Situated at the interface between post-Keynesian and ecological economics, this article investigates the theoretical possibilities for a degrowth transition to take place while preserving macroeconomic stability. More precisely, the objective is to find whether in a neo-Kaleckian model of growth and distribution an equilibrium with a zero or even negative rate of accumulation can coexist with the Keynesian stability condition being verified. Our results are threefold. First, we confirm that adding the rate of depreciation to the canonical model allows for such an equilibrium to exist, but argue in favor of considering animal spirits rather than the depreciation factor as a potential policy variable for the management of the degrowth transition. Second, other elements such as overhead labour, a tax on capital, an autonomous component in consumption expenditures and a budget deficit can all give this result and provide more 'space' for the equilibrium with a negative rate of accumulation. Finally, we use the mechanism of the Sraffian supermultiplier to illustrate that combined political action and adoption of a more ecological mode of living can be the drivers of a stable degrowth transition. After the transition is completed, the stabilisation of aggregate consumption maintains the economy in a stationary state, at an ecologically sustainable level.

Her temper tempers the morose religiosity of her husband; her cheerfulness galvanises around her musicians, composers, choreographers and men of letters. His enthusiasm and his casualness encourage to multiply the balls, the plays, the theatrical performances, the lotteries of chinoiseries ... The taste of the duchess is eclectic. She dances ballet-masquerade, is seduced by the magical fairy tale, touches the harpsichord with a certain talent, applauds the Italian Theater and interprets the sacred tragedies offered by Madame de Maintenon. The last years of the reign of Louis XIV were thus reborn, under the influence of expensive entertainment honored by the king, all a literary, musical, but also architectural patronage, around the work of development of the Menagerie, whose enjoyment is offered to The Duchess. The court emerges from its torpor during this pivotal time that connects the extinct splendors of the court of the Sun King with the excesses of the Regency, then of Louis XV. By illuminating his formative years, studying the patronage of the Duchess of Burgundy within the court system and a policy of distinction marked by the pregnance of several political clans, by questioning the efflorescence of funeral orations of where pierced the disappointed hopes and the collective imagination of the nation, the present volume intends to fill the gaps of contemporary historiography long remained silent on the brief destiny of Marie-Adélaïde of Savoy and the climate of the court of Versailles between 1696 and 1712. - En octobre 1696, s'ébranle depuis Turin le cortège qui conduira Marie-Adélaïde de Savoie à Versailles. Elle danse le ballet-mascarade, se laisse séduire par le merveilleux féérique des contes, touche le clavecin avec un certain talent, applaudit au Théâtre Italien et interprète les tragédies sacrées que lui offre Madame de Maintenon. Les dernières années du règne de Louis xiv voient ainsi renaître, sous le coup de divertissements dispendieux honorés par le roi, tout un mécénat littéraire, musical, mais aussi architectural, autour des travaux d'aménagements de la Ménagerie, dont la jouissance est offerte à la duchesse. La cour sort de sa torpeur durant cette époque charnière qui relie les splendeurs éteintes de la cour du Roi-Soleil aux excès de la Régence, puis de Louis XV. En éclairant ses années de formation, en étudiant le mécénat de la duchesse de Bourgogne au sein du système de la cour et d'une politique de distinction marquée par la prégnance de plusieurs clans politiques, en interrogeant l'efflorescence d'oraisons funèbres d'où percèrent les espoirs déçus et l'imaginaire collectif de la nation, le présent volume entend combler les lacunes de l'historiographie contemporaine longtemps restée muette sur la brève destinée de Marie-Adélaïde de Savoie et le climat de la cour de Versailles entre 1696 et 1712.
The purpose of the work. The main purpose of this study is to analyze the facts that testify to the emergence of the newest Ukrainian diaspora in Spain through the example of the life of the diaspora and to find out the founda- tions, functions and priorities of the Ukrainian diaspora in Spain, which gradually harmoniously joins to the community of world Ukrainian diaspora. We tried to demonstrate that in the chronological dimension, the newest Ukrainian diaspo- ra in Spain is a "young" phenomenon, and the process of its development and structuring is only being built. However, already at this stage of the research we clearly trace the functionality of the diaspora. The methodology of the research consists in applying the general scientific principle of objectivity, analytical, cultural studies and comparative methods of the study of the cultural identity of the Ukrainian diaspora in Spain. Together, these methodological approaches have made it possible to reveal the essence of the peculiarities of the functioning of the new Ukrainian diaspora in the King- dom of Spain. The scientific novelty of the work lies in the determination of the peculiarities of the transformation of external labor migrations into Ukrainian diaspora communities, especially in those countries where there were no, or small-scale communities of Ukrainians. First of all, we are talking about the Kingdom of Spain. Conclusions. As a re- sult of the conducted research it is possible to come to conclusions about the functionality of the Ukrainian diaspora in the Kingdom of Spain. It is consolidated, has characteristic organizational forms and preserves and multiplies signs of national identity – language, culture, consciousness. The main functions carried out by diaspora associations of all na- tions of the world (cultural, social and political) are laid in the basis of the organizational work of modern diaspora communities of Ukrainians in Spain. ; Цель исследования – проанализировать факты, свидетельствующие о становлении новой украинской диа- споры в Испании на примере жизни диаспоры и выяснить основы формирования, функции и первоочередные задачи украинской диаспоры Испании, которая постепенно гармонично приобщается к мировому украинскому диаспорно- му сообществу. Продемонстрировать, что в хронологическом измерении новейшая украинская диаспора Испании – "молодое" явление, а процесс ее развития и структурирования только выстраивается. Однако уже на данном этапе исследования четко прослеживаем функциональность диаспоры. Методология исследования заключается в приме- нении общего научного принципа объективности; аналитического, культурологического и сравнительного методов в исследовании культурной идентичности украинской диаспоры в Испании. В совокупности указанные методологиче- ские подходы позволили раскрыть сущность особенностей функционирования новой украинской диаспоры в Коро- левстве Испания. Научная новизна работы заключается в определении особенностей перерастания внешних трудовых миграций в украинские диаспорные