With the European Sky Shield Initiative (ESSI), Germany has made its claim as the leader in European air defence. Taking a joint approach to defence is a good step forward, but difficult to implement. Important European partners, above all France and Italy, are currently unwilling to follow Germany's lead. The lack of political unity shows that Germany's proposal does not take European security interests sufficiently into account, has failed to convince partners, and leaves many questions unanswered on the strategic, military, industrial, and economic levels. If the ESSI is to noticeably improve Europe's air defence protection, Berlin must provide answers about strategic balance, the development of the European defence industry, and militarily effective solutions. The acquisition of individual military capabilities will not produce a European Sky Shield. (Autorenreferat)

Economic integration is altering the role of the state and the concept of sovereignty in international law. Intensifying economic interdependence has rendered sovereignty almost meaningless for an isolated state. However, the transfer and pooling of sovereignty in a jointly designed and mutually acceptable legalistic international institution allows state interests to be both respected and represented at the international level. After addressing the European Union model for managing advanced economic integration, the paper examines the extent to which the legal and institutional attributes of the new World Trade Organization represents a move towards a more legalistic international trade order, entailing a transfer of sovereignty from the state to the international level.

The United Kingdom (UK) Prime Minister Theresa May's official request, on March 29th, to leave the European Union (EU) will change the way European countries organise their defence policies. Europeans have always managed their defence via various channels: nationally, in the EU, through NATO and in smaller formats. Brexit will change the way these formats function and how they interact. The effect on the EU's Common Security and Defence Policy (CSDP) will be limited. NATO might benefit from a greater UK commitment, as can smaller formats. The result will be greater fragmentation in European defence, which risks weakening the Europeans' political and military capacity to act. (author's abstract)
