Since their adoption, they have become the standards applicable to these institutions with a mandate to promote and protect human rights. This book results from a long-term research effort aimed at tackling complex non-standard packing issues which arise in space engineering. The main research objective is to optimize cargo loading and arrangement, in compliance with a set of stringent rules. Complicated geometrical aspects are also taken into account, in addition to balancing conditions based on attitude control specifications. Chapter 1 introduces the class of non-standard packing problems studied. Chapter 2 gives a detailed explanation of a general model for the orthogonal packing of tetris-like items in a convex domain. A number of additional conditions are looked at in depth, including the prefixed orientation of subsets of items, the presence of unusable holes, separation planes and structural elements, relative distance bounds as well as static and dynamic balancing requirements. The relative feasibility sub-problem which is a special case that does not have an optimization criterion is discussed in Chapter 3. This setting can be exploited by introducing an ad hoc objective function, aimed at facilitating the finding of integer-feasible solutions. The third chapter also discusses the issue of tightening the general MIP model by introducing valid inequalities. A MIP-based heuristic approach is developed in Chapter 4, where the basic concept of abstract configuration is presented. Chapter 5 is devoted to experimental results relevant to a real-world application framework. Chapter 6 adopts both extensions of the general MIP model and non-linear formulations to tackle two further non-standard packing issues. The final Chapter 7 presents conclusions and provides insights regarding prospective developments (including non-standard scheduling aspects). Practitioners and researchers interested in advanced optimization model development and solution in the context of logistics, transportation systems, complex structures, manufacturing and electronics will find this book useful. The focus of this book and its geometric notions is on real vector spaces X that are finite or infinite inner product spaces of arbitrary dimension greater than or equal to 2. It characterizes both euclidean and hyperbolic geometry with respect to natural properties of (general) translations and general distances of X. Also for these spaces X, it studies the sphere geometries of Möbius and Lie as well as geometries where Lorentz transformations play the key role.Proofs of newer theorems characterizing isometries and Lorentz transformations under mild hypotheses are included, such as for instance infinite dimensional versions of famous theorems of A.D. Alexandrov on Lorentz transformations. A real benefit is the dimension-free approach to important geometrical theories. New to this third edition is a chapter dealing with a simple and great idea of Leibniz that allows us to characterize, for these same spaces X, hyperplanes of euclidean, hyperbolic geometry, or spherical geometry, the geometries of Lorentz-Minkowski and de Sitter, and this through finite or infinite dimensions greater than 1. U. S. Social Welfare Reform examines pivotal changes in social welfare for low-income families in the United States between 1981, the advent of the Reagan administration, and 2008, the end of the G.W. Bush administration. It focuses on the change from the Federal-state open entitlement Aid to Families with Dependent Children (AFDC) program to the time-limited state run Temporary Assistance to Needy Families (TANF) program which Congress authorized with passage of the Personal Responsibility and Work Opportunity Act of 1996. The book also focuses on the development of the Earned Income Tax Credit (EITC) program, enacted in 1975 against the backdrop of failed efforts to nationalize AFDC which aimed at providing a basic income to all poor families, but which blossomed with continued bipartisan support in the 1990s. This book also explores alternative strategies to assist low-income families, including job training programs. It present original research on the educational and economic well-being of youth from low-income families who participated in government sponsored job training programs in the late 1970 and early 1980s. The book seeks a middle ground between general and technical social policy texts. It provides more depth than is available in the more general social policy texts. Further, while the more comprehensive texts often rely on government documents and reports relying on Current Population Survey data to profile program use, this book relies on panel data from the National Longitudinal Surveys and presents original research that builds upon prior related research and scholarship about the role of the federal government in social welfare provisioning in general and AFDC/TANF and EITC use in particular and on school-to-work transition programs. Military and defense-related procurement has been an important source of technology development across a broad spectrum of industries that account for an important share of United States industrial production. In this book, the author focuses on six general-purpose technologies: interchangeable parts and mass production; military and commercial aircraft; nuclear energy and electric power; computers and semiconductors; the INTERNET; and the space industries. In each of these industries, technology development would have occurred more slowly, and in some case much more slowly or not at all, in the absence of military and defense-related procurement. The book addresses three questions that have significant implications for the future growth of the United States economy. One is whether changes in the structure of the United States economy and of the defense-industrial base preclude military and defense-related procurement from playing the role in the development of advanced technology in the future, comparable to the role it has played in the past. A second question is whether public support for commercially oriented research and development will become an important source of new general-purpose technologies. A third and more disturbing question is whether a major war, or the threat of major war, will be necessary to mobilize the scientific, technical, and financial resources necessary to induce the development of new general-purpose technologies. When the history of United States technology development in the next half century is written, it will focus on incremental rather than revolutionary changes in both military and commercial technology. It will also be written within the context of slower productivity growth than of the relatively high rates that prevailed in the United States in the 1950s and 1960s or during the information technology bubble that began in the early 1990s. These will impose severe constraints on the capacity of the United States to sustain a global-class military posture and a position of leadership in the global economy.
