On the Korean peninsula, there exist two sovereign states--the Republic of Korea (ROK or South Korea) and the Democratic People's Republic of Korea (DPRK or North Korea)--both of whom hold separate membership at the United Nations. This book discusses the construction of "one Korea" and highlights the potential benefits of unification for the Koreans and the international community. Arguing that Korean unification is intrinsically international in nature, the authors outline how the process and outcome would impact upon the policies of the four major powers--the U.S., China, Russia, and Japan. In addition, the authors highlight the possible far-reaching repercussions of unification on the political and economic dynamics of Northeast Asia. Making a case for the two Koreas and interested powers to plan and orchestrate their acts for sustained peace and gradual unification on the Korean peninsula, this book examines the Korean question and the related issue of peace building in Northeast Asia from a global perspective. The 8th International Research-to-Practice Conference "Current Aspects of Air Transport Development" was held in Rostov-on-Don. About 300 participants from more than 50 entities from Russia and several foreign countries attended the conference. They discussed numerous relevant matters of civil aviation development: issues of management and safety in air transport, current aspects of implementation of communication technologies in Russia and worldwide, the strategy of cooperation between CIS countries and China in the development of passenger air transportation, and others. The domestic and international researchers presented their studies findings. A collection of papers with over 1000 pages in two volumes, as well as a joint scientific monograph were issued as a result of the conference.

In vielen europäischen Staaten steigt die Zahl der Asylanträge ebenso wie der Zuspruch für rechtspopulistische Parteien weiter an. Initiativen wie der Ruanda-Plan der bri­tischen Regierung und das Albanien-Abkommen der italienischen Regierung können als Reaktion darauf verstanden werden. Sie zielen auf eine Verlagerung von Asyl­verfahren in Drittstaaten. Damit sollen die Ankunftszahlen markant verringert wer­den. Vergleichbare Vorschläge in der Ver­gangenheit gingen nie über das Stadium abstrakter Ideen hinaus. Im Fall Ruandas und Albaniens wird nun allerdings über die konkrete Umsetzung verhandelt. Dem entgegen stehen zahlreiche rechtliche und normative Einwände sowie praktische Hürden. Die vorliegenden Vorschläge zur Aus­lagerung drohen den internationalen Flüchtlingsschutz in Frage zu stellen und den außen- und entwicklungspolitischen Interessen Deutschlands und der Europäischen Union zu schaden. The article analyzes the cooperation of the Republic of Armenia with a number of internationalorganizations in the cultural sphere. The relevance of the stated topic of the study is explained by thefact that Armenia is rich in its cultural values and monuments, which are many centuries old, and whichare not only cultural attractions of the country, but also of international significance. The peculiaritiesof the cultural policy of the Republic of Armenia are shown. The legislative base of the Republicof Armenia is characterized, allowing to cooperate with international organizations in the culturalsphere. The most important projects on the preservation and dissemination of the cultural heritage ofArmenia, implemented with the help of the international community, are being considered. ; В статье проводится анализ сотрудничества Республики Армения с рядом международныхорганизаций в культурной сфере. Актуальность заявленной темы исследования объясняетсятем, что Армения богата своими культурными ценностями и памятниками, которым насчи-тывается много веков, и которые являются не только культурными достопримечательностямистраны, но имеют и международное значение. Показываются особенности культурной политикиРеспублики Армения. Характеризуется законодательная база Республики Армения, позволяю-щая сотрудничать с международными организациями в культурной сфере. Die Attribution von Cyberangriffen ist ein souveräner Akt der EU-Mit­gliedstaaten. Diese haben jedoch unterschiedliche technische und geheim­dienstliche Fähigkeiten. Das führt zu Inkohärenzen in der europäischen Cyberdiplomatie, etwa bei der Verhängung von Cybersanktionen. Die Analyse der politischen Reaktionen auf die Cybervorfälle WannaCry, Not‑Petya, Cloud Hopper, OVCW und Bundestag-Hack offenbart folgende Probleme: Die Attribution dauert lange und ist auf Erkenntnisse von Nato-Partnern angewiesen; die technischen Realitäten und die rechtlichen Tatbestandsmerkmale zur Klassifikation und Verfolgung von Cyber­angriffen passen nicht immer zusammen; die Gewichtung der Tatbestands­merkmale ist unklar. Cybersanktionen sollen gezielte Maßnahmen und vor allem in ihrer Intensität verhältnismäßig sein: Destruktive Angriffe wie WannaCry oder NotPetya sollten härtere Konsequenzen nach sich ziehen als alltägliche Fälle von Cyberspionage wie Cloud Hopper oder Bundestag-Hack. Hier muss die EU ihre Werkzeuge genauer konfigurieren. Die EU sollte die rechtlichen Tatbestandsmerkmale schärfen und Beweis­standards zur Attribution vereinheitlichen. Die Gemeinsame Cyber-Stelle der EU und EU INTCEN im Europäischen Auswärtigen Dienst sollten ge­stärkt werden, um den Austausch forensischer Informationen zu verbessern und die Politik der Attribution effektiver koordinieren zu können. Die EU-Mitgliedstaaten und ihre alliierten Partner müssen Angreifer häu­figer gemeinsam verurteilen, damit die davon ausgehende politische Bot­schaft wirklich deutlich wird. Dazu wäre es sinnvoll, für den Erlass von Cybersanktionen qualifizierte Mehrheitsentscheidungen zuzulassen. (Autorenreferat)

