Dyadic Hostility and the Ties That Bind: State-to-State versus State-to-System Security and Economic Relationships

An important question in the conflict processes literature concerns what types of international relationships are more likely to lead to peaceful interactions. Both security and economic ties have been posited as powerful determinants of conflict, yet their effects are often examined independently from one another. Furthermore, a debate exists as to whether it is states' ties to the international order or to each other that are most important in determining conflict. A resolution of the competing perspectives would expect that two states that have a tight network of security and economic relationships, both to each other and to the international order, should be extremely unlikely to engage in hostile action against each other. Surprisingly, a series of multinomial logits using non-directed dyads from 1951 to 1985 suggests that dyads with tight economic and security ties at both the state-to-state and statetosystem levels are only slightly less likely to engage in dyadic disputes than those without such simultaneous ties. However, this study finds that both (1) tight security and economic ties to the international order and (2) tight intra-dyadic security and economic ties have important, independent effects in limiting dyadic hostility. This suggests that the states within a dyad have two separate paths to more peaceful interactions - the first lies in tightening ties between states, the second in strengthening dyadic security and economic ties to the international order.

The aim of this document is to produce a state-of-t he-art of the academic literature in order to identify theories and concepts available for: a) de scribing the structure, the dynamics and the functioning of agricultural advisory services; b) understanding how these services are embedded into national Agricultural Knowledge and Innovation Syst ems (AKIS), and into various agricultural and rural policies across the European Union (EU) count ries; c) providing some conceptual elements to support the methodology for an inventory of agricul tural advisory services in EU 27 countries (WP3 of the PRO AKIS project), and for the selection of case studies (WP4 of the PRO AKIS project) . Recent reviews of the literature indicate some challenges for the analysis, the implementation and the evaluation of agricultural advisory services (Faure et al. 2012, Birner et al. 2009). These reviews st ress the need to switch towards a best fit perspective: " promoting "one-size-fits-all" approaches are inappropriate for agricultural advisory services.[. .] What is important is to build capacity among policy-planners, managers and researchers to identi fy modes of providing and (.) advisory services that "best fit" the specific conditions and develop ment priorities of their countries " (Birner et al 2009). If such debates have a growing importance in the co ntexts of South countries, they need to be intensified in Europe through comparative analyses. The report proposes an analysis of agricultural advisory services according to the diversity of i) their methods, ii) their funding principles and iii ) their aims, beyond their common characteristics. It is al so possible to propose a consistent set of tools fo r describing these three dimensions. All these issues also open a new research agenda. Some of them will be considered in the realm of the PRO AKIS pro ject (e.g. systematic reviews of available knowledge on the effectiveness of farm advisory ser vices carried out in WP2; case studies on innovation dynamics in different EU countries in WP 4). This document, as well as the project more globally, aims at contributing to the policy debate , emphasizing the need for a more integrated vision of advisory services as instruments of European pol icies involving agriculture and innovation.

"In diesem Discussion-paper wird das Forschungsprogramm der Abteilung 'Transnationale Konflikte und internationale Institutionen' (TKI) vorgestellt. Das Forschungsprogramm richtet den Blick auf eine Entwicklungsdynamik, die durch die Errichtung der internationalen Institutionen nach dem Zweiten Weltkrieg ausgelöst wurde und im Ergebnis zu einer politischen Ordnung jenseits des Nationalstaates in einer normativ gehaltvollen Bedeutung führen kann. Im ersten Teil des Papiers werden zunächst die Erfolge und Misserfolge internationaler Institutionen nach dem Zweiten Weltkrieg in den Blick genommen. Darauf aufbauend werden die beiden zentralen Forschungsthesen des Programms entwickelt. Der ersten These zufolge hat die Verlagerung des Regierens auf internationale Institutionen einen nicht intendierten Trend zur Supra- und Transnationalisierung der politischen Steuerung zur Folge. Die zweite These geht davon aus, dass die zunehmende Eingriffstiefe und der Bedeutungszuwachs von trans- und supranationalen Organisationen im Laufe der Zeit zu einer gesellschaftlichen Politisierung und zu Legitimationsproblemen politischer Steuerung jenseits des Nationalstaats führen. Im letzten Teil des Papiers werden schließlich die geplanten und bereits begonnenen Forschungsprojekte vorgestellt, die die beiden Thesen mit unterschiedlicher Schwerpunktsetzung überprüfen. Dabei erheben die einzelnen Projekte nicht den Anspruch, das vorliegende Forschungsprogramm als Ganzes abzubilden. The politics of globality since 1945: assembling the planet

