Nestled in the SWAT valley lies Pakistan's earliest known deradicalization initiative for former militants, the Mishal Deradicalization and Emancipation Program (DREP). The Deradicalization program was launched following a military operation in 2009 against the Pakistan wing of the Taliban, namely, the Tehrik-e-Taliban Pakistan (TTP). The program aimed to deradicalize and rehabilitate arrested militants, with what officials claim is a 99 percent success rate and with more than 2,500 former Taliban fighters now 'reformed'. The program abides by a 'no blood on hand' policy, whereby it only takes in militants who have not caused any bodily harm to others. In this paper, we analyze the deradicalization program and highlight the limits and challenges it faces. The paper also highlights the common individual and environmental factors among the beneficiary population of the deradicalization program. This study finds that most participants of the program belonged to large or broken families with weak socio-economic profiles. Additionally, these individuals had very little technical knowledge of religion. This study also finds that the program is more oriented towards re-integration rather than deradicalization due to its policy of inducting only low and mid-level cadre militants. The program also has other severe limitations including lack of credible religious scholars, limited financial and human resources.

Over the new year, tensions between Serbia and Kosovo rose once again. This occurred in the context of negotiations on a new European Union (EU) proposal - also known as the Franco-German or "European" proposal aimed at formalising relations between Belgrade and Pristina, much along the lines of the 1972 Basic Treaty between the two Germanys. On 27 February, there was a breakthrough in the negotiations: Both sides agreed on the text of the proposal, although it has not yet been signed. Additionally, the prioritisation of individual issues in the so-called implementation map has not yet been determined, which could cause further disputes. To ensure the adoption and full realisation of the agreement, the EU should not only assess its progress in the context of the EU accession negotiations of both countries. It should also establish specific implementation and monitoring mechanisms that will secure more modest interim targets for the implementation of individual issues in the agreement. This is the only way to successfully implement the new agreement. (author's abstract)

The international policy community is preoccupied by a purported rise in fragility, conflict, and violence around the world. The World Bank´s 2011 World Development Report cast a spotlight on the many ways collective violence undermines governance and socio-economic development. Likewise, the Organization for Economic Co-operation and Development (OECD) has been working closely with the so-called g7+, a constellation of 19 fragile countries, to re-evaluate the terms by which security and development assistance is issued. Yet amidst all this focus on instability, there is less critical reflection on practical policies and applied practices to promote stability. In other words, we are starting to appreciate the factors that induce fragility but know rather less about how to engender safety and security on the ground.

Although current political tensions hinder international studies in the Arctic, science partnerships helped tunnel through barriers during the Cold War. One of the most successful models of U.S.-Russian collaboration was the "Environmental Bilateral" agreement of 1972. During an era of political tension, it brought together a multidisciplinary group of top professionals and early carrier scientists in both countries. Acting through science diplomacy, this group communicated sound scientific messages about global climate change to top level policymakers well before the United Nations' Intergovernmental Panel on Climate Change came into existence. Similar models today can help the U.S. and Russia remove obstacles for scientific collaboration and implement the 2017 Agreement on Enhancing International Arctic Scientific Cooperation signed by both countries.

"Appeasement is a controversial strategy of conflict management and resolution in world politics. Its reputation is sullied by foreign policy failures ending in war or defeat in which the appeasing state suffers diplomatic and military losses by making costly concessions to other states. Britain's appeasement policies toward Germany, Italy, and Japan in the 1930s are perhaps the most notorious examples of the patterns of failure associated with this strategy. Is appeasement's reputation deserved or is this strategy simply misunderstood and perhaps improperly applied? Role theory offers a general theoretical solution to the appeasement puzzle that addresses these questions, and the answers should be interesting to political scientists, historians, students, and practitioners of cooperation and conflict strategies in world politics. As a social-psychological theory of human behavior, role theory has the capacity to unite the insights of various existing theories of agency and structure in the domain of world politics. Demonstrating this claim is the methodological aim in this book and its main contribution to breaking new ground in international relations theory"--

In this article, I examine Russia-US relations, focusing on their Asia Pacific dimension. I argue that the United States and Russia hold widely divergent visions of international order. Washington remains committed to the idea of US-led hegemony based on Western liberal values whereas Moscow champions a multipolar great power order founded upon the balance of power, Westphalian sovereignty, and the diversity of values. I find strong affinity between Moscow's foreign policy discourse and Hedley Bull's version of the English School in international relations theory. Viewed from the English School perspective, the layer of fundamental norms and institutions linking Moscow and Washington together as citizens of one international society has become dangerously thin. This inevitably affects Russia-US interaction in the Asia Pacific and makes their cooperation on pressing security issues, such as North Korea, difficult. (Asian Perspect/GIGA)