общины, особенно в тех странах, в которых не было или были мало- численные конгрегации украинцев. Прежде всего речь идет о Королевстве Испания. Выводы. В результате прове- денного исследования можно прийти к выводам относительно функциональности украинской диаспоры в Королевстве Испания. Она консолидированная, имеет характерные организационные формы, сохраняет и приумно- жает признаки национальной идентичности – язык, культуру, сознание. Основные функции, которые осуществляют диаспорные объединения всех народов мира (культурные, социальные и политические), заложены в основу органи- зационной работы современных диаспорных общин украинцев Испании. ; Мета дослідження – проаналізувати факти, що свідчать про становлення новітньої української діаспо- ри в Іспанії на прикладі діаспорного життя та з'ясувати основи формування, функції та першочергові завдання української діаспори Іспанії, що поступово гармонійно долучається до світової української діаспорної спільно- ти. Продемонструвати, що у хронологічному вимірі новітня українська діаспора Іспанії – "молоде" явище, а процес її розвитку та структурування тільки вибудовується. Проте вже на даному моменті дослідження чітко простежуємо функціональність діаспори. Методологія дослідження полягає в застосуванні загального науково- го принципу об'єктивності; аналітичного, культурологічного та компаративного методів у дослідженні культу- рної ідентичності української діаспори в Іспанії. У сукупності зазначені методологічні підходи дали змогу розкрити сутність особливостей функціонування новітньої української діаспори в Королівстві Іспанія. Наукова новизна полягає у визначенні особливостей переростання зовнішніх трудових міграцій в українські діаспорні громади, особливо в тих країнах, в яких не було або були малочисельні згромадження українців. Насамперед йдеться про Королівство Іспанія. Висновки. В результаті проведеного дослідження можна дійти висновків що- до функціональності української діаспори в Королівстві Іспанія. Вона консолідована, має характерні організа- ційні форми, зберігає та примножує ознаки національної ідентичності – мову, культуру, свідомість. Основні функції, які здійснюють діаспорні об'єднання всіх народів світу (культурні, соціальні та політичні), закладені в основу організаційної роботи сучасних діаспорних громад українців Іспанії.
The Trans-Gabon Railway, Gabon's main railway line, is an essential component of thecountry's economy. Indeed, this line is used for the transport of goods and passengers but alsoand mainly for the transport of ores (especially manganese), one of the country's main resources.Part of this line is built on pelitic soils with unknown mechanical behavior. In this part of theline, significant deformability problems, present on portions listed as "unstable areas" and havingled to several accidents, currently force the operating company to increase maintenanceoperations and reduce the number and the speed of convoys, resulting in a de facto slowdownin the ore production chain.The objective of this work is double. Firstly, to study the behaviour of the fine-grained soil,constituting the subgrade soil, in unsaturated conditions and under cyclic loading. In addition,it is a question of proposing a methodology for characterizing and diagnosing the track in-situto provide a model for predicting permanent deformations in order to optimize the maintenancepolicy. For this purpose, two particular unstable areas have been studied. An in-situ test campaignwas carried out on each of these areas in order to characterize their in-situ properties andthe variability of these properties. Subsequently, laboratory test campaigns were carried out withtwo objectives. On the one hand, to determine the calibration curves of the materials constitutingthe subgrade soil in order to relate their dry unit weight to the dynamic cone resistance.On the other hand, to characterize the properties of these materials, to determine their retentioncurves as a function of their density and to study their behavior in unsaturated condition andunder cyclic loading.The results obtained firstly allowed the identification of the materials constituting the subgradesoil. In a second step, the water retention curves for different initial void ratio were obtained,allowing to establish a linear relationship between the void ratio and the air entry value.Triaxial tests (monotonic and cyclic) were used to study the behaviour of the soil and to "lock"a model for predicting permanent deformations. This model gives a good estimate of the permanentdeformation and, it is powered from in-situ measurements. It can also be used to estimatesubgrade soil settlements. ; Le Transgabonais, principale ligne ferroviaire du Gabon, constitue un maillon essentiel dans l'économie de ce pays. En effet, cette ligne est utilisée pour le transport des biens et des personnes mais également et principalement pour l'acheminement des minerais (notamment du manganèse), l'une des principales ressources du pays. Une partie de cette ligne est construite sur des sols pélitiques au comportement mécanique méconnu. Dans cette partie de la voie, des problèmes de déformabilité importants, présents sur des portions répertoriées comme "zones instables" et ayant entrainés plusieurs accidents, obligent actuellement l'entreprise exploitante à multiplier les opérations de maintenance et à réduire le nombre et la vitesse des convois entrainant de fait, un ralentissement de la chaine de production des minerais.L'objectif de ce travail est double. Premièrement, il s'agit d'étudier le comportement de ces sols fins, constitutifs de la plateforme, en conditions non saturées et sous sollicitations cycliques. Par ailleurs, il s'agit de proposer une méthodologie de caractérisation et de diagnostic de la voie in-situ permettant d'alimenter un modèle de prédiction de déformations permanentes en vue d'optimiser la politique de maintenance. Pour ce faire, deux zones instables particulières ont été étudiées. Une campagne d'essais in-situ a été réalisée sur chacune de ces zones en vue de caractériser leurs propriétés en place et la variabilité de ces propriétés. Par la suite, des campagnes d'essais de laboratoire ont été effectuées avec deux objectifs. D'une part, déterminer les courbes calibration des matériaux constituant la plateforme en vue de relier leur poids volumique sec à la résistance dynamique de pointe. D'autre part, caractériser les propriétés de ces matériaux, déterminer leurs courbes de rétention en fonction de leur densité et étudier leur comportement en condition non saturée et sous sollicitations cycliques.Les résultats obtenus ont permis premièrement d'identifier les matériaux constituants la plateforme. Dans un deuxième temps, l'obtention des courbes de rétention d'eau pour différents indices des vides initiaux, a permis d'établir une relation linéaire entre l'indice des vides et la succion d'entrée d'air. Les essais triaxiaux (monotones et cycliques) ont permis d'étudier le comportement du sol et de "caler" un modèle de prédiction des déformations permanentes. Ce modèle donne une bonne estimation de la déformation permanente et, est alimenté à partir des mesures in-situ. Il peut être aussi utilisé pour estimer les tassements du sol de plateforme.

