Enercon Services, Inc. (ENERCON), in support of Salt Creek Midstream, LLC, conducted an intensive archeological survey for the proposed Quito Draw Pipeline Project. The proposed pipeline is approximately 19.3 miles (31.1 km) in length, located near Barstow and Pyote, Texas in Ward County. This report encompasses only the University Lands, UT System property segment of the proposed Quito Draw Pipeline Project which is approximately 11.8 miles (19.0km) in length. The University Lands, UT System property segment of the project area is depicted on the United States Geological Survey (USGS) Wink South, Tex. (1968), Soda Lake NE, Tex. (1968), and Soda Lake SE, Tex. (1968) 7.5 Minute Quadrangle maps. The construction corridor consists of a 50 foot (15m) wide permanent pipeline right-of-way (ROW) and a 50 foot (15m) wide temporary workspace corridor. The entire 50 foot (15m) wide ROW will be cleared of vegetation and the eight-inch gas pipeline will be installed in an open cut trench. The cultural resources survey corridor and area of potential effect (APE) was 100 foot (30m) wide for the entire 11.8 mile (19.0km) length of the pipeline segment through the University Lands, UT System property segment of the project, for a total of 143.03 acres (57.88 hectares). The survey of the University Lands, UT System, a political subdivision of the State of Texas, property, was completed under Texas Antiquities Permit No. 9011. The initial cultural resources field investigation on University Lands, UT System property was conducted October 7, 2018 to October 9, 2018 by Christopher Flowers and Gary D. Edington and consisted of an intensive pedestrian survey utilizing transects spaced no greater than 15m apart with shovel tests in areas which had the potential for buried cultural resources. The field investigation was conducted in accordance with the Texas Historical Commission (THC) Archeological Survey Standards for Texas. The entire project was supervised by Gary D. Edington, an ENERCON archeologist who meets the U.S. Secretary of the Interior's Professional Qualification Standards for archeology as set forth in 36 CFR 61. The initial cultural resources investigation of the proposed Quito Draw Pipeline Project on University Lands, UT System property resulted in the observation of one isolated find (IF). IF#1 consists of a mottled pink and white tertiary chert flake. Ground Surface Visibility (GSV) at the location of IF#1 averaged around 65 percent. Five shovel tests were excavated in the vicinity of IF#1, all of which were negative for cultural resources. A pedestrian survey grid at 3-5m intervals at the location of IF#1 failed to identify any additional cultural materials and the location was noted as an isolated find. IF#1 lacks important information potential and is not recommended as eligible for the National Register of Historic Places (NRHP) or designation as a State Antiquities Landmark (SAL), and no further work is recommended at the location of IF#1. Prior to the initial survey, a site file check was conducted which resulted in the determination that no previously recorded sites are within the APE, or within 1-mile of the APE on University Lands, UT System property. Unfortunately, the Atlas was updated after the site file check was completed. A post facto site file check was conducted which resulted in the determination that seven previously recorded sites are recorded within 1-mile of the APE. Two of which, 41WR106 and 41WR107, are recorded within the APE and were partially impacted by the construction of the Quito Draw Pipeline on University Lands, UT System property. The field crew did not know 41WR106 and 41WR107 were recorded adjacent to the APE prior to fieldwork and these site locations were not observed during the initial survey. Prior to this Cultural Resources Report being presented to THC construction began on both the Quito Draw and Olifant 12-Inch pipelines. Thus, a post facto revisit of 41WR106 and 41WR107 was conducted on February 22, 2020 by J. Matthew Oliver and Gary D. Edington to assess the impact damage to both sites. Both sites, 41WR106 and 41WR107 were negatively impacted by the construction of the Quito Draw and Olifant 12-inch Pipelines on University Lands, UT System property. At site 41WR106 it appears that less than two percent of the previously recorded site area has been destroyed while at site 41WR107 it appears that approximately four percent of the site has been destroyed by the clearing of the Quito Draw and Olifant 12-inch pipelines. The cultural resources investigations did not result in finding any additional historic or prehistoric artifacts, features, cultural lenses, or sites over 50 years of age on University Lands, UT System property. Therefore, it is recommended that the project will have no effect on any additional historic property that may qualify for inclusion in the NRHP or determination as a SAL on University Lands, UT System property. No further cultural resources investigations are recommended for the Quito Draw Pipeline Project on University Lands, UT System property. If cultural material, including sites, features, or artifacts that are 50 years old or older are encountered within the ROW during maintenance activities of the Quito Draw and Olifant Pipelines on University Lands, UT System property, work in the area must cease and the THC (512-463- 5853) must be immediately be notified.