Purpose. The article aim is to analyze the volumes of transshipment and transportation of goods by sea and rail transport оf Ukraine. Methodology. The studies were performed using methods of mathematical statistics. Results. The article analyzes the foreign trade of Ukraine with the countries of the European Union. Currently, the EU share in export and import of goods is more than 40 %, the share of the CIS countries is almost a half. The creation of a new international transport corridor Baltic Sea - Black Sea - Caspian Sea will contribute to the creation of a comprehensive strategy for the development of all types of transportation and existing infrastructure loading along the route. Freight transportation is characterized by a coefficient of irregularity, which for export goods in 2018 amounted to 1.13, and for import – 1.19; for the seven months of this year its value was 1.10 and 1.13 for export and import respectively. The main groups of goods exported by Ukraine include agricultural products and food industry, metallurgy, engineering, mineral products, wood and paper pulp, light industry products, various industrial products and chemical products. In recent years, the export of finished goods and semi-finished goods has increased and the export of raw materials has been reduced, while the income from foreign trade is increasing. The development plan of the Yuzhny port for the future until 2038 provides for an increase in the volume of cargo arrival and departure, which in turn will necessitate the development of rail and road transport. To increase the transportation volumes of pellets, it is planned to deepen the internal channel to the operational water area of the quays of TIS terminals. The highest volumes of shipment by rail are observed for the most exported goods, while the railway transport infrastructure does not meet European requirements and without the significant investments will not allow competing in the goods transit through Ukraine. Practical significance. The results of the research can be used to develop long-term plans for the development of seaports and the railway infrastructure development directions. ; Цель. Целью работы является анализ объемов перевалки и перевозки грузов морским и железнодорожным транспортом Украины. Методика. Исследования выполнены с использованием методов математической статистики. Результаты. В статье проведен анализ внешней торговли Украины со странами Европейского Союза. В данный момент доля ЕС в экспорте и импорте грузов составляет более 40 %, доля стран СНГ почти вдвое меньше. Создание нового международного транспортного коридора Балтийское море – Черное море – Каспийское море будет способствовать созданию комплексной стратегии для развития всех видов перевозок и загрузки существующей инфраструктуры вдоль маршрута. Грузовые перевозки характеризуются коэффициентом неравномерности, который для экспортных грузов в 2018 году составил 1,13, а для импортных - 1,19; за семь месяцев текущего года его величина составила 1,10 и 1,13 соответственно для экспорта и импорта. К основным группам товаров, которые экспортирует Украина, относится продукция агропромышленного комплекса и пищевой промышленности, металлургического комплекса, машиностроения, минеральные продукты, древесина и бумажная масса, продукция легкой промышленности, различные промышленные товары и продукция химической промышленности. Последние годы повышаются объемы экспорта готовой продукции и полуфабрикатов и уменьшается вывоз сырья, при этом доход от внешней торговли увеличивается. План-схема развития порта «Южный» на перспективу до 2038 года предусматривает увеличение объема прибытия и отправления груза, что в свою очередь вызовет необходимость развития железнодорожного и автомобильного транспорта. Для увеличения объемов перевозки окатышей запланировано углубление внутреннего подходного канала к операционной акватории причалов терминалов ТИС. Наибольшие объемы отправления железными дорогами наблюдаются для тех грузов, которые являются наиболее экспортируемыми, при этом инфраструктура железнодорожного транспорта не соответствует европейским требованиям и без существенных капиталовложений не позволит конкурировать в перевозке транзитных грузов по территории Украины. Практическая значимость. Результаты выполненных исследований могут быть использованы при разработке перспективных планов развития морских портов и направлений развития железнодорожной инфраструктуры. ; Мета. Метою роботи є аналіз обсягів перевалки та перевезення вантажів морським та залізничним транспортом України. Методика. Дослідження виконані з використанням методів математичної статистики. Результати. У статті проведено аналіз зовнішньої торгівлі України з країнами Європейського Союзу. На даний момент частка ЄС в експорті та імпорті вантажів складає більше 40 %, доля країн СНД майже вдвічі менше. Створення нового міжнародного транспортного коридору Балтійське море – Чорне море – Каспійське море сприятиме створенню комплексної стратегії для розвитку всіх видів перевезень і завантаження існуючої інфраструктури вздовж маршруту. Вантажні перевезення характеризуються коефіцієнтом нерівномірності, який для експортних вантажів у 2018 році склав 1,13, а для імпортних – 1,19; за сім місяців поточного року його величина склала 1,10 та 1,13 відповідно для експорту та імпорту. До основних груп товарів, які експортує Україна, належить продукція агропромислового комплексу та харчової промисловості, металургійного комплексу, машинобудування, мінеральні продукти, деревина і паперова маса, продукція легкої промисловості, різні промислові товари і продукція хімічної промисловості. Останні роки підвищуються обсяги експорту готової продукції та напівфабрикатів та зменшується вивіз сировини, при цьому дохід від зовнішньої торгівлі збільшується. План-схема розвитку порту «Южний» на перспективу до 2038 року передбачає збільшення обсягу прибуття і відправлення вантажу, що в свою чергу викличе необхідність розвитку залізничного та автомобільного транспорту. Для збільшення обсягів перевезення окатишів заплановано поглиблення внутрішнього підхідного каналу до операційної акваторії причалів терміналів ТІС. Найбільші обсяги відправлення залізницями спостерігаються для тих вантажів, які є найбільш експортованими, при цьому інфраструктура залізничного транспорту не відповідає європейським вимогам і без суттєвих капіталовкладень не дозволить конкурувати в перевезенні транзитних вантажів територією України. Практична значимість. Результати виконаних досліджень можуть бути використані при розробці перспективних планів розвитку морських портів та напрямків розвитку залізничної інфраструктури.