It is noticeable that the extent of state aid is unevenly distributed in the EU countries. Compared to the EU average, the countries of Central and Eastern EU provide more state aid in terms of the share of state aid expenditure in GDP. In assessing the importance of state aid today, and given the ambiguous impact of state aid and aid trends in Central and Eastern EU countries, it is important to analyze the impact of state aid on the economies of Central and Eastern EU countries and its adequacy. The aim of this work is to assess the impact of state aid on the economies of Central and Eastern EU countries. Tasks set for the implementation of the aim of the work: to perform the analysis of the problem of the impact of state aid on the economies of the EU countries; to analyze the areas of expression of the impact of state aid on the country's economy; to develop an empirical model for the study of the impact of state aid on the economies of the Central and Eastern EU countries; to carry out an assessment of the impact of state aid on the economies of the Central and Eastern EU countries on the basis of the developed model. A detailed theoretical analysis of the impact of state aid on the economies of the Central and Eastern EU countries has shown that there is still no clear position on the impact of state aid on the country's economy. It can be argued that the impact assessment depends on the situation of individual countries, the objectives of the State aid granted, etc. Based on the results of theoretical analysis and the availability of statistical data, the impact of state aid on the economies of Central and Eastern EU countries was examined, including the independent variable – total state aid expenditure in Central and Eastern EU countries and dependent variables: exports, employment, GDP per capita, business investment. A research model consisting of two parts was developed: statistical and graphical analysis, based on the results of which the research hypotheses were raised, and econometric modeling, based on the results of which the hypotheses were confirmed or rejected. Econometric modeling was performed based on correlation analysis, Granger causality test, ARDL, ECM, PTR, PNR models, multiplier estimation. A study of the impact of state aid spending on macroeconomic indicators in Central and Eastern EU countries has shown that state aid does not promote economic growth and development in many Central and Eastern EU countries. In some cases, state aid contributes to the growth of the employment rate in the country (in the Czech Republic, with a 1 percentage point increase in state 6 aid expenditure over the long term, the change in employment increases by almost 9 percentage points; in the short run, with a 1 percentage point increase in state aid spending, the change in employment increases by 5 percentage points). On the other hand, in some cases state aid even has a negative impact on economic growth (in Hungary, in the long run a 1 percentage point increase in state aid expenditure leads to the decline in real GDP by almost 0.3 percentage points; in the short run, a 1 percentage point increase in state aid expenditure leads to the decline in real GDP by 0.12 percentage points). The impact of state aid is observed in the countries of the Central and Eastern EU, where state aid expenditure is highest – Hungary and the Czech Republic. Assessing the impact of state aid at the macroeconomic level, it can be concluded that for many Central and Eastern EU countries, state aid is not an appropriate tool to promote economic growth and can be seen as an inefficient way to achieve this goal. On the other hand, in order to assess the overall impact of state aid on the economy, the impact at sectoral and market levels should be analyzed as well as social indicators should be included in the analysis
The development of the domestic system of water transport and its infrastructure in the modern conditions of the development of the Ukrainian economy is characterized by the strengthening of integration processes into the world economic system, which is capable of increasing the investment attractiveness of the country through increasing transport flows, competitiveness, reducing the delivery time of goods, etc. and have a multiplier effect on other areas of economic activity. Therefore, the work is aimed at determining the prerequisites for the implementation of the competitive advantages of water transport in Ukraine. Based on the analysis of cargo transportation by mode of transport, a radical redistribution of the structure of cargo transportation towards rail has been established. Part of cargo transportation is carried out by water transport of Ukraine, taking into account transportation by sea and river transport. In contrast to the countries of the European Union, in Ukraine by inland waterways, cargo, in particular construction, various ores, grain types of cargo, various metals and others, are transported mainly by cabotage. In several countries of the European Union, in particular the Netherlands, Germany and Belgium, there is a clear interdependence between the volume of freight traffic and industry, which forms a large freight base. The inland waterways of Europe are standardized, using standardized barges, the carrying capacity of which depends on the depth. The large-scale use of the potential of Europe's inland waterways takes into account high indicators of environmental sustainability and energy efficiency, maintaining a safe climate and environment. The maritime transport system of Ukraine is represented by 13 seaports, but their level of congestion is below 50% of the value at a time when transcontinental sea routes are developing with a large number of integration points on their way. European countries with access to the sea, in