Vor dem Hintergrund der Debatte darüber, wie Wachstum und Beschäftigung in Deutschland im Kontext einer sich ständig verschärfenden internationalen Konkurrenz gefördert werden können, befasst sich der Beitrag aus wirtschafts-, industrie- und techniksoziologischer Perspektive mit dem Sektor der so genannten Low Technology. Darunter sind Bereiche zu verstehen, in denen vergleichsweise einfache und traditionelle Produkte mit geringem Komplexitätsgrad hergestellt werden und die sich dementsprechend durch eine vergleichsweise geringere Forschungs- und Technologieintensität von weniger als 3% auszeichnen. Die nahe liegende politische Schlussfolgerung ist, dass dieser Sektor mit einfachen Produkten sich nur durch eine geringe Innovativität auszeichnet, daher für zukünftiges Wachstum und Beschäftigung relativ irrelevant und Innovationspolitik daher gut beraten ist, ihren Schwerpunkt auf High-tech-Sektoren zu richten. Dem gegenüber macht der Autor auf die überraschend hohe Bedeutung des Low-tech-Sektors aufmerksam. Dabei stützt er sich auf die folgenden Feststellungen: (1) Low-tech-Produkte sind Element der gesamten Innovationskette, (2) Low-tech-Unternehmen sind innovativer als angenommen, (3) die Bedeutung von praktischem Wissen sowie (4) die Beschäftigungschancen werden hier unterschätzt. Die politische Konsequenz ist nach Ansicht des Verfassers daher, die industrielle Innovationskette in ihrer Gesamtheit in den Blick zu nehmen, verstärkt auf intersektorale Zusammenhänge abzustellen und die Potentiale für Low-tech-Industrien gezielt zu suchen. Nowadays, many successful examples prove that universities have a significant role in the enhancement of different regions. The competitiveness of regions is affected and altered by globalization and other background processes that serve as arrangers of regional structure and for this reason they deserve attention. The modern economic development demands that due to the increased engagement towards the society and economy, the traditional activities of the universities should be diversified. To be able to optimally exploit their potential regarding economic development, the presence of an outstanding educational culture it is necessary but not sufficient. It is also necessary to maintain high standards in quality regarding research activities and to promote the utilization of results in the local economy. Beyond the well-known typology of the first, second and third generation of universities that describe the above mentioned processes, the concept of the "fourth generation" of universities emerged in international literature that depicts interesting facts that are worth considering regarding the economic development activities of universities. The goal of this study is to review and systematize the active and passive activities of universities that enhance the competitiveness of a given region. We process the available ideas regarding the presence of "fourth generation" universities and we attempt to integrate these into the scientifically accounted framework of university generations.
"Entrepreneurial groups face a twinned challenge: recognizing new ideas and implementing them. Recent research suggests that connectivity reaching outside the group channels new ideas, while closure makes it possible to act on them. By contrast, we argue that entrepreneurship is not about importing ideas but about generating new knowledge by recombining resources. In contrast to the brokerage-plus-closure perspective, we identify a distinctive network position, intercohesion, which is found at the overlap of cohesive group structures. The multiple insiders at this intercohesive position participate in dense cohesive ties that provide close familiarity with the operations of the members in their groups. Because they are members of multiple cohesive groups, they have familiar access to diverse resources. First, we test whether intercohesion contributes to higher group performance. Second, because entrepreneurship is a process of creative disruption, we test intercohesion's contribution to group instability. Third, we move from dynamic methods to historical network analysis and demonstrate that coherence is a property of interwoven lineages of cohesion that are built up through an ongoing pattern of separation and reunification. Business groups use this pattern of interweaving to manage instability while benefitting from intercohesion. To study the evolution of business groups, we construct a dataset that records personnel ties among the largest 1,696 Hungarian enterprises from 1987-2001." (author's abstract)