This report summarizes the results of a cultural resources survey by Gray & Pape, Inc., on behalf of their client, BIO-WEST, Inc., of six workspaces within four discontiguous locations along Big Creek in Fort Bend County, Texas totaling 6.1 hectares (15.1 acres) and approximately 1.5 kilometers (0.9 miles) in length. The Big Creek Channel Repair Project calls for bank stabilization efforts at each of the four locations. The goals of the survey were to determine if the proposed project would affect any previously identified archaeological sites as defined by Section 106 of the National Historic Preservation Act of 1966, as amended (36 CFR 800), and to establish whether or not previously unidentified buried archaeological resources were located within the project's Area of Potential Effects. Portions of the project are on property owned by Fort Bend County, a political subdivision of the state, as such, a Texas Antiquities Permit (Permit Number 9455) was required prior to the commencement of fieldwork. The lead federal agency is the Federal Emergency Management Agency. All fieldwork and reporting activities were completed with reference to state (the Antiquities Code of Texas) and federal guidelines. Prior to fieldwork mobilization, a background literature and site file search were conducted to identify the presence of recorded sites and previous cultural resource surveys within or near the Area of Potential Effect. The search indicated that no previously identified cemeteries, historical markers, or National Register properties are located within the project Area of Potential Effects. The same research identified that 11 previous cultural resource surveys had been conducted within the study radius of the project area, three of which overlapped with the current Area of Potential Effects. In addition, 13 previously recorded archaeological sites are located within the study radius, one of which, (41FB330) a prehistoric shell midden site, is located immediately adjacent to the current Area of Potential Effect. Field investigations carried out in June 2020 consisted of a combination of pedestrian survey, with particular attention to sections of exposed and eroding bank, and subsurface testing within the four project locations. Because the vast majority of the project Area of Potential Effects occurred in areas of steep slope and artificially reworked bank, only 9 of 20 planned shovel tests were excavated. All shovel tests were negative for cultural resource material, including two shovel tests excavated adjacent to the previously recorded 41FB330. Two historic isolate surface finds were identified at Workspaces 5 and 6. Gray & Pape, Inc. archaeologists are of the opinion that the intensive pedestrian survey and shovel test survey completed within the Area of Potential Effects has adequately assessed the potential for surface and near-surface intact, significant cultural resources. No intact, significant artifacts or cultural features were encountered during the course of the survey, and no new archaeological sites were identified. No negative impacts on any previously identified sites are anticipated from the proposed project. Based on these results, Gray & Pape, Inc. recommends that no further cultural work be required and that the project be cleared to proceed as planned. As required under the provisions of Texas Antiquities Code Permit 9455, all project records are housed at the Center for Archaeological Studies at Texas State University, San Marcos, Texas.

Horizon Environmental Services, Inc. (Horizon) was selected by Malone/Wheeler, Inc. on behalf of the Lake Travis Independent School District (LTISD) to conduct an intensive cultural resources inventory and assessment for the proposed construction of an approximately 0.4-hectare (1.0-acre) storm water detention pond. The proposed storm water detention pond would be located off the northwestern side of Hamilton Pool Road (a.k.a. Farm-to-Market Road [FM] 3238) near its intersection with the future right-of-way (ROW) of Vail Divide in western Bee Cave, Travis County, Texas. For purposes of the cultural resources survey, the project area is considered to consist of the entire 0.4-hectare (1.0-acre) storm water detention pond footprint. The proposed undertaking is being sponsored by LTISD, a political subdivision of the state of Texas; as such, the project falls under the jurisdiction of the Antiquities Code of Texas. At this time, no federal permits, funding, or licenses have been identified for the project. As the project represents a publicly sponsored undertaking with the potential to impact potentially significant cultural resources, the project sponsor was required to perform a cultural resources inventory and assessment of the project area. On June 24, 2020, Horizon archeological technician Jacob Lyons, under the overall direction of Jeffrey D. Owens, Principal Investigator, performed an intensive cultural resources survey of the project area to locate any cultural resources that potentially would be impacted by the proposed undertaking. The survey was conducted under Texas Antiquities Permit No. 9492. Horizon's archeologist traversed the 0.4-hectare (1.0-acre) project area and thoroughly inspected the modern ground surface for aboriginal and historic-age cultural resources. The project area is situated on a limestone upland overlooking an unnamed tributary of Hickson Hollow. The project area has been heavily disturbed from prior construction, use, and maintenance of a gravel parking lot, a circular animal pen, several cinder block walls, and a well associated with a business (Bee Cave Acupuncture) that was formerly housed in a residential-style structure just northwest of the project area. Vegetation consisted of live oak, Ashe juniper, acacia, Roosevelt weed, prickly pear cactus, planted ornamental bamboo, and medium-high grasses. Visibility of the modern ground surface ranged from poor to good (30 to 60%) depending on the density of vegetative ground cover. Limestone gravels associated with a former parking lot that occupied most of the project area from the early 2000s until 2010, when the nearby structure that housed the Bee Cave Acupuncture business was abandoned, cover much of the project area. Exposures of limestone bedrock and gravels are present on the modern ground surface in the eastern corner of the project area, which was less disturbed by construction associated with the acupuncture business. In addition to pedestrian walkover, the Texas State Minimum Archeological Survey Standards (TSMASS) call for excavation of a minimum of two shovel tests per 0.4 hectare (1.0 acre) for projects measuring 10.1 hectares (25.0 acres) or less in size plus one additional shovel test per 2.0 hectares (5.0 acres) above 10.1 hectares (25.0 acres). As such, a minimum of two shovel tests would be required within the current 0.4-hectare (1.0-acre) project area. Horizon excavated a total of seven shovel tests during the survey, thereby exceeding the TSMASS requirements for a project area of this size. The pedestrian survey and shovel testing revealed heavily disturbed sediments containing abundant gravels from the former parking lot. Native sediments underlying the parking lot gravels and in less disturbed portions of the project area consist of shallow deposits of gravelly dark brown to pale yellowish-brown marly clay loam overlying either pale gray marly sandy clay or limestone bedrock at depths ranging from 5.0 to 35.0 centimeters (1.9 to 13.8 inches) below surface. It is Horizon's opinion that shovel testing was capable of fully penetrating sediments with the potential to contain archeological deposits. No cultural resources of prehistoric or historic age were observed on the modern ground surface or within any of the shovel tests excavated within the project area. Prior to the mid-1990s, the project area was characterized by an undeveloped, lightly wooded scrubland setting. Between 1995 and 2002, a large house was constructed just outside the northwestern corner of the project area. It is unknown if this this house initially served as a residence, but by the early 2000s the structure was utilized as a commercial storefront for Bee Cave Acupuncture. At that time, the project area itself was devegetated and graded, and a circular cattle pen, various linear cinder block wall features, a water pump and network of polyvinyl chloride water pipes, and gravel driveways were added. In addition, a stock pond was created to the east of the project area in the eastern corner of the overall parcel. Between 2003 and 2005, the gravel driveways were expanded into a large gravel parking lot that covered most of the project area. The Bee Cave Acupuncture business moved to its current location on Bee Cave Parkway just north of the intersection of State Highway (SH) 71 in 2010, and the original structure has remained unoccupied ever since. All of the cultural features observed within the project area are modern. Based on the results of the survey-level investigations documented in this report, no potentially significant cultural resources would be affected by the proposed undertaking. In accordance with 36 CFR 800.4, Horizon has made a reasonable and good-faith effort to identify historic properties within the project area. No cultural resources were identified that meet the criteria for listing on the NRHP according to 36 CFR 60.4 or for designation as SALs according to 13 TAC 26. Horizon recommends a finding of "no historic properties affected," and no further archeological work is recommended in connection with the proposed undertaking. However, human burials, both prehistoric and historic, are protected under the Texas Health and Safety Code. In the event that any human remains or burial objects are inadvertently discovered at any point during construction, use, or ongoing maintenance in the project area, even in previously surveyed areas, all work should cease immediately in the vicinity of the inadvertent discovery, and the Texas Historical Commission (THC) should be notified immediately. Following completion of the project, project records will be prepared for permanent curation at the Texas Archeological Research Laboratory (TARL).