This article explores an understudied dimension of the International Criminal Court 'Africa Problem' – low contestedness. In a world of enduring cultural differences, norm contestation is inevitable. Yet, regular and institutionalized access to meaningful contestation for stakeholders (contestedness) can turn contestation into consensus instead of conflict. African stakeholders did not enjoy such access in the negotiation, diffusion and, most importantly, in the implementation of the Rome Statute. This helps explain the current normative crisis, which we reconstruct as a series of contestation moves. It also informs the path forward to resolve the crisis.

Critical Security Methods offers a new approach to research methods in critical security studies. It argues that methods are not simply tools to bridge the gap between security theory and security practice. Rather, to practise methods critically means engaging in a more free and experimental interplay between theory, methods and practice. This recognises that the security practices we research are often methods in their own right, as forms of surveillance, data mining, visualisation, and so on, and that our own research methods are themselves practices that intervene and int.

This research presents a socio-cultural analysis of the discourse in documents of the International Labor Organization (ILO), considering a great number of its foundational texts and manifestos belonging to public domain. A selection of texts from these writings has permitted placing the analysis within the socio-critical perspective. The socio-critical perspective rests firmly on Michel Foucault's (2005) concepts of discourse and the dilemma of representation, which have been so important in influencing the socio-critical method of Edmond Cros (1986), as a strategy for approaching the aforementioned texts of that institution, a question that permits decoding the signals present in their original codes. The fundamental objective of this research is to make a structured reading of those documents, based on the interaction of Foucault (2005), Althusser (2008) and Cros (1986), to answer the hypothesis that their discursive practices respond more to a logic encoded in ideological apparatuses, power devices at the service of the State, than to regulation, mediation, protection and democratization in the world of work. ; Esta investigación trata del análisis sociocultural del discurso presente en documentos de la Organización Internacional del Trabajo (ILO, por sus siglas en inglés). Para su estudiose considera una gran parte de sus textos fundacionales y sus manifiestos que son del dominio público. Para ello, se ha hecho una selección de sus escritos que ha permitido situar el análisis en la perspectiva sociocrítica. La perspectiva sociocrítica descansa fuertemente en los conceptos sobre el discurso y sobre el problema de la representación de Michel Foucault (2005), que tan importantes han sido para informar del método sociocrítico de Edmond Cros (1986) como estrategia de aproximación a los documentos de esta institución, cuestión que permite descodificar las señales presentes en sus claves originales. El objetivo fundamental de la investigación es hacer una lectura estructurada de estos documentos, basada en la interacción de Foucault (2005), Althusser (2008) y Cros (1986) para responder a la hipótesis de que sus prácticas discursivas responden más a una lógica enclavada en aparatos ideológicos, dispositivos de poder al servicio del Estado, que a la regulación, la mediación, la protección y la democratización dentro del Mundo del Trabajo.