"Die Beliebtheit des Begriffes Innovation in der ökonomischen und politischen Rede hat zunächst mit seiner grundsätzlichen Beliebigkeit zu tun, denn Innovation kann alles genannt werden. Die Beliebtheit des Begriffes Innovation hat darüber hinaus aber ihre Ursache in der Wirkung des kommunikativen Gebrauchs als Unterscheidung zwischen Neuem und Alten. Seit Beginn der Moderne ist das Neue die bevorzugte Seite der zeitlichen Unterscheidung. Die Grenze wird durch Innovation markiert, die eben darum auch Ungleichheiten kennzeichnet; aus der Unterscheidung zwischen Neu und Alt wird der Unterschied zwischen Fortschritt und Stagnation, zwischen Moderne und Veralterung. In der Ökonomie werden notwendige Alleinstellungsmerkmale der Produzenten als Unterschiede an Innovation ausgeflaggt. Die nationalstaatlich gefasste Politik, die sich dieser Semantik annimmt, reproduziert diese Unterscheidung als einen Wettbewerb von politisch-territorial gefassten Einheiten auf dem Weltmarkt und erzeugt damit erst die gemeinte strukturelle Ungleichheit in der Gesellschaft. Dem dieser Semantik zugrunde liegende technisch-ökonomistische Innovationsbegriff ist in seinem Gehalt nachzugehen. Dabei zeigt sich, dass dieser Begriff wenig erklärt, aber viel im Dunklen lässt. Ein alternativer Begriff von Innovation, eingebettet in einer evolutionären Wandlungstheorie, macht dies deutlich und zeigt zudem die ungleichheitserzeugende Wirkung einer verkürzten Innovationssemantik." "Recent theoretical research deals with economic costs and benefits of cultural diversity related to immigration. However, empirical evidence regarding the impact of cultural diversity on economic performance is still scarce. This paper investigates the significance of cultural diversity of the workforce on innovation output for a cross-section of German regions. The findings indicate that cultural diversity indeed affects innovative activity. The results suggest that differences in knowledge and capabilities of workers from diverse cultural backgrounds enhance performance of regional R&D sectors. However, education levels are also important. Diversity among highly qualified employees has the strongest impact on innovation output." (author's abstract)
Die Stadt Frankfurt bietet seit dem Jahr 2000 Orientierungskurse für Zuwanderer an, die neu aus dem Ausland nach Frankfurt zugezogen sind, dauerhaft dort wohnen wollen, daher eine Aufenthaltserlaubnis erhalten und die eine der Herkunftssprachen sprechen, in denen die Orientierungskurse durchgeführt werden. Der Beitrag präsentiert sodann die Ergebnisse einer wissenschaftlichen Begleitstudie in dem Zeitraum 2002/2003 hinsichtlich der wesentlichen Begründungszusammenhänge und der Erfahrungen mit diesen Orientierungskursen. Dabei gliedern sich die Ausführungen in die folgenden Aspekte: (1) die Integrationspolitik in Frankfurt, (2) die Rahmenbedingungen der Orientierungskurse, (3) die Bewertungen der Kurse durch Kursleiter und Migranten, (4) die Diskussion der Frankfurter Erfahrungen sowie (5) die Gesamtbewertung der Projektkonzeption und der Kurse. In einer Schlussbemerkung weisen die Autoren darauf hin, dass man sich in Zukunft Orientierungskursmodellen unter sehr viel schwierigeren Bedingungen als im Frankfurter Projekt annähern muss, wenn die Abnehmer mit ihren Wünschen und Bedürfnissen einbezogen werden sollen. Und es wird um den Ausgleich zwischen den weithin (harten) national determinierten aufenthaltsrechtlichen und arbeitsrechtlichen Rahmenbedingungen und der (weichen) praktischen Durchführung und Finanzierung von Integrationsaufgaben durch die Kommunen gehen, die insbesondere von den größeren Städte geleistet werden muss. This article analyses approaches to the definition of such categories as "scientific and technological potential" and "innovative potential" in view of their resource, structural, procedural and resultant components. The author gives a more accurate definition of the scientific and technological potential through identifying its resources and orientation towards transforming abilities. On the basis of the existing methods of comparative analysis used in Russia and abroad, the author proposes a methodology for evaluating scientific and technological potential in the context of regional and international comparison. The integral index is calculated on the basis of a customised information and statistical database of normalised indicators through the identification and convolution of subindices that characterise individual components of potential. These subindices include pecific indicators applied in different statistical systems, in particular, those used in Russia and the EU, which made it possible to compar the data. The article presents the result of the application of this methodology based on a comparative evaluation of the scientific and technological potential of Russia (Northwestern federal district) and EU states of the Baltic region. The experimental check suggests that the methodology be further improved for future clustering of Russian and EU regions according to the level of their innovative development.