particular the Netherlands, Italy, Spain, Great Britain, ensure the predominant cargo traffic. Therefore, for the participation of the seaports of Ukraine in the implementation of transportations by trans-European and transcontinental routes, the priority task is to increase competitiveness by solving the problems of not only entering the ports of large ships, but also regulating legal, technological, information and economic and environmental support, in particular through the introduction of the concept "Smart port", which is the main trend in the transformation and digitalization of the world's ports and involves the unification of all participants in the global supply chain into a single interconnected network based on a digital platform with artificial intelligence testing. ; Розвиток вітчизняної системи водного транспорту та її інфраструктури у сучасних умовах розвитку економіки України характеризуються посиленням інтеграційних процесів у світову економічну систему, що здатна забезпечити підвищення інвестиційної привабливості країни через нарощення транспортних потоків, конкурентоспроможності, скорочення термінів доставки вантажів тощо та матиме мультиплікативний ефект і на інші сфери економічної діяльності. Тому роботу направлено на визначення передумов реалізації конкурентних переваг водного транспорту України. На основі аналізу перевезень вантажів за видами транспорту встановлено кардинальний перерозподіл структури перевезень вантажів у сторону залізничних. Частина вантажних перевезень здійснюється водним транспортом України, враховуючи перевезення морським та річковим видами транспорту. На відміну від країн Європейського союзу, в Україні внутрішніми водними шляхами вантажі, зокрема будівельні, різна руда, хлібні види вантажів, різні метали тощо, транспортуються переважно каботажними перевезеннями. В низці країн Європейського союзу, зокрема у Нідерландах, Німеччині і Бельгії, спостерігається виразна взаємозалежність між обсягами перевезення вантажів та промисловістю, яка формує переважну вантажну базу. Внутрішні водні шляхи Європи типізовані, на яких використовуються уніфіковані баржі, вантажопідйомність яких залежить від глибини. Масштабне використання потенціалу внутрішніх водних шляхів Європи враховує високі показників екологічної стійкості та енергоефективності, підтримуючи безпеку клімату та навколишнього середовища. Морська транспортна система України представлена 13 морськими портами, проте рівень їхньої завантаженості знаходиться нижче 50% значення у той час, коли відбувається розвиток трансконтинентальних морських маршрутів із великою кількістю інтеграційних точок на своєму шляху. Країнами Європи, що мають вихід к морю, зокрема Нідерланди, Італія, Іспанія, Об'єднане Королівство, забезпечується переважний вантажопотік. Тому для участі морських портів України у реалізації перевезень транс'європейськими та трансконтинентальними маршрутами першочерговим завданням виступає підвищення конкурентоспроможності через вирішення проблем не тільки заходу до портів великогабаритних суден, а й шляхом вирішення врегулювання нормативно-правового, технологічно-інформаційного та економіко-екологічного забезпечення, зокрема за допомогою впровадження концепції «розумного порту», яка є головним трендом в трансформації та цифровізації портів світу та передбачає об'єднання всіх учасників глобального ланцюга поставок у єдину взаємопов'язану мережу на основі цифрової платформи із тестуванням штучного інтелекту.

Au Québec, la Loi concernant les soins de fin de vie (LSFV) est en vigueur depuis décembre 2015. Cette loi permet aux patient-e-s de demander une aide médicale à mourir et de l'obtenir lorsque certains critères légaux d'éligibilité sont rencontrés. L'objectif est de discuter des changements en éthique des soins de fin de vie induits par la LSFV. Le magistère romain et l'Assemblée des évêques catholiques du Québec ont énoncé publiquement leurs positions, alors que quelques voix chrétiennes dissidentes se sont aussi exprimées. Les tensions entre les positions magistérielles et les normativités de l'État de droit démocratique méritent réflexion, dans le contexte de la critique du cléricalisme, de nouveaux modèles ecclésiaux et d'une « dissidence respectueuse ». La problématisation par Jürgen Habermas de l'activité communicationnelle, de la tension entre factualité et validité et des risques de dissensions dans les sociétés complexes fournissent des axes théoriques utiles pour enrichir la discussion. Ni les orientations méthodologiques, ni le cadre théorique ne visent à mener une argumentation directement liée à la légitimité des pratiques médicales de la LSFV. La discussion en bioéthique interdisciplinaire et théologique évite certains pièges de la polarisation, permettant de multiplier les points de vue et les nuances. Tant d'un point de vue historique, culturel que sociologique, l'aide médicale à mourir apparaît comme un fait social. Un cadre théorique issu De l'éthique de la discussion de Jürgen Habermas structurera la discussion des enjeux pratiques: les usages de la raison pratique y sont différenciés en interrogations pragmatiques, éthiques et morales. Lorsque la posture d'écoute et d'engagement « sur le terrain » sont privilégiées, même en bioéthique théologique, il y a possibilité que l'aide médicale à mourir soit considérée comme une forme de dernier recours ou un moindre mal. Une approche heuristique de la raison pratique permet d'explorer des repères en bioéthique et notamment de déployer le consentement libre et éclairé sous l'angle du triple usage de la raison pratique. L'incertitude morale façonne la réflexion éthique et est une marque de la condition humaine. La fin de vie est une expérience singulière pour chaque personne dont la visée est la « bonne mort ». Des thématiques en bioéthique interdisciplinaire et théologique émergent : la narrativité