The Commonwealth has taken a particular interest in small states & has become the major advocate of their cause in the international system. This article traces the emergence of an interest in small states & the provision made within the Commonwealth to address their concerns. These are examined in outline, & the core interests of small states are identified. Recent actions taken by the Commonwealth Secretariat to promote their interests are then examined in detail. Three areas are identified: advocacy of their cause through development of the concept of vulnerability; policy advice in governance & economic development, with a focus on the joint study with the World Bank on the economic problems of small states; & the provision of technical assistance in a broad array of projects. The conclusion identifies five reasons why the Commonwealth has taken a particular interest in small states & argues that it will continue to give them high priority. Das Ziel dieses Buchs ist es darzustellen, dass die Menschenwürde auch in der internationalen Rechtspraxis als Topos betrachtet werden kann. Es soll verdeutlicht werden, dass die Betrachtung der Menschenwürde als Topos andere Dimensionen ihres Gebrauches in dem Argumentationsverfahren aufdeckt, die für die Bestimmung ihres Inhalts innerhalb des Rechtsdiskurses von Bedeutung sind. Der erste Teil schlägt eine Annäherung der Topik an die juristische Argumentation vor. Der zweite Teil befasst sich mit der Untersuchung verschiedener Fälle über Menschenwürde. Im dritten Teil wird eingehend die These untersucht, inwiefern die Menschenwürde auch im Völkerrecht als Topos gelten kann. Bezüglich des vorherrschenden Skeptizismus in der Rechtslehre wird die Position bekräftigt, dass die Menschenwürde durchaus in der Lage ist, das Vorgehen der internationalen Gemeinschaft normativ zu rechtfertigen und zu gestalten."Human Dignity as 'Topos' in International Law: an Inquiry into Legal Argumentation at Supranational Level from a Rhetorical-Empirical Perspective": This book argues that human dignity can be seen and evaluated as a rhetorical 'topos' in international legal practice. Over the years, it has become unambiguously clear that torture is a fundamental Human Rights Abuse. What has remained ambiguous is the definition of the term "torture." Unequivocally, International Law and International Human Rights Instruments absolutely prohibit torture at all times and in all circumstances. Apparently, however, universal condemnation has not yielded much traction in stopping the continuous infliction of physical agony and mental anguish on millions of people in all parts of the globe. Seit ihrer Unabhängigkeit Anfang der 1990er Jahre rückten die zentralasiatischen Staaten ins Blickfeld der internationalen Gebergemeinschaft, insgesamt wurden seither ca. 2 Mrd. US-Dollar in die Region investiert. Damit ist der Beitrag internationaler Geldgeber in den Bereichen Wirtschaft, Soziales, menschliche Dimension und Sicherheit beträchtlich, seine Verteilung ist jedoch nicht gleichmäßig. Im Folgenden wird am Beispiel des Gesundheitswesens in Zentralasien der Frage nachgegangen, wie sich diese Unterschiede erklären lassen. Dafür werden die Höhe der Entwicklungsgelder, die Hauptgeldgeber und ihre Schwerpunkte sowie die Rahmenbedingungen in den Empfängerländern analysiert. Es zeigt sich, dass neben der Höhe des Bruttoinlandsprodukts pro Kopf die Bewertung im Demokratie-Index von Bedeutung ist, wie auch gemeinsame wirtschaftliche und politische Interessen von Gebern und Empfängern. Die "Offenheit" bzw. "Abschottung" der Empfängerländer gegenüber ausländischer Hilfer stellt ebenfalls eine wichtige Determinante für die Unterschiede in der Verteilung der Gelder dar.

Highlights from the 15th International Congress of Twin Studies are presented. The congress was held November 16–19, 2014 in Budapest, Hungary. This report is followed by summaries of research addressing the differentiation of MZ co-twins by single nucleotide polymorphisms (SNPs), an unusual error in infant twin-singleton hospital registration, twins with childhood-onset narcolepsy with cataplexy, and the parenting effects of hearing loss in one co-twin. Media interest in twins covers a new Broadway musical based on the conjoined twins Violet and Daisy Hilton, male twins becoming famous in fashion, twins who turned 102 and unique insights from a conjoined twin survivor.

Europas Weg nach dem Krieg zu multilateralen Handels- und Zahlungsabkommen wurde durch drei Faktoren erschwert. Verteilungsprobleme und Unsicherheit über die internationalen Rahmenbedingungen liessen die europäischen Regierungen zögern, multilaterale Abkommen ohne finanzielle Unterstützung durch die USA anzunehmen. Ein Durchsetzungsproblem machte die US-Regierung widerwillig, ein multilaterales europäisches Handelssystem zu finanzieren. Die Tragweite dieses Problems wurde durch die institutionelle Ausgestaltung, die FLexibilität, Zentralisierung und besondere Entscheidungsregeln kombinierte, gemildert. Zentralisierung und Besondere Entscheidungsregeln lösten das Durchsetzungsproblem der US-Regierung. (SWP-Jns)
