Abstract.Arguably, international finance is one of the most exciting areas in economics. Die Entwicklung der letzten drei Jahrzehnte auf den Güter- und Finanzmärkten macht eine Tendenz zu globaler Verflechtung deutlich. Ursachen für die Globalisierung der Finanzmärkte liegen im Wachstum des internationalen Handels, in der Internationalisierung der Produktion und im Abbau von Marktsegmentierungen. Für die Welt insgesamt wie auch für die an den Kapitalbewegungen beteiligten Volkswirtschaften ist die internationale Kapitalmobilität wohlfahrtssteigernd. Sie bewirkt jedoch innerhalb der Länder Einkommensumverteilungen zu Gunsten des knapper werdenden Faktors: zu Gunsten des Kapitals im Kapital exportierenden Industrieland und der Arbeit im kapitalimportierenden Entwicklungsland. Stabile, transparente, wettbewerbskonforme Regeln in Verbindung mit einer nationalen Sozialpolitik, die den Schwächeren hilft, ohne die Arbeitsanreize zu zerstören, bieten Handhabe genug, die Risiken gering zu halten. Zunächst skizziert der Autor die unterschiedlichen Zweige der Zukunftsforschung und benennt Qualitätskriterien, die die Zukunftsforschung erfüllen muß. Anschließend werden die wichtigsten Leitziele der Zukunftsforschung dargestellt (niedrige Stoff- und Energieströme, Nutzung regenerativer Energien, Vermeidung von irreversiblen und quasi irreversiblen Folgen, Verminderung sozialer Disparitäten, Erhaltung von Mobilität). Vor diesem Hintergrund werden dann die Institutionalisierungen der Zukunftsforschung und der Politikberatung im politischen System der Niederlande und Schwedens betrachtet. Einen Schwerpunkt bildet hierbei die Methodik der internationalen Zukunftsforschung. Der Autor kommt zu dem Ergebnis, daß die deutsche Zukunftsforschung im internationalen Vergleich hinsichtlich ihrer gesellschaftlichen Relevanz und ihrer politisch-institutionellen Verankerung gravierende Mängel aufweist. Die Zerstörung der natürlichen Ressourcen betrifft alle Bereiche der Biosphäre, wobei gefährliche Rückkoppelungen zu befürchten sind, etwa aus dem Zusammenspiel zwischen Tropenwaldzerstörung, Weltklimaveränderung und Artenverlust. Die Zerstörung der Tropenwälder ist Teil umfassender globaler Veränderungen, die eng mit Fragen der Unterentwicklung in der "Dritten Welt", dem steigenden Bevölkerungsdruck und dem Konsumverhalten in den Industriestaaten zusammenhängen. Als klassisches Beispiel für die Nichtbeachtung des Prinzips der Nachhaltigkeit des menschlichen Wirtschaftens beschreibt der Autor den Raubbau an den Tropenwäldern und seine Ursachen. Ferner werden die Berichte der Enquete-Kommission zum Schutz der Tropenwälder, der Bericht der Bruntland-Kommission und verschiedene Vorschläge für die Weltklimakonferenz im Juni 1992 in Rio de Janeiro diskutiert.
