Global change, including population growth, economic development and climate change constitute urgent challenges for the smart cities of the 21st century. Cities need to effectively manage their development and meet challenges that have a significant impact on their economic activity, as well as health and quality of life for their citizens. In the context of continuous change, city decision-makers are constantly looking for new smart tools to tackle it. This article addresses this gap, indicating foresight as an effective tool that anticipates the future of a smart city. Its aim is to develop a methodology for planning and implementing a vision of smart city development based on foresight research. The proposed methodology consists of five stages and was developed with the use of methodology for designing hybrid systems. It is an organised, transparent and flexible process which can facilitate the development of sustainable and smart future visions of smart city development by virtue of the involvement, knowledge and experience of a large number of urban stakeholders at all stages of its creation. The article discusses in detail the operationalisation of each stage of the methodology in which the following main methods were used: megatrend analysis, factors analysis: social (S), technological (T), economic (E), ecological (E), political (P), relating to values (V) and legal (L) (STEEPVL), structural analysis, Delphi, creative visioning, scenarios and identifying actions related to the development of a smart city, divided into four categories: new, so far not undertaken (N) ; implemented so far, to be continued (C) ; redundant, to be discontinued (R) ; actions that have been implemented in the past and to be restored (R) (NCRR). The summary enumerates the benefits that foresight implementation can bring to the smart city.

The past few years have seen a more politicised approach to scholarship in the field of Fashion Studies. This has occurred in dialogue with the recent resurgence of feminist activism, calls to decolonize the curriculum, and the increasingly urgent discourse on sustainability. It therefore seems an opportune moment to reflect on the shape of the field as it stands, and explore some of its key ideological concerns and principles as we move into a new decade. Fashion Politics is a series of seminars/workshops, hosted by faculty from Parsons Paris and London College of Fashion, to explore fashion politics through the idea of praxis. Coming from the Greek term for 'doing', the term praxis seems a fruitful term for thinking through what it means to do Fashion Studies today. The term has evolved from its origins in Greek philosophy to critical theory via Marx and later Sartre, Arendt and Gramsci. A means of reflecting on our activity and engagement in the world, based on a person's will, intention or aim. It has also been used to critique theory for its own sake and has recently been employed to contextualize and legitimize the role of practice-based research and pedagogy in fashion and design. That said the outcome of praxis is not always predictable; it can take one to a space of not knowing, uncertainty, and to the edges of discourse. Praxis does not necessarily apply only in a studio context; it expands to include political activism and interventions in the world. We therefore seek to reflect on the role we as educators and researchers have in terms of the politics of teaching fashion in the contemporary context.

The theme of the Conference is focused on the current conditions in urban centres; on the future challenges for public policies – as part of a reform of national urban planning legislation – coming from the new needs of society and placing the territory at the centre as the "object" and "subject" of planning and production of services. These themes are "vital" in areas destroyed by seismic events, for which it is necessary to find through new approaches and new rules adequate immediate and long-term responses. The contribution investigates the main technical, procedural and regulatory steps following the seismic events in Central Italy (from 2016 to date) necessary to conciliate: emergency, reconstruction, planning of eco-solidarity services. A complex process, as close as possible to territorial characteristics and requirements, which forces a reflection on future urban planning and the functions that can be carried out in it, combining planning, security, participation addressed simultaneously and interdisciplinary, with a long-term political project: the main prerequisites for the resumption of economic activity and for the reshaping of the urban and social fabric. With regard to the identification of the planning/design of sustainable interventions – in the awareness that climate is today overwhelmingly emerging among the causes of social inequalities – we refer to the international research experiences (SoURCE project-Sustainable Urban Cells) carried out at the Interdepartmental Center Territory, Building, Restoration, Environment (Citera) of Sapienza University of Rome. The aim is therefore to highlight new paradigms of reconstruction that must be declined with reference to the territory and its needs coming from below – identifying priorities and subjects also with innovative institutional methods – avoiding the unrealistic and high risk hypothesis of working by models.

