Abstract: The interview focuses on Hartmut Rosa's interpretation of the modern nation state. According to his theory, the territorial state, which unifies and standardizes time, language, law and currency, is understood in close dependence with modern processes of social acceleration. A dialectical relationship would take place: while the Westphalian state explains social acceleration, it is also recognized that the nation state became such a successful institution precisely due to the fact that it could accelerate. In the long run, the centrifugal forces of acceleration, which help to bring about contemporary globalization, tend to leave the sovereign state in a fragile condition. On the other hand, the nation, as a separable phenomenon irreducible to the state, seems to be a much less discussed category in Rosa's work. In this interview, Rosa introduces the nation as a cultural engine that provides the motivational force for the state to function properly. His sociological distinction between "cultural" and "institutional" levels is applied to the nation state, necessarily a hybrid. Looking at today's world, Rosa discusses the current rise of national populism and what he calls the "promise of omnipotence" (the idea that the people is all powerful), as a way of explaining the return of nationalism; but he also grapples with the phenomenon of cosmopolitanism (as distinct from globalization) and the hegemony of China.

In a famous article from 1959, David Easton claimed that political anthropology has nothing to tell a political scientist, since it does not treat the state as a separate sphere. To make such a claim, Easton had to assume stability in the distribution of functions between the Westphalian state & the co-existing society, similarity between European Westphalian states, & likeness between the European state & all other states in the world. Fifty years later it seems to be clear why Easton was mistaken, & why state comparisons that do not problematize the historical & sociological conditions of every single state formation have failed. If one wants to understand the state in the age of globalization, the point of departure must be to ask how the relationship between state & society continuously changes, not if it does. As Easton points out, this is exactly what political anthropology mainly has focused on. The article gives an overview of how this has been done, from Lewis Henry Morgan to James C. Scott. It calls on political scientists to study the state empirically to a higher degree, as an endogenous part of the analysis or a dependent variable, rather than treating it as either a given starting point, an exogenous part of the analysis, or an independent variable. 44 References. Since the passage of the Patient Protection and Affordable Care Act (ACA) and a Supreme Court ruling that the federal government cannot compel states to expand Medicaid, a policy window has opened for states to change Medicaid policy. States are now faced with the option to expand Medicaid. Although the literature on Medicaid expansion indicates that politics plays a determining role on states' decisions on Medicaid expansion, comprehensive analyses of dominant factors that affect these decisions on Medicaid is lacking in the field of Medicaid policy. This study will explore the decision making process of state level policies and the effect of relevant state characteristics on Medicaid expansion. This dissertation examines prominent factors that influence state decisions on Medicaid expansion. Although the literature on Medicaid expansion post the ACA is limited in scope, this study is informed by a range of other disciplines, such as education, political science, intergovernmental management, and economics. A conceptual framework is developed based on the interdisciplinary nature of the literature and five models are created: political, economic, needs-based, state capacity, and state innovation and diffusion. A state comparative cross-sectional research design is utilized to test the five models and a combined model of state decision making on Medicaid expansion using multinomial logistic regression analysis and descriptive statistics. The results of this study reveal that when all of the models are combined, state needs-based factors are more influential than political, economic, state capacity, and state innovation and diffusion factors. However, the political model has the most explanatory power when the individual models are tested separately. This research demonstrates that the five models utilized in this study play a significant role in the decision making process of states on Medicaid expansion. In addition, this research addresses a gap in the literature that elucidates influential factors that affect the decisions of states on not only Medicaid policy, but also general state policies.

'Despite several attempts in the eighteenth century to re-establish the University of Dorpat, the Baltic Germans succeeded only in 1802 in re-founding this precious institution meant for the education of the local German-speaking elite. The Baltic German nobility had power over the whole area, ruling it in political, religious, economic and cultural respect. In return for their numerous privileges, they demonstrated an almost proverbial loyalty to the Russian tsar. Until the middle of the nineteenth century, several high posts in the Russian government and in the Russian army were taken by members of the Baltic German nobility. A similar ambiguity characterized the attitude of the Finnish elite. On the one hand, the exceptionally privileged position of the Grand Duchy of Finland within the Russian empire forced them to act loyally towards their occupier. On the other hand, Finnish national awareness increased from the 1820's, a development towards which the university contributed to a large extent. As the Baltic German elite was educated at the University of Dorpat, the Finnish elite had its own university, first in Turku/ Abo and, from 1827, in Helsinki. Certainly when the university moved to the new capital, it was given explicit instructions to 'build the nation'. Also the location of the new imperial university was significant in this respect: on the Senate's square with at the opposite side of the square the government and next to it the imposing cathedral.'