On June 4, 2019, the Center for Archaeological Research (CAR) at The University of Texas at San Antonio (UTSA) conducted an archaeological assessment of four excavation pits located at the south side, or rear, of three historic buildings that are owned by GrayStreet Partners and are being rehabilitated. The buildings are part of a group of historic buildings located at the southwest corner of Dolorosa and S. Flores streets known as Kallison Square. Since it is a privately funded project on privately owned property, the project is not subject to regulatory review by the Texas Historical Commission (THC). The three properties, however, are located within the Main and Military Plaza Historic District; therefore, the project is subject to regulatory review by the City of San Antonio (COSA) Office of Historic Preservation (OHP) under the COSA Unified Development Code (Article 6 35-630 to 35-634). Dr. Paul Shawn Marceaux served as the Principal Investigator during the fieldwork portion of the project, and after Dr. Marceaux's departure from CAR, Dr. Raymond Mauldin served as the Principal Investigator for the final stages of the project. José Zapata served as the Project Archaeologist. The purpose of the archaeological assessment was to determine if any cultural features and/or cultural material had been inadvertently compromised as a result of the mechanical excavations. During the assessment, CAR determined that a significant amount of disturbance was present. Undiagnostic glass, ferrous metal, and construction debris were observed within the exposed stratigraphy of several of the pits, but none of the material was collected. CAR staff determined that the area had been previously disturbed as a result of recurring building construction dating to at least 1877. The building rehabilitation project was, therefore, allowed to proceed. However, CAR recommends that any additional mechanical excavations planned by the property owner in this area be coordinated with COSA-OHP.

Horizon Environmental Services, Inc. (Horizon) was selected by LJA Engineering, Inc. (LJA) on behalf of Fort Bend Levee Improvement District (LID) No. 7 to conduct an intensive cultural resources inventory and assessment of the 2.6-hectare (6.4-acre) Bonnie Reid tract in western Sugar Land, Fort Bend County, Texas. The tract is located at the southwestern corner of the intersection of Pecan Grove and Sartartia Road within an older rural residential subdivision surrounded by modern residential subdivisions. A small homestead complex owned and occupied by William and Bonnie Reid until recently is located in the north-central portion of the tract. For purposes of the cultural resources survey, the project area was considered to consist of the entire 2.6-hectare (6.4-acre) tract. The proposed tract would be developed into a storm water detention pond, and the maximum depth of impacts is anticipated to be 3.0 to 4.5 meters (10.0 to 15.0 feet) below surface. The proposed undertaking would be sponsored by Fort Bend LID No. 7, a political subdivision of the state of Texas; as such, the project would fall under the jurisdiction of the Antiquities Code of Texas. As the proposed project represents a publicly sponsored undertaking, the project sponsor is required to provide the Texas Historical Commission (THC), which serves as the State Historic Preservation Office (SHPO) for the state of Texas, with an opportunity to review and comment on the project's potential to adversely affect historic properties listed on or considered eligible for listing on the National Register of Historic Places (NRHP) under the NHPA and/or for designation as State Antiquities Landmarks (SAL) under the Antiquities Code of Texas. At this time, no federal jurisdiction has been identified for the project. On June 10 and 11, 2020, Horizon archeologists Jesse Dalton and Jared Wiersema, under the overall direction of Jeffrey D. Owens, Principal Investigator, performed an intensive cultural resources survey of the project area to locate any cultural resources that potentially would be impacted by the proposed undertaking. The survey was conducted under Texas Antiquities Permit No. 9478. Horizon's archeologists traversed the project area on foot and thoroughly inspected the modern ground surface for aboriginal and historic-age cultural resources. The project area is situated on the northern terraces of the Brazos River. Vegetation across the majority of the project area consists of an expansive, manicured grassy lawn dotted with occasional live oak trees associated with the Reid homestead in the north-central portion of the tract. The southern portion of the project area is heavily overgrown with dense brambles, vines, and tall grasses. Prior to the purchase and development of the property by the Reid family in 1970, the parcel was part of a larger farm and was characterized by active agricultural fields. Additional disturbances associated with residential landscaping were observed in the north-central portion of the tract surrounding the Reid homestead. Ground surface visibility was generally low (<20%) due to dense vegetative ground cover. In addition to pedestrian walkover, the Texas State Minimum Archeological Survey Standards (TSMASS) require a minimum of two shovel tests per 0.4 hectare (1.0 acre) for projects measuring 10.1 hectares (25.0 acres) or less in size plus one additional shovel test per 2.0 hectares (5.0 acres) beyond the first 10.1 hectares (25.0 acres). As such, a minimum of 13 shovel tests would be required within the 2.6-hectare (6.4-acre) project area. However, the project area is situated on the terraces of the Brazos River and is characterized by the Pledger clay soil unit, a Quaternary-age clayey alluvial sediment with the potential to contain archeological deposits at depths exceeding those that can be reached in shovel tests. As such, Horizon conducted subsurface survey investigations by means of backhoe trenching rather than shovel testing. The TSMASS call for excavation of one backhoe trench per two shovel tests; as such, a minimum of seven backhoe trenches