Im Rahmen eines Forschungs- und Entwicklungsvorhabens sind im Handwerk der grenzüberscheitenden Region Trier/ Luxemburg Netzwerk- und Clusterkooperationen zwischen Betrieben, Wirtschaftsförderungseinrichtungen und Hochschulen zur Stärkung des Technologie- und Innovationstransfers erprobt worden. Dazu sind Methoden, Instrumente, Referenzprozesse und politische Handlungsempfehlungen zur Ausgestaltung der öffentlichen Förderkulisse entwickelt worden. In Abgrenzung zu einem traditionellen und von Industrie und Grundlagenforschung geprägten Innovationsbegriff wird ein genuin handwerklicher Innovationsbegriff begründet.
"This paper is based on empirical research on a taxonomy of technological environmental innovations. It draws on a databank with over 500 examples of new technologies (materials, products, processes and practices) which come with benign environmental effects. The approaches applied to interpreting the datasets are innovation life cycle analysis, and product chain analysis. Main results include the following: 1. Innovations merely aimed at eco-efficiency do in most cases not represent significant contributions to improving the properties of the industrial metabolism. This can better be achieved by technologies that fulfill the criteria of eco-consistency (metabolic consistency), also called eco-effectiveness. 2. Ecological pressure of a technology is basically determined by its conceptual make-up and design. Most promising thus are technologies in earlier rather than later stages of their life cycle (i.e. during R&D and customisation in growing numbers), because it is during the stages before reaching the inflection point and maturity in a learning curve where technological environmental innovations can best contribute to improving ecological consistency of the industrial metabolism while at the same time delivering their maximum increase in efficiency as well. 3. Moreover, environmental action needs to focus on early steps in the vertical manufacturing chain rather than on those in the end. Most of the ecological pressure of a technology is normally not caused end-of-chain in use or consumption, but in the more basic steps of the manufacturing chain (with the exception of products the use of which consumes energy, e.g. vehicles, appliances). There are conclusions to be drawn for refocusing attention from downstream to upstream in life cycles and product chains, and for a shift of emphasis in environmental policy from regulation to innovation. Ambitious environmental standards, though, continue to be an important regulative precondition of ecologically benign technological innovation." (author's abstract)
Kulturpolitik in Deutschland ist in erster Linie städtische Kulturpolitik, die auf städtische Infrastruktur und Nutzergruppen ausgerichtet ist. Die Spaltung kultureller Teilhabe ist deshalb neben soziodemografischen Faktoren auch regional strukturiert. Auch wenn der ländliche Raum in aktuellen kulturpolitischen Diskursen implizit eine Rolle spielt, u. a. bei den Themenfeldern Demografischer Wandel, Regionalentwicklung oder Zivilgesellschaft, werden die strukturellen und sozialen Besonderheiten dieses Raums und deren Relevanz für Kulturpolitik aber nicht explizit thematisiert. Ein starkes Gefälle zwischen den Diskursen, die Themen städtischer Kulturpolitik betreffen, und denen der Kulturpolitik für ländliche Räume kennzeichnet daher das kulturpolitische und das kulturpolitikwissenschaftliche Feld. Dennoch gibt es eine Vielzahl von Akteuren, die kulturpolitisch im ländlichen Raum aktiv sind, über deren kulturpolitisches Wirken bisher wenig bekannt ist. Diese Forschungslücke will das Forschungsvorhaben schließen. Im Rahmen einer Politikfeldanalyse wird mit Hilfe von 28 Experteninterviews das (kultur-)politische Handeln von Akteuren ländlicher Kulturpolitik im Bundesland Niedersachsen untersucht, um herauszufinden, welche