AbstractDer Beitrag behandelt das Verhältnis von Zivilgesellschaft und Kapitalismus anhand des philanthropischen Handels wirtschaftsbürgerlicher Eliten in deutschen und amerikanischen Städten von den 1870er Jahren bis 1914. In beiden Ländern war das Stiften und Spenden wohlhabender Unternehmer eine Form der Patronage. Für ihre Unterstützung erwarteten die reichen Geber jeweils Anerkennung und Loyalität. Zumindest in den großen Städten war die Wirkung großbürgerlicher Philanthropie als Instrument der Patronage jedoch zusehends begrenzt. In den Vereinigten Staaten bildete sich zunehmend eine differenzierte Kultur zivilgesellschaftlichen Engagements heraus. In Deutschland verengte besonders der Aufstieg des Wohlfahrtsstaates die Spielräume der Patronagephilanthropie, obwohl beides vielerorts koexistierte.
The constitutionally-based right of access to documents has a long history in Sweden and is considered crucial to Swedish democracy. On entering the EU in 1995, Sweden declared that public access to official records forms part of Sweden's constitutional, political and cultural heritage. The members of the EU for their part declared that they took it for granted that Sweden would fully comply with Community (now Union) law with respect to openness and transparency. Sweden continues to push for transparency when EU legislation that potentially contains secrecy clauses is negotiated. It turns out, however, that EU membership does pose challenges to the strong Swedish right of access to documents. The protection of personal data is controversial in Sweden to the extent that the stricter EU legislation clashes with the traditionally weak protection of privacy in Swedish law; the Swedish right of access to information has largely outweighed the right to privacy. Large amounts of publicly available personal data are amassed in databases by private actors for commercial reasons, under the protection of the Swedish constitution. This is causing problems, especially since Sweden considers Swedish constitutional law to precede EU legislation in the field of access to information. Sweden will somehow have to solve the dilemmas caused by the differing traditions of transparency between itself and other EU member states. Official Swedish inquiries and the EU Regulation will provide many answers to these questions in 2016.
Il conflitto israelo-palestinese è sin dal suo scoppio uno dei temi più trattati dai media occidentali; con una cadenza costante, che diventa quotidiana durante le frequenti fasi di crisi, Palestina e Israele entrano nelle nostre vite attraverso le immagini trasmesse dalla televisione, le analisi radiofoniche, i lunghi articoli stampati sui giornali. Attraverso l'analisi degli articoli comparsi sui due maggiori quotidiani italiani, La Repubblica e Il Corriere della Sera, nel ventennio compreso tra il 1993, anno della conclusione degli Accordi di Oslo, e il 2014, anno della morte di Ariel Sharon, questo lavoro tenta di comprendere quali siano stati i termini utilizzati dalla stampa italiana per narrare il conflitto israelo-palestinese. Partendo dal presupposto che la lingua utilizzata dai media non sia mai neutrale e la narrazione abbia un'influenza sulla realtà, si analizzano in queste pagine parole e concetti che, con cadenza regolare, sono stati scelti per descrivere il conflitto nel ventennio, e che, per il loro utilizzo, possono essere ritenuti fuorvianti o partigiani dopo essere stati contestualizzati. Per effettuare l'analisi, sono stati consultati e catalogati circa quattordicimila articoli, settemila per testata. Nel primo capitolo, "Un ventennio in Israele e Palestina attraverso i quotidiani italiani", seguendo un percorso cronologico che si sviluppa dall'agosto '93 al gennaio 2014, vengono accennate le problematicità riscontrate nell'utilizzo di alcuni termini, poi approfondite nei successivi tre capitoli. Nel secondo capitolo, "Religione, Olocausto, conflitto: una narrazione complessa", l'attenzione si concentra sui riferimenti alla Shoah e al nazismo all'interno della stampa italiana, uso da considerarsi strumentale in quanto volto a supportare la tesi della ricerca di "sicurezza" da parte di Israele e a perorare il progetto sionista della creazione di uno "Stato Ebraico". Nel terzo capitolo, "Narrare il terrorismo nel conflitto israelo-palestinese", si accenna alla complessità nell'affrontare l'argomento del terrorismo quando ci si trova coinvolti all'interno di un conflitto asimmetrico. Mentre il termine "terrorista" è utilizzato frequentemente in riferimento ai palestinesi, esso viene sostituito o ignorato nel caso l'esecutore di atti di terrore sia lo Stato israeliano o un ebreo israeliano. Particolare attenzione è qui riservata agli atti di terrorismo perpetuati dai coloni israeliani. Nel quarto capitolo, "Il caso Shalit e la comunicazione deviata", si deduce come, durante il sequestro del caporale israeliano, tenuto prigioniero cinque anni all'interno della Striscia di Gaza, non esistesse proporzione tra l'interesse mediatico per una vita umana dai tratti occidentali e quello per migliaia di palestinesi morti durante attacchi militari nella Striscia, definiti spesso "rappresaglie" a causa del lancio di razzi qassam. Come se il valore della vita umana fosse differente, a seconda dell'etnia di appartenenza. Questa tesi, nata da una riflessione sulla parte che può avere nell'evoluzione di un conflitto la parzialità dell'informazione, in particolar modo rispetto alla percezione del pubblico sulle crisi estere, per loro stessa natura distanti dal contesto quotidiano dello stesso e per questo motivo più complesse da comprendere, vuole essere solo un primo passo verso l'utilizzo di un linguaggio corretto e specialistico all'interno dei media nella narrazione dei conflitti odierni.
As the ASEAN Economic Community's (AEC) 2015 deadline approaches, the project suffers more detractors than supporters. A majority seems convinced that the initiative's deliverables, namely an integrated production space with free movement of goods, services, and skilled labour will not be achieved by December 2015. This 'bald' statement has some merit. But we must ask ourselves what the definition of economic community was when ASEAN decided to form an AEC. Even if we go with the notion that 'ASEAN cannot deliver on AEC', how far can we blame the organisation? And can AEC, as the only regional initiative, be blamed for policy changes in each member country's domestic economy, and hence for the possible negative fallouts? To answer these questions, this article will attempt to explain five crucial facts about ASEAN economic cooperation. This is important, as irrespective of any criticism, ASEAN will announce the attainment of the AEC on 31 December 2015.
After the reunification of Germany and the transition of some countries of central and Eastern Europe under the control of the West, radical changes in the European political system have occurred. Germany turned into a powerful state and began to provide the strategy for independent foreign policy, in which the regional policy in the Balkans, Caucasus and Middle East took the significant place. Germany tried to expand its influence to the countries of Balkan Peninsula, in alliance with Austria-Hungary against Russia, as well as in the beginning of 21st century. However, in the end of 20th century, after several failures in the foreign policy, Germany turned to Russia. Despite its expansionist policy, Germany had to coordinate every step with international organizations or even transfer them issues of conflict resolution in the region. Constantly competing with its allies (mainly the U.S. and UK), Germany was trying to build its foreign policy strategy in the way of increasing its influence in the strategically important region.
