The author looks at the problem of illiteracy in Africa and Nigeria. He points out that women, the main providers, are also the main sufferers. The lack of political will on the part of most African governments to abolish certain aspects of culture that disturb and frustrate efforts for total eradication of illiteracy by the year 2000 is stressed. The author connects the literacy crisis with the decline of rural schools, the neglect of indigenous African languages, and the dominance of a black elite which has lost its vision. (DÜI-Sen)

Over the last decade, the privatisation of public universities and the growth in the number of accredited private universities have picked up steadily in Kenya. The growth in the private university sector has been more in the number of institutions than in the volume of students, while in the public universities, privatisation has resulted in increased number of private students, whose enrollment in some institutions and programmes surpass the number of students on government sponsorship. This book addresses the implications of this development in Kenya, with regard to the responsiveness of private higher education to issues of broadening access, equity and the traditional research function of universities. Four tensions caused by the privatisation of universities in Kenya are raised in the book. First is the diminishing role of private higher education institutions as promoters of social equity, since access to the institutions and programmes is dependent of the ability to pay in a context where critical demand for university education comes from underprivileged groups. The second is the narrow definition of quality prevalent in private universities and programmes, against a context that demands broadened access and wider curriculum as a critical component of quality university education. Third is the dilemma of private universities focusing on low-captial intensive programmes when the development challenges of countries such as Kenya require investments in capital intensive science and technology oriented ones. The last tension discussed is the desire of universities in the developing world to proactively contribute to global knowledge economy when the imperatives of private university education restrict investments in basic research and knowledge production.

State legibility is an extended metaphor of writing, but does not have to be based on writing itself. In the Wa State of Myanmar–a de-facto state with high levels of illiteracy–state legibility is produced through a centralisation of information in military government and a grid-like re-organisation of settlement patterns. This article explores two correlations between projects of state legibility and ways of addressing others' intentions: First, centralisation of information forces subordinates to consider the intentions of the centre. Second, living in a grid forces people to consider each other's minds. State legibility, through the use of media that reference the results of action, enables verbalising others' intentions as their 'minds', that is, as the inner source of action. In a society where public mind reading has historically been discouraged, these projects have facilitated a regime of intention management in which public mind reading is central.

This essay examines the similarities and differences in how Great Britain and the United States fund religiously affiliated schools and other nonprofit organizations. While each country has adopted a different model of church‐state relations, their actual policies tend to converge. This article contends that both nations' funding policies fall short of attaining complete government neutrality in supporting people of all faiths and those of none, and proposes an alternative policy that promotes a genuine neutrality.

