The October 2013 government reshuffle in Morocco marks the latest round in the drawn-out tug of war between the Palace and the Justice and Development Party (Parti de la justice et du développement, PJD), which heads the ruling coalition. The Palace came out as the clear winner, and thereby managed to roll back some of the limited concessions granted in response to the protests in early 2011. Regional dynamics – support from the Arab Gulf monarchies and authoritarian reconstruction in Egypt after the July 2013 coup – and the dispute between the PJD and its coalition partner, the Istiqlal (Independence) Party (Parti de l'istiqlal, PI), worked to the Palace's advantage. Even though the relation between the PJD and the Palace has ameliorated considerably compared to one decade ago, the Palace's strategic aim is to weaken the party while at the same time using it to stabilize the regime. In the short term, and as long as the PJD is able to retain popular support, it will remain in office and retain a limited margin of maneuver for reform. Profound political reforms as well as structural socio-economic and judicial reforms, however, are likely to be postponed to the mid to long term. European Union policy makers should use the EU's long and close relations with the Palace to encourage it to allow more substantial reform and cede power to the elected government. (Autorenreferat)

The Multiannual Financial Framework (MFF) defines the European Union's strategic objectives for 2014 to 2020 and sets out how their implementation is to be funded from the EU budget. For the fifth MFF the Commission proposes a total volume of approximately one trillion euros. Although past MFF negotiations have always concluded with an agreement in the end, decision-makers in the EU's organs and member-states have become increasingly dissatisfied with the process and its outcomes. But those involved find themselves unable to reform the MFF. The contradiction springs above all from the extreme path-dependency of the European budget system. Every European budget compromise agreed consolidates institutional structures and increases the costs of change, even as the outcomes become ever less convincing. There is consequently little sense in disseminating yet more normative reform proposals or demonstrating how an ideal European Financial Framework should look and what priorities it should be used to fund. Instead, the current MFF talks will adapt to political realities and seek change primarily through pragmatic priority-shifting within the central spending priorities. So discussions about a new legal basis for the central spending policies must be closely linked to the MFF talks. A series of many small steps can incrementally realign European spending policies for new objectives and priorities. (author'sc abstract)

Hochtechnologieländer wie die Bundesrepublik Deutschland und die USA sind auf eine sichere Versorgung mit Metallen und Mineralien zu erschwinglichen Preisen angewiesen. Im Unterschied zum Energieträger Öl ist derzeit immerhin nicht mit einer baldigen Erschöpfung der meisten metallischen Ressourcen zu rechnen. Ungeachtet dessen ist die Versorgungssicherheit aufgrund steigender und volatiler Preise und angesichts von Lieferengpässen mittlerweile weit oben auf die politischen Agenden dies- und jenseits des Atlantiks gerückt. Beim letzten Treffen des Transatlantischen Wirtschaftsrats im November 2011 bekräftigten EU und USA, in Sachen Rohstoffe eng zusammenarbeiten zu wollen. Doch wie groß sind die Spielräume für gemeinsame Projekte? Einen ersten Hinweis gibt die Vielzahl an sogenannten Kritikalitätsstudien, die bemessen, wie gefährdet die Versorgung mit Rohstoffen für einzelne Technologien, Sektoren oder auch die gesamte Volkswirtschaft der USA, der EU und Deutschlands ist. The highly disputed effects of agricultural trade liberalisation are mostly simulated with static models. Our main objective in this paper is to evaluate the robustness of the static simulation results to the consistent modelling of dynamic behaviours and to the linked specification of price/return expectations. Focusing on a complete trade liberalisation scenario of arable crop markets by developed countries, we find that available static results are quite robust to dynamic specifications and to most expectation schemes. Endogenous market fluctuations due to expectation errors may appear following trade liberalisation. These fluctuations are nevertheless limited by the many feedback effects revealed by our general equilibrium framework.

Als aufstrebender Wirtschaftsmacht und weltgrößter Demokratie wird Indien heute weithin eine Schlüsselrolle in der künftigen Weltordnung zugeschrieben. Die Ordnungsvorstellungen, die Indien in der globalen Politik
durchsetzen will, sind jedoch nicht unbedingt deckungsgleich mit den Werten und Interessen des Westens. Indien wird daher vorerst kein natürlicher Partner für die USA und Europa sein. Das Ende des Kalten Krieges war ein Wendepunkt in der indischen Außenpolitik:
Die Idee der Blockfreiheit (Non-alignment), die lange Zeit Indiens außenpolitische Identität ausmachte, schien obsolet in einer Welt ohne Machtblöcke. Gleichwohl hat das Land zentrale Bezugspunkte und Ideale seiner Außenpolitik
nicht einfach aufgegeben. Es steht vor allem der westlichen Hegemonie in der Weltpolitik oft kritisch gegenüber und will sich daher nicht einfach in die liberal-westliche Weltordnung eingliedern lassen, sondern eine eigene Weltordnungspolitik betreiben. Ein Kernelement bleibt die Bewahrung außen- und sicherheitspolitischer Autonomie. Indien ist stets darauf bedacht, seine Entscheidungshoheit zu wahren und feste Allianzen zu meiden. Daher strebt Indien heute strategische Partnerschaften mit allen relevanten Akteuren in der internationalen Politik an. Gleichzeitig versucht Indien jedoch allzu enge oder einseitige Beziehungen etwa zu den USA zu vermeiden. Indien versteht sich selbst als Brückenmacht in einem zunehmend pluralistischen
internationalen System. Es steht zwischen Ost und West, Nord und Süd, der "Ersten" und der "Dritten" Welt und hat daher multiple Identitäten und Interessen. Diese erlauben es Indien, über zahlreiche Politiknetzwerke die Weltordnung
maßgeblich zu beeinflussen. Fazit: Trotz seiner Demokratie und wirtschaftlichen Öffnung nach Ende des Kalten Krieges ist Indien kein natürlicher Verbündeter des Westens. Als Opfer des westlichen
Imperialismus und Schwellenland stehen für Indien Selbstbestimmung
und die Überwindung von politischer und ökonomischer Diskriminierung im Zentrum seiner globalen Ordnungsvorstellungen. Westliche Industriestaaten
sollten sich darauf vorbereiten, dass Indien in zahlreichen Politikfeldern daher andere Interessen und Wertvorstellungen vertreten wird.
