This paper aims to analyze how Indonesia explores maritime resources as an instrument of Indonesian diplomacy. Indonesia's diplomacy remains within the framework of Indonesia's foreign policy principles. Indonesia applies the principle of free and active foreign policy which it has done since the beginning of Indonesian independence. Indonesian maritime diplomacy strives to achieve a level of national interest that will allow it to become the world's maritime axis. To achieve this, Indonesia has joined several strategic partnerships that are concerned about and discuss maritime issues. The partnerships that Indonesia is involved in are trying to solve maritime problems. The data collection process for this paper was conducted using library research and secondary data supported by interviews with related parties. This research is very useful to understand how Indonesia carries out its foreign policy based on the principle of being free and active through diplomacy. Indonesia's cooperation in the maritime field has become a tangible form of Indonesian diplomacy.BAHASA INDONESIA ABSTRAK: Makalah ini bertujuan menganalisis bagaimana Indonesia mengeksplorasi sumber daya laut sebagai instrumen diplomasi Indonesia. Indonesia menjalankan diplomasi tetap dalam kerangka prinsip-prinsip politik luar negeri Indonesia. Indonesia menerapkan prinsip politik luar negeri bebas dan aktif yang telah diterapkan sejak awal kemerdekaan Indonesia. Diplomasi maritim Indonesia ditujukan untuk mencapai kepentingan nasional untuk menjadi poros maritim dunia. Untuk mencapai kepentingan nasional, Indonesia melakukan diplomasi maritim dengan bergabung kebeberapa kemitraan strategis yang membahas mengenai masalah maritim. Kemitraan dimana Indonesia tergabung didalamnya, mencoba menyelesaikan masalah-masalah tentang kemaritim. Indonesia bebas untuk bergabung dengan beberapa kemitraan dan aktif untuk berbicara tentang masalah maritim. Proses pengumpulan data dalam makalah ini dilakukan dengan penelitian kepustakaan atau data sekunder yang didukung oleh wawancara dengan pihak-pihak terkait. Penelitian ini sangat berguna untuk memahami bagaimana Indonesia melaksanakan politik luar negerinya dengan prinsip bebas dan aktif melalui diplomasi. Diplomasi yang dilakukan oleh Indonesia menggunakan aset yang dimiliki oleh Indonesia adalah sumber daya maritim. Kerja sama Indonesia di bidang maritim telah menjadi bentuk nyata dari diplomasi Indonesia.

Pemilu di Indonesia tidak terlepas dari berbagai permasalahan, salah satu diantaranya menyangkut HAM pekerja imigran. Akibat kelemahan yang dimiliki badan penyelenggara pemilu menyebabkan banyak dari mereka tidak dapat menggunakan hak pilihnya. Dua permasalahan yang diangkat dalam jurnal ini yaitu bagaimanakah penerapan dari pengaturan hak politik pekerja migran terkait dengan pelaksanaan pemilu di luar negeri sebagai pemenuhan HAM dan bagaimanakah peranan pemerintah Indonesia dalam melindungi hak politik pekerja migran agar tetap dapat menyalurkan haknya saat pemilu. Metode penulisan yang digunakan dalam penulisan ini adalah jenis penelitian hukum normatif dengan mengacu pada instrumen hukum internasional dan hukum nasional yang berkaitan dengan hak politik dari pekerja migran, dan dengan menggunakan metode pendekatan perundang-undangan dan analisis fakta dilapangan. Hasil penelitian menunjukan pengaturan hak pilih pekerja migran dalam pemilu telah diatur dalam hukum HAM internasional dan nasional, bahkan tata cara pelaksanaan pemilu di luar negeri telah diatur dalam perundang-undangan khusus di bidangnya. Namun tetap saja pengaturan tersebut belum menjamin tersalurkannya hak pilih pekerja migran. Adapun peranan yang semestinya dilakukan oleh pemerintah merujuk pada standar-standar internasional untuk pemilihan umum oleh International IDEA yaitu pembaharuan hukum terhadap sistem pemilu dan KPU lebih selektif dalam membentuk PPLN yang bertanggung jawab dalam tugas dan fungsinya. In: Europa nach dem Irak-Krieg: Ende der transatlantischen Epoche?, S. 81-100
Der Beitrag erörtert die Frage, wie sich Europa gegenüber den USA außen- und sicherheitspolitisch bestimmt und welche Definitionsmacht Europa bei der Erarbeitung eines neuen Ordnungsmusters der internationalen Politik zukommt. In einem ersten Schritt werden die entsprechenden Bestimmungsmerkmale der EU als politischer Akteur skizziert, insbesondere die Aspekte der EU-Erweiterung, die europäische Identität und die europäische Integration. Der zweite Schritt erläutert die intellektuelle Kontroverse zu den Beziehungen zwischen den USA und Europa sowie der Rolle der NATO. Im Anschluss erfolgt eine Darstellung des politisch-strategischen Profils der EU auf der internationalen bzw. globalen Ebene. In einem abschließenden Fazit sieht der Autor Europa auf dem Weg zum globalen Akteur in einer Phase der Reifeprüfung. Um den hohen Erwartungen, die von innerhalb und außerhalb der EU mit der europäischen Außen-, Sicherheits- und Verteidigungspolitik verbunden sind, gerecht zu werden, muss die EU weitere Reformschritte unternehmen. Eine der entscheidenden Fragen lautet dabei, ob die USA so stark sind, weil die EU so schwach ist. (ICG2)

Are leaders more likely to face militarized challenges earlier in their tenure? Existing studies posit contradictory hypotheses: new leaders can both invite challengers to take advantage of their inexperience and deter challengers by their strong incentive to establish a reputation for resolve. This paper seeks to reconcile these competing propositions by developing an argument that centers on the direction of foreign policy preference change associated with leadership turnover. I argue that foreign adversaries are likely to challenge a new leader in their rival state only when the newcomer is perceived to be more hawkish than the predecessor. The perception of a heightened risk of conflict accompanied with the emergence of a more hawkish leader in the rival state gives foreign adversaries a stronger incentive to seek for an early confrontation in which they can (re)demonstrate their own position to the new hawk. In contrast, when the newcomer is perceived to be more dovish than the predecessor, optimistic expectations of future interactions tend to restrain foreign adversaries from provoking the new dove, whose reputation concerns are high. A series of statistical analyses on post-WWII dyadic rivalries with democratically elected leaders on the target side yield strong evidence that supports this conditional hypothesis.

Since China adopted its 'open door' policy in 1978, which altered its development strategy from self-sufficiency to active participation in the world market, its goal has remained unchanged: to assist the readjustment of China's economy, to coordinate its modernization programs, and to improve its quality of life. With the 1997 launch of the 'Going Global' policy, an outward focus regarding foreign investment was added, to circumvent trade barriers and improve the competitiveness of Chinese firms. In order to accommodate inward and outward investment, China's participation in the international investment regime has underpinned its efforts to join multilateral investment-related legal instruments and conclude international investment agreements. 0This collection, compiled by award-winning scholar Professor Julien Chaisse, explores the three distinct tracks of China's investment policy and strategy: bilateral agreements including those with the US and the EU; regional agreements including the Free Trade Area of the Asia Pacific; and global initiatives, spear-headed by China's presidency of the G20 and its 'Belt and Road initiative'.
