This article examines the challenges in designing income-tested benefits for people of working age. This is particularly difficult in the context of changing patterns of work and volatility in earnings and income. Matching benefits to needs requires timely assessment and payment. We compare the treatment of timing issues in the working-age welfare systems of the United Kingdom and Australia. The article discusses how these different but similar systems deal with the timing of income receipt and benefit adjustment, problems of overpayment and debt, and draws out some lessons for the design of income-tested provisions.

En el proceso de combatir a las nuevas amenazas, como el terrorismo, Estados Unidos, fortaleció sus instituciones con el fin de identificar cualquier enemigo de sus intereses bajo los Gobiernos de George W. Bush y Barack Obama, estas instituciones, enriquecieron las actividades de vigilancia ejercidos bajo el soberano derecho de los Estados, sin embargo sus actividades abusivas fueron reveladas por el analista de la NSA Edward Snowden. Estas revelaciones fueron determinantes, para que otros gobiernos vulnerados bajo los mecanismos de espionaje estadounidenses, reaccionasen de forma negativa e incluso modificasen sus Políticas Exteriores e influyeron de forma determinante en el comportamiento de los Estados. ; In the process of combating new threats, such as terrorism, the United States strengthened their institutions to identify any enemy of their interests under the governments of George W. Bush and Barack Obama, these institutions enriched surveillance activities Exercised under the sovereign right of the States, nevertheless its abusive activities were revealed by the analyst of the NSA Edward Snowden. These revelations were decisive, so that other governments violated under US espionage mechanisms reacted negatively and even modified their Foreign Policies and had a decisive influence on the behavior of States.

The main goal of this book is to create a general theory of approaches in various countries how to cope with demographic change. It focuses on the search for innovative responses to population "shrinkage" and the consequences of population ageing in two neighbouring countries: Germany and Poland. The comparison of Germany and Poland aims at showing in detail the distinctive ways in which both countries have tried to resolve problems posed by demographic change, such as fiscal capacity and unemployment rates, in particular in education and local government. While Germany is usually seen as a corporatist welfare state (characterized by, for example, social insurance based on contributions paid over the years and adjusted to individual income), Poland is regarded as a welfare state "in transition" (which is still developing a unique model of social policy as initiated after 1989)

Asimismo, se analiza la principal normativa existente en el país que, aun sin conexión con el Tratado, se ha emitido en materias cubiertas por el mismo y se presentan recomendaciones de cara a su futura implementación, las cuales comprenden reformas legislativas, incorporación de ciertas temáti cas en procesos de elaboración de políticas públicas y acciones de capacitación, difusión y apropiación de sus contenidos. ; This paper describes the processes involved in approving the Treaty in Costa Rica, including initial steps within the Congress and the Executive. A Commission was created to recom mend and provide technical support to facilitate the ratification. All the organizations and advisory bod ies that were consulted favoured ratification of the Treaty, as did the Congress. The legal framework related to thematic areas covered by the Treaty is also analyzed. Recommendations for Treaty implementation are offered through legal and policy reforms, training, outreach.

Le 9 juin 1798, la flotte de Bonaparte en route pour l'Egypte s'empara de Malte, mettant fin à près de trois siècles de domination de l'archipel par les Chevaliers de l'Ordre de Saint-Jean de Jérusalem. Si l'Histoire a retenu cette date, elle a généralement oublié que cette conquête avait été envisagée depuis plusieurs mois par le général en chef et qu'elle aurait dû avoir lieu en mars de la même année. Le présent article se propose, à travers une étude chronologique des nombreuses correspondances échangées à l'époque entre les protagonistes de l'affaire, de reconstituer l'origine, la préparation, puis l'échec de cette première tentative des Français pour s'emparer de Malte. Mais, avant d'entrer dans le vif du sujet, remontons quelques années en arrière : la toute première menace d'un projet d'intervention militaire française date de novembre 1792. Elle émanait de l'abbé Grégoire qui menaçait Malte d'une expédition par l'escadre de l'Amiral Truguet, si la Convention n'obtenait pas une « réparation éclatante » des insultes faites, par des chevaliers, à des capitaines français qui avaient arboré la cocarde tricolore. Entre cette affaire et l'événement dont il est question ici, les deux puissances maintinrent un statu quo qui leur était profitable, surtout à la France qui trouvait dans l'île un utile relais à son commerce du Levant. Des crises survinrent, mais jamais aucune des parties n'en vint à la rupture. Malheureusement pour l'ordre de Saint-Jean, l'évolution de la Première République française, et, surtout, les succès militaires qu'elle remporta, scellèrent son sort. ; peer-reviewed