In conditions of the current development of society which is characterized by mounting social, economic and political crises, the problem of destructive behavior of an individual acquires special significance and topicality. The paper presents the results of a theoretical and methodological analysis of this problem in foreign and domestic literature in several areas: analysis of the attitude of society towards destructive behavior in its historical aspect; philosophical and theological approach; sociological and demographic areas in the study of destructive behavior, biological and biochemical; genetic approaches; psychological and socio-psychological aspects in the study of destructive behavior of a person. In view of the analysis of various approaches and areas in the study of destructive behavior, the conclusions have been drawn that destructive behavior is represented as a complex phenomenon, caused by biological factors (genetic predisposition, constitutional features of the body structure, the use of psychoactive substances, etc.), social (economic and social crises ), psychopathological (connection with mental disorders), psychological (especially the system of needs and motives of activity), socio-psychological (the impact of socio-psychological maladaptation and characteristics of the values and meaning sphere of an individual) plans. In a world-order where planetary computational networks have restructured nearly all spheres of existence, what is not already networked lies in wait merely as standing-reserve. Today, it seems as if the network and the world are naturally interoperable. Thinking through Harun Farocki's work on operational images, I however locate a zone of friction or incommensurability between the network and the world. Revisiting Norbert Wiener's anti-aircraft predictor – a founding episode in the history of cybernetics – I show how this gap was bridged by a logic of (en)closures that reduced the living human form and the world to narrow operational ends; banishing the openness and indeterminacy of both life and nature into undesirable contingency. However, cybernetics' relentless expansion into a universal episteme and planetary infrastructure since the Cold war necessarily floods the network with contingency; which it wards off by feeding on a disavowed living labor. I argue that this living labor is an uneasy reconciliation of mechanism and vitalism, which we may call habits. Drawing on the Marxian notion of general intellect, I posit how habits are key to generating network surplus value, and to cybernetic expansionism. Habits shape, prepare the outside for its subsumption into the network. Yet they are not given the status of productive activity, and consequently disavowed and vaporized by networks. I propose that this living labor be given a specific name – interfacing – and, following Georges Bataille's critique of political economy, speculate on the reasons for its disavowal. Drawing on Bataille's idea of the general in 'general economy' (that which is opposed to utilitarian or operational ends) and Hito Steyerl's How Not to Be Seen, I try to imagine what an interface contiguous with the general intellect might be.

Prensa ultramontana en la "ciudad roja": la Compañía de Jesús y sus órganos de expresión en Gijón a principios del siglo XX".A principios del siglo XX, Gijón afronta cambios decisivos a nivel político, social y económico, caracterizados por la ruptura de las viejas estructuras caciquiles conservadoras, el auge del republicanismo y la difusión del asociacionismo internacionalista. Paralelamente, se intensifica la actividad de la Compañía de Jesús en la ciudad a través de iniciativas ligadas al catolicismo social, pero también a un hasta ese momento larvado carlismo, inaugurando más de una década de actividad de un sector de la derecha claramente diferenciado del conservadurismo local y la burguesía a él ligada. Este artículo pretende abordar este fenómeno a través de dos publicaciones católicas que aparecen en Gijón bajo los auspicios de esta nueva derecha: El Popular (1901-1908) y El Principado (1909-1913) ; At the beginning of the 20th century, Gijón faced certain decisive changes at a political, social and economic level. These significant changes were heralded by the dismantling of the old, conservative, cacique structures, the rise of republicanism, and the spread of international associationism. In tandem with this, the Society of Jesus intensified their activities in the city through initiatives linked with social Catholicism and a previously latent Carlism. This set in motion more than a decade long period of activity of a faction of the right, that clearly differentiated itself from local conservatism and the bourgeoisie associated with it. This article aims to study/analyze this historic event through the lens of two Catholic journals/periodicals/newspapers that were published in Gijón under the auspices of this new right – El Popular (1901-1908) and El Principado (1909-1913).