et l'accompagnement, la mort tragique du Christ, la « post-autonomie », l'autonomie relationnelle, des approches féministes en bioéthique, des bonnes pratiques de communication, etc. ; Quebec's Act Respecting End-of-Life Care has been in force since December 2015. The law opens up the possibility for patients to request aid in dying and access medical assistance in dying when the legal criteria of eligibility are met. The objective is to discuss the changes in end-of-life care induced by the Act. The magisterium of the Roman Catholic Church and the Assembly of Quebec Catholic Bishops have publicly stated their positions, although there have been dissenting voices in the Christian community. Tensions between magisterial positions and democratic normativities deserve reflection, in the context of a critique of clericalism, new ecclesial models and « respectful dissent ». The problematization by Jürgen Habermas of communicative action, tensions between facticity and validity, and the risks of dissensions in a complex society, provide useful theoretical axes for enriching the discussion. Neither the methodological orientations nor the theoretical framework are intended to lead to an argument directly related to the legitimacy of the medical practices of the Act. Discussion in interdisciplinary and theological bioethics can avoid a few pitfalls of polarization, by admitting multiple points of view and nuances. Both a historical, cultural and sociological reading makes medical assistance in dying appear as a social fact. A theoretical framework from Habermas' Discourse Ethics will structure the discussion of practical issues: the uses of practical reason are differentiated into pragmatic, ethical and moral questions. When the posture of listening and engagement « on the ground » is favoured, even in theological bioethics, there is apossibility that medical assistance in dying could be considered as a latter resort or a lesser evil. A heuristic approach to practical reason allows us to explore benchmarks in bioethics and to deploy, in particular, free and informed consent in terms of pragmatic, ethical and moral uses of practical reason. Moral uncertainty shapes ethical reflection and is a mark of the human condition. The end of life is a singular experience for each person whose aim is the « good death ». Themes in interdisciplinary and theological bioethics are emerging: narrativity and support, the tragic death of Christ, « post-autonomy », relational autonomy, feminist approaches in bioethics, good communication practices, etc.

Compared to the EU average, the countries of Central and Eastern EU provide more state aid in terms of the share of state aid expenditure in GDP. In assessing the importance of state aid today, and given the ambiguous impact of state aid and aid trends in Central and Eastern EU countries, it is important to analyze the impact of state aid on the economies of Central and Eastern EU countries and its adequacy. The aim of this work is to assess the impact of state aid on the economies of Central and Eastern EU countries. Tasks set for the implementation of the aim of the work: to perform the analysis of the problem of the impact of state aid on the economies of the EU countries; to analyze the areas of expression of the impact of state aid on the country's economy; to develop an empirical model for the study of the impact of state aid on the economies of the Central and Eastern EU countries; to carry out an assessment of the impact of state aid on the economies of the Central and Eastern EU countries on the basis of the developed model. A detailed theoretical analysis of the impact of state aid on the economies of the Central and Eastern EU countries has shown that there is still no clear position on the impact of state aid on the country's economy. It can be argued that the impact assessment depends on the situation of individual countries, the objectives of the State aid granted, etc. Based on the results of theoretical analysis and the availability of statistical data, the impact of state aid on the economies of Central and Eastern EU countries was examined, including the independent variable – total state aid expenditure in Central and Eastern EU countries and dependent variables: exports, employment, GDP per capita, business investment. A research model consisting of two parts was developed: statistical and graphical analysis, based on the results of which the research hypotheses were raised, and econometric modeling, based on the results of which the hypotheses were confirmed or rejected. Econometric modeling was performed based on correlation analysis, Granger causality test, ARDL, ECM, PTR, PNR models, multiplier estimation. A study of the impact of state aid spending on macroeconomic indicators in Central and Eastern EU countries has shown that state aid does not promote economic growth and development in many Central and Eastern EU countries. In some cases, state aid contributes to the growth of the employment rate in the country (in the Czech Republic, with a 1 percentage point increase in state 6 aid expenditure over the long term, the change in employment increases by almost 9 percentage points; in the short run, with a 1 percentage point increase in state aid spending, the change in employment increases by 5 percentage points). On the other hand, in some cases state aid even has a negative impact on economic growth (in Hungary, in the long run a 1 percentage point increase in state aid expenditure leads to the decline in real GDP by almost 0.3 percentage points; in the short run, a 1 percentage point increase in state aid expenditure leads to the decline in real GDP by 0.12 percentage points). The impact of state aid is observed in the countries of the Central and Eastern EU, where state aid expenditure is highest – Hungary and the Czech Republic. Assessing the impact of state aid at the macroeconomic level, it can be concluded that for many Central and Eastern EU countries, state aid is not an appropriate tool to promote economic growth and can be seen as an inefficient way to achieve this goal. On the other hand, in order to assess the overall impact of state aid on the economy, the impact at sectoral and market levels should be analyzed as well as social indicators should be included in the analysis