Akteure mit welchen Zielen Kulturpolitik für den ländlichen Raum betreiben und ob dabei strukturelle und soziokulturelle Besonderheiten des ländlichen Raums berücksichtigt werden. Ziel der Arbeit ist es damit zum einen, eine empirisch gestützte Ortsbestimmung von Kulturpolitik in ländlichen Räumen und für ländliche Räume in Niedersachsen vorzunehmen, und zum anderen Aspekte zu identifizieren, die eine gegenstandsangemessene Kulturpolitik für den ländlichen Raum leiten können. Darüber hinaus möchte die Arbeit einen Beitrag zur Theoriebildung im Rahmen der Kulturpolitikwissenschaft leisten. Insbesondere politikwissenschaftliche Ansätze haben bisher nur vereinzelt Eingang in die Kulturpolitikforschung gefunden. Deshalb soll überprüft werden, inwiefern politikwissenschaftliche Theorien wie der akteurszentrierte Institutionalismus sowie Governance-Theorien für die Kulturpolitikforschung nutzbar gemacht werden können. Zentrales Ergebnis der Forschungsarbeit ist, dass es DEN ländlichen Raum nicht gibt und damit auch nicht DIE ländliche Kulturpolitik. Dennoch konnten spezifische kulturpolitische Handlungsfelder identifiziert werden. Zunächst muss der ländliche Raum wieder in die Lage versetzt werden, politisch handlungsfähig zu sein. Das bedeutet v. a. eine Reform der kommunalen Finanzausstattung sowie die Verbesserung der Fachlichkeit der kulturpolitisch Verantwortlichen in den Kommunen. Darüber hinaus bedarf eine zeitgemäße Kulturpolitik auf lokaler Ebene einer stärkeren Koordination sowohl zwischen Politik, Verwaltung, Institutionen und Zivilgesellschaft als auch zwischen unterschiedlichen Kommunen. Letzteres wird aber durch ein starkes Beharren der politischen Akteure auf kulturpolitischer Souveränität erschwert. Auch wenn lokal orientierte Kulturpolitik in erster Linie Aufgabe der Kommunen ist, trägt die Landespolitik, v. a. in einem Flächenland, besondere Verantwortung für die kulturelle Weiterentwicklung des ländlichen Raums, jenseits von Leuchtturmförderung. Neben der besseren finanziellen Ausstattung vorhandener kulturpolitischer Steuerungsinstrumente für den ländlichen Raum ist v. a. ein Förderinstrument notwendig, dass breitenkulturelle Akteure finanziell unterstützt und diese dabei nicht an den Maßstäben künstlerische Qualität oder Innovationspotential misst. Dafür ist es allerdings erforderlich, dass die Kulturpolitik aller Ebenen darauf verzichtet, Bildungsideale und Qualitätsstandards der Hochkultur auf die Breitenkultur zu übertragen. Eine wichtige Erkenntnis ist darüber hinaus, dass Kulturpolitik, will sie ihrem selbstgestellten Anspruch, Gesellschaftspolitik zu sein, gerecht werden, sich stärker mit anderen Politikfeldern vernetzen muss. Denn das wichtigste Kriterium für den politischen und wissenschaftlichen Diskurs über ländliche Räume ist, dass er interdisziplinär geführt werden muss. ; Cultural policy in Germany is predominantly cultural policy for cities, which is aligned on urban infrastructure and user groups. The splitting of the cultural participation is therefore next to socio-demographical factors also regionally structured. The rural area is part of the political discourses in the field of arts and culture, for example in the fields of demographical change, regional development or civil society. However, the structural and social characteristics of this region and their relevance for cultural policy were not make subject of discussion. There is a huge gap between the cultural policy for cities and rural regions. This gap is marking the field of cultural policy and the academic discourse. Nevertheless, there are many players, which are active in the political field, but their work is not much appreciated. This thesis tries to minimize this gap. Within the method of the Politikfeldanalyse done by 28 expert-interviews was the cultural policy of different players in the federal state of Lower Saxony