Starting from the observation of a renaissance of the term "parliamentary diplomacy" in practical politics -- if with a shift of meaning from parliamentary methods & procedures toward parliamentary agents -- this article pleads for a scholarly adaptation of the concept & suggests not to neglect either of these dimensions. Reviewing the history of the League of Nations, in particular its creation & the policies & patterns of delegation & group formation pursued by the Scandinavian countries, the historical interrelation of the aspect of strategic alignment & representative delegation of legislators is shown. International relations theory, in particular constructivist approaches, should note that the twentieth century's contribution to diplomatic history, meaning the emergence of multilateral diplomacy on a regular basis, is parliamentary not only in regard to the character of its proceedings, but also increasingly in regard to some of the relevant diplomatic agents. 61 References. This paper examines the spatial dispersion effects of regional conflicts, defined as internal or external armed conflicts in contiguous states, on international trade. Our empirical findings-based on different measures of conflict constructed using alternate definitions of contiguity and conflict-reveal a significant collateral damage in terms of foregone trade as a result of spillovers from conflict in neighboring countries. The magnitude of this negative externality is somewhat larger for international conflicts than intrastate warfare, but about one-third of conflict in the host economies

The current NATO intervention in Kosovo has no basis in the UN Charter & presents a difficult challenge for international law, placing the principles of territorial sovereignty & human rights & humanitarian intervention at odds. Humanitarian intervention has a long history in Europe & has achieved a status that was never before acknowledged, requiring concrete consequences for violations. Although humanitarian intervention must not become a routine occurrence & requires strict adherence to rules of engagement as well as thoughtful consideration about the appropriate means & strategy, it cannot be considered illegal. For NATO & other participants, the aim of the intervention must be kept in the foreground, & such intervention should never be utilized to achieve political aims. L. Kehl

Die Publikation formuliert eine Zusammenschau der Herausforderungen, die im Zusammenhang mit Umweltabkommen für die SADC-Länder entstehen, wertet die bisherigen Erfahrungen in internationalen Verhandlungen um die Biodiversitätskonvention aus und entwickelt mögliche Positionen der SADC in internationalen Verhandlungen. The current dynamics of international relations increasingly incorporate different development processes carried out by local or sub-national governments. Significant actions of international insertion may be identified in these territories, where international cooperation has become an important variable to consider as a complement to public administration. Never the less, such actions have received scarce attention in Colombia, especially in the furthest and less developed territories. It is therefore convenient to provide these territories with practical real cases and situations of internationalization and international cooperation processes at the local level, as the case presented in this article, as a result of the monitoring and research project of the experience of internationalization at the municipality of Caldono, state of Cauca. ; Las dinámicas actuales de las relaciones internacionales incorporan cada vez más los diversos procesos de desarrollo que se realizan desde gobiernos locales o subnacionales, en donde es posible identificar acciones relevantes de inserción internacional. Allí la cooperación internacional se ha convertido en una importante variable a considerar como complemento de la gestión pública, aunque en Colombia ha tenido poca aplicación, en especial en los territorios más distantes y menos desarrollados. Por eso resulta oportuno poner a su disposición casos y situaciones prácticas y reales para la gestión de procesos de internacionalización y cooperación internacional a nivel local, como el caso que se presenta en este artículo, producto del seguimiento y la investigación realizada a partir de la experiencia de internacionalización del municipio de Caldono, departamento del Cauca.
