Abstract: This article seeks to trace the evolution of the sociopolitical stance of the intelligentsia of the European North of Russia under the conditions of the 1917 revolution and the anti-Bolshevik regime that followed (1918–20). The study utilizes a sociohistorical and cultural approach, according to which the intelligentsia is understood as a self-developing group of people professionally engaged in intellectual creative work and performing a socially significant role in the sphere of spiritual culture. The research is based on documents held at the State Archive of the Arkhangel'sk Region and periodicals published during the years 1917–20. The authors conclude that the bulk of the northern intelligentsia, who shared the values of the February Revolution, reacted cautiously and even negatively to the events of October 1917. However, the stance of the intelligentsia underwent a transformation during the Civil War as a result of their recognition of the lack of alternatives to the Bolsheviks.

THE HELSINKI FINAL ACT HAS BEEN REGARDED AS THE BIBLE OF THE ORGANIZATION FOR SECURITY AND CO-OPERATION IN EUROPE (OSCE) SINCE ITS ADOPTION 20 YEARS AGO. THE HELSINKI FINAL ACT HAS ALSO TURNED OUT TO BE AN IMPORTANT INSTRUMENT FOR NON-GOVERNMENTAL ORGANIZATIONS (NGOS). THIS ARTICLE DISCUSSES THE RELATIONSHIP THAT HAS EVOLVED OVER THE YEARS BETWEEN NGOS AND THE OSCE AND DISCUSSES RECENT EVENTS WHICH HAVE MADE ONGOING AND INFORMED DIALOGUE BETWEEN THE OSCE AND NGOS EASIER. SOME OF THE CONCERNS ON WHICH BOTH THE OSCE AND THE NGOS HAVE BASED THEIR DISCUSSIONS INCLUDE DISARMAMENT, HUMAN RIGHTS, AND ECONOMIC DEVELOPMENT. THE ARTICLE ALSO DISCUSSES THE FUTURE RELATIONSHIP BETWEEN NGOS AND THE OSCE AND PREDICTS THAT THERE IS ROOM FOR EXPANDING INVOLVEMENT OF NGOS ACROSS THE ENTIRE SPECTRUM OF OSCE CONCERNS AND ACTIVITIES.
Survival of living organisms on earth cannot be guaranteed without redressing the present devastating environment. Active involvement of all and sundry is highly necessary to manage the present intensive exploitative demands on the environmental resources by organisms. This was why a survey of the place of environmental education in Universal Basic Science for confronting vision 20:2020 challenges from the North central zone of Nigeria was examined in this paper. 536 students randomly selected from 10 Junior Secondary Schools in 4 randomly selected states from the zone participated. Two research hypotheses were tested through t-test analysis of Environmental Challenges Achievement Test (ECAT) scores. The results revealed that there were significant differences in students' achievement on the inclusion of environmental concepts in the students' knowledge of environmental management as well as the contributions of environmental education in resolving vision 20: 2020 environmental challenges. It was recommended among others that every child of school age should be involved in tree planting and cover cropping in all their localities every year; and the need for collaboration between government and farmers in a way that farmers would be helped directly to adopt new techniques and sustainable farming practices in addition to regulated grazing of animals. ; This work comprises ten comparative case studies about the capitals planned and built in the 20th century: Canberra, Chandigarh, Islamabad, Brasilia, Gaborone, Lilongwe, Dodoma, Abuja, Putrajaya, Astana. The cities are all planned as a City Beautiful and are oriented towards the most modern and ambitious planning ideas at the time of their foundation. Therefore, they are especially suitable for an analysis of last century's urban planning guiding principles and strategies.
