In the past decade, Qatar has emerged as one of the world's most proactive mediators in the international arena. It has also experienced a number of domestic changes to its economic infrastructure, welfare system and political system, along with material improvement in its citizens' standard of living. Nonetheless, despite such radical and rapid advances, political reform in Qatar has proved to be relatively tentative. This book examines political reforms in Qatar from an analytical, normative and ideological perspective. It applies the main concepts and theories found in the literature on democratic transition. Five elements are discussed as the reason of why the political reform process in Qatar has stagnated in the political "Grey Zone": (1) Absolute power of the ruler over the political institutions, (2) Tribal social structure in Qatar, (3) Rentier style social contract, (4) Lack of public demand for reforms and politically apathetic society, and (5) New regional and international atmosphere, emerging after Arab Spring

AbstractIntroductionHIV continues to devastate the adolescent population in sub‐Saharan Africa (SSA). The complex array of interpersonal, social, structural and system‐level obstacles specific to adolescents have slowed progress in prevention and treatment of HIV in this population. The field of implementation science holds promise for addressing these challenges.DiscussionThere is growing consensus that enhanced interactions between researchers and users of scientific evidence are important and necessary to tackle enduring barriers to implementation. In 2017, the Fogarty International Center launched the Adolescent HIV Prevention and Treatment Implementation Science Alliance (AHISA) to promote communication and catalyse collaboration among implementation scientists and implementers to enhance the cross‐fertilization of insights as research advances and the implementation environment evolves. This network has identified key implementation science questions for adolescent HIV, assessed how members' research is addressing them, and is currently conducting a concept mapping exercise to more systematically identify implementation research priorities. In addition, AHSA pinpointed common challenges to addressing these questions and discussed their collective capacity to conduct implementation science using the shared learning approach of the network. Specifically, AHISA addresses challenges related to capacity building, developing mentorship, engaging stakeholders, and involving adolescents through support for training efforts and funding region‐/country‐specific networks that respond to local issues and increase implementation science capacity across SSA.ConclusionsInnovative platforms, like AHISA, that foster collaborations between implementation science researchers, policymakers and community participants to prioritizes research needs and identify and address implementation challenges can speed the translation of effective HIV interventions to benefit adolescent health.

This article proposes a framework to recast our thinking about political participation. The approach adopted insists on the role of collective actors and their agents-the political elites-in the democratic process and, by implication, in determining the amount and forms of individual political participation. The proposed framework builds on a simple model of representative government and introduces some major changes in the political context which have become ever more conspicuous in the course of the last 30 years, and which are substantially modifying the conditions for conventional (electoral) and unconventional political participation. Prominent among these changes are the increasing role of the media in politics, and the decline of party control over the voters. These changes tend to enhance both electoral and non-electoral forms of participation. Another set of contemporary institutional changes reduces the electoral accountability of political decision-makers, with expected consequences that are more ambiguous for both electoral and non-electoral participation. In Wild Experiment, Donovan O. Schaefer challenges the conventional wisdom that feeling and thinking are separate. Drawing on science studies, philosophy, affect theory, secularism studies, psychology, and contemporary literary criticism, Schaefer reconceptualizes rationality as defined by affective processes at every level. He introduces the model of "cogency theory" to reconsider the relationship between evolutionary biology and secularism, examining mid-nineteenth-century Darwinian controversies, the 1925 Scopes Trial, and the New Atheist movement of the 2000s. Along the way, Schaefer reappraises a range of related issues, from secular architecture at Oxford to American eugenics to contemporary climate denialism. These case studies locate the intersection of thinking and feeling in the way scientific rationality balances excited discovery with anxious scrutiny, in the fascination of conspiracy theories, and in how racist feelings assume the mantle of rational objectivity. The fact that cognition is felt, Schaefer demonstrates, is both why science succeeds and why it fails. He concludes that science, secularism, atheism, and reason itself are not separate from feeling but comprehensively defined by it