would be required within the 2.6-hectare (6.4-acre) project area. Horizon excavated a total of seven backhoe trenches during the survey, thereby meeting the TSMASS requirements for a project area of this size. Backhoe trenches revealed relatively consistent stratigraphic profiles consisting of a surficial black clay horizon that probably represents a former plowzone underlain by clay sediments ranging in hue from yellowish-red to brownish-red extending to the bases of the trenches. Calcium carbonate filaments increased in density with depth, suggesting that the clayey soil profile has remained relatively stable and been undergoing pedogenetic development for some time. While the full depth of alluvial sediments was not necessarily penetrated in backhoe trenches, the lack of any inclusions or anomalies suggestive of prehistoric cultural activity in trenches suggests that trenching was capable of adequately penetrating sediments with the potential to contain prehistoric and historic-age cultural resources. One newly recorded archeological site, 41FB365, was documented during the cultural resources survey of the Bonnie Reid tract. Site 41FB365 consists of a cluster of late 20th-century buildings located on a small rural residential tract at the corner of Pecan Grove and Sartartia Road in Sugar Land, Fort Bend County, Texas. The homesite was the residence of William and Bonnie Reid, who moved to Sugar Land from Oklahoma after getting married in 1960 to start a family. Currently, the homestead consists of four buildings, including a single-story, brick-clad house (Resource A); an open-bay garage with an attached storage shed (Resource B); a well pump house (Resource C); and a small equipment shed (Resource D). The only historic-age structure on the site is the house, which was constructed in 1970, and the various outbuildings were constructed over the following decade. No other historic-age structures are present on the site, and no archeological deposits associated with any historic-age occupations of the property were observed during the survey. Based on the largely modern character of the architectural features on the homestead, a lack of significant historical associations, and the absence of archeological deposits, the site is recommended as ineligible for inclusion in the NRHP and for designation as an SAL. Based on the results of the survey-level investigations documented in this report, no potentially significant cultural resources would be affected by the proposed undertaking. In accordance with 36 CFR 800.4, Horizon has made a reasonable and good-faith effort to identify historic properties within the project area. No cultural resources were identified within the project area that meet the criteria for designation as SALs according to 13 TAC 26 or for inclusion in the NRHP under 36 CFR 60.4. Horizon recommends a finding of "no historic properties affected," and no further archeological work is recommended in connection with the proposed undertaking. However, human burials, both prehistoric and historic, are protected under the Texas Health and Safety Code. Horizon Environmental Services, Inc. (Horizon) was selected by Berg-Oliver Associates, Inc. (BOA) on behalf of the Harris County Flood Control District (HCFCD) to conduct a cultural resources inventory and assessment for the proposed Stockdick School Road Project in Katy, Harris County, Texas (HCFCD Project No. U501-07-00-E001). The proposed undertaking would consist of constructing various storm water detention ponds and other drainage improvements within a non-contiguous 154.0-hectare (380.6-acre) tract located off either side of Grand Avenue Parkway (State Highway [SH] 99) in Katy, Harris County, Texas. The tract is bounded on the north by Stockdick School Road, on the west by Peek Road, on the south by Clay Road, and on the east by the Vineyard Meadow Tuscany residential subdivision. Mayde Creek flows southeastward through the tract. For purposes of the cultural resources survey, the project area is assumed to consist of the entire 154.0-hectare (380.6-acre) tract. The proposed undertaking is being sponsored by HCFCD, a political subdivision of the state of Texas; as such, the project would fall under the jurisdiction of the Antiquities Code of Texas. In addition, the project would require the use of federal permits issued by the US Army Corps of Engineers (USACE), Galveston District, under Section 404 of the Clean Water Act (CWA). As such, those portions of the overall project area that fall within the federal permit area would also fall under the jurisdiction of Section 106 of the National Historic Preservation Act (NHPA). As the proposed project represents a publicly sponsored undertaking, the project sponsor is required to provide the applicable federal agencies, in this case the USACE, and the Texas Historical Commission (THC), which serves as the State Historic Preservation Office (SHPO) for the state of Texas, with an opportunity to review and comment on the project's potential to adversely affect historic properties listed on or considered eligible for listing on the National Register of Historic Places (NRHP) under the NHPA and/or for designation as State Antiquities Landmarks (SAL) under the Antiquities Code of Texas. Between April 30 and May 5, 2020, Horizon archeologists Charles E. Bludau, Jr. and Luis Gonzalez conducted an intensive cultural resources survey of the project area. Jeffrey D. Owens acted as Principal Investigator, and the survey was conducted under Texas Antiquities Permit No. 9409. The purpose of the survey was to locate any significant cultural resources that potentially would be impacted by the proposed undertaking. Horizon's archeologists traversed the project area and thoroughly inspected the modern ground surface for aboriginal and historic-age cultural resources. The project area consists of a vast tract that is roughly bisected by Mayde Creek, which flows southeastward through the approximate middle of the tract. Areas adjacent to the creek were largely undeveloped and covered in dense hardwood forests with a thick