Der Beitrag faßt aus russischer Sicht die Ergebnisse des Treffens zwischen Präsident El'cin und dem japanischen Ministerpräsidenten Hasimoto vom 18. und 19. April 1998 in Kanawa zusammen. Wenngleich der Verfasser gewisse Verhandlungsfortschritte in der umstrittenen Kurilenfrage feststellt, so ist man doch von einem Durchbruch in dem alles entscheidenden Punkt - dem Abschluß eines Friedensvertrags zwischen beiden Ländern - nach wie vor weit entfernt. Demgegenüber werden die bilateralen wirtschaftlichen Beziehungen als perspektivreich dargestellt. Insgesamt wird das Treffen als ein wichtiger Schritt auf dem Wege der Verbesserung der russisch-japanischen Beziehungen gewertet. (BIOst-Mrk)

EU-GCC relations started thirty years ago, but proceeded very slowly. After the first agreement between the two institutions in 1998, the EU transformed, the GCC slowly changed, the international system dramatically converted and rules between two parties were amended by the ENP of the EU. Although both sides need each other, obstinate policies caused cessation of relations several times. According to some scholars, the GCC is becoming a periphery region for them, however the GCC still needs the EU as a first market in total trade. Bilateralism, cultural differences, the GCC's loose integration and lack of EU leverage in the Gulf could be lined up as some reasons for the non-progressive relations. Recent developments such as Trump's election, Brexit, the Qatar crisis, 5+1 Iran Nuclear Deal and Russia's growing interest to the Gulf are affecting EU-GCC relations negatively. In this study, historical and recent developments and their effects on the EU-GCC relations were examined; and lastly some alternative solutions are discussed.

"Development Issues in Global Governance" presents the first serious academic study of multilateral organizations' current partnerships with the private sector. This new volume describes empirically, and analyzes theoretically, the impact of such partnerships on the practices, legitimacy and authority of the parties involved. With detailed case studies of key international bodies, including the World Health Organization (WHO), the International Labour Organization (ILO), the World Bank, and the UN's Education, Science and Communication Organization (UNESCO), the reader is given a clear understanding of present debates in this critical area of world affairs. This invaluable book: includes fresh case studies that deal with five different industries: pharmaceuticals, software, water supply, tobacco and chocolate; provides an overview of the scope of the phenomenon of partnerships in the multilateral system, and classification of different types; is based on detailed qualitative research, including extensive interviews in the multilateral organizations; places the findings in a rigorous theoretical framework, relating them to current trends in international politics and international political economy; examines the challenges contained in the Millennium Development Goals: the provision of drugs to HIV/AIDS patients and vaccination for all children; the bridging of the digital divide; combating child labour; and the provision of clean water to the poor. The authors conclude that we are witnessing the emergence of a new institutional form, best characterized as 'market multilateralism'.