The purpose of the work. The main purpose of this study is to analyze the facts that testify to the emergence of the newest Ukrainian diaspora in Spain through the example of the life of the diaspora and to find out the founda- tions, functions and priorities of the Ukrainian diaspora in Spain, which gradually harmoniously joins to the community of world Ukrainian diaspora. We tried to demonstrate that in the chronological dimension, the newest Ukrainian diaspo- ra in Spain is a "young" phenomenon, and the process of its development and structuring is only being built. However, already at this stage of the research we clearly trace the functionality of the diaspora. The methodology of the research consists in applying the general scientific principle of objectivity, analytical, cultural studies and comparative methods of the study of the cultural identity of the Ukrainian diaspora in Spain. Together, these methodological approaches have made it possible to reveal the essence of the peculiarities of the functioning of the new Ukrainian diaspora in the King- dom of Spain. The scientific novelty of the work lies in the determination of the peculiarities of the transformation of external labor migrations into Ukrainian diaspora communities, especially in those countries where there were no, or small-scale communities of Ukrainians. First of all, we are talking about the Kingdom of Spain. Conclusions. As a re- sult of the conducted research it is possible to come to conclusions about the functionality of the Ukrainian diaspora in the Kingdom of Spain. It is consolidated, has characteristic organizational forms and preserves and multiplies signs of national identity – language, culture, consciousness. The main functions carried out by diaspora associations of all na- tions of the world (cultural, social and political) are laid in the basis of the organizational work of modern diaspora communities of Ukrainians in Spain. ; Цель исследования – проанализировать факты, свидетельствующие о становлении новой украинской диа- споры в Испании на примере жизни диаспоры и выяснить основы формирования, функции и первоочередные задачи украинской диаспоры Испании, которая постепенно гармонично приобщается к мировому украинскому диаспорно- му сообществу. Продемонстрировать, что в хронологическом измерении новейшая украинская диаспора Испании – "молодое" явление, а процесс ее развития и структурирования только выстраивается. Однако уже на данном этапе исследования четко прослеживаем функциональность диаспоры. Методология исследования заключается в приме- нении общего научного принципа объективности; аналитического, культурологического и сравнительного методов в исследовании культурной идентичности украинской диаспоры в Испании. В совокупности указанные методологиче- ские подходы позволили раскрыть сущность особенностей функционирования новой украинской диаспоры в Коро- левстве Испания. Научная новизна работы заключается в определении особенностей перерастания внешних трудовых миграций в украинские диаспорные общины, особенно в тех странах, в которых не было или были мало- численные конгрегации украинцев. Прежде всего речь идет о Королевстве Испания. Выводы. В результате прове- денного исследования можно прийти к выводам относительно функциональности украинской диаспоры в Королевстве Испания. Она консолидированная, имеет характерные организационные формы, сохраняет и приумно- жает признаки национальной идентичности – язык, культуру, сознание. Основные функции, которые осуществляют диаспорные объединения всех народов мира (культурные, социальные и политические), заложены в основу органи- зационной работы современных диаспорных общин украинцев Испании. ; Мета дослідження – проаналізувати факти, що свідчать про становлення новітньої української діаспо- ри в Іспанії на прикладі діаспорного життя та з'ясувати основи формування, функції та першочергові завдання української діаспори Іспанії, що поступово гармонійно долучається до світової української діаспорної спільно- ти. Продемонструвати, що у хронологічному вимірі новітня українська діаспора Іспанії – "молоде" явище, а процес її розвитку та структурування тільки вибудовується. Проте вже на даному моменті дослідження чітко простежуємо функціональність діаспори. Методологія дослідження полягає в застосуванні загального науково- го принципу об'єктивності; аналітичного, культурологічного та компаративного методів у дослідженні культу- рної ідентичності української діаспори в Іспанії. У сукупності зазначені методологічні підходи дали змогу розкрити сутність особливостей функціонування новітньої української діаспори в Королівстві Іспанія. Наукова новизна полягає у визначенні особливостей переростання зовнішніх трудових міграцій в українські діаспорні громади, особливо в тих країнах, в яких не було або були малочисельні згромадження українців. Насамперед йдеться про Королівство Іспанія. Висновки. В результаті проведеного дослідження можна дійти висновків що- до функціональності української діаспори в Королівстві Іспанія. Вона консолідована, має характерні організа- ційні форми, зберігає та примножує ознаки національної ідентичності – мову, культуру, свідомість. Основні функції, які здійснюють діаспорні об'єднання всіх народів світу (культурні, соціальні та політичні), закладені в основу організаційної роботи сучасних діаспорних громад українців Іспанії.