understory of shrubs, grasses, forbs, brambles, vines, and various grasses. Vegetation in the more open areas consisted of dense pasture grasses with isolated copses of hardwood trees. Whereas most of the project area is undeveloped and appears to be largely intact, various disturbances were observed. An Enterprise Crude Pipeline, LLC pipeline corridor passes northeast to southwest through the north-central portion of the project area; a Kinder Morgan Texas Pipeline, LLC pipeline corridor passes northeast to southwest through the central portion of the project area; and a transmission line passes northwest to southeast through the center of the project area. In the northwestern corner of the project area, immediately south of Stockdick School Road and east of Clay Road, a large section of land has been cleared and a number of underground utility lines have been installed. In the southwestern corner of the project area, north of Clay Road and east of Peek Road, a wide, contoured drainage channel has been constructed. Finally, Grand Avenue Parkway (SH 99) passes between the two sections of the project area located on either side of the highway. Visibility of the modern ground surface ranged from poor (<20%) in more heavily vegetated areas to excellent (80 to 100%) in cleared areas. In addition to pedestrian walkover, the Texas State Minimum Archeological Survey Standards (TSMASS) call for excavation of a minimum of two shovel tests per 0.4 hectare (1.0 acre) for projects measuring 10.1 hectares (25.0 acres) or less in size plus one additional shovel test per 2.0 hectares (5.0 acres) above 10.1 hectares (25.0 acres). As such, a minimum of 121 shovel tests would be required within the 154.0-hectare (380.6-acre) project area. Horizon excavated a total of 164 shovel tests, thereby exceeding the TSMASS for a project area of this size. Shovel tests typically revealed sandy clay loam to sandy loam sediments overlying sandy clay. Mottling and iron staining were ubiquitous in shovel tests, suggesting that large portions of the project area are likely saturated on a seasonal or perennial basis. It is Horizon's opinion that shovel testing was capable of fully penetrating sediments with the potential to contain subsurface archeological deposits. No cultural resources of prehistoric or historic age were recorded within the project area during the survey. A modern church or some other type of large community center is present in the northern portion of the project area off the southern side of Stockdick School Road. This structure was built at some time between 1973 and 1981; as such, the structure is not of historic age. Based on the results of the survey-level investigations documented in this report, no potentially significant cultural resources would be affected by the proposed undertaking. In accordance with 36 CFR 800.4, Horizon has made a reasonable and good-faith effort to identify historic properties within the project area. No cultural resources were identified within the project area that meet the criteria for designation as SALs according to 13 TAC 26 or for inclusion in the NRHP under 36 CFR 60.4. Horizon recommends a finding of "no historic properties affected," and no further archeological work is recommended in connection with the proposed undertaking. However, human burials, both prehistoric and historic, are protected under the Texas Health and Safety Code. In the event that any human remains or burial objects are inadvertently discovered at any point during construction, use, or ongoing maintenance in the project area, even in previously surveyed areas, all work should cease immediately in the vicinity of the inadvertent discovery, and the THC should be notified immediately. Following completion of the project, project records will be permanently curated at the Texas Archeological Research Laboratory (TARL).

On behalf of Whistler Pipeline, LLC. (Whistler), SWCA Environmental Consultants (SWCA) conducted an intensive cultural resources survey on a portion of the proposed 515.2-mile-long Whistler Pipeline, which traverses 17 counties in Texas. Whistler proposes to construct, install, and maintain a buried natural gas pipeline extending from the Waha Gas Hub in Pecos County to a delivery point near Agua Dulce in Nueces County, Texas. In addition to this mainline, a 45.7-mile-long lateral pipeline (Midland Lateral) will extend south from Midland County and connect to the mainline in Upton County. This report presents the results of the survey of University of Texas (UT) Lands in Upton, Reagan, and Crockett counties; this covers approximately 28.65 miles of the mainline, 10.9 miles on the Midland Lateral, and 0.18 mile for an undeveloped access road. SWCA surveyed approximately 1,082 acres, including 809.0 acres of mainline, 259.0 acres of lateral pipeline, and 2.2 acres of access road, typically within a 200-foot-wide corridor, as well as the 7.4-acre Rankin Compressor Station in Upton County. Access roads, which were built in 2018 for a previously constructed pipeline (Gulf Coast Express Pipeline), were not surveyed at the request of UT Lands, with the exception of one new, undeveloped access road on the Midland Lateral, totaling 0.18 mile. These previously constructed roads are all established gravel roads which run parallel to the current pipeline and the area has been previously surveyed. No alterations to existing access roads are anticipated. The report details the findings of investigations conducted between September and October 2019, and on January 10, 2020, on the alignment version dated January 15, 2020. All work was conducted in support of Whistler's potential application requirements for a U.S. Army Corps of Engineers (USACE) Section 404 Permit in accordance with 33 Code of Federal Regulations (CFR) 325, Appendix C (Processing Department of Army Permits: Procedures for the Protection of Historic Properties; Final Rule 1990; with current Interim Guidance Documents dated April 25, 2005, and January 31, 2007), and Section 106 of the National Historic Preservation Act (NHPA) (54 United States Code 