Abstract
The subject of unification is as vibrant as national movement even after 58 years of a fractured verdict. More than to achieve a physical conjugation it was an attempt for cultural fusion. The aspiration for linguistic unification was a part of the national discourse. The movement, which began with mystic originations, later on turned out to become communal. Political changes during 1799 A.D. and 1857 A.D. changed the fortunes of Mysore state and ultimately led to its disintegration and became the reason for this movement. The concept of unification is akin to the spirit of nationalism, against the background of colonial regime assigning parts of land to different administrative units without taking into consideration the historical or cultural aspects of that place. Kannadigas marooned in multi lingual states experient an orphaned situation got aroused with the turn of nineteenth century. The problem precipitated by the company was diluted by British when they introduced English education. Though the positive aspect like emergence of middle class is pragmatic, rise of communalism on the other hand is not idealistic.
This research paper is designed to examine the polarization of castes during unification movement of Mysore State (Presently called as State of Karnataka, since 1973, which was termed Mysore when integrated) which came into being in 1956 A.D. Most of the previous studies concentrate on two aspects viz ideological discourse and organizational strategies adopted to gain Unification. The course of the unifi cation movement and role of Congress party dominates such studies while some of them concentrate on the leaders of the movement. Other studies are ethnographical in nature. 'Community Dominance and Political Modernisation: The Lingayats' written by Shankaragouda Hanamantagouda Patil is a classic example. Mention may be made here of an recent attempt by Harish Ramaswamy in his 'Karnataka Government and Politics' which has covered almost all aspects of emergence of Karnataka as a state but communal politics during unification movement has found no place. 'Rethinking State Politics in India: Regions within Regions' is an edited book by Ashutosh Kumar which has articles on 'Castes and Politics of Marginality' where a reference is made to caste associations and identity politics of Lingayats, but the area of study is neighboring Maharashtra and not Karnataka. Though it contains two articles on Karnataka its subject matter doesn't pertain to this topic. One more important effort is by 'Imagining Unimaginable Communities: Political and Social Discourse in Modern Karnataka' where the author Raghavendra Rao thinks Karnataka and India as two unimaginable communities and discuss primarily the founding moments of negotiation between the discourses of Indian nationalism and Kannada linguistic nationalism. It is more an intellectual history and throws light on nationalism in a colonial context.
Mostly studies concentrate on either the course or the leaders of the movement. Invariably congress as an organization finds place in all studies. But the blemish of such studies is a lesser concentration on activities of major socio cultural groups. The role of socio cultural groups assumes importance because of the milieu at the beginning of 20th century which annunciated a wave of social changes in the state. It is a known fact that the movement for linguistic state was successful in bringing a political integration of five separate sub regions but failed to unite people culturally. This concept of unification which is akin to the spirit of nationalism got expressed at the regional level in the sense of respect for once own culture, language and people. In case of Karnataka this expression had political overtones too which is expressed by some who fought for it (Srinivas & Narayan, 1946 ). Most of the early leaders of unification movement (and for that matter even movement for independence too can be cited here) belonged to one particular caste, and with passing of time has led to the notion of domination of that caste over the movement. This paper tries to give justice in a limited way by giving legitimate and adequate recognition for those castes which deserves it and do away with misconceptions. Two concepts political modernization and social mobility are used. The later derives its existence from the former in this case. The data used here is primarily gained from news papers and secondary sources like books and interviews given by participants. No hypothesis is tested nor any theory is developed in this attempt but historical materials are examined in the light of modernity. The key problem discussed here is emergence of communal politics and the role of social groups in unification. Biases of regionalism, caste and class have been overcome by rational thinking.

A thesis submitted to the University of Bedfordshire in partial fulfilment of the requirements for the degree of Doctor of Philosophy ; The development of physical education and school sport (PESS), a once 'marginalised' subject within the school curriculum, over the period 2003-2010 has often been referred to as the 'quiet revolution'. An increased political interest in PESS and the idea that sport could be used to address wider social issues resulted in two major strategies, Physical Education, School Sport and Club Links (PESSCL 2003-2008) and Physical Education and Sport Strategy for Young People (PESSYP 2008-2013) and £2.4billion of funding. Drawing on Bernstein's concept of the pedagogical device, this thesis seeks to understand how these two strategies were transmitted, transformed and realized in the secondary field and examines the extent to which they impacted on the pedagogic practice of PESS. This research study, conducted from within a School Sport Partnership, draws on a range of ethnographic methods including in-depth interviews with Partnership Development Managers, School Sport Coordinators, Primary Link Teachers and physical education teachers across a sub-regional area of London. This data was supplemented with extensive field diaries, partnership documentation and emails. Analysis of the data was conducted using grounded theory in NVivo9. The research findings are presented in three data chapters. The first examines the positioning of the PDM in the space at the interface between the recontextualising and secondary fields. The second results chapter investigates the realization of the PESS strategies and specifically examines the process of transmission and transformation of discourse as it passes through the complex infrastructure of School Sport Partnerships. The final data chapter discusses the impact of the PESS strategies on the pedagogic practices of teachers, and focuses extensively on the target driven culture which dominated practice within the secondary field. The lack of impact on pedagogic practice, particularly within secondary physical education, emerges as a key issue. The dominance of policy targets as the core evaluative rules of the PESS strategies emerged as a limiting factor in the realization of change. The thesis concludes with a discussion of the key findings and the implications for agents and/or agencies tasked with implementing and enacting change in the school setting. In applying the pedagogic device, we are able to analyse the role that the evaluative rules have in prioritising aspects of policy implementation and investigate the challenge of innovation and change. However I argue that Bernstein's theory is not sufficiently sensitive to a number of the complexities of the contemporary educational landscape and needs further development and adaptation if we are to continue to use the pedagogic device to examine the process of recontextualisation and realization of policy in PESS.