RESUMOO presente artigo examina episódios e iniciativas que possibilitaram o agendamento do combate ao racismo e outras demandas do Movimento Negro brasileiro no final do século XX, culminando na política de promoção da igualdade racial. O texto debruça-se em especial sobre a política de educação para as relações étnico-raciais. Uma inovação institucional em termos de política curricular. O aporte teórico alicerça-se na teoria do processo político, no modelo dos múltiplos fluxos e no debate sobre federalismo. A análise efetivou-se mediante o esquadrinhamento de fontes secundárias: a produção acadêmica disponível (artigos, teses e dissertações) e documentos públicos (legislação e planos de elaborados pelos agentes públicos e documentos produzidos pelo Movimento Negro). Os resultados evidenciam que a implementação da política de educação para as relações raciais enfrenta óbices de natureza institucional e política, como, por exemplo, a ausência de uma estrutura de incentivos que promova a adesão dos entes federativos, além de, sobretudo, deparar com o que pretende destruir: o próprio racismo nas mais distintas facetas.Agendamento. ABSTRACTThis article examines episodes and initiatives that enabled the topic of fighting racism and other demands from the Brazilian Black Movement to be placed on the agenda in the late 20th century, culminating in policy to promote racial equality. The paper addresses education policy for ethnic-racial relations. This was an institutional innovation in terms of curricular policy. The theoretical contribution is based on political process theory, the multiple flow model and the debate on federalism. The analysis was conducted by investigating secondary sources: the academic production available (articles, theses and dissertations) and public documents (legislation and plans prepared by public officials and documents produced by the Black Movement). The results demonstrate that the introduction of education policy for racial relations faces obstacles of an institutional and political nature, such as the absence of a structure of incentives that promotes adherence by the federative units, and, above all, encountering what it intends to destroy: the distinctive aspects of racism.Agenda Setting. Il contributo teorico si basa sulla teoria del processo politico, nel modello dei flussi multipli e nel dibattito sul federalismo. L'analisi è stata condotta scansionando fonti secondarie: produzione accademica disponibile (articoli, tesi e dissertazioni) e documenti pubblici (legislazione e piani preparati da agenti pubblici e documenti preparati dal Movimento Nero). The article investigations the European experience of the clustering process in general and the organization of tourism clusters in particular. It is noted that in the conditions of globalization, clusters have become a consolidating force, which helps achieve maximum production efficiency and obtain significant competitive advantages for enterprises, and, as a result, leads to an increase in the country's competitiveness. The reasons and goals of tourist clusters creation not only within the European Union, but also in countries, which are currently not part of it, are considered. Different types and types of tourist clusters are analyzed: medical tourism, ecological tourism, active types of tourism, etc. The role of state policy and support of tourism clusters in different European countries is determined. The purpose and objectives of the article – to assess the overall of clustering process, including in the tourism sector in Europe, for further use for tourism business development in Ukraine. The tendencies due to which through clustering processes it is possible to increase the development of tourism in the short, medium and long term, are generalized. The hypothesis that clustering can facilitate cooperation with government authorities in developing programs to support clusters and more efficient use of public funds is substantiated. It is proved that the clusters formation is an effective mechanism for foreign direct investment attracting and provides a multiplier effect of economic development, the inclusion of national subjects into global production value added chains. Further implementation of the clustering process to promote the social and economic development of the country's regions, as well as accelerate the innovative regional tourist clusters creation, is proposed. ; В статье исследован европейский опыт процесса кластеризации в целом и организации туристических кластеров в частности. Отмечено, что в условиях глобализации кластеры стали консолидирующей силой, которая способствует достижению предприятиями максимальной эффективности производства и получение значительных конкурентных преимуществ, и, в итоге, приводит к повышению конкурентоспособности страны. Рассмотрены причины и цели создания туристических кластеров не только в пределах Европейского Союза, но и в странах, которые в настоящее время в его состав не входят. Проанализированы различные типы и виды туристических кластеров: медицинского туризма, экологического туризма, активных видов туризма и т. п. Определена роль государственной политики и поддержки туристических кластеров в разных странах Европы. Цель и задачи статьи – оценить общий процесс кластеризации, в том числе, в туристической сфере Европы, для дальнейшего использования для развития туристического бизнеса Украины. Обобщены тенденции, за счет которых через процессы кластеризации возможно повышение развития туризма в краткосрочной, среднесрочной и долгосрочной перспективе. Обоснована гипотеза о том, что кластеризация может способствовать сотрудничеству с государственными органами в разработке программ поддержки кластеров и более эффективного использования государственных средств. Доказано, что формирование кластеров является эффективным механизмом привлечения прямых иностранных инвестиций и обеспечивает мультипликативный эффект развития экономики, включение национальных субъектов в международные производственные цепочки создания добавленной стоимости. Предложено дальнейшее внедрение процесса кластеризации для содействия социальному и экономическому развитию регионов страны, а также ускорения создания инновационных региональных туристических кластеров. ; У статті досліджено європейський досвід процесу кластеризації загалом і організації туристичних кластерів зокрема. Зазначено, що в умовах глобалізації кластери стали консолідуючою силою, яка сприяє досягненню підприємствами максимальної ефективності виробництва і отримання значних конкурентних переваг, і, зрештою, призводить до підвищення конкурентоспроможності країни. Розглянуто причини і цілі створення туристичних кластерів не тільки у межах Європейського Союзу, але й у країнах, які на даний час до його складу не входять. Проаналізовано різні типи і види туристичних кластерів: медичного туризму, екологічного туризму, активних видів туризму тощо. Визначено роль державної політики та підтримки туристичних кластерів у різних країнах Європи. Мета і завдання статті – оцінити загальний процес кластеризації, у тому числі, в туристичній сфері Європи, для подальшого використання для розвитку туристичного бізнесу України. Узагальнено тенденції, за рахунок яких через процеси кластеризації можливе підвищення розвитку туризму в короткостроковій, середньостроковій і довгостроковій перспективі. Обґрунтовано гіпотезу про те, що кластеризація може сприяти співпраці з державними органами у розробці програм підтримки кластерів і більш ефективного використання державних коштів. Доведено, що формування кластерів є ефективним механізмом залучення прямих іноземних інвестицій та забезпечує мультиплікативний ефект розвитку економіки, включення національних суб'єктів до міжнародних виробничих ланцюжків створення додаткової вартості. Запропоновано подальше впровадження процесу кластеризації задля сприяння соціальному та економічному розвитку регіонів країни, а також прискорення створення інноваційних регіональних туристичних кластерів.