306108) and its implementing regulations (36 CFR 800). Portions of the project are located on lands owned/managed by UT, a political subdivision of the State of Texas; therefore, work was conducted in compliance with the Antiquities Code of Texas (Texas Natural Resource Code, Title 9, Chapter 191) and accompanying Rules of Practice and Procedure (Texas Administrative Code, Title 13, Chapter 26) under Texas Antiquities Permit No. 9052. The portions of the project on UT Lands are within the Albuquerque and Fort Worth USACE Districts. Investigations included a cultural resources background review and literature search and an intensive pedestrian survey augmented with shovel testing. SWCA's background review indicated 19 surveys have been previously conducted within 1 mile of the project alignment, of which 15 are intersected by or collocated with the project alignment. The review also indicates that 77 previously recorded archaeological sites are within 1 mile of the alignment; 14 of which are intersected by or are within 300 feet of the proposed alignment. Of these 14 sites, six have been recommended or determined not eligible for the National Register of Historic Places (NRHP) or for designation as State Antiquities Landmarks (SALs), and eight sites have undetermined eligibility for the NRHP or as an SAL. Of the eight sites with undetermined eligibility, seven sites (i.e., 41CX1051, 41RG117, 41RG158, 41RG239, 41RG282, 41RG323, and 41UT147) intersect the current proposed alignment. During the course of the survey, SWCA revisited 10 previously recorded sites (i.e., 41CX1051, 41RG117, 41RG158, 41RG239, 41RG282, 41RG323, 41UT135, 41UT136, 41UT138, and 41UT147). Site 41UT147 has undetermined NRHP and SAL eligibility. As the site features within site 41UT147 will not be impacted by the proposed project, no further work is recommended; however, due to the proximity of the site to the project workspace, the placement of high visibility avoidance fencing around the northern edge of site boundary is recommended prior to construction activities. In addition, SWCA newly recorded four archaeological sites (i.e., 41RG402, 41RG403, 41RG404, and 41UT158) and identified 11 isolated finds. Aside from previously mentioned site 41UT147, all the sites and isolated finds are recommended not eligible for the NRHP or as an SAL within the Project corridor. Seven sites (i.e., 41CX1051, 41RG117, 41RG158, 41RG239, 41RG282, 41UT138, and 41UT147) extend outside of the project area and if the alignment were to shift, additional survey and/or archival research would be needed to assess the portions of the site not surveyed during the current alignment. In accordance with the Antiquities Code of Texas, 33 CFR 325, Appendix C, and Section 106 of the NHPA, SWCA has made a reasonable and good faith effort to identify cultural resources within the investigated project area. Of the 14 revisited and newly recorded sites within the project, one site (i.e., 41UT147) has undetermined NRHP and SAL eligibility and will be avoided by the project via high visibility fencing; Whistler has committed to this avoidance plan. The remaining 13 sites are recommended not eligible for the NRHP or as SALs within the Project corridor. Based on the results of these investigations, SWCA recommends a finding of NO HISTORIC PROPERTIES AFFECTED (per 36 CFR 800.4[d][1]) within UT Lands along the Whistler Project. Per requirements of the Antiquities Code of Texas, project documentation will be curated with the Center for Archaeological Research at the University of Texas at San Antonio.

This report documents the substantive findings and management recommendations of a cultural resources survey conducted by Integrated Environmental Solutions, LLC (IES) for the proposed Fort Griffin Special Utility District (SUD) Waterline Improvements Project located in the City of Breckenridge, Stephens County, Texas. The proposed project will include the installation of a water supply line within a 39.45-acre (ac) Area of Potential Affects (APE). As the Fort Griffin SUD is a political subdivision of the State of Texas, the project is subject to the provisions of the Antiquities Code of Texas (ACT). Additionally, as the project will be partially funded by the U.S. Environmental Protection Agency (USEPA) through the Clean Water State Revolving Funds (CWSRF) and Drinking Water State Revolving Funds (DWSRF), the proposed project will be required to comply with Section 106 of the National Historic Preservation Act (NHPA). The goal of this survey was to locate cultural resources that could be adversely affected by the proposed project, and to provide an evaluation of the eligibility potential of each identified resource for listing in the National Register of Historic Places (NRHP) or for designation as a State Antiquities Landmark (SAL). This cultural resources survey was conducted by Project Archeologist Anne Gibson and Archaeological Technician Trey Lyon on 28 through 30 April 2020. All work conformed to 13 Texas Administrative Code 26 (13 TAC 26), which outlines the regulations for implementing the ACT, and was conducted under Texas Antiquities Permit No. 9373. During the survey, one newly recorded historic-age archeological site (41SE347) was encountered within the APE. Based on the lack of association with historically important individuals or events, absence of significant architectural features, the degree of prior disturbance, and lack of contextual integrity, site 41SE347 is recommended not eligible for listing in the NRHP or designation as a SAL. All project-related records and field data will be temporarily stored at the IES McKinney office and permanently curated at the Center for Archeological Research (CAR) at the University of Texas at San Antonio (UTSA). No further work is warranted. However, if any cultural resources are encountered during construction, the operators should stop construction activities and immediately contact the project environmental representative to initiate coordination with the Texas Historical Commission (THC) prior to resuming any construction activities.