This thesis examines practices of contextualization in urban planning in Bordeaux. While planning theorists have established the importance of attending to the diversecontexts that shape urban planning, few studies have inquired about the ways urbanplanning activities shape contexts. When the Bordeaux Métropole intercommunal organization set out to reviseits land-use plan, a document positing the regulations applicable for building permitapplications, the resulting plan was intended to be less bureaucratic and more"adapted to context." I explore the implications of this claim based on fieldworkon rule relations among planners, permit reviewers, metropolitan officials, local politicians, and planning documents. Beginning with the assumption that what is important to plans may be external to their content, I follow the land-use plan from preparation to implementation in the permit review. The activities in Bordeaux are framed through theories on the role of bureaucracy and flexibility in contemporary urban planning, while the issue of context is analyzed through an anthropological lens that understands contexts as never pre-existing, but produced through practices.The study shows how urban planning in Bordeaux unfolded amidst clashing contexts and overlapping temporalities, including national reforms of local government in favor of intercommunal planning and enhancement of shared longterm plans with flexible modalities, planners working for a regulatory framework adaptable to diverse settings, permit reviewers concerned with ensuring the legalaccuracy of permit decisions, and municipal election cycles. The permit review became a strategically important activity in which modalities of flexibility were used to ensure municipal authority in response to a shifting political landscape that empowered the intercommunal government. Summary The hydrocarbons contained in the Play Eagle Ford in Texas, USA, have been successfully exploited, which has helped to increase domestic production and boost regional economic activity. This work explores the challenges to expand the exploitation of hydrocarbons in the extension of this training at the Mexican border. The basis for the study is based on conflicting experiences in the development of activities on the US side and those that can be identified in the municipalities of Piedras Negras, Hidalgo, Guerrero and Nava. It is concluded that there is potential for reserves and there are conditions to exploit shale gas fields, but uncertainty about the opposite positions surrounding their development, both in environmental, operational, legal and political terms; these factors would have an impact on profitability and its competitiveness vis-à-vis its counterpart to Texas. ; Resumen Los hidrocarburos contenidos en el Play Eagle Ford en Texas, Estados Unidos, han sido explotados de manera exitosa, lo que ha contribuido a elevar su producción nacional e impulsado la actividad económica regional. Este trabajo estudia los retos para ampliar la explotación de los hidrocarburos en la prolongación de esa formación en la frontera de México. El fundamento del estudio parte de las experiencias enfrentadas en el desarrollo de las actividades del lado estadounidense y las que se pueden identificar en los municipios de Piedras Negras, Hidalgo, Guerrero y Nava. Se concluye que existe un potencial de reservas y hay condiciones para explotar los campos de shale gas, pero la incertidumbre sobre las posiciones contrastantes en torno su desarrollo, tanto en términos ambientales, operativas, legales como políticas; son factores que incidirían en contra de la rentabilidad y de su competitividad respecto a su contraparte de Texas.