Обоснована гипотеза о том, что кластеризация может способствовать сотрудничеству с государственными органами в разработке программ поддержки кластеров и более эффективного использования государственных средств. Доказано, что формирование кластеров является эффективным механизмом привлечения прямых иностранных инвестиций и обеспечивает мультипликативный эффект развития экономики, включение национальных субъектов в международные производственные цепочки создания добавленной стоимости. Предложено дальнейшее внедрение процесса кластеризации для содействия социальному и экономическому развитию регионов страны, а также ускорения создания инновационных региональных туристических кластеров. ; У статті досліджено європейський досвід процесу кластеризації загалом і організації туристичних кластерів зокрема. Зазначено, що в умовах глобалізації кластери стали консолідуючою силою, яка сприяє досягненню підприємствами максимальної ефективності виробництва і отримання значних конкурентних переваг, і, зрештою, призводить до підвищення конкурентоспроможності країни. Розглянуто причини і цілі створення туристичних кластерів не тільки у межах Європейського Союзу, але й у країнах, які на даний час до його складу не входять. Проаналізовано різні типи і види туристичних кластерів: медичного туризму, екологічного туризму, активних видів туризму тощо. Визначено роль державної політики та підтримки туристичних кластерів у різних країнах Європи. Мета і завдання статті – оцінити загальний процес кластеризації, у тому числі, в туристичній сфері Європи, для подальшого використання для розвитку туристичного бізнесу України. Узагальнено тенденції, за рахунок яких через процеси кластеризації можливе підвищення розвитку туризму в короткостроковій, середньостроковій і довгостроковій перспективі. Обґрунтовано гіпотезу про те, що кластеризація може сприяти співпраці з державними органами у розробці програм підтримки кластерів і більш ефективного використання державних коштів. Доведено, що формування кластерів є ефективним механізмом залучення прямих іноземних інвестицій та забезпечує мультиплікативний ефект розвитку економіки, включення національних суб'єктів до міжнародних виробничих ланцюжків створення додаткової вартості. Запропоновано подальше впровадження процесу кластеризації задля сприяння соціальному та економічному розвитку регіонів країни, а також прискорення створення інноваційних регіональних туристичних кластерів.
Community radio in our country is a boon to many of the communities it enables many of the vulnerable people in these communities to participate in the decision making activities which can bring in a constructive change in the matters of the community .This very dynamic medium has been extensively used in many of the remote places of the country by various communities to educate, influence and evolve themselves to form a better tomorrow . This voluntarily medium, has been attracting the members of the remote areas in a big way. In a developing country like ours, where rural populace stills lacks basic education, awareness and involvement, this Community radio has given a fresh lease of life to many to sustain themselves in all spheres of their lives. It has helped the civil societies to move towards self sufficiency and also retaining the best in the communities through the array of programs which are conceptualised and presented by the community members only. It has really played a pivotal role at the grass root level which is emulated in other countries too. Community radio, has become a crusader in the lives of many across the country, this medium which has been supported by the community it serves , has emerged in a big way in developing countries. Other Voices (Kanchan Malik and Vindod Pawarala, 2007) has assessed the role of this alternative media as on eof the best tool for the communities and the underprivileged at the grassroots level . It has become a window for the remotest communities to integrate themselves into global economies and also develop as knowledge based economies. It has been playing a great role as a force multiplier in effective delivery of programs needed for the community on all development sectors. Each and every station has a great role in conceptualizing and executing these programs which has to come from the community members only. The indulgence of the members and to sustain themselves in running the station is a uphill task. Trainings imparted by the government and funding agencies at the various level has been instrumental in its popularity. The community radio stations in the country has been facing a lot of difficulties in sustaining themselves once they are established. The support and the encouragement of this station keep losing the fizz after few years of their inception. Many reasons has been identified such as lack of technical inputs, lack of creativity, financial crisis , lack of encouragement from the community, diminishing participation of members and so on . But, still, there are many CR stations which have proved and stood all the odds by proving their capacity to perform and bring in the change . Such CR stations are those which are under the leadership of women , who have given their best to sustain in the race by facing all the problems and overcoming it. The present paper, tries to focuses on the participation of women, with such positive outlook, who have driven the medium to a next level , in the development of community radio stations. The study has been done in the state of Karnataka, which has 13 CR stations. A multiple sampling technique has been used to select the best 4 community radio stations for the study. Keeping in view the gender perspective, the study highlights and dwell upon the role of women, in particular in the development of these community radio stations. The key roles played by the women as station managers, the content developers, the presenters and as listeners has been investigated through a systematic Focus group discussion , which has helped to elicit the information by these duty bearers . The role play of these women in the community radio has been very promising, and not only they contribute but also strive hard for the development of CR stations in the areas of their operations. The women members have been doing various experiments in the content and output which has not only yielded positive side of the medium, but also has empowered these women employees to do more though this medium. The result has been positive and thus many of them feel that the CR has become a integral part of their life and can has been instrumental in making their life more empowered. The study establishes that these community radio has worked in favour of these women to improve knowledge of solutions, in areas like health and hygiene, culture retention, rural development, participation in democratic process, education to local governance, employment opportunities and awareness related to social taboos.