This report presents the substantive findings of a cultural resources survey for the Granbury East Wastewater Treatment Plant (WWTP) Project, which is a component to the Wastewater Phase I Improvements Project reviewed by the Texas Water Development Board [TWDB] under Project No. 73813. The proposed Granbury East WWTP is located within a 10.6-acre (ac) property located at 3121 Old Granbury Road in the City of Granbury, Hood County, Texas. As the City of Granbury is a political entity of the State of Texas, the City is required to comply with the Antiquities Code of Texas (ACT). In addition, as the project will require federal funding from the Environmental Protection Agency through the TWDB Clean Water State Revolving Fund (CWSRF) the project must comply with the National Environmental Policy Act (NEPA), which requires compliance with the National Historic Preservation Act (NHPA). The goal of the survey was to locate, identify, and document any cultural resources, which include architectural features and archeological sites, and to evaluate such resources for their potential eligibility for inclusion in the National Register of Historic Places (NRHP). The cultural resources survey was conducted by Project Archeologist Thomas Chapman on 30 April 2020 within an approximate 10.6-ac project area or Area of Potential Effects (APE). All work conformed to 13 Texas Administrative Code 26 (13 TAC 26), which outlines the regulations for implementing the ACT, and was conducted under Antiquities Permit No. 9401. During the survey, the site boundaries for one previously recorded archeological site (41HD96), were expanded to include a portion of the current APE. Based on the lack of association with historically important individuals or events, absence of significant architectural features, and the limited archeological data potential of the site, it is the recommendation of IES that 41HD96 be considered not eligible for listing in the NRHP or designation as a SAL. Based on the findings of this cultural resources survey, IES is requesting concurrence for the APE and a "no historic properties affected" determination per 36 Code of Federal Regulations 800.4(d)(1). It is the recommendation of IES that the Texas Historical Commission (THC) concur with these findings and the Granbury East WWTP (TWDB Project No. 73813) be permitted to continue without the need for further cultural resources investigations. However, if any cultural resources (other than those documented within this report) are encountered during construction, the operators should immediately cease work in the area of the inadvertent discovery. The project cultural resources consultant should then be contacted to initiate further consultation with the THC prior to resuming construction activities. All project records generated by this project will be permanently stored at the IES office in McKinney, Texas.

This thesis proposes a socio-geo-historical perspective on the current transformations of a leading agency in territory planning policies, the "Sociétés d'Aménagement Régional" (SAR), through case study analysis of a company called "Compagnie d'Aménagement des Coteaux de Gascogne" (CACG). These SAR are emblematic of the political project that aims to modernise French rurality. They are faced with the need for transformation, like spatial planning as a whole in the face of the polarisation of the social and political field caused by environmental and climatic problems. This work analyses the way in which an emblematic French territory planning agency identifies, experiments and deals with obstacles in the formalisation of a new role and a new way of proceeding in the management of water and the development of rural territories.In order to understand and signify this imperative transformation, as well as review its initial intentions, this work analyses the interdependencies between the production of knowledge, the incarnation and distribution of power, and the ways of governing space and its resources. These interdependencies, which we study by combining an approach in environmental geography and through the field of "Science, Technology and Society" (STS), are highlighted via three levels of analysis. The first concerns the waves of modernisation, understood as the informal deployment of certain forms of knowledge, political exercise and representation of space and its resources. In short, they are a resonance of society. The second concerns the re-transcription of these waves through the formalisation of a territory planning contract, which we understand as the negotiation by the political-administrative apparatus of a way of governing space and its resources. Finally, our third level of analysis concerns the organisation of the CACG. PUBLISHED ; 1. Agricultural intensification and associated loss of high-quality habitats are key drivers of insect pollinator declines. With the aim of decreasing the environmental impact of agriculture, the 2014 EU Common Agricultural Policy (CAP) defined a set of habitat and landscape features (Ecological Focus Areas: EFAs) farmers could select from as a requirement to receive basic farm payments. To inform the post-2020 CAP, we performed a European-scale evaluation to determine how different EFA options vary in their potential to support insect pollinators under standard and pollinator-friendly management, as well as the extent of farmer uptake.2. A structured Delphi elicitation process engaged 22 experts from 18 European countries to evaluate EFAs options. By considering life cycle requirements of key pollinating taxa (i.e. bumble bees, solitary bees and hoverflies), each option was evaluated for its potential to provide forage, bee nesting sites and hoverfly larval resources.3. EFA options varied substantially in the resources they were perceived to provide and their effectiveness varied geographically and temporally. For example, field margins provide relatively good forage throughout the season in Southern and Eastern Europe but lacked early-season forage in Northern and Western Europe. Under standard management, no single EFA option achieved high scores across resource categories and a scarcity of late season forage was perceived.4. Experts identified substantial opportunities to improve habitat quality by adopting pollinator-friendly management. Improving management alone was, however, unlikely to ensure that all pollinator resource requirements were met. Our analyses suggest that a combination of poor management, differences in the inherent pollinator habitat quality and uptake bias towards catch crops and nitrogen-fixing crops severely limit the potential of EFAs to support pollinators in European agricultural landscapes.5. Policy Implications. To conserve pollinators and help protect pollination services, our expert elicitation highlights the need to create a variety of interconnected, well-managed habitats that complement each other in the resources they offer. To achieve this the Common Agricultural Policy post-2020 should take a holistic view to implementation that integrates the different delivery vehicles aimed at protecting biodiversity (e.g. enhanced conditionality, eco-schemes and agri-environment and climate measures). To improve habitat quality we recommend an effective monitoring framework with target-orientated indicators and to facilitate the spatial targeting of options collaboration between land managers should be incentivised.

