The 4th International Network of Twin Registries (INTR) Consortium Meeting took place in Osaka, Japan, September 28–29, 2015. The venue was the Osaka Medical Center for Medical Innovation and Translational Research. An overview of presentations and other activities is provided. Next, 1930s research on familial fraternal twinning, preference for masculine faces, physical aggression and epigenetics, and a prenatal education program for parents of multiples are described. Current twin-related events include the 2016 Guinness Book of World Records (GWR), the oldest living male twins, newly reunited twins, the birth of panda twins and a controversial twin-based website.

The author's goal is to analyze the impact of changes in the international security environment on the defense policy of New Zealand in the second decade of the 21st century. It was found that the changes have a direct impact on New Zealand's policy during the governments lead by the National Party. The evidence can be found in the documents and decisions e.g. increase of defence spending and modernization of armed forces. Moreover, the start of developing the national security policy, which combines a number of different policies regarding state's security. There is no doubt that the National Party implemented a program of strengthening defence capabilities. The author will prove that it happened due to new threats to international security. The content of documents issued in the years 2008–2016 cleary confirm that argument eg. military spending of 20 billion NZD in the coming years. It should be considered as a correct direction because of opposing the negative consequences of changes in the natural environment, the growing role of the People's Republic of China, the nature of contemporary armed conflicts and terrorism is possible only by using a holistic approach to security. This point of view is strongly supported by an opinion that geographic isolation is no longer a guarantee of peace for New Zealand. It is impossible in the times of the 21st Century globalization and the rapid technological development manifested by a series of new, previously unknown cyber-threats. These are particularly dangerous for New Zealand's society due to the level of use of new technologies in ordinary life.To sum it up, the author of the issue will be based on the neorealist perspective and try to prove that the changes in the international security environment have direct impact on the defence and security policy of New Zealand. Key words: New Zealand; defence policy; national security policy; international security environment; New Zealand Defence Force. ; Celem Autora jest analiza wpływu zmian w międzynarodowym środowisku bezpieczeństwa na politykę obronną Nowej Zelandii w drugiej dekadzie XXI wieku. Stwierdzono, że zachodzące zmiany mają bezpośredni wpływ na politykę nowozelandzką w czasie rządów, na których czele stała Partia Narodowa. Ich odzwierciedleniem jest zawartość dokumentów dotyczących polityki w wymienionym obszarze i wynikające z nich działania m.in. wzrost wydatków na obronność wraz z towarzyszącym mu programem modernizacyjnym sił zbrojnych Nowej Zelandii. Dodatkowo zaś ze względu na charakter współczesnych wyzwań i zagrożeń bezpieczeństwa rządzący państwem zdecydowali się rozpocząć budowę kompleksowej polityki bezpieczeństwa narodowego. Biorąc to pod uwagę można stwierdzić, że Partia Narodowa realizowała swoje postulaty przedwyborcze, w których akcentowano konieczność wzmacniania zdolności obronnych, w szczególności rozwoju nowozelandzkich sił zbrojnych oraz integracji prowadzonych polityk związanych z bezpieczeństwem państwa. Zawartość dokumentów wydanych w latach 2008–2016 wyraźnie dowodzi działań w tym kierunku. Należy je uznać za słuszne, ponieważ przeciwstawienie się negatywnym konsekwencjom zmian w środowisku naturalnym, rosnącej roli Chińskiej Republiki Ludowej, charakterowi współczesnych konfliktów zbrojnych oraz obawom o rozwój organizacji terrorystycznych, możliwe jest przy zastosowaniu całościowego podejścia do bezpieczeństwa. Odpowiada temu pogląd głoszony silnie w tym okresie, że geograficzna izolacja nie jest już gwarantem pokoju dla Nowozelandczyków. Trudno bowiem o to nie tylko w czasach XXI wiecznej globalizacji, ale i tak gwałtownego rozwoju technologicznego przejawiającego się szeregiem nowych, nieznanych wcześniej cyber-zagrożeń. Main description: Florian Melloh legt in der vorliegenden Publikation die Grundlagen für eine einheitliche Strafzumessung im ICC-Statut. Er berücksichtigt dabei Gedanken der Gleichbehandlung und des Entscheidungsprozesses. Diese verweisen auf normative Mechanismen in den Rechtsquellen des ICC-Statuts: Der Autor belegt und vereint eine Völkerstraftheorie als Rechtfertigung von Strafe und Strafmaß, weist eine Strafzumessungsmethode nach und bestimmt die Bezugspunkte der Strafe. Weiterhin zeigt er wesentliche Strafzumessungsumstände auf, verdichtet Verhältnismäßigkeit und Graduierung zu einer Strafstruktur und beleuchtet die Strafzumessungsinformation im Prozess. Er befürwortet Richtlinienurteile, lehnt aber Strafzumessungsrichtlinien ab. Darüber hinaus erschließt er die Pflicht und den Umfang zur Begründung der Strafe und zur richterlichen Kontrolle der Strafzumessungsentscheidung. Florian Melloh schließt die Publikation mit dem Ausblick auf eine mögliche Strafstruktur im ICC-Statut ab.2009 ausgezeichnet mit dem Promotionspreis des Fachbereichs Rechtswissenschaften der Rechts- und Wirtschaftswissenschaftlichen Fakultät der Friedrich-Alexander-Universität Erlangen-Nürnberg und dem Förderpreis der Schmitz-Nüchterlein-Stiftung.

Der Artikel untersucht die Wirksamkeit bzw. Unwirksamkeit von Wirtschaftssanktionen, die auf multilateraler Ebene organisiert werden. Empirische Untersuchungen zeigen, daß meist Probleme in der Durchsetzung von Sanktionen das Scheitern derselben bedingen. Insbesondere ein fehlender gemeinsamer Organisationsrahmen, z.B. eine internationale Organisation, trägt dazu bei, daß einzelne Mitglieder eines Kooperationsbündnisses die Sanktionen unterlaufen. Diese "abtrünnigen" Staaten sehen sich meist starkem innenpolitischen Druck ausgesetzt, oder es herrscht Unsicherheit über die Absichten der anderen Kooperationspartner. Ohne einen institutionellen Überbau erweisen sich Bemühungen um eine kosequente gemeinsame Sanktionspolitik oftmals als kontraproduktiv. (SWP-Clv)

The concept of epistemic communities -- professional networks with authoritative and policy-relevant expertise -- is well-known thanks to a 1992 special issue of International Organization. Over the past twenty years, the idea has gained some traction in International Relations scholarship, but has not evolved much beyond its original conceptualisation. Much of the research on epistemic communities has been limited to single case studies in articles, rather than broader comparative works, and has focused narrowly on groups of scientists. As a result, it is often assumed, erroneously, that epistemic communities are only comprised of scientists, and that the utility of the concept for understanding International Relations is quite narrow. Consequently, an otherwise promising approach to transnational networks has become somewhat marginalised over the years. This article revisits the concept of epistemic communities twenty years later and proposes specific innovations to the framework. In an increasingly globalising world, transnational actors are becoming progressively more numerous and influential. Epistemic communities are certainly at the forefront of these trends, and a better understanding of how they form and operate can give us a clear demonstration of how knowledge translates into power.