Authors' introductionAlthough Latinas/os have a long history in the United States and represent a growing percentage of the population, they remain largely invisible or stereotyped in popular images and discourses. Ahistoric, fragmented, and individual‐level perspectives often frame Latina/o migration, education, and activism and thus negatively influence public perceptions and policy. Fortunately, over the past 30 years, scholars in disciplines such as sociology, history, Chicana/o–Latina/o Studies, and Latin American Studies have done much to remedy these gaps and misperceptions. However, for a broad and inclusive approach to understanding the structures influencing Latina/o lives and communities, we believe that more work is needed to connect these scholarly developments which are often separated by academic divisions. Thus, we recommend the following materials that together offer a multidisciplinary and multifaceted framework that highlights the significance of global capitalism and white supremacy on Latina/o immigration, education, and activism. Key to this framework is a movement away from individual‐level arguments and assimilationist perspectives to an emphasis on US imperialism, economic exploitation, and schooling within capitalism. Fear and Learning at Hoover Elementary (1997)In this documentary, Director Laura Angelica Simon details the contemporary impact of anti‐immigration policies and debates on students and teachers at a Los Angeles elementary school. The documentary was made during the 1990s when California was in the midst of an economic recession and citizens were voting on Proposition 187, an initiative that sought to deny social services to undocumented immigrants. It is a powerful teaching tool that includes students' voices and experiences; however, we suggest combining the video with some historical background on US military, economic, and political involvement in Latin America. Viewers might also be encouraged to deconstruct some of the director's images, interview questions, and racially loaded language. Made in L.A. (Hecho in Los Angeles) (2007)This documentary follows the lives of three inspiring Latina garment workers originally from Mexico and El Salvador and their participation in the 3‐year struggle for labor rights. In the process of organizing through the Garment Worker Center for basic labor protections from the trendy clothing retailer Forever 21, the women become increasingly empowered – resulting in one who separates from her husband and another who becomes an organizer. Woven throughout their narratives are the historical struggle of garment workers, the role of nation‐states in dividing families, and the power of coalition building. Salt of the Earth (1954)This feature‐length move is based on an actual labor struggle of the era. It examines the intersections of class, race/ethnicity, and gender as a primarily Mexicana/o community goes on strike and struggles with historic patriarchy to unify against the large mining company that dominates their lives. The movie deals with the legacy of US conquest of the Southwest and capitalist expansion in the region, while showing how communities have struggled to challenge inequalities. Salt of the Earth was made by artists shunned during the McCarthy era and the movie was not played widely in the United States. Much of the cast were not professional actors but were workers and union activists involved in the strike. Taking Back the Schools (1996)This documentary focuses on the 1968 Chicana/o School Blowouts where over 10,000 East Los Angeles students walked out of their high schools demanding bilingual‐bicultural education, more Mexican American teachers, relevant curriculum, accurate textbooks, and the end of curriculum tracking and prejudiced teachers who steered Mexican Americans into vocational classes. It uses original footage from the walkouts and contemporary interviews with the student organizers. It also highlights the precursors to the walkouts such as a history of Spanish language repression and de jure and de facto segregation in schools. Voces inocentes/Innocent Voices (2005)Set in 1980s El Salvador, the movie follows the life of a young boy during the Civil War.