The general methodological basis of the initiation and organizational reconfiguration for the needs of the contracting enterprise, which integrated the structural, process, operational and situational approaches, was determined. It has been found that there are several approaches to classifying construction projects, which can be of different types and types, have distinctive features, are interrelated and interdependent. The main groups of factors among the typical components of the macro environment affecting the process of X-configuration (restructuring of external business processes that went beyond the contractor enterprise and were integrated into the processes of other enterprises) are determined: condition of environment; the political and legal component is represented by the state regulation of construction activity, in particular contracting enterprises; economic component reflects the tendencies of national economy development, investment processes; the scientific and technical component is determined by the requirements for the scientific and technical level of production and qualification of personnel. ; Визначено загально-методичне підґрунтя ініціації та організаційної реконфігурації для потреб підрядного підприємства, яке інтегрувало структурний, процесний, операційний та ситуативні підходи. In today's challenging economic conditions, one of the most critical areas of financial management of industrial enterprises is the management of current assets. The material intensity of industrial enterprises activity determines the growing role of quality management of current assets to achieve business efficiency. The current assets management issues have been widely studied by Ukrainian scientists, taking into account the specifics of the management of domestic enterprises. Industrial enterprises in Ukraine operate in conditions of significant uncertainty in the environment, numerous problems of economic, financial and political and legal nature. The profitability of industrial enterprises, which should become the engine of sustainable development, is meagre. Existing external threats to the activities of industrial enterprises cause an increase in the requirements for the quality of internal management to compensate for threats and establish a state of economic security. However, existing studies do not provide a single approach to forming an algorithm for managing the current assets of industrial enterprises. In this article, we have substantiated the algorithm for managing the current assets of industrial enterprises. Based on the study results, we detailed the conceptual and applied prerequisites for introducing the algorithm for managing current assets in Ukrainian industrial enterprises. The proposed algorithm harmonizes with the principles of the system approach. In the algorithm structure, we have identified key factors that managers should consider to avoid risks. Relevant risks may be associated with an unstable external environment and communication problems in the internal environment. We also offered a list of principles for building and implementing the algorithm. The capital market like other markets can be interpreted as a meeting place between the seller and the buyer to make transactions in the form of objects traded, including capital or funds. The existence of the capital market itself already exists in almost all countries in the world except for countries that are still unable to break away from unstable economic and political problems. The capital market has a strategic role to advance national development in order as a source of financing for the business world and investment for the community. In an effort to develop the capital market to be able to develop properly in Indonesia, the 1995 Capital Market Law No. 8 of 1995 was issued. The Capital Market Law aims to provide guarantees in the form of legal certainty for the parties involved in activities in Indonesia. Capital Market and to provide protection for the interests of the investor community to avoid practices that can harm either party. Capital market activities require the help of a number of professions that can support capital market activities, one of which is the Notary profession. Notary as a capital market supporting profession is regulated by the Capital Market Law. The role of the Notary Position in carrying out a capital market activity is required when carrying out the process of public offering of shares in terms of making and examining the validity of the deeds or agreements made by the Notary Public relating to the General Meeting of Shareholders and amendments to the Articles of Association or bylaws of parties or actors in the capital market and require the Notary to submit information in the form of input or provide an independent information suggestion.

The purpose of this publication is to introduce into scientific circulation important documents created by Hetman of Ukraine Ivan Skoropadsky, Danylo Apostol, Kirill Razumovsky, a number of colonels and other Hetmanate elders, which allows to supplement «Ukrainian diplomatic papers of the XVI–XVIII centuries» – actual task of Ukrainian archeography. Various business documents of the Hetmanate (bill of sale, promissory notes, complaints, registers, etc.) are also published. In addition, the information capabilities of these sources are analyzed and particularly valuable evidence is found. Scientific novelty is closely linked to the above purpose, since for the first time the scientific, archival, non-printed sources are introduced, which are stored in the collections of the Institute of Manuscripts of the National V. I. Vernadsky Library of Ukraine, Central State Historical Archives of Ukraine in Kyiv, Archives of Poland (Archive of the Main Acts of Ancients in Warsaw, State Archives in Krakow, Museum of Czartoryski in Krakow) and for the first time important facts from the socio-economic, military-political and church history of Ukraine are established. As a result of the study, knowledge of the military actions of the period Ruins, the Chigirin campaigns, diplomatic activity of Hetman Ivan Mazepa, about the participation of Ukrainians in the campaigns of the Russian army of the 18th century was supplemented. Particularly important is a group of documents relating to the Starodub region. This ethnic Ukrainian land is now a part of Russia, and every effort is made to erase the memory of its historical identity. In Ukraine itself, the history of the Starodub region was not studied for a long time, and now these studies are just beginning.
