การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบเครือข่ายการจัดการทรัพยากรน้ำในลุ่มน้ำท่าจีน และนำเสนอสภาพปัญหาเกี่ยวกับรูปแบบเครือข่ายในการจัดการทรัพยากรน้ำในลุ่มน้ำท่าจีน ผู้ให้ข้อมูลสำคัญ ได้แก่ ชาวบ้าน บุคลากรภาครัฐที่รับผิดชอบในการบริหารจัดการน้ำ และผู้มีส่วนได้ส่วนเสียกับการบริหารจัดการทรัพยากรน้ำลุ่มน้ำท่าจีน 13 จังหวัดจำนวน 26 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบมีโครงสร้าง และแนวคำถามการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) รูปแบบเครือข่ายการจัดการทรัพยากรน้ำในลุ่มน้ำท่าจีน ประกอบด้วย ความร่วมมือระหว่างภาคประชาชน ภาครัฐบาล ภาคเอกชน สถาบันการศึกษา และภาคีเครือข่ายที่เกี่ยวข้อง การบริหารจัดการข้อมูล การสร้างนวัตกรรมทั้งในเชิงความรู้และกระบวนการ การเสริมพลังอำนาจ และการทำงานตามระเบียบข้อปฏิบัติ 2) สภาพปัญหาลุ่มน้ำท่าจีน คือ บทบาทและหน้าที่ของคณะอนุกรรมการลุ่มน้ำขาดความชัดเจน ไม่มีหน่วยงานทำหน้าที่เป็นสำนักงานเลขานุการ ปัญหาการถ่ายโอนงานที่ก่อสร้างแล้วเสร็จให้กับองค์กรปกครองส่วนท้องถิ่น และปัญหาด้านสถานภาพขององค์กรผู้ใช้น้ำในพื้นที่ลุ่มน้ำ The objective of this research was to study the networking governance model of water resource management in the Tha Chin river and the problems on the networking governance model in water resources management in the Tha Chin river. Key informants 26 people include villagers, government personnel responsible for water management and stakeholders with the management of water resources in the Tha Chin river, 13 provinces. The research instruments were structured interview forms and group discussion questions. Data analysis used by content analysis. The results of the research were as follows: 1) Networking governance model of water resources management in Tha Chin river included collaboration among public sector, government sector, private sector, educational institution and related network partners, information management, creating innovation in both knowledge and process, empowerment and working according to regulations. 2) The problems of Tha Chin river were the role and function of the watershed subcommittee lacking clarity. There was no agency acting as the secretariat office. Problems transferring completed construction work to local administrative organizations and problems of the status of the water users organization in the watershed area.

Global governance is no longer a matter of state cooperation or bureaucratic politics. Since the end of the cold war, advocacy groups have proliferated and enjoyed increasing access to global governance institutions such as the European Union, World Trade Organization, and the United Nations climate conferences. This special issue seeks to push theories of interest groups and international non-governmental organizations forward. We argue that the advocacy group effects on global governance institutions are best understood by examining how groups use and shape domestic and global political opportunity structures. The individual articles examine how, when, and why domestic and global political opportunity structures shape advocacy group effects in global governance, across global institutions, levels of government, advocacy organizations, issue areas, and over time. As special interests are becoming increasingly involved in global governance, we need to better understand how advocacy organizations may impact global public goods provision.

Can there be democracy in America at work? The historical division between democracy in politics and hierarchy in the economy is under strain. Hierarchical interests in the economy are shifting their model of power into politics, and yet a commitment to revive the law is resurgent. Central examples are the proposed Accountable Capitalism Act, Reward Work Act, Workplace Democracy Acts, and Employees' Pension Security Acts. They would create a right for employees to elect 40% of directors on $1 billion company boards, a right for employees to elect one-third of directors on other listed company boards and require one-half employee representation on single-employer pension plans. All challenge long held myths: that labor's involvement in corporate governance is foreign to American tradition, that when codified in law, labor voice is economically inefficient; that the legitimate way to have voice in the economy is by buying stocks; or that labor voice faces insurmountable legal obstacles. This Article shows these myths are mistaken, by exploring the history and evidence from 1861. The United States has one of the world's strongest traditions of democracy at work. Economic democracy has not been more widespread primarily because it was suppressed by law. Americans favor voice at work, while asset managers who monopolize shareholder votes with "other people's money" enjoy no legitimacy at all. This Article concludes that, even without the federal government, and by recreating themselves as laboratories of democracy and enterprise, states can adapt the current proposals and rebuild a living law.