examined. This should discover which player uses which kind of cultural policy for rural regions. The goal of this thesis is on the one hand to make an empirical pegged localization of cultural policy in rural areas and for rural areas in Lower Saxony. On the other hand it identifies aspects which could lead a responsible cultural policy for rural areas. Furthermore, this work would like to add a contribution for theory formation within the cultural policy science. So far political science was considered sporadically in the field of cultural political research. Therefore it is to examine in what extent political science theories like akteurszentrierter Institutionalismus and Governance could be used for the cultural policy research. Central conclusion of this research work is, that THE rural area doesn't exist and therefore neither ONE strategy for cultural policy in rural regions. However, it was possible to identify specific fields of actions for cultural policy. First, the rural area has to be put back in position, to act political independent. That means a reformation of local funding and an improvement of the expertise of the responsible people. Furthermore, a modern cultural policy on the local level needs a stronger coordination between politics, administration, cultural institutions and civil society as well as between the different municipalities. Especially the work between the municipalities is complicated because of a strong insistence of the political players of sovereignty. Next to the municipalities the regional policies bears special responsibility for the cultural development of the rural area – beyond supporting just the glamorous projects. First adequate funding of existing controlling tools for arts and culture in rural area is necessary. Second new tools has to be developed, which supports the players of the arts of amateurs without be measured by standards of artistic quality or innovation potential. Therefore it is necessary, that the cultural policy of every level renounces to transfer educational and quality standards of the professional arts to the arts of amateurs. Another conclusion is, that, if the cultural policy wants to be relevant for society they have to be more interlinked with other political fields. So the most important characteristic of the political and academically discourse of rural areas is that it has to be led interdisciplinary.
Der Autor befasst sich aus techniksoziologischer Perspektive mit den Dynamiken der wissenschaftlichen und industriellen Innovation bzw. dem institutionellen System der Innovation als Bestandteilen von Wissensveränderungen. Wissensveränderungen wiederum betreffen zwei Aspekte: (1) das Regime der Wissensproduktion, wobei zwischen einem funktionalen und einem fragmentalen Wissensregime unterschieden wird; (2) die Wissensart, unterteilt in die Entwicklung expliziter Erkenntnis und die Erklärung der Relation zwischen explizitem und stillschweigendem Wissen. Mittels dieses begrifflichen Instrumentariums werden in einem ersten Schritt die sich verändernden Muster der Wissensproduktion beschrieben, die sich aus den Zusammenhängen der 'funktionalen Spezialisierung' und der 'fragmentalen Distribution' ergeben. Im Anschluss gilt das Augenmerk den sich wandelnden Relationen zwischen den beiden Wissensarten 'Erklärung' und 'Erforschung'. Auf dieser Grundlage konzeptueller Betrachtungen und empirischer Studien formuliert der Autor abschließend zwei mögliche Aufgabenfelder zur weiteren Erforschung heterogener Innovationsnetzwerke: (1) Vergleiche zwischen individuellen Innovationsbiographien in verschiedenen technologischen und industriellen Feldern, um so verschiedene Muster von Innovationspfaden und ihren Veränderungen zu identifizieren; (2) Analysen innovativer Konstellationen, die sich auf wissenschaftliche, technologische und institutionelle Konzepte beziehen.
