charity structure had a meaning associated with providing aid in the case of extreme necessity, and was somewhat ill defined with regard to scope during the Franco years in Spain. The cutting of political rights and freedoms was noticeable at this level, with its own peculiar connotations being felt in some aspects. Likewise, the role of Social Worker was consequently limited with respect to resources and constrained by certain dominant values.The concept of the Social Services as a citizen�s right, along with their scope and legal guarantees, plus the policies designed to foster social inclusion and cohesion, have been put in place and are now being applied across the board in a very different way than in the previous twenty years. The way is now open for them to be fully developed in the coming years.It is interesting to offer students a perspective of analysis and reflection concerning such developments. However, rather than focusing on �precedents�, �results� and �developments�, which is the normal approach to history, instead we concentrate on the �mutation of the species�. In my opinion, this can help to fix and understand the nature and potential of social work today, avoiding any unwanted burdens.

This book surveys the history, current status, and critical issues regarding the various mechanisms designed to control sex offenders. It shows that the social problem of sex offending is not apparently resolvable by any of the means currently employed. A large array of procedures are used in the attempt to control the difficult population of sex offenders, including: imprisonment, institutional and community treatment, community monitoring by probation and parole, electronic monitoring, registration as a sex offender, community notification of an offender status, strict limits on behavioral movement in the community, and residence restrictions. However, these constraints on behavior are almost completely the result of public outrage regarding sensational sex crimes, overreaction of media coverage that produce inaccurate statements of potential community risk, and the efforts of the legal profession and politicians to quell this anger and foreboding by enacting legislation that supposedly confronts the risk. This book demonstrates that we have constructed a massive edifice of community control that is socially and politically driven and which has largely failed to contain sex crime. D. Richard Laws received his PhD from Southern Illinois University-Carbondale, USA, in 1969. He has held professional positions in California, Florida, and two Canadian provinces. He is a past president of the Association for the Treatment of Sexual Abusers. He has published eight books and numerous articles on research and treatment. Currently, he is an honorary professor at the University of Birmingham, UK.