This article enquires into the potential of tort law to control private standardization and foster good governance in regulatory decision-making. Private standardization has been characterized as a political game of winners and losers: while for some firms it brings about opportunities for product development, innovation and market access, for others it means switching costs and barriers to trade. With so much at stake, firms have strong incentives to influence standardization and ensure that it meets their narrow private interests. This dynamic puts pressure on the integrity and quality of private standardization and has led policy-makers to require standards development organizations (SDOs) to adhere to good governance principles such as stakeholder participation, transparency and the use of state-of-the-art scientific research. Drawing on case law from the United States and Europe regarding the liability for negligent standardization, the article finds that tort law currently offers limited incentives for SDOs to comply with good governance norms. The degree to which compliance with such norms can be required appears to fundamentally depend on an ex post weighing of interests under the circumstances. This balancing, the article argues, should at least involve consideration of (i) the magnitude of risk private standardization is concerned with; (ii) the existing internal rules and procedures for private standardization; (iii) the costs concerned with the (re)organization of such rules and procedures; and (iv) the character and societal benefit of private standardization.

Indonesia has embarked upon a decentralized governance system after it was hit by economic crisis in 1997. This dissertation analyzes the way of inward FDI is managed since the introduction decentralization in Indonesia. The four empirical chapters examine the investment policies and the dynamic interactions between national-local government and multinational corporations (MNCs). Firstly, this study reveals the fact that the concept of sustainable development has been embodied in the investment policies gradually; nevertheless, the government lacks clear strategies to achieve that. Secondly, in the process of management of inward FDI, the central government remain takes dominant roles, however, the decentralized governance system increases the roles of sub-national governments so that collaboration between different levels of governments is crucial and inevitable. Thirdly, bargaining situation between local governments and MNCs are happened as under decentralized governance system, local leaders are forced by the constituent to ensure that communities' interests are being accommodated by MNCs. Lastly, the relationship between government and MNCs is cooperative, however, two-tier bargaining process involving multilevel governance actors happen in the interaction process. The first-tier bargaining process occurs between the host country government and home country government, which result in the investments agreements between countries. The second-tier bargaining process occurs between the host country government and individual MNCs involving local governments actors and the local community.

India and China have attracted research interest due to their potential to catch up to developed nations. The framework of the National Innovation System (NIS) is a popular theory to explain the role of the state in supporting knowledge creation and learning capacity for the catching-up stage. Various comparative studies on sectoral innovation or geography of innovation in India and China have been conducted, mainly by economists. This chapter tries to bring the non-quantified factor-constitutional governance into the discussion from three aspects of the political philosophy for achieving social revolution and social justice, power distribution from three dimensions of vertical, horizontal, and state versus citizen, which have not been favored by economists, due to their lack of rigorousness. At the end, the chapter applies the factors to the analysis of their influence on the economic development path and on the innovation strategy in India and China.

International audience The need to collect data on governance-related issues has been growing since the 1990s. Demand gained momentum in 2015 with the adoption of SDG16 worldwide and Agenda 2063 in Africa. African countries played a key role in the adoption of SDG16 and are now leading the process of collecting harmonised household data on Governance, Peace and Security (GPS). Yet the possibility has recently been raised that sensitive survey data collected by government institutions are potentially biased due to self-censorship by respondents. This paper studies the potential bias in responses to what are seen as sensitive questions, here governance issues, in surveys conducted by public organisations. We compare Afrobarometer (AB) survey data, collected in eight African countries by self-professed independent institutions, with first-hand harmonised GPS survey data collected by National Statistics Offices (NSOs). We identify over 20 similarly worded questions on democracy, trust in institutions and perceived corruption. We first compare responses from AB survey respondents based on who they believe the survey sponsor to be. No systematic response bias is found between respondents who believe the government to be behind the AB survey and those who consider it to be conducted by an independent institution. Our estimations suggest that the observed residual differences are due to a selection bias on the observables, which is mitigated by propensity score matching procedures. The absence of a systematic self-censorship or attenuation bias is further evidenced by means of an experimental design, whereby responses from GPS surveys conducted by NSOs (the treatment) are compared with AB surveys sponsored by reportedly independent bodies. Our results provide evidence, at much higher levels of precision than other existing data sources, of the capacity and legitimacy of government-related organisations to collect data on governance as a matter of national interest and sovereignty.