Syria after the Russian intervention: Moscow tips the military balance in favor of the regime, pursues parallel diplomacy

Russian airstrikes turned the tide of the conflict in favor of the regime of Bashar al Assad. Moscow announced a reduction in its military presence in Syria in March 2016 but has maintained its infrastructure in the country while continuing to build up Assad's forces. The cessation of hostilities achieved through a deal between the United States and Russia has lessened the number of attacks against civilians and curbed fighting, but rebel areas remain under siege. At the same time, Russia has been keen to display its interest in an international, cooperative solution. Regard-less of whether Moscow's intentions are sincere or mere lip service, the peace talks underway in Geneva, could provide Germany and the European Union with means to bolster the ceasefire. They should push for a solution that curbs the security sector and other tools of repression, which are dominated by Assad's Alawite minority, rather than for a mere change of personnel at the leadership level. Without such substantial change, the dynamics prompting the influx of refugees is unlikely to change substantially. (Autorenreferat)

The siege of Aleppo and the mounting losses of opposition districts throws a central dilemma for the Syrian rebels into sharp relief: if they hope to hold out against the Assad regime and its Russian and Iranian backers, they cannot forego the support of extremist Jihadi groups. Yet it is the prominent role of these same extremists that provides the justification for the Russian intervention and the excuse for Western powers to withhold support for the rebellion. Events in recent months have shown that the prospect of starting a political process furthers the position of moderate and non-Jihadi Islamists and helps isolate the extremists. Germany and its European allies should insist on committing Russia to the diplomatic process and encourage supporters of the Syrian opposition to work towards consolidating actors compatible with a potential transition process.(Autorenreferat)

The relevance of the topic is primarily related to the increase in the amount of used electrical and electronic equipment in the world. Most of this equipment has a complex configuration, namely it consists of both non-toxic and toxic materials, making it difficult to define a common approach to legal regulation of its storage, transportation and disposal. The object of the study is the transboundary movement of e-waste, the subject is international legal and regional standards in the field of transboundary movement. The purpose of this work is to study existing international and regional regulatory acts to establish international standards applicable to the transportation of waste electrical and electronic equipment (WEEE), as well as to identify their shortcomings and to study best practices to improve the existing approach to managing e-waste. The main tasks of the work: to determine the content of the concept "waste electrical and electronic equipment", as well as to identify the reasons why they create problems not only at the environmental level, but also at the societal, political and legal ones; investigate in detail and apply extended producer responsibility (EPR) to management of e-waste. Using such methods as comparative, as well as the method of generalization and system analysis, it was concluded that EPR is a very important tool for implementing the principles of reducing toxicity, reuse and recycling, because of its ability to stimulate "upstream" changes in product design by imposing obligations on "downstream" WEEE management. It is revealed that the individual responsibility of the manufacturer is most acceptable in the design of environmentally friendly products. Ultimately, an effective e-waste management framework in developed countries will help reduce the illegal transboundary movement of e-waste to developing countries. Master's work can be useful to legal scholars specializing in environmental issues, in particular - waste generation and management practices, law teachers, law students, and practicing lawyers. This is the first Russian-language study of such kind, where, in the course of studying mainly English scientific/legal literature and international treaties, the issue of applying extended producer responsibility when dealing with WEEE was investigated. Even such an extensive topic at first glance, as the problem of electronic waste, is not well studied in the literature of Russian-speaking authors.