A partir de la lucha por la vivienda, experimentada en Bogotá hacía la década de los sesenta del siglo pasado, se resignificaron diversos procesos heroicos de constitución y consolidación de nuevas formas de ocupación urbana que proporcionaron una nueva identidad a la ciudad. El Policarpa Salvarrieta, cuya primera ocupación data del 29 de junio de 1961, fue una de estas nuevas formas de ocupación insignia de los destechados: la invasión. Esta forma de construir ciudad está marcada por una ideología dada por el Partido Comunista, lo cual le ayudó a desarrollar procesos de transformación y desarrollo progresivo de la vivienda, que se expresan en modos de habitar característicos desde sus inicios hasta la actualidad. Investigar la dimensión física de las transformaciones de la casa que se han dado a pequeñas dosis permite no solo hacer evidente al habitante, sino entender sus maneras de ocupar, de vivir y de establecer sus relaciones con los espacios dentro de la vivienda, pues demuestra cómo el desarrollo urbano de un barrio se convierte en indicador de las transformaciones de la ciudad. Por esta razón, el objetivo principal de este trabajo apunta a la reconstrucción nítida de los modos de habitar que, finalmente, hicieron posible la construcción de las viviendas y, al mismo tiempo, el barrio. La metodología utilizada en la reconstrucción de los modos de habitar recoge experiencias de la autora y de habitantes permanentes y flotantes, artículos de revistas, periódicos y otros escritos que facilitaron la construcción de una base social, cultural, política, económica, urbana y arquitectónica, donde se resaltan los modos de habitar dentro de una dimensión física; es decir, se localizan en el espacio todas las palabras y relatos existentes. De allí nace una doble lectura, evidente en la utilización de dos fuentes tipográficas distintas y en la presencia de ilustraciones que muestran los procesos de vida y transformación sufridos en el barrio. Al entender, desde otra perspectiva, esos modos de habitar, se abre un nuevo panorama sobre el análisis urbano de barrios como el Policarpa. En Definitiva historias como esta son las que desdibujan los límites de esas dicotomías con las que se han leído las ciudades en los últimos años, pues muestran un modelo de ocupación a largo plazo que se había formado gracias a la experiencia, convirtiendo a barrios como el Policarpa en ese indicador que nos muestra la realidad de cómo se ocuparon territorios en la ciudad. ; The struggle for housing, experienced in Bogota in the sixties of the last century, develop some heroic processes of constitution and consolidation of new forms of urban occupation that were resignified providing a new identity to the city. The Policarpa Salvarrieta, whose first occupation dates from June 29, 1961, wasthe representative one of these new forms of occupation of the poorest people: invasion. This way of building city is marked by an ideology given by the Communist Party, which helped it to develop processes of transformation and progressive development of housing, which are expressed in characteristic ways of living from its beginnings to the present day. To investigate the physical dimension of the house and the transformations that have been given at small doses, not only show people, it help to understand their ways of occupying, living and establishing their relations with the spaces inside the house; it shows how the urban development of a neighborhood becomes an indicator of the transformations of the city. For this reason, the main objective of this paperwork is the clear reconstruction of the ways of living that finally made possible the construction of the houses and, at the same time, the neighborhood. The methodology used in the reconstruction of the ways of living gathers experiences of the author and the inhabitants, articles from magazines, newspapers and others that help with the construction of a social, cultural, political, economic, urban and architectural base, in where the ways of living within a physical dimension are highlighted; that is, all existing words and stories are located in space. In that way a double reading was born, evident in the use of two different type o letters and in the presence of illustrations that show the processes of life and transformation suffered in the neighborhood. To understand, from another perspective, these ways of living, opens up a new panorama on the urban analysis of neighborhoods like Policarpa. Stories like this blur the boundaries of these dichotomies with which cities have been read in recent years, as they show a model of long-term occupation that had been formed through experience, turning neighborhoods like Policarpa into an indicator that shows us the reality of how territories were occupied in the city. ; Maestría

International audience ; This article offers a critical view of the contemporary urban policies undertaken in France in the name of safe, sustainable urban transport strategies. It seeks to show how a spatially and socially selective ordering is under way in French transport planning and policies by presenting an overview of research and empirical results dealing with the narratives and the implementation of these policies. Firstly, urban transport policies were analysed as narratives. Stressing users' individual responsibility and their capacity to adopt economically rational behaviours, and conveying moral injunctions for them to adopt the 'right', safe, healthy, sustainable mobility behaviours, a depoliticized framing of issues characterizes these public policies. Referring to theoretical frameworks related to neoliberalisation as a rationality, our hypothesis is that a neoliberal rationality feeds these policies by ignoring a certain number of macrosocial determinants. Moreover, the use of morality works as a powerful democratic anaesthetic that dissolves any objection. Secondly, we studied how these policies, legitimated by 'noble causes' and depoliticized, influence the organization of traffic in the city, and to what extent they lead to a selective and uneven treatment of urban spaces. While sustainable mobility is frequently presented as a major objective in the field of urban planning for transport and travel, contemporary policies do not seek to reduce polluting modes of travel overall. They rather seek to direct them onto bypass road infrastructures to reduce their negative impacts on the city's main sites. 'Sustainable' policies oppose the car only in certain spaces and for certain uses. International audience ; Departing from localized accounts of the role of local governments in the financialization of the built environment, this article outlines their contribution to the process through increasing attendance at global real estate fairs such as the Marché international des professionnels de l'immobilier (Mipim), where they showcase investment opportunities. Following urban political economy approaches centered on the transcalar intermediations of financialization, Mipim is conceptualized as a site of the circulation of the expectations of investors that involves spatial and temporal dimensions. Based on a comparison of two local authorities in France, namely the Grand Lyon metropolitan authority and Saint-Ouen municipality, the article examines the motives, modalities, and outcomes of their attendance. If both committed to the event despite opposite political agendas, the impact of Mipim has been more significant in the case of the Grand Lyon, where the metropolitan authority adjusted not only the type of showcased projects over the years, but also their content as well as its local planning strategy. The article explains why and how, and discusses under which conditions Mipim is not a mere display showcase, but instead can actively contribute to the adjustment of urban space and governance to the requirements of financial markets.