In July 2018, the Syrian Arab Army launched a military campaign and restored territorial control over Daraa governorate after a subsequent Russian-brokered negotiation. Based on interviews with ex-rebels, 8th Brigade fighters and civilians, this study describes the recent developments in Daraa and investigates variations in the security situation and service provision across the regions of Daraa. It explores the impacts that the availability and effectiveness of civilian and military intermediaries have on service provision, security and interactions between the local population and government institutions.

Zimbabwe experiences economic depression which affects business and performance of many organizations including State Owned Enterprises. Scholars argue that poor governance affected State Owned Enterprises. The paper aims to analyse governance issues at State Owned Enterprises in Zimbabwe. The purpose of the study was to analyse the appointment of board of directors at State Owned Enterprises, to establish the impact of political interference on State Owned Enterprises and to provide recommendations for the improvement of State Owned Enterprise governance. The study used desk-top research where analysis of documents presented by other scholars are analysed and apply the information to the current state of State Owned Enterprises in Zimbabwe. It follows the line of a concept paper. The study established that State Owned Enterprises were facing governance challenges. Poor governance was caused by political, economic and poor management factors among other causes. The paper provides recommendations, among them, the government to privatise and use other models of State Owned Enterprise restructuring strategies.

This study aims to analyze, identify and describe strengthening Local Government Organisation Gorontalo District; Methods: Using qualitative research, data collection techniques; observation, interviews and documents. data analysis interactive model of Miles, Hubermen and Saldana (2014). The results showed that: Strengthening the organization, which includes; 1) the incentive has been running with a performance-based; 2) utilization of personnel not comply pd principle the right man on the right pleace; 3) leadership is more motivation in improving individual and organizational performance; 4) organizational culture refers to the Standard Operating Procedure (SOP) that have been standard; 5) communication has been running well, but need to increase understanding of the message to avoid mis communication between SKPD; 6) organizational structure has been carried out by the organization's needs but still dependent on central government policy to discretionary policies at local level walk less than the maximum.

BRICS is an acronym for the alliance of the five largest emerging economies: Brazil, Russia, India, China and the South African Republic. The BRICS member states are known for their significant impact on regional issues and are all members of the group of the 20 most developed countries in the world (G20). The projection of the BRICS countries is to become the main drivers in the growth of the world economy by 2030. Cooperation between these countries is driven not only by economic and political factors, but also by the failure of the existing global framework that determines corporate governance systems to meet the needs of these countries. The BRICS member states are continuously growing, and with political initiatives, they make a significant contribution to the development of both developed and developing countries. In recent years, these countries have been seen as drivers of global development and are characterized by well developed corporate governance systems that are continually upgrading and strengthening them.

Roma health inequities are a wicked problem. Despite concerted efforts to reduce them under the Decade of Roma Inclusion initiative, the health gap between Roma and non-Roma populations in Europe persists. To address this problem, the European Commission devised the National Roma Integration Strategies (NRIS). This paper provides a critical assessment of the implementation of the NRIS' health strand (NRIS-H) in Spain and proposes an evaluation tool to monitor Roma health policies – the Roma Health Integration Policy Index (RHIPEX). It also makes recommendations to promote Roma health governance. To achieve these goals, four community forums, 33 stakeholder interviews and a scoping review were conducted. Results show that the NRIS-H implementation is hindered by lack of political commitment and poor resource allocation. This has a negative impact on Roma's entitlement to healthcare and on their participation in decision-making processes, jeopardising the elimination of the barriers that undermine their access to healthcare and potentially contributing to reproduce inequalities. These unintended effects point out the need to rethink Roma health governance by strengthening intersectional and intersectoral policies, enabling transformative Roma participation in policymaking and guaranteeing shared socio-political responsibility and accountability. ; info:eu-repo/semantics/acceptedVersion

Results of the study foundthat the public approved the application of the principles of good governance in theservice of licensing conducted by the Agency of Integrated Services and capital investment(BPTPM) Kota Pekanbaru. Factors that hinder the application of the principles of goodgovernance in the service of the Agency's Integrated Services in licensing and Investment(BPTPM) Kota Pekanbaru is the factor of human resources and community patterns ofthought against the ministry. While the factors that support the application of theprinciples of good governance in the service of the Agency's Integrated Services inlicensing and Investment (BPTPM) Kota Pekanbaru is a factor and infrastructure, policysupport and financial support